EDUCATIONAL PHILOSOPHY/SCHOOL DISTRICT MISSION

A philosophy of education is the foundation on which a school district is built, and upon which the

product of the school program is evaluated. The philosophy herein subscribed to by the Board of

Education shall be a guide in determining the policies, rules, and regulation of the school district.

Recognizing each student as a unique individual, we believe that education should provide an opportunity

for the maximum development of each individual within the limitations of his or her potential abilities.

Through education, it is possible for the individual to discover and endeavor to achieve to the limits of his

or her potential ability.

We believe that in a democratic society, education must help the student realize his or her worth as an

individual and should lead him or her toward becoming a productive member of society. Strong emphasis

must be placed upon democratic values that are important for an effective and satisfying personal and

social life.

We believe that the role of the teacher in the educational process is to provide opportunities for the

individual to achieve at the maximum level of potential ability. Their role should also create a learning

situation in which individual motivation for learning is the stimulus for achievement, and promote,

through teaching and example, the principles of the democratic way of life.

We believe that parents/guardians have definite responsibilities in education. They need to have a basic

confidence in the school, and they need to impart this confidence to the students. The parents/guardians

may do this by cooperating to the fullest with the schools, by encouraging the student to give his or her

best efforts to the daily school responsibilities, and by participating in school activities.

We believe that the foundation of the district’s educational program is based on the development

of competencies in the basic fundamentals of reading, oral and written communication,

mathematics, and 21st century technology skills in order to provide students with essential skills

that extend beyond the classroom and provide all students with the technology concepts, processes

and skills needed to be contributing, productive citizens and thrive in our changing society.

We believe that the foundation of the district's educational program is based on the development of

competencies in the basic fundamentals of reading, oral and written communication and mathematics.

It is, therefore, the responsibility of the Spring Bluff R-XV School District to provide an educational

environment for children of the district that will foster and accelerate their intellectual, physical, social

and career development.

Personnel REPORTING AND INVESTIGATING CHILD ABUSE/NEGLECT- JHG

The Spring Bluff R-XV School District and its employees will take action to protect students and other children

from harm including, but not limited to, abuse and neglect, and will respond immediately when discovering

evidence of harm to a child. Employees must cooperate fully with investigations of child abuse and neglect. The

district prohibits discrimination, negative job action or retaliation against any district employee who in good faith

reports alleged child abuse or neglect, including alleged misconduct by another district employee. Employees

failing to follow the directives of this policy or state or federal law will be subject to discipline including, but not

limited to, termination, and may be subject to criminal prosecution.

Reporting Child Abuse/Neglect The Board of Education requires its staff members to comply with the state child abuse and neglect laws and the

mandatory reporting of suspected neglect and/or abuse. Any school official or employee acting in his or her

official capacity who knows or has reasonable cause to suspect that a child has been subjected to abuse or neglect,

or who observes the child being subjected to conditions or circumstances that would reasonably result in abuse or

neglect, will immediately make a report to the school principal or designee, including any report of excessive

absences that may indicate educational neglect. The school principal or designee will then become responsible for

making a report via the Child Abuse and Neglect Hotline to the CD, as required by law. This policy does not

preclude any employee from directly reporting abuse or neglect to the CD; however, the school official or

employee must notify the school principal or designee immediately after making a report.

In accordance with law, if a student reports alleged sexual misconduct on the part of a school district employee to

an employee of this district, the employee who receives the report and the superintendent shall forward the

allegation to the CD within 24 hours of receiving the information. The school principal or designee will inform the

superintendent or designee and the liaison(s) that a report has been made and will keep them aware of the status of

the case. The school principal or designee may also notify law enforcement or the juvenile office when

appropriate. If the school principal or designee has reason to believe that a victim of such abuse or neglect is a

resident of another state or was injured as a result of an act that occurred in another state, then, in addition to

notifying the Missouri CD pursuant to this policy, he or she may also make a report to the child protection agency

with the authority to receive such reports, pursuant to law, in the other state.

Building Security-ECAA All staff members will be issued a key card to enter the building before and after school hours as needed. Staff members will enter through the front (lobby) doors if needing in the building anytime the building is not open. Employee Absences-GCDBA/GDBDA When an absence is known or can be planned in advance, staff members are required to complete a leave request and submit the form to Mrs. Peebles. She will maintain a substitute calendar through Google Drive. This allows the securing of a reliable substitute well in advance of the needed date. When a teacher or support staff is ill or has an emergency at home, call Mrs. Buettmann as early as possible after 5:30 a.m. and please do not call later than 6:00 a.m. Bus drivers should contact Mrs. Jenkins before 10:00 p.m. or after 5:00 a.m. if a substitute driver is needed. Please communicate all planned absences within your department so everyone is aware and may be needed to assist during your absence. Teachers are responsible for finding a replacement for morning duty responsibilities if an absence is planned.

Leave Days

Professional Staff-Certificated employees receive ten leave days per year, cumulative to 95. An employee may apply to the board for an extended leave of over two consecutive days when a special circumstance may justify the request as outlined in board policy GCBDA. Leave time is not deducted for absences of less than one hour, up to 5 times as per policy GCBDA Addendum. Please do not refer to these sign-out times as “5 Free 50 minutes”. Your sign-out time accumulates and will be deducted according to the following policy. Arriving late or leaving early cannot become a habit and will be documented unless an arrangement for use of leave time is approved. Please refer to sign out procedures if you arrive late or leave early. Support Staff-Full time support staff employees receive four leave days plus one day per year of service, to a maximum of ten days per year or 12 days for 12-month employees, cumulative to 95 days. As an hourly employee you are paid for all hours worked, therefore the addendum to policy GCBDA does not apply to support staff.

Overtime Compensation-GDBB Now and then it may be necessary for classified employees to work hours in excess of their regular schedule. Employees will be compensated by overtime premium in accordance with applicable state and federal laws. Arrangements for any such overtime must be made in advance of the date(s) worked and approved by a supervisor before occurring.

Cell Phone Use-GBCC

See Board Policy GBCC attached-Personal cell phones should not be used during class time or in the presence of students except in the case of an emergency. Long-distance phone calls made for school purposes should continue to be logged. Except for emergencies, phone messages will be placed in your mailboxes. If a parent calls to set up an appointment, the office staff will give them your plan times or take a message for you to call them back. Students are prohibited from bringing cell phones or pagers to school. If students bring cell phones for extra-curricular activities, they should be left in the school office until the end of the school day. Students will be allowed limited use of the office phones. At the same time we will be stressing responsibility in regard to rides for practices, forgotten homework, PE clothes, etc. All phone calls concerning students who are ill should be made by the school health aide from the school office.

Procedures

Substitute Procedures Teachers are responsible for sufficient lesson plans whenever they are absent. Teachers should always keep an up-to-date substitute folder. This should include emergency lessons/activities, class lists, seating charts, a list of appropriate textbooks, teaching guides and lesson plans. Let the principal and board secretary know where this folder is kept. A substitute folder should be on file in the office by Monday, August 18, 2014. Substitute teachers will follow the teacher’s regular schedule of duties. Do not reassign duties because there is a substitute in your department.

15

Page 17: SPRING BLUFF R-XV SCHOOL...the Spring Bluff R-XV faculty and staff, you have the privilege of enjoying a wonderful level of community support from the Sports Club, Spring Bluff R-XV

Cancellations/Phone Tree Decisions to cancel school will be made as early as possible. As soon as a cancellation is decided, the SchoolReach phone alert system will be activated. Cancellations are announced on radio stations KTUI AM and FM in Sullivan, KSDK and Fox 2. The phone tree will be used when information pertains to school staff only. It is the employee’s responsibility to make sure the office has the correct and best contact information to maintain an updated phone tree. Early dismissals may be necessary, but only if absolutely necessary. Our hesitancy is prompted particularly because of problems it may cause parents and safety hazards it may create for students. The phone tree will only be successful if it is effectively put into action!

Staff Dress Employees are expected to dress professionally. Athletic wear, lounge wear, casual shorts, and jeans are considered unprofessional and should not be worn. Flip flops or any shoe without tread is considered a safety hazard and should not be worn either. Any employee who would like to dress down on Friday can do so by paying a $1.00. The money collected will be used to support a need(s) in our building or community. Be a positive role model for your students. They notice!

Personal Items

The district cannot assume liability for personal property of employees and/or students. As a general rule, do not require or allow students to bring valuables to school. If a student wants to bring electronics or other valued items for class, they must realize it is at their own risk. Even if you agree to assist with its protection by placing it in a safe area, the item is not the school or teacher’s responsibility.

Payroll Payroll will be direct deposited for all employees on the 24th of each month or the Friday preceding the 24th if the 24th falls on a weekend or holiday. It is the employee’s responsibility to inform the payroll department of any changes in banking institutions, accounts, or W4 withholdings. All hourly employees need to turn time sheets in on the last day of a school week, usually Friday. Bus drivers need to have their information to Mrs. Jenkins by the designated day each month. All summer school and extra duty payroll deposits will be on the last Friday in June.

Adult Meals The following charges are effective for the coming school year: BREAKFAST ---- $1.30 LUNCH -- $2.35 ADULT MAIN ENTRÉE - $1.00 MILK ----- $.40 VEGGIE/FRUIT/DESSERT - $.50 Each student and employee will receive a number for scanning purposes. Please keep your account and those of your children current. The lunch bill policy of no account charges over $25 is in effect for everyone.

Personal Copies, Faxes, Lamination

A copy machine is available for employees to make copies for students. Employees receive an ID#. Students are not to use the machine for any reason. Personal copies for employees and parents cost $.20 per copy. Contact Marsha for facsimile transmission. Each fax is a $2.00 charge. Personal laminating is $3 per foot.

Employee Workrooms The faculty/staff workroom is located in the elementary section of the building. This area is not to be visited or used by students unless a teacher or staff member is present or permission has been granted. Please help limit students’ presence in the workroom after school, also. The teachers’ lunchroom is located at the end of the middle school hallway. Please keep this area clean so everyone will enjoy it.

16

Page 18: SPRING BLUFF R-XV SCHOOL...the Spring Bluff R-XV faculty and staff, you have the privilege of enjoying a wonderful level of community support from the Sports Club, Spring Bluff R-XV

Meal Count Teachers are to take lunch count with attendance after 7:30 a.m., and this information will be promptly collected and placed in the hallway mailbox. Emphasize the importance of always eating what is chosen during lunch count. Ala-carte selections are an additional charge to student accounts.

Announcements

The intercom system is used for the pledge of allegiance. Please model and encourage proper etiquette for your students. Our goal is to have the daily announcements as part of a bulletin and ready for distribution during third period.

Guest Speakers Guest speakers must be pre-approved with the administrator one-week prior to the potential visit. Sign-up request forms are in the office.

Employee Visitors All personal visitors for teachers and staff are limited to the areas of the lobby and cafeteria during the hours of 7:00 a.m. and 4:00 p.m. Any educational guest speakers must be pre-approved through the administration. All volunteers must be pre-approved through the school board. If a parent wishes to speak to a teacher, the office personnel will contact them through the intercom, and the teacher will meet them in the office. The intent of this policy is to protect the educational setting of the school district. If a child is having difficulty transitioning from home to school, please speak with Mrs. Gable to gain ideas and strategies for aiding the child in making the transition.

Distribution of Information Each school building employee has a mailbox in the office and a district assigned email address. Mail and special notices will be placed in mailboxes. Staff members are expected to check their email regularly for notices and encourage parent communication through email. Bus drivers will receive the weekly newsletter each Friday and other pertinent information. The newsletter and lunch bills will be given to the youngest student in each family for home delivery on the last school day of the week. These will go home with classroom papers and special notes from the teacher or office in Friday folders, K-5, and in hand to grades 6-8. Teachers are to personally see that information gets to the correct student in order to avoid mistakes and problems.

Class Trips and Special Events Each class may plan one end of the year trip. Trip requests should be completed and submitted to Mrs. Jenkins with all pertinent information; date, location, times, number of students attending, etc. The teacher should submit these requests a minimum of two weeks prior to the potential trip. Distance should allow students to ride the bus to school and home again. National or state-wide security alerts and/or budget constraints may result in the distance of trips being limited at the principal/administrator’s discretion. A driver must be available on the chosen date. Other special dates must be planned and scheduled well in advance to avoid conflicts. Grade levels are asked to consider trips together thus economizing travel costs. One teacher or coach is to ride the bus to and from each trip. Class and other trips are rewards for acceptable behavior and effort. Grade level teachers will plan reward trips. (See student handbook.) There will be a student transportation charge for all trips of $1.00 to $3.00. All St. Louis trips are $3.00 per student. Only at the teacher’s request will parents serving as chaperones be allowed to ride the bus. Use discretion when asking for and/or assigning volunteers in this position.

17

Page 19: SPRING BLUFF R-XV SCHOOL...the Spring Bluff R-XV faculty and staff, you have the privilege of enjoying a wonderful level of community support from the Sports Club, Spring Bluff R-XV

Student Funds All funds collected from students and parents or earned by students for any group or activity should be turned into the school office daily. We must account for every school related activity dollar with itemized written records of each activity. An Activity/Field Trip Report must be completed and submitted to Mrs. Peebles within 3 days of the activity’s completion. Separate bank accounts by student groups are illegal.

Custodians The custodians are here to keep the building clean, provide a healthful atmosphere and to assist all of us as much as possible. In turn, let us help also! 1. Be sure your students pick up paper and objects from the floor. Rooms should not be left in a mess. It is your room, too! 2. Check windows. Be sure they are closed and locked before your departure. 3. Turn off lights and set thermostats for the highest fuel efficiency unless asked not to do so. 4. If you have chairs in your classroom, please have students put them on top of the desks or stacked against the wall to aid in cleaning. 5. Report minor problems directly to the custodial staff and/or principal. 6. Please keep boxes, books, papers etc. off the floor. 7. Make reasonable requests. Work orders are available in the office and must be approved by an administrator. Requests that involve significant time and/or dollars do not go directly to the custodians. Immediately notify an administrator of any safety and/or maintenance concerns. Do not assume someone else has already done so.

Grading, Lesson Plans, Report Cards Consult the student handbooks for specifics. Mid-term reports and quarter grade cards are sent home to parents after the end of each grading period. Copies of midterm reports and report cards with comments should be turned into the administrator as per the schedule given at workshop. Constructive comments will aid student progress through parental support. All student report cards/midterm reports should include one positive and one constructive comment to encourage an area of improvement. A comment is also required on a student’s midterm and report card if the student has a D or an F. Middle school teachers are expected to make a comment on a designated student group’s midterm/report card on a rotation basis to be determined through the office. Make the effort to contact parents personally or at another time because of positive experiences or concerns. Mrs. Barringhaus, Health Aide/Office Assistant, will be running midterms for grades K-8 and quarter report cards for grades 1-8. Lesson plans must have notation of alignment to the Missouri Learning Standards. Lesson plans should be copied and turned into Mrs. Jenkins by the end of the day on the first day of the school week. Doing so, or the lack of doing so, will be documented and will be reflected in teacher evaluations. You should have recorded a minimum of 12 scores to assign a grade for a quarter. Having fewer than 12 scores does not give a realistic picture of the student’s performance. Classroom weekly newsletters should also be copied and turned into the office. Any parent communication of concern should be copied and turned into the office for documentation. Always request a parent signature and return on the next school day.

Expectations 1. No student will keep another student from learning.

2. No student will keep any teacher from teaching. 3. No teacher will tolerate behavior that is disruptive.

4. Each student will follow directions given by any teacher/bus driver or other school employee. 5. No student is to talk in class without permission.

18

Page 20: SPRING BLUFF R-XV SCHOOL...the Spring Bluff R-XV faculty and staff, you have the privilege of enjoying a wonderful level of community support from the Sports Club, Spring Bluff R-XV

Classroom Rules 1. Students are to bring all materials with them to class every day. 2. All homework is to be completed by the students and handed in on time. 3. Students are to keep all objects, hands, feet and inappropriate comments to themselves. 4. Students are to care for school property. 5. Students shall follow the individual rules and requests of every teacher,

bus driver or school employee.

Positive Behavior Support

All Spring Bluff Staff will be responsible for the implementation of PBS throughout our building. PBS team members will be responsible for training fellow staff members during early dismissal time once a month. Staff members are expected to become knowledgeable in the model and adhere to the guidelines established by the committee. Positive Behavior Support (PBS) is a collaborative process for structuring the learning environment to support the academic and social success of all students. Clearly defined universal behavioral expectations and the resulting common language used by staff in all settings of the building:

Provides a unified teaching focus and maximizes efficiency of instructional time

Increases use of appropriate behaviors

Increases student time in academic instruction

Supports a positive learning and working climate

Creates a more predictable learning environment K-8

Fosters improved communication among students, faculty, staff, parents and other community members

Efficiently provides extra supports for at-risk student populations

Planning/Break Times

Each teacher will receive at least 250 minutes planning time per week. Every full time employee should take a short break once or twice a day. Support staff members may work these breaks in at their discretion. Teachers use their prep time for breaks.

Student Control Students must be supervised directly by a teacher or teacher’s aide at all times and actively engaged from bell to bell. It is our responsibility to provide students a positive, safe atmosphere from the time they board our buses or arrive at school until they return home or leave our property. The bus is an extension of the classroom. Control and discipline are essential. An assertive and progressive discipline process is recommended. It is best to handle one’s own problems if possible and practical. However, do not hesitate to consult the Administrator and refer students to her. Always document student problems for future reference. If a problem is not corrected please be persistent. Continue the effort and continue to keep the Administrator informed if a problem is not solved. Let’s support and encourage each other. During passing time, teachers are asked to stand in the hall outside their classroom. Position yourself so that you can see into your room yet supervise the hallway and lockers. A cooperative effort is needed for checking the restrooms. The male staff needs to give routine attention to the middle school boys’ restroom. Female teachers are to check the middle school girls’ restroom regularly. All teachers must maintain a student sign-out/sign-in sheet (restroom, office, locker, etc.) in their classrooms to be submitted weekly to the office.

19

Page 21: SPRING BLUFF R-XV SCHOOL...the Spring Bluff R-XV faculty and staff, you have the privilege of enjoying a wonderful level of community support from the Sports Club, Spring Bluff R-XV

Duties Teachers and administrators are scheduled for 7:15 a.m. gym & cafeteria duty as well as monitoring bus and parent drop-offs at the front entrance and east gym doors. All teachers are to be at school and prepared to begin the school day by 7:15 a.m. Elementary teachers, K-5, will schedule recess duties. Elementary corrections and recess detentions are supervised activities. Middle school teachers, 6-8, schedule their lunchroom, lunch detention and lunch recess duties. Special teachers will also assist during recess duties and will be assigned to K-2, 3-5 or 6-8 duty schedules. When supervising students, staff should be mobile inside and outside of the building. Teachers dismissing students for lunch should supervise the students in the lunch line and in the serving area. At least two teachers are expected to eat in the cafeteria to assist with student control. Teachers need to take a written record of their lunch count/order to the lunchroom to ensure correct meal choices. Report any concerns you may have to Mrs. Jenkins and/or Mrs. Buettmann.

Teacher Responsibilities Let’s teach students to come to school and to class prepared. Allowing students to go to lockers, restrooms, etc., during class time on a regular basis teaches bad habits and show that we accept such behavior. This can become a serious problem in grades 6-8. Let’s not allow that to happen. Use discretion when saying no to bathroom requests. However, if it is a daily request, there may be a medical problem or the student may be attempting to avoid the educational setting. Involve the principal and/or parent if necessary. You are in charge and you need to know what is happening in your classroom, independent study, and library or on the playground at all times when you are responsible for the area. Close supervision is critical to maintaining a safe school. Again, students are to be directly supervised by a teacher or teacher’s aide at all times.

Textbooks

Teachers are responsible for the books, supplies and equipment assigned to their classroom. Textbooks are to be numbered and checked out to students. Teachers shall enter student names appropriately in the textbooks and identify consumable workbooks appropriately by name as well. Please check to be sure that this is done properly on or before day one. Each teacher shall keep a record of textbooks checked out to students; condition information, etc. so those appropriate fines can be assessed if applicable. Fines should be assessed using the following scale: A new book = 100%, excellent = 90%, good = 70%, fair = 50%, and poor = 30%. (Value when issued.) Natural wear is normal. A book used half a year should be in excellent condition. A book used a full year should be in excellent or good condition. As a general rule textbooks are expected to last five years. It is important to use good judgment when assessing fines. Consult with the principal if any questions should arise. It is also important that students know they are responsible and accountable for damage or misuse from the beginning of the year.

Students Student Records/Release of Records-JO

In order to provide students with appropriate instruction and educational services, it is necessary for the district to maintain extensive and sometimes personal information about students and families. These records must be kept confidential in accordance with law, but must also be readily available to district personnel who need the records to effectively serve the district students.

20

Page 22: SPRING BLUFF R-XV SCHOOL...the Spring Bluff R-XV faculty and staff, you have the privilege of enjoying a wonderful level of community support from the Sports Club, Spring Bluff R-XV

Attendance Reporting-JED

An accurate attendance check is essential. Grades 6-8 must take attendance each period for your records, but must only have it collected for the office first hour. In grades K-5 a first period check is to be taken. Anyone leaving early or arriving late is to report to the office and sign in or out. Tardiness to school in the morning will be reported on student report cards. This requires communication between the office and the teacher. Students arriving after 7:30 a.m. will be counted absent for time missed. If there is a questionable situation please contact the office. A family vacation request form/procedure is in place. Please provide copies of assignments and submit them to the principal with the verification sheet when parents/guardians have submitted completed forms. If parent/guardian notifies a teacher of a future absence, please share the information with the office.

Student Discipline-JG/JG-R Written notice is to be given for K-8 lunch/recess or recess detention students. Detention is used when homework is not completed on time, for misconduct, and violation of school rules. Good judgment and consistency is important. K-5 teachers assign recess detentions primarily for conduct. Please refer to the student Code of Conduct in the Student Handbook for disciplinary infractions and consequences. K-5 students also receive one-on-one assistance and time to work on incomplete work and corrections during recesses. Consistency between teachers is required when giving detention assignments in grades 6-8, as well as in self-contained classrooms. Middle school teachers should refer to the detention procedures outlined in the Student Handbook. Students in grades 6-8 who receive two recess detentions in one day will receive an after-school detention and a parent will be contacted. The principal assigns after-schools and on occasion alternate actions may be taken especially when multiple after-schools are involved, or if they seem to be ineffective. If you assign a recess detention, inform the student immediately and again at the end of the period. A written notice is issued administratively for after-school detentions. Teachers are reminded to ensure writing is legible on all copies of the detention forms. Documentation and accountability, as well as consistency, are critical in completing these detention forms.

Student Allergy Prevention and Response-JHCF-AP Students should not be permitted to bring food or drink to the classroom. Exceptions are parties and approved special occasions. Make an effort to have parties scheduled after lunch. Teachers are responsible for following an allergy students’ Individual Health Plan (IHP)/504 plan as written. Refer to board policy JHCF-AP for specific cafeteria procedures.

Classroom Parties The Wellness Policy Committee will distribute guidelines to teachers to share with parents concerning appropriate snacks to be sent for school parties and rewards dealing with allowable fat, sodium and sugar contents. The Kids 4 Cooking snacks will also follow these guidelines and restrictions.

Student Medications-JHCD The school and its employees cannot legally provide aspirin or any other over-the-counter medication to students without written parental permission. Parents of children who require medication must supply it. Prescribed medication of any kind needs to be authorized in writing by a doctor and by the parent. Medications sent to school for a student must be given to the school health aid, secretary or the child’s teacher immediately. Medications should be properly labeled with the student’s name and instructions for dispensing.

Corporal Punishment-JGA (PROHIBITED)

No person employed by or volunteering on behalf of the Spring Bluff R-XV School District shall administer or cause to be administered corporal punishment upon a student attending school.

Summary Statement Communication, courtesy and cooperation are the key elements to developing and maintaining an effective school. Through a team effort, let us strive to make Spring Bluff R-XV School the best! Respecting your fellow teacher and supporting all faculty and staff members is necessary to our continued success with children.
