    These excerpts taken from four speeches of the Indian President Dr AP J AbdulKalam revealthe thoughts of an enlightened mind.

    In the speech at a banquet in honour of the USPresident George Bush, Dr Kalam highlighted the need for India and the USto

    worktowards achieving advances in energydevelopment and independence to achieve further economicgrowth in the two leading

    world democracies and other countries as well. In his address on TechnologyDay on May11, 2006, Dr Kalam, the Supreme

    Commander of the Indian Armed Forces, explained how development of a state-of-the-art supersoniccruise missile BrahMos

    was made possible in less than five years due to intensive technologicalco-operation and strength of the Joint Venture partners,

    India and Russia. The two other addresses are equallyinspiring. In one, the President shares his vision on e-Governance; and in

    the other, he stresses the need for HRD to achieve progress in Nanoscience and technologyresearch. The excerpts are being pub-

    lished after due consent from Dr Kalam.

    Born on October15,1931 atRameswaram,in TamilNadu,DrAPJ AbdulKalam specialised in AeroEngineering fromMadrasInstitute ofTechnology.DrKalam made a significantcontribution asProjectDirectorin developing Indiasfirstindigenoussatellite launch vehicle SLV-III to injecttheRohini Satellite intonearearth orbit.He wasresponsible forthe evolution ofISROslaunch vehicle programme,particu-larlythe PSLVconfiguration.Afterworking fortwodecadesinISRO and mastering launch vehicle technologies,DrKalamtookup the responsibilityofdeveloping indigenousguidedmissiles at Defence Research and DevelopmentOrganisation asthe ChiefExecutive of Integrated Guided MissileDevelopmentProgramme (IGMDP).He wasresponsible forthe develop-mentand operationalisation ofAgni and Prithvi missilesand forbuild-ing indigenouscapabilityin criticaltechnologiesthrough networking of

    multiple institutions.He wasthe ScientificAdviserto theDefence Ministerand the Secretary,DepartmentofDefenceResearch and Developmentfrom July1992 onwards.Duringthisperiod,he oversaw the weaponisation ofstrategicmis-sile systemsand the Pokhran-II nucleartestsin collaborationwith the DepartmentofAtomicEnergy.He alsogave thrusttoself-reliance in defence systemsby progressing severaldevelopmenttasksand mission projects.DrKalam is one ofthe mostdistinguished scientistsofIndia with the uniquedistinction ofhaving received honorarydoctoratesfrom 30universitiesand being awarded the highestcivilian awards,

    Padma Bhushan (1981),Padma Vibhushan (1990)and Bharat Ratna(1997).He isalsothe recipientofseveralotherawardsincluding theIndira Gandhi Award for NationalIntegration (1997).DrKalam becamethe 11th Presidentofthe RepublicofIndia on July25,2002.

    Indias14th Prime Minister,DrManmohan Singh,isrightlyacclaimed asa thinkerand a scholar.He iswellregarded forhisdiligence and hisacademicapproach towork,aswellasforhisaccessibilityand hisunassuming demeanour.PrimeMinisterManmohan Singh wasborn on September26,1932,in a village in the Punjab province ofundivided India.DrSingh completed hismatriculation examination from thePunjab Universityin 1948.Hisacademiccareertookhimfrom Punjab tothe UniversityofCambridge,UK,where heearned a FirstClassHonoursdegree in Economicsin 1957followed byaD.Philin Economicsfrom Nuffield College atOxford Universityin 1962.DrSinghsacademiccredentialswere bur-nished bythe yearshe spenton the facultyofPunjab Universityand theDelhi SchoolofEconomics. He had a briefstintat the UNCTADSecretariatpriortohisappointmentasSecretaryGeneralofthe SouthCommission in Geneva between 1987and 1990.In 1971,DrSingh joinedthe GovernmentofIndia asEconomicAdvisorin the Commerce Ministry.Thiswassoon followed by hisappointmentasChiefEconomicAdvisorin the MinistryofFinance in 1972.Among the manygovernmentalposi-tionsheld byDrSingh are Secretaryin the MinistryofFinance; DyChairman ofthe Planning Commission; Governorofthe Reserve BankofIndia; Advisortothe Prime Minister; and Chairman ofthe University

    GrantsCommission.

    In whatwastobecome the turning pointin the economichis-toryofindependentIndia,DrSingh spentfive yearsbetween1991 and 1996asIndiasFinance Minister.Hisrole in usher-ing in a comprehensive policyofeconomicreformsisnowrecognised worldwide.Among the manyawardsand hon-oursconferred upon DrSingh in hispubliccareer,the mostprominentare Indiassecond highestcivilian honour,thePadma Vibhushan (1987); the JawaharlalNehru BirthCentenaryAwardofthe Indian Science Congress(1995); the

    Asia MoneyAward forFinance Ministerofthe Year(1993 and 1994); theEuroMoneyAward forFinance Ministerofthe Year(1993); the AdamSmith Prizeofthe UniversityofCambridge (1956); and the Wright'sPrizeforDistinguished Performance atSt.John'sCollege in Cambridge (1955).DrSingh hasalsobeen honoured bya numberof otherassociationsincludingthe Japanese Nihon Keizai Shimbun.DrSingh hasrepresent-ed India atmanyinternationalconferencesand in severalinternationalorganisations.In his politicalcareer,DrSingh hasbeen a memberofIndiasupperhouse ofParliament(the Rajya Sabha)since 1991,wherehe wasLeaderofthe Opposition between 1998and 2004.

    On24October2006,MrAKAntonytookoverastheUnionDefenceMinister.MrAntonyisreturningtotheIndianCabinetafter12years. Hewasbornon December28,1940,inCherthala,DistrictAlappuzhainKerala,toMrsAleyKuttyandMrArakkaparambilKurianPillai.HiseducationalqualificationsincludeBachelorofArtsandLawdegreesfromtheUniversityofKerala.HewasmarriedonMarch17,1985toMrsElizabethAntonyandisafatheroftwosons.Hisinterestinpoliticsandsocialworkdatesbacktohisschoolandcollegedayswhenheheadedthestudentsunions.Hehasbeenamemberofthe

    CongressPartyfromthebeginning,andhasheldseveralparty

    postsbothwithinKeralaStateandin AllIndiaCongressCommittee.HehasalsoheldnumerouspositionsintheKeralaLegislativeAssemblyfrom1970onwardsandhasheldtheport-folioofUnionCabinetMinisterofCivilSupplies,ConsumerAffairsandPublicDistributionfrom1993to1995.MrAntonyisanastutepoliticianwithaspotlessimagewhohasbeentheChiefMinisterofKeralathrice.

    KAZAKHSTAN

    Economy OverviewKazakhstan,thelargestoftheformerSovietrepublics,excludingRussia,possessesenormousfossilfuelreservesandplentifulsuppliesofothermineralsandmetals.Ithasalargeagriculturalsectoroflivestockandgrain.Kazakhstan'sindustrialsectorrestsontheextractionandprocess-ingofthesenaturalresourcesandonagrowingmachine-buildingsectorspecialisinginconstructionequipment,tractors,agriculturalmachinery,andsomedefenceitems.ThebreakupoftheUSSRinDecember1991andthecollapseindemandforKazakhstan'straditionalheavyindustryprod-uctsresultedinashort-termcontractionoftheeconomy,withthesteep-estannualdeclineoccurringin1994.In1995-97,thepaceofeconomic

    reformandprivatisationquickened,resultinginasubstantialshiftingofassetsintotheprivatesector.Kazakhstanenjoyeddouble-digitgrowthin20001andasolid9.5%in2002thankslargelytoitsboomingenergysector,economicreform,goodharvests,andforeigninvestment.Growthremainedatthehigh9%levelin2003and2004.TheopeningoftheCaspianConsortiumpipelinein2001fromwesternKazakhstan'sTengizoilfieldtotheBlackSeahassubstantiallyraisedexportcapacity.Inthemeanwhile,theUSwhilepressuringKazakhstantoensuredemocraticreforms,favoursthelayingofapipelinewestwardsbypassingbothRussiaandIran.Thisdovetailsnicelywiththestatedpolicyofthe PresidentNursultanNazarbayevofdiversifyinghisabilitytoexportoilandgaspro-ducedinthecountry.CurrentissueswithwhichKazakhstanisgrapplinginclude:developingacohesivenationalidentity;expandingthedevelop-mentofthecountry'svastenergyresourcesandexportingthemtoworldmarkets;achievingasustainableeconomicgrowthoutsidetheoil,gas,andminingsectors;andstrengtheningrelationswithneighbouringstatesandotherforeignpowers.

    Kazakhstanhasthelargestoilreservesintheregion.InadditiontothecompetitionbetweenUS,Russia,China,IndiaandsomeEuropeancoun-triesforKazakhoil,thereisalsotheissueofhowthisoilandgasistobetransportedtotheouterworld.SomeofthepossibleroutesarepipelinestoIran,China,RussiaandTurkey;workhasstartedonallfourofthem.KazakhstanisamemberoftheCentralAsianCooperationOrganisation,andtheShanghaiCooperationOrganisationcreatedtofightterrorism,separatismandreligiousextremism.Itisalsopart oftheRussianledCollectiveSecurityTreatyOrganisation,alongwithKyrgyzstan,Tajikistan,ArmeniaandBelarus.

    KazakhstanandChinahaveresolvedtheirborderdisputeandareworkingtodemarcatetheirborderstocontrolpopulationmigration,illegalactivi-tiesandtrade.Thedelimitationofitsboundarieswithmostofitsneigh-boursisalmostcomplete.EquidistantseabedtreatieshavebeensignedwithAzerbaijanandRussiaintheCaspianSea,butnoresolutionhasbeenmadeondividingthewatercolumnamonganyofthelittoralstates.
