Stand Down –Proclamation 2016

Whereas, Linn County Veteran Affairs, in partnership with the Cedar

Rapids Metro Area Veterans Council, the Iowa City VA Medical

Center, and the Linn County Continuum of Care will hold Linn

County’s 11th annual Stand Down for homeless and near-

homeless veterans and non-veterans, and;

Whereas, Stand Down is a term used in times of war in which exhausted

combat units come off the battlefield to rest and recover in a place

of safety; and

Whereas, According to the U.S. Department of Veteran Affairs, the first

Stand Down was organized in 1988 by a group of Vietnam

Veterans in San Diego, and;

Whereas, Today, Stand Down also refers to a community-based program

that provides assists homeless and near-homeless veterans

transition to community living by providing access to human

service agencies, including benefits counseling (Social Security

and Veterans), employment and training assistance, eye exams

screenings, health care screenings, housing services, legal

assistance, mental health treatment and substance abuse

counseling, and;

Whereas, Stand Downs have been used as an effective tool in reaching out

to homeless veterans, nationally reaching more than 200,000

veterans and their family members.

Now, Therefore, The City of Springville, Springville, Iowa, do hereby proclaim

September 9, 2016, as the:

“11th Annual Five Seasons Stand Down Day” and encourage residents to recognize the positive impacts of this

event to assist Veterans, and to express gratitude to those who

have served and continue to serve.

Public invited to offer trail ideas

A walking trail for Springville will be discussed at a public meeting of the town’s Parks Board Sept. 26. The time is 6 p.m. in City Hall. Residents are encouraged to attend and offer suggestions. Speakers will be Nick Roberts and Shannon Keller of the Cleveland Area

Neighborhood Association in Cedar Rapids. Their topic is “Establishing a

Historical Walking Trail.” The Parks Board envisions a trail linking

Springville’s public parks (Butler, Cox Lake, Emmons, and Graham), with

plaques at historical sites.

Garbage will be picked up on Thursday, September 8th due to Labor Day.

Do You Remember When...

Hadwen Williams lived at Whittier, other area towns

Hadwen Williams was a Quaker who turned Methodist, and a physician who became a minister. His life of almost 72 years bridged the 19th and 20th centuries. Raised near Whittier, he worked at Waubeek in 1876, lived in Springville later, practiced medicine in Martelle, and retired to Mount Vernon. He’s commemorated in “Those Days: An American Album,” a book by his grandson, Richard Critchfield, published in 1986. This family epic is foremost the biography of Hadwen’s daughter and Richard’s mother, Anna Louise (Anne). Many family photos are included. Hadwen (given his paternal grandmother’s maiden name) was born Oct. 27, 1854, near Ithaca, N. Y. He came to Iowa in 1859 with his parents, Francis and Mary, and eight siblings. The Williams farm was a mile north of Whittier, along Prairie Chapel Road. At age 17, Hadwen enrolled in Western College near Shueyville, working to pay his way. He then taught school before deciding to become a physician. The 1880 census found him listed as a medical student in the household of Dr. John Love at Springville. It was customary then for aspiring doctors to work with experienced physicians to gain knowledge. Hadwen graduated from the University of Iowa Medical Department in March 1882. He opened a practice in Martelle, living over the post office. In September 1884, he married Jessie Johnston at her sister’s home near Linn Grove Church. Jessie’s mother Margaret had died 16 years earlier. Her father Eli, who was in Kansas, came back for the wedding.

Hadwen and Jessie’s first two children were born in Martelle – Hadwen Jr. in 1886, Anna Louise in 1887. Mary arrived in 1896, Helen in 1903. Meanwhile, at age 35, Hadwen felt called to a major career change. He took training in Chicago, and entered the ministry of the Methodist Episcopal Church Oct. 7, 1889. His first church was at New Hampton. During 31 years as a minister, Hadwen served 13 churches in 11 Iowa counties. His only Linn County church was in Kenwood Park. Other charges were Volga, Ridgeway, Elwood, LeClaire, Monona, McGregor, Lime Springs, Sumner, Plymouth, Jesup, and Postville. The Williamses were in Postville when the bad flu epidemic of 1918-1919 struck. Hadwen helped the overworked local doctors. In adding medical duties to ministerial ones, he pushed himself to exhaustion. In 1920, he retired from the ministry at age 65, and he and Jessie moved to a house on the north side of Mount Vernon. Hadwen Williams was a greatly respected man. Although

ill health clouded his last years, he stayed active

The youngest of Hadwen Williams’ eight grand-children, Mary Collins May, lives near Viola. Her grand-father died before she was born, but he would have been proud that she has served the Viola United Methodist Church as organist for 58 years. Two of her four children also live in the area, Jim near Viola and Tom in Anamosa. Two children of Mrs. May’s older brother, the late Hadwen Collins, are John Collins, who also lives near Viola, and Kim Michels of Marion. Bob Williams of Whittier is a great-nephew of Hadwen Williams; his grandfather was Hadwen’s brother Aaron. All three of Hadwen and Jessie’s daughters – Anne

Critchfield, Mary Collins, and Helen Collins – are interred

at Wilcox Cemetery near Viola. Hadwen Williams Jr. is

buried at Mount Vernon with his parents.

THE SPRINGVILLE Area Historical Society (SAHS) will resume regular meetings Tuesday, Sept. 13, at 6:30 p.m. The group meets in the SAHS building next door to City Hall. Anyone interested in the history of Springville, Whittier, Viola, and Paralta is welcome to attend.

The names of Springville’s four public parks commemo-rate residents who contributed positively to the town. But-ler Park was a gift in 1909 from C. F. “Fred” Butler” in memory of his father, Joseph S. Butler. The elder Butler, a Springville pioneer in 1840, founded the Exchange State Bank in 1878. Graham Park was given to Springville in 1917 by Dr.

Jacob D. Graham, a physician here for 44 years. Cox Lake

Park honors the leadership of Orville Cox in reclaiming the

area from its former status of town dump. Emmons Park

commemorates Joseph B. “Joe” Emmons, who served as

president of the Exchange State Bank.

Hadwen and Jessie Williams, 1885 as long as possible. In January 1926, he preached for the last time, at Linn Grove Presbyterian Church – in the rural neighborhood where Jessie was born. He died Oct. 5, 1926, and was buried in the Mount Vernon Cemetery. His wife and their four children survived him. Hadwen Jr. was in Kingsville, Texas; Anna Louise (Anne) Critch-field and husband Jim in Fessenden, N. D.; and Mary Collins and Helen Collins both at Viola. They married brothers, Fay and Victor. Summer Reading 2016 was SO MUCH FUN!

It was also busy! We learned about recycling and energy saving, met a mountain climber, we saw a magic show, the volleyball team came and got us up and moving, and we closed out the summer with a picnic party! The prize jars were bursting with entries, showing how much reading was done!

We couldn’t have done it without you!

We are blown away by the giving spirit of our

patrons! We started Food for Fines at the beginning of

August and by the end of the first week we had a

basket overflowing with donations. The donations have

kept coming and we’re so happy that they have. We

can’t thank you enough for helping us to fill up SANSI’s

pantry. This particular food drive ended on August 31st,

but keep an eye out for the next one. In December we

will be running a drive for Waypoint, a service that

advocates for women who

were or are victims of

domestic violence. We will be

looking for things like toiletries

and non-perishable food items.

School is back in session and so are our early out Wednesday programs. Enjoy your early dismissal by joining us at the library for games, crafts, stories, LEGOS, and all sorts of other activities! Programs are Wednesday afternoons at 2:00. See you there!

Fall is coming and there’ll be a chill in the air. Come warm up with a nice hot beverage. Our library has a Keurig machine, with coffee, tea, cider, and cocoa selections, for $1.25 each. We

also offer a “pay as you go” punch card, where after nine cups you get the 10th free, and a prepaid card, pay for nine cups up front, and come in whenever you want a warm beverage.

Our book group will be starting back up in October, and

meeting the first Tuesday of the month. Books will be

available for pickup on September

6th. If you are interested in joining,

Greeting Springville Parents, Student and Community,

It’s hard to believe that the start of another school year is upon us, but it is here. I want to thank the Springville Community on the support of the passing of a $4.725 million dollar bond issue last February. It seems like it has been ages ago since we passed the bond and not a lot has happened. The Springville board has attended many meetings since the bond vote and feels they have plans in place that will serve the needs and wants of the students and community. If you look on the north side of the school, Schwab Hall and the shop have been removed to clear the way for the new construction site. Plans have been approved and are available for people to see on the school’s website. We will be receiving and approving bids to hire a general contractor in early August with construction to start later in August. So time has finally come to start building the new elementary addition and to start updating the current secondary building. Thank you for your patience in advance as we work through the next year of construction.

This year we do have a few new names and faces for everyone to learn as we welcome new staff members to the Springville Community. Please take the time to seek these people out, introduce yourselves and welcome them to Springville. As always I can assure you the Springville staff will work hard to make sure that the children of Springville get the best all-around education. After being away and now returning to a small school again, it is very evident of the type of relationships that are developed between students, parents and the school. I look forward to an exciting year with lots of changes come to the school district.

I want to thank our HS committee members of Megan Wagaman, Jacob Loehr, Olivia Dlouhy, James Kane, Jenna Nulle and Madi Wagaman for organizing this event!! Huge shout out to Gretchen Eastman for supplying the music and Alex Carls for her awesome glow in the dark painting. Also our sponsors: Studio Dee, EClips Salon, Exchange State Bank, Security State Bank, Barner Realty, Sally’s on Broadway and the SOAP organization (Julie Lorimer). It was a great turnout and together the event raised just over $1,000 to be used towards the elementary playground. We are hoping to continue this event next year and able to help other causes in the community. Just another GREAT DAY TO BE AN ORIOLE!!!

SPRINGVILLE UNITED METHODIST CHURCH MISSIONS

The Springville United Methodist church committee is looking for home owners’ in Springville and the

Martelle area that are in NEED of a little help around their homes. We will do one project a month until we are out of funds. Things could range from yard work, a little trimming, porch work, cleaning or even a meal. These are one or two day projects. If

you are in need or if you know someone who is in need please let us know. If you would be interested

in helping with funding or volunteering please contact Gary Novak at 319-521-2944 or the church office at 319-854-7355.

SPRINGVILLE EXTREME QUARRY RUN

About 250 runners and walkers participated in the 4th Annual Springville Extreme Quarry Run. The run is 6k in distance

and starts in downtown Springville and heads west out to the Wendling Quarries Bowser Quarry. In addition to the overall run, a new event called “Sprint To The Top Challenge” which timed how long it took the runners to run up the steep hill in Wendling Quarries. The fastest male and female up the hill were crowned “King & Queen of the Hill.” The funds raised from the event will be donated to the City of Springville’s Community Trails Project. The final donation amount has not been calculated at this time but by the organizers have estimated it will be between $4-$5,000. The Springville Extreme Quarry Run committee would like to thank Wendling Quarries for use of the quarry once again and also thank our many sponsors and volunteers for helping us put on this event! Springville Tractor Pullers Association Thanks You

On behalf of STPA (Springville Tractor Pullers Association), we would like to THANK everyone who helped with the ECIPA Truck and Tractor Pull, first annual STPA Bags Tournament and STPA concert. Thank you to all of our sponsors, fans, spectators, competitors, workers, volunteers, food groups, Springville Community Schools, and anyone else who helped in any way. Without all of this support our Fun Days celebration would not be as successful. It certainly takes a team effort! The Friday night’s ECIPA Truck and Tractor Pull brought over 2,000 people into Springville. These spectators not only come from all over Iowa but from surrounding states as well. Both competitors and spectators tell us that many factors make Springville’s Pull one of the best pulling events of the year. Some of the top reasons attendance keeps growing are the over 60 competitive pulling vehicles, beautiful hillside grounds, wide variety of food, friendly workers, and the fact that the event is so well run and organized. Kim and Johnny Johnston’s steam engine going down the track is the perfect finale! STPA’s first annual bags tournament brought in 42 teams on Saturday, August 12. The new event brought competitors from as far away as the Quad Cities and Iowa Falls. After dark it was exciting to see fireworks light up the sky compliments of STPA. Mark your calendars for next year’s Springville Fun Days August 11 – 13, 2017! We are all looking forward to it!!

SPRINGVILLE CITY COUNCIL Regular Meeting Minutes

August 1, 2016

Mayor Roger Shebetka called the regular meeting of the Springville City Council to order at 6:00 pm at City Hall. Present on roll call: Councilpersons- Dennis Thies, Brad Merritt, Pat Hoyt, Penny Sindelar, and Mareta Ralston. Guests were Public Works Supervisor Todd Wyman, Jennifer Wyman, Jean Menster, Dave Raue, Treva Davis, and Daryl Pearson. M/B Thies, to approve the consent agenda, 2nd/B Hoyt, all ayes, MC. Linn County Sheriff- Deputy Egli, reported 19 calls for service and 137.5 hours logged. Mayor Shebetka – made sure Deputy was aware of Fun Days. Councilman Sindelar has talked with Tim Scott about cemetery boundary. Daryl Pearson was in attendance to discuss the cemetery property. Daryl, Tim Scott, and the city attorney will all be invited to the next meeting to discuss this topic. Todd Wyman presented the Maintenance Department Report, highlights- 2 lift station calls, worked on salt shed, replaced old storm sewer, trimmed several trees around town, and poured a walkway. M/B Hoyt, to approve the street closings for the Fun Day Parade on August 13th from 8 to 11 a.m., 2nd/B Sindelar, all ayes, M/C. M/B Hoyt, to approve the closing of the Yard Waste Site beginning Sunday, August 7th at 7 a.m., through Monday August 15th, 2nd/B Ralston, all ayes, M/C. M/B Thies, to approve the purchase of two new cell phones for the maintenance department. The purchase to include 2 CAT S40 phones for the price of $226 each, and a case/clip for each, 2nd/B Sindelar, all ayes, M/C. Clerk presented City Hall report, highlights- talked with Liz Kemp of MSA on possibly submitting again for a CDBG grant, and talked with Kent Backen of Integrity Homes about expanding into the next housing phase. SPRINGVILLE CITY COUNCIL Regular Meeting Minutes

August 15, 2016

Mayor Roger Shebetka called the regular meeting of the Springville City Council to order at 6:00 pm at City Hall. Present on roll call: Councilpersons- Dennis Thies, Brad Merritt, Pat Hoyt, Penny Sindelar, and Mareta Ralston. Guests were Public Works Supervisor Todd Wyman, Jennifer Wyman, Dave Raue, Treva Davis, Liz Kemp with MSA, and Mat Sauer with MSA. M/B Ralston, to approve the consent agenda, 2nd/B Sindelar, all ayes, M/C. Linn County Sheriff- Deputy Steffens, reported 16 calls for service and 150.9 hours logged. Deputy reported no problems during Fun Days. Mayor Shebetka – Congratulations to all the groups in town for making it a wonderful and successful Fun Days celebration. Councilman Sindelar also commended all involved. Liz Kemp with MSA was in attendance to discuss the next CDBG Housing Rehab Grant. Some areas to improve that would help increase our scoring for the grant competition would be, to allocate the city match to rehabilitation Instead of the administration, get income qualified before the grant is submitted, narrow the target area, and the clerks need to submit all procurement forms without the aid of an administrator. Liz will send map and application to city for distribution. Mat Saur with MSA was in attendance to discuss the Sewer Rehabilitation Grant and the proposed Sewer Rehab Project. Mat explained the presented Service Agreement if accepted we would have with MSA. This covers primarily the design, spec documents and the getting of permits. Mat and Liz explained the need to use the IEDA for procurement specifically Joseph Bulky. M/B Hoyt, to donate $50 to the Springville High School Boys Baseball Team for their work weeding the Springville entrance sign. 2nd/B Ralston, all ayes, M/C. Todd presented the maintenance report that included story of replaced new cell phones, storm sewer has been replaced, sidewalk on academy street is done, and cleaned up and regraveled the yard waste site. M/B Sindelar, to approve the sale of the BushHog mower by sealed bids, these bids to be opened at the September 19th council meeting. 2nd/B Ralston, all ayes, M/C. After extensive discussion the No. 1 Capital Improvement Project was deemed the Sewer Rehabilitation Project. M/B Sindelar, to hire MSA to grant write, engineer and the administration of our sewer rehab project. 2nd/B Thies, voice vote, all ayes, M/C. M/B Thies to hire Shoemaker and Haaland to engineer and advance the Phase I portion of the 5th Street Reconstruction. 2nd/B Sindelar, all ayes, M/C. Discussion on topics for the possible purchasing of property for the cemetery. Roger will meet with Lyle Andersen, Tim Scott and Daryl Pearson to get area flagged, a picture for council to visualize, and discuss expectations of value. Clerk to make contact with John Ryan for easement agreement at 256 Broadway. M/B Hoyt, to sell to Springville Community School District the Sanitary Sewer Line as described in the legal description drafted by the schools engineer. This sale would include selling full and total responsibility for this sewer to go to the school, at a purchase price of $1.00. 2nd/B Sindelar, all ayes, M/C. M/B Thies, to accept Policy #001-6900-1, a policy of Permitted Access to Legal Counsel. 2nd/B Sindelar, all ayes M/C. Clerk to make contact with school engineer on the power pole east of the school that the city utilizes only once a year. Discussion on the adjustments for water bills. The council agreed to let prior ruling stand, “There will be no exceptions, unless presented and pleaded to the Council” (Sept. 21, 2015). Next Regular Meeting Tuesday, September 6, 2016 at 6 pm.
