EXAMINER’S MANUAL FOR ISTEP+ PART 1 ASSESSMENT: GRADE 4 1

Chapter 1 Introduction

Description of the ISTEP+ ProgramThe purpose of the Indiana Statewide Testing for Educational Progress–Plus (ISTEP+) program is to measure student achievement in the subject areas of Mathematics, English/Language Arts (ELA), Science, and Social Studies. ISTEP+ reports student achievement levels according to the Indiana Academic Standards that were adopted by the Indiana State Board of Education (for a list of these standards by grade level, refer to the following: www.doe.in.gov). Part 1 and Part 2 of the ISTEP+ assessment are used to measure these standards, and they are both required components of the ISTEP+ program.

Part 1 of the ISTEP+ assessment will be administered in online or paper-and-pencil formats for all content areas. Corporation Test Coordinators submitted preferred delivery options during mode selection, which was completed in December. Please contact your Test Coordinator to determine which format your students will use.

Part 2 of the ISTEP+ assessment will be administered later this spring and will be in an online format for all content areas, unless you are permitted by the IDOE to test in a paper-and-pencil format. Part 2 online versus paper-and-pencil decisions were made after the Mode Selection/Waiver Request window, which occurred in November.

How This Manual Is OrganizedThis manual contains the information you need to administer Part 1 of the ISTEP+ practice test and Part 1 of the ISTEP+ assessment in both the online and paper-and-pencil formats.

Specific directions for administering the online and paper-and-pencil practice test are provided first, followed by specific directions for administering the online and paper-and-pencil operational assessments.

You will receive separate grade-level Examiner’s Manuals specific to Part 2 of the ISTEP+ assessment with the Part 2 materials later this spring.

Chapter 2 Preparing for Assessments

What You Need to Know Before Administering the AssessmentsPlease read all of the directions in Chapter 2 of this manual before administering the assessments. The material in this manual that is to be read aloud to the students is printed in boldface “SAY” boxes. All other information is for the Examiner and should not be read to the students. To ensure reliable results, the specific directions for administering the test sections should be followed exactly.

The test administration order may be determined locally by content area. Either Mathematics OR English/Language Arts must be administered first, followed by the other content area (Mathematics or English/Language Arts) second. Science or Social Studies is administered third. All sections within a content area must be administered in order. A content area must be administered completely prior to giving the test for the next content area. (One exception: conducting make-up tests if a student has been absent.)

Testing times are the same for both online and paper-and-pencil. Testing times are noted in Chapter 8 of this manual.

Preparation of the StudentsIt is important that students anticipate the ISTEP+ assessments with interest rather than with anxiety. They should realize that they are taking an achievement test that will yield information about skills they should have already learned. Prepare students for testing and establish a relaxed atmosphere. Point out that the questions intentionally cover a range of difficulty.

Use of ProctorsState law requires that the ISTEP+ assessments be administered by certificated personnel. Proctors are not certificated personnel and, therefore, may not administer the test sessions. Proctors may, however, assist the Examiner before, during, and after the test administration. Neither parents nor students are permitted to serve as test Examiners or Proctors.

The number of Proctors needed for a testing period depends on the grade tested and the level of the students’ test-taking experience. As a general rule, one Proctor for every 15 students is recommended. Proctors should be familiar with administration procedures before the first testing period.

❏ Before Testing

Proctors should help prepare the room for testing and assist in distributing applicable test materials. For online testing, Proctors should ensure that each device used for testing is open to the TestNav Indiana Sign In screen. For paper-and-pencil testing, Proctors should assist the Examiner in completing the Student Demographic Page if the student barcode label is not available; prepare the sheets of punchout tools for distribution to the students before the Mathematics tests; and confirm student demographic information is correct in PearsonAccessnext. Proctors should be introduced to the students for whom they will be responsible during the testing period.

❏ During Testing

Proctors may only assist with the mechanics of taking the test. No additional assistance may be given. Proctors should notify the Examiner if a student is having difficulty understanding the task of marking answer choices or finding the correct question.

Proctors should adhere to the following guidelines:

■ Make certain that each student is working in the correct test section.

■ Prevent talking or sharing of answers.

■ Do not suggest the correct answer to the students. (If a student asks, “Is this right?” the Proctor should give a neutral response such as “Decide what you think is correct and then go on.”) Proctors should not assist students with the spelling of words.

■ Inform the Examiner if any unusual problems arise.

■ Allow adequate time for giving appropriate assistance to all of the students who need it.

■ Make certain that students stop working when they finish a test section and that they do not go on to the next test section or back to a previous test section.

❏ After Testing

As applicable, Proctors should assist students in exiting the online test session and/or assist the Examiner in collecting test materials, such as the student testing tickets and any used scratch paper. It is important that students sign out of TestNav completely when they complete their assessment.

Testing CautionsRefer to the Indiana Assessment Program Manual, posted on the IDOE website, for any questions regarding ethical test preparation or practices.

1. Coaching. Make sure that all of the students understand the directions for taking the test. The Examiner or the Proctors may assist the students with mechanical aspects,

aring

for

Assessm

ents

such as helping the students find the correct place in a test section. However, no one should provide assistance that will inadvertently indicate an answer; this is a test, not an instructional activity. Do not indicate the correct response to any question. NOTE: It is NEVER appropriate to coach students by indicating in any way (e.g., facial expressions, gestures, or the use of body language) that an answer choice is correct or incorrect, should be reconsidered, or should be checked.

2. Guessing. Encourage students to attempt all questions, even those they find difficult.

3. Irregularities During Testing. Any test administration may be marred by unforeseen irregularities that, in a few cases, can result in individual or group performance that is not valid. Make a note of any irregularities involving individual students, such as experiencing device problems, experiencing a sudden illness, having to leave the room, or becoming unduly disturbed by the testing situation. Note any unusual interruptions or distractions that affect the entire group. Record the time the interruption occurs. Report all irregularities affecting individual and group performance to your Test Coordinator. These reports will be useful when interpreting test results. If the test needs to be invalidated, discuss this matter with your Test Coordinator.

Scheduling the AssessmentTesting should be planned to help all of the students do their best. Here are some points to remember:

■ Avoid testing just after the students have had strenuous physical activity.

■ Schedule testing so that there will be sufficient time to complete the test sections.

■ Administer the test sections in the order in which they appear on the timing schedule within a content area as shown in the tables at the beginning of each grade-specific section of this manual. Remember that students always complete the test sections in chronological order within the content area, except when a student is absent for a test section. When a student who was absent for a section (e.g., Section 1) logs back in with the class for the next test section (e.g., Section 2), he or she will take the same test section as the rest of the class. A set section start is required in this situation for the student to test online in the same section as the rest of the class. A make-up time must be scheduled to administer the test section the student missed.

■ Schedule breaks so that a comfortable pace and a relaxed atmosphere are maintained. Be sensitive to the fatigue level and attention span of the students. Balance your sense of their attention span against your knowledge of the length and difficulty of the various test sections, and alter the schedule as necessary within the prescribed guidelines for test scheduling.

■ Eliminate distractions, such as bells, telephones, or announcements over the public-address system.

■ Post a Do Not Disturb sign on the door of the testing room.

Timing the AssessmentAccurately timing test sections is important to ensure reliability of the results. The time limits give students the opportunity to demonstrate the effective range of their abilities, and most students will finish within the time specified. The time limits on some parts may mean that some students will not complete all the questions.

The tables at the beginning of each grade section of this manual show the time limits for the individual test sections. Please note that time limits are for actual working time. The instruction times are recommended times and may be adjusted as necessary. For each online section, the testing time is the same as the testing time for the corresponding paper-and-pencil section; however, additional time is needed for the student to log in to the online test. Begin timing only when you are certain that all of the students understand what to do. It is the responsibility of the Test Examiner and Proctor to ensure that students do not begin working on a test section until instructed to do so. Enter the starting time in the appropriate space(s) provided in this manual. Refer to the image below for an example.

Give the students xx minutes to complete this test section. Make sure that the students are on the correct page/screen.

Record the starting time:

Add XX minutes: + XX

Record the stopping time:

Calculate the time to stop the testing activity based on the actual starting time. Enter the stopping time in the appropriate space(s) as well.

Signal to the students when they should begin testing and tell them at that time when the test section will be over. Write the stopping time on the board. Check to make sure students continue to work according to the instructions within the test section and that they stop working when the End of Section screen appears in the online test, or when they reach the Stop sign in the paper assessment books. Allow students to go back over any questions within a timed section before time is called. You may call time if all of the students have completed a test section before the specified working time has elapsed. For online testing, once all questions are reviewed and the students are ready to submit their tests, they should select Submit or, at the end of the final section of the test, Submit Final Answers.

Test SecurityMaintaining the security of all ISTEP+ test materials is crucial to obtaining valid and reliable test results. Therefore, all test materials (including student testing tickets and seal codes) must be kept in locked storage except when appropriate school staff members are reviewing the Examiner’s Manual in preparation for administering the assessments and during the

EXAMINER’S MANUAL FOR ISTEP+ PART 1 ASSESSMENT: GRADE 4 7

Prep

aring

for

Assessm

ents

actual test administration. All user account information must also be maintained as secure information. Access to secure materials must be restricted to authorized individuals only (e.g., Test Examiners and Test Coordinators). It is the direct responsibility of all individuals who administer the test to follow these security procedures.

The ISTEP+ testing materials are secure materials. Do not photocopy or duplicate any portion of the assessment at any time. Assessment books, when not in use, must be kept in a locked room or cabinet to prevent unauthorized access. School personnel responsible for ISTEP+ testing must ensure that test materials are secure at all times. Test security measures and ethical testing practices are fully discussed in the Indiana Assessment Program Manual for the current school year.

Special AccommodationsFor students requiring physical testing accommodations, such as Text-to-Speech, computer-generated responses, use of a read aloud script, scribe, Large Print, and Braille, the appropriate settings must be selected in the Accommodations section of the Manage Student Tests task in PearsonAccessnext. The student’s up-to-date accommodations report must be consulted so that the testing accommodations can be set up in accordance with the student’s Individualized Education Program (IEP), Section 504 Plan, or ILP (EL Plan). For paper-and-pencil testing, read aloud scripts are available, and teachers are required to use them with students who have an IEP that allows for such an accommodation.

Students who need to type their responses during a paper-and-pencil test administration should be set up to do online testing. If this is not possible, then the computer-generated response (CGR) directions need to be followed.

The School or Corporation Test Coordinator should provide each Test Examiner with a printed copy of the Session Student Roster, which indicates the appropriate accommodations for each student in a session. Examiners should check their Session Student Rosters prior to testing to verify that the correct accommodations, including the calculator accommodation, have been assigned. If accommodations have not been properly assigned, contact your Test Coordinator.

See Appendix B for specific special accommodations guidance for computer-generated responses, Large Print, Braille, and the use of a scribe.

Calculator Online AccommodationNew in Spring 2018, Calculator accommodations reported through the December 4–22 DOE-TL collection will be assigned in the Personal Needs Profile (PNP) section in PearsonAccessnext. This new functionality eliminates the need for a Calculator Form Group Type. When implemented for the Spring 2018 ISTEP+ test administrations, students with or without Text-to-Speech accommodations and Calculator accommodations can be tested in the same session, providing greater flexibility for session planning and logistics. Coordinators must manually update in PearsonAccessnext any student information not reported via the DOE-TL collection.

Text-to-Speech Online AccommodationStudents who require a Text-to-Speech accommodation will use the Text-to-Speech tool, which reads aloud text on the screen.

Text-to-Speech must be set up in a student’s profile prior to administering the online test. This will allow students time to practice with the tool before actual testing.

If a Text-to-Speech accommodation was included in the TL submission, the student’s profile will already be set up. If the Text-to-Speech accommodation was not included in the school or corporation’s DOE-TL submission, or if the student must be added manually, the Test Coordinator must select the Text To Speech checkbox under Accommodations on the Manage Student Tests screen in PearsonAccessnext.

After the student’s profile has been configured to allow the Text-to-Speech accommodation, the student logs in just as other students do. The student should have the necessary hardware, such as earphones and a sound card, to begin. Be sure that the volume at the student workstation is not muted.

The restrictions on which parts of the test can be read aloud and which cannot are built into the test. To hear the text read aloud, the student can select the play or megaphone icon.

Allow students with this accommodation to practice with the Text-to-Speech tool as long as necessary to become comfortable using the tool. Practice can be done using the appropriate practice test in the Training site.

Zoom ToolStudents with visual impairments will use pinch/zoom with iPad and touch screen devices and browser zoom (Ctrl +/-) with desktop devices for enlarging the text. Students can practice using these tools in the practice tests.

Student Testing TicketsStudent testing tickets are used for each content area’s test session of the online assessments. Once test session options have been selected and students have been assigned to a content area’s test session, student testing tickets can be printed through your browser.

Please note that a student should be assigned to only one online test session for each content area in Part 1. There may be multiple test sections in a single test session.

The student testing ticket contains the sign in information for a particular student, including the student’s Username and the unique Password for the specific ISTEP+ content area’s test session. The same Username and Password are used each time a student signs into that content area’s test session.

Student testing tickets must be handled in a secure manner and returned to the School Test Coordinator immediately after each day of testing is completed.

Seal CodesA seal code is a unique four-digit number used to allow students to access each section of the online assessment. Each sealed section requires a different seal code. A specific seal code will only work for its designated section. Seal codes will be provided in PearsonAccessnext, and all of the students in a test section will use the same seal code. Seal codes are provided on a separate seal code report that the School Test Coordinator (STC) prints out prior to the test. Students should NOT be given seal codes until indicated in the script. Seal codes must be handled securely and returned to the School Test Coordinator immediately after each day of testing is completed. Please note that a section must be started and unlocked or resumed in PearsonAccessnext before a student can access it with the seal code.

Session RostersA Session Roster is a list of all of the students scheduled in a test session. The Session Roster should be used to confirm students have been assigned to the correct test session and provides important student testing status information; for example, that the student is ready to test, is actively testing, has resumed testing, or has completed the test.

Session Rosters must be handled in a secure manner and returned to the School Test Coordinator immediately after each test session is completed. To view the Session Roster, sign in to PearsonAccessnext, go to Reports and select Operational Reports, then select Online Testing from the Report Categories and select Session Roster. Note that you can also access the Session Student Roster on the Students in Session page under the Resources dropdown.

Chapter 4 Paper-and-Pencil Assessments

What You Need to Know Before Administering the Paper-and-Pencil AssessmentsPlease read all of the directions in this chapter of the manual before administering the paper-and-pencil assessment.

Before the test sections begin, the School or Corporation Test Coordinator should apply the personalized Student Barcode Label to the front covers of the Part 1 assessment books in the label space provided. For students who do not have a personalized Student Barcode Label, the School or Corporation Test Coordinator needs to fill in the student demographic information completely, with the exception of the student name in Box 1, prior to the day of testing. Refer to the “Completing the Student Demographic Page” section of this manual.

Make sure students use only No. 2 pencils with erasers when taking this assessment. Pens are not allowed.

NOTE: Every attempt has been made to provide sufficient space for student responses. It is critical that students respond within these designated spaces and/or answer lines. Any portions of a student response that falls outside of the response box may not be scored.

Assessment Materials for the Paper-and-Pencil SessionsTest materials required for each student:

■ Part 1 Assessment Book The Part 1 Assessment Books consist of separate assessment books for Mathematics, English/Language Arts, Science, and Social Studies (for those schools electing to test all content areas in paper-and-pencil mode). Students will write all responses directly in their assessment books. Ensure that you distribute the correct book to the student listed on the personalized Student Barcode Label. If a barcode label was not provided for a particular student, the School Test Coordinator or Corporation Test Coordinator should complete the Student Demographic Page prior to the day of testing. (Refer to the “Completing the Student Demographic Page” section of this manual.)

■ No. 2 pencil with an eraser. (Pens are not allowed.)

■ Punchout Rulers Punchout rulers are provided for Mathematics assessments. The rulers should be removed from the punchout sheet prior to test administration. Provide a punchout ruler to each student for use in solving some of the problems or drawing a straight line when needed in the Mathematics section. Handle the rulers carefully since they have a tendency to curl. Please refer to the specific grade’s section of this manual for the appropriate ruler to use for that grade level.

Before Paper-and-Pencil Testing

■ Review this manual.

■ Confirm paper-and-pencil assessment dates, times, and locations, and verify information on the paper Student Roster found in your testing materials.

■ Review each test section and become familiar with the administration procedures.

■ Before testing begins, the CTC/STC should affix the student barcode label or fill in the Student Demographic Page accurately on the cover of the assessment booklet for each student who does not have a personalized student barcode label.

■ Have all test materials assembled for efficient distribution.

■ Notify your Test Coordinator of changes to students being tested. (The Test Coordinator handles all of the student management, e.g., adding a student, adding accommodations, etc.)

■ Confirm that Examiners and Proctors are aware of students receiving accommodations (e.g., extended time) as stated in their IEPs, Section 504 Plans, or ILPs (EL Plans).

■ Verify that accommodations have been properly assigned for accommodated students.

NOTE: If a student moves out of his or her school during the testing window, contact your School Test Coordinator within 24 hours for guidance.

During Paper-and-Pencil Testing

■ Be sure each student uses the same assessment book for all test sections in a content area. If a student uses more than one assessment book in a given content area, he or she may not receive credit for all test sections.

■ Make sure students write their own names in Box 1 on the front covers of their assessment books.

■ Follow the specific directions for administering each test section. Be precise.

■ Allow time for questions before beginning the testing period. Make sure that the students understand what they are to do before beginning.

■ Make sure there are no cell phones in the testing room. Post the “No Personal Electronic Devices” sign in the testing area. This applies to both students and adults. (The only exception to the cell phone policy for adults is if this is the school’s only means of communication regarding an urgent matter.)

■ Monitor to be sure students are writing their answers in the proper places in their assessment books.

■ Make sure that students use only a No. 2 pencil with an eraser when writing their answers to the test questions. Only responses written with a No. 2 pencil will be scored. Use of mechanical pencils is not recommended. It is not possible to guarantee that answers marked with a mechanical pencil will be scanned/scored properly.

■ Have scratch paper available for any student who requests it.

■ Observe the time limits for testing as shown in each content-specific section of this Examiner’s Manual.

■ Encourage students to utilize the entire testing time, to review their answers within the current test section only, and to put forth their best effort. You may call time if all of the students have completed a test section before the specified working time has elapsed.

After Paper-and-Pencil Testing

■ Collect all test materials individually from each student. Do not allow students to pass their materials up to the front of the rows for the first student in the row to hand in. Do not dismiss students from the testing room until all test materials have been collected and counts verified.

■ Collect and turn in all scratch paper to the School Test Coordinator for secure destruction.

■ Notify the School Test Coordinator when testing is complete.

■ Securely return all testing materials to the School Test Coordinator.

Use of HighlightersUse of highlighters is not recommended but is allowed for students taking the ISTEP+ assessment. Liquid ink on a scannable sheet poses a risk. It is not possible to guarantee that marks made with a highlighter will not affect the scanning/scoring process.

To minimize the potential interference of highlighter ink in the scanning process, students should be instructed to adhere to the recommended guidelines below.

■ Highlight only key words and phrases in the passages and test questions.

■ Do not highlight answer choices.

■ Do not highlight track marks, litho codes, skunk lines, barcodes, preslugged bubbles, or any other carbon black printing.

■ Do not highlight pencil marks of any kind, whether bubbles or handwriting.

■ Use only highlighters from the following list. These highlighters were tested on Pearson documents and found to cause minimal problems in scanning.

Avery® HI-LITER® (Regular and thin-tipped) Bic® Brite Liner® Sharpie® ACCENT® HIGHLIGHTER (Regular and thin-tipped)

Chapter 6 Specific Directions for the Online Practice Tests

Online Practice TestsSchools are required to administer the online practice tests to students before administering the online assessments. Be sure to allow students with testing accommodations ample time to practice with the appropriate accommodations, such as Text-to-Speech, before administering the online assessments.

Pearson will create practice test sessions to provide students with the opportunity to take the online practice tests. It is especially important to provide students practice signing in, reviewing, and submitting online practice test sections because students may only sign in and submit their answers once for each section.

Practice tests are set up and administered in the PearsonAccessnext Training site. Pearson loads sample students and generates test sessions for practice tests in the training center. The number of sample students approximates the number of students submitted on a corporation’s IDOE-TL. The sessions are created using the IDOE Session Name that was submitted on the IDOE-TL. If needed, Test Coordinators may go to https://trng-in.pearsonaccessnext.com/customer/index.action to create additional sample students and test sessions that will be used to administer the ISTEP+ practice tests.

Prior to testing, Test Coordinators print student testing tickets for each practice test session, and Test Examiners distribute them to students taking the practice tests. Student testing tickets contain Username and Password information for logging in to a Test Session in TestNav. NOTE: Practice test student testing tickets that have been set up by Pearson to include the Text-to-Speech accommodation will begin with the letters “TTS.”

Before administering the online practice tests and the online assessments, refer to the Indiana Online Testing Guide and the PearsonAccessnext Online User Guide for information regarding the responsibilities of the Test Examiner and the setup and administration of the online tests. The Indiana Online Testing Guide is posted at http://indiana.pearsonaccessnext.com/resources-training and the PearsonAccessnext Online User Guide is posted at https://support.assessment.pearson.com/x/BYDy.

For information about setting up special accommodations and using Text-to-Speech in the PearsonAccessnext Training site, refer to “Special Accommodations” and “Text-to-Speech Online Accommodation” on pages 7 and 8 of Chapter 2 of this manual. The steps outlined for PearsonAccessnext match those in the PearsonAccessnext Training site.

If time allows, you may read the following possible responses.

SAY For Question 1 Part A, the correct answer is 46 yards. One possible explanation is to add 8, 5, 4, 3, 15, 3, 3, and 5. The sum is 46.

For Question 1 Part B, the correct answer is 85 square yards. One possible explanation is to divide the area of the playground into two rectangles. One rectangle is 5 feet by 8 feet. The product of 5 and 8 is 40. The other rectangle is 3 feet by 15 feet. The product of 3 and 15 is 45. The sum of 40 and 45 is 85.

For Question 1 Part C, the correct answer is 120 square yards. One possible explanation is to make the 5 by 8 rectangle at the top of the playground larger. Add a 3 by 5 rectangle on the left side and a 4 by 5 rectangle on the right side of the top of the playground. This makes a 5 by 15 rectangle for the top rectangle. The product of 5 and 15 is 75. Add 75 to the area of the bottom rectangle. The sum of 75 and 45 is 120.

His sister sang during the walk, even when it was raining! Sleeping in the tent didn’t change Erik’s bad feelings either. I believe he felt scared from the pitch blackness because he asked his sister, ‘Hey, you need someone to hold your hand?’ His sister was again, much different. She didn’t seem scared. She giggled in the dark and even whispered to Erik, ‘This is the best place ever!’”

You may use your punchout ruler to help you to make measurements or to draw a straight line while you work on the practice test. You may use your Mathematics Reference Sheet to help you solve some of the problems in the practice test. You may also have scratch paper to use during the test, if using it will help you. If you need a ruler, a reference sheet, and/or scratch paper, please raise your hand and I will assist you. REMEMBER, IN THE ISTEP+ ASSESSMENT, ANY WORK YOU DO ON SCRATCH PAPER WILL NOT BE SCORED, SO YOU MUST MAKE SURE TO WRITE THE WORK YOU WANT SCORED IN YOUR ASSESSMENT BOOK.

Pause. Give punchout rulers, Mathematics Reference Sheets, and scratch paper as needed to students who raise their hands.

SAY It is important to know that you must write your answers and show your work in the spaces provided. You should read the directions very carefully and do your best to answer clearly and completely. You may write on the figures or diagrams to help you find your answers. Please try to solve every problem. Do not spend too much time on any one problem.

When you write an explanation, you may not need to fill ALL the lines. Your score will depend on how well you have answered the question, not on how long your answer is. Please write and draw neatly.

Are there any questions?

n 1 SAY Now you are going to take Section 1 of the Mathematics practice test.

Open your practice test book to Section 1: Mathematics, which is on page 3, and follow along as I read some important reminders you should think about as you practice. They will help you to do your best. (Pause.)

NOTE: A correct answer CANNOT receive full credit if no work is shown. Since you may receive partial credit for all problems in this test, it is important to show ALL work in the spaces provided in this book. When you see the words “Show All Work,” be sure to show all the steps needed to solve the problem, make your handwriting clear and easy to read, and write the answer on the answer line.

As you complete each problem, remember to READ the problem carefully, PLAN how to solve the problem, SOLVE the problem showing all steps, and CHECK your work.

Now turn the page and solve Parts A, B, and C of Question 1. Make sure that you write your response only in the spaces provided in your test book. When you see the STOP sign, stop and wait for the next set of instructions. You may begin.

Pause to allow the students to do Question 1. Do not read the questions aloud. When students have completed all parts of Question 1, continue.

SAY Are there any questions?

Pause to answer any questions the students may have. Offer any explanations necessary to clarify the questions for the students.

SAY Question 1 is the last question in the Section 1: Mathematics Practice Test. Close your practice test book. Place your punchout ruler, reference sheet, and scratch paper next to your practice test book. You have finished the Mathematics practice test. Good job!

If you do not intend to administer the remaining sections of the practice test at this time, collect the punchout rulers, reference sheets, scratch paper, and assessment books. Check to be sure that no punchout rulers, reference sheets, or scratch paper have been left in the assessment books. All used scratch paper must be collected by the School Test Coordinator and securely destroyed. Collect and securely store the practice test books if you do not intend to continue on with one or both of the English/Language Arts practice test sections.

Pause to allow the students to write their answers to Question 1.

SAY Are there any questions?

Pause to answer any questions the students may have. Offer any explanations necessary to clarify the questions for the students.

If time allows, you may read the following possible response.

SAY For Question 1, an example that may be used is: “While hiking up the ‘beginner’s trail,’ Erik was grumpy and angry the entire day because this was not how they showed camping in the movies.

Other text-based, relevant details may also be used.

This question would be scored using the 2-point Constructed-Response Rubric located here: http://www.doe.in.gov/assessment/englishlanguage-arts-rubrics.

SAY Question 1 is the last question in the Section 1: English/Language Arts Practice Test. Close your practice test book. Place any scratch paper next to your practice test book.

SAY Turn the page. This is the beginning of the passage, “Tomorrow Is Another Day,” that you read in the last section. Now turn to page 16. This is the writing prompt, the idea about which you will be writing. After you carefully read the writing prompt, you will find a blank Prewriting/Planning page where you can plan your writing. Use the blank Prewriting/Planning space for notes, lists, webs, outlines, or anything else that might help you plan your writing. If you need additional paper for planning, raise your hand and your teacher will give you more paper. You must write your final draft on the lines beginning at the top of page 18.

Pause. Make sure students have found the Prewriting/Planning page. Give scratch paper to any student who may need it.

SAY You will create the final version of your story on pages with writing lines, which follow the Prewriting/Planning page. At the end of these pages, you will find an Editing Checklist. The Editing Checklist provides a list of general guidelines to follow when writing. These will help you to do your best. Check your writing for correct grammar, spelling, punctuation, and capitalization. Remember, your writing should be well organized.

Remember, only what you write on the lined pages will be scored. Try to plan ahead so you do not run out of space.

Read the directions very carefully and do your best to answer clearly and completely.

Are there any questions?

Pause to answer any questions the students may have.

SAY Read the writing prompt about the story, “Tomorrow Is Another Day,” and respond to the writing prompt. You may look back at the passage as often as you like. Section 1: English/Language ArtsThe following pages describe the specific directions for administering the online ISTEP+ Part 1 English/Language Arts Assessment using TestNav. Before beginning this test section, make sure you have reviewed Chapter 2 Preparing for the Assessments and Chapter 3 Online Assessments. Refer to Appendix C for sample screen shots from the online assessment.

Each device should display the INDIANA Sign In screen. To access the Sign In screen, double-click the online testing icon or go to the URL on the student testing ticket using a supported browser.

The Text-to-Speech form should have been assigned to students with an IEP, a Section 504 Plan, or an ILP (EL Plan) that allows for such an accommodation. Text-to-Speech forms allow for certain sections of the test to be read aloud to students. Time limits may need to be adjusted for Text-to-Speech.

Note to the Examiner:

■ Read aloud ONLY the directions printed in the “SAY” boxes.

■ Additional information has been provided underneath the “SAY” boxes.

■ In this section, only the directions within the test form will be read aloud to students with a Text-to-Speech accommodation.

After the students have arrived, each student should receive:

■ An individual student testing ticket

■ No. 2 pencil with an eraser

■ Scratch paper

SAY Today you will be taking Section 1 of the ISTEP+ English/Language Arts test. This is a reading test that has questions for which you will type your answers.

SAY Look at your student testing ticket and make sure it has your name on it. Raise your hand if you do not have the correct student testing ticket.

Provide assistance to any student who raises his or her hand.

For Students Receiving a Text-to-Speech Accommodation

When you see the words “Show All Work,” be sure to show all the steps needed to solve the problem, make your handwriting clear and easy to read, and write the answer on the answer line.

As you complete each problem, remember to READ the problem carefully, PLAN how to solve the problem, SOLVE the problem showing all steps, and CHECK your work.

Section 1: English/Language ArtsThe following pages describe the specific directions for administering the paper-and-pencil ISTEP+ Part 1 English/Language Arts Assessment. Before beginning this test section, make sure:

■ You have reviewed Chapter 2 Preparing for the Assessments and Chapter 4 Paper-and-Pencil Assessments.

■ The STC/CTC has affixed the student barcode label to the Demographic Page, or gridded the student’s information. If no barcode label is available for a student, please follow directions on page 20 of this manual.

The passage and questions in this section may not be read aloud to any of the students, including students with an IEP, a Section 504 Plan, or an ILP (EL Plan). Time limits may need to be adjusted if this section is read aloud. A separate Grade 4 read aloud script is provided to allow the directions to be read aloud to students with this accommodation.

Note to the Examiner:

■ Read aloud ONLY the directions printed in the “SAY” boxes.

■ Additional information has been provided underneath the “SAY” boxes.

After the students have arrived, each student should receive:

■ Grade 4 English/Language Arts Part 1 Assessment Book

■ No. 2 pencil with an eraser

■ Scratch paper

Students will write their answers directly in their assessment books.

SAY Today you will be taking the ISTEP+ English/Language Arts test. Please check the front of your Part 1 Assessment Book to see if you have a label with your name on it or that the cover has been filled out with your name and information. If you have a book with a different name, raise your hand. (Pause.)

Before we begin the test, look at the front cover of your book and locate Box 1, Student Name. On this line, carefully print your first and last name.

Please do not open your assessment book until I tell you to do so. Make sure you are using a No. 2 pencil with an eraser when taking this test. Pens are not allowed.

Make sure students have their own assessment books and have written their full names in Box 1 of the Demographic Page on the front cover.

SAY Please look at this STOP sign that I am holding up. You will see smaller versions of this STOP sign in your assessment book. Whenever you come to a STOP sign at the end of a section, you should stop and wait quietly until you are told what to do next. Do not move on to the next section until you are told to do so. If you work on or review questions in a section other than the one being given, you will not receive a score for the other section.

In this section, you will read a passage and then you will answer questions about what you have read. Write your answers directly on the lines under each question in the assessment book. Do not allow your response to continue beyond these lines, as any writing that appears beyond the lines may not be scorable.

If you cannot answer all the parts of a question, answer as many parts as you can; it is possible to receive partial credit for an answer. You may look back at the passage in this section as often as you like.

BEGIN HERE for those who are immediately continuing from Section 1.

SAY Now you will be taking Section 2: English/Language Arts. In Section 2, you will be given an idea to write about. This is called a writing prompt.

Following the writing prompt is a Prewriting/Planning page. Use the blank Prewriting/Planning space for notes, lists, webs, outlines, or anything else that might help you plan your writing. If you need additional paper for planning, raise your hand and I will give you more paper. You must write your final draft on the lines beginning at the top of page 17. REMEMBER, ANYTHING YOU WRITE IN THE PREWRITING/PLANNING SPACE OR ON SCRATCH PAPER WILL NOT BE SCORED, SO YOU MUST MAKE SURE TO WRITE THE WORK YOU WANT SCORED ON THE LINED PAGES IN YOUR ASSESSMENT BOOK.

After you finish your writing, be sure to use the Editing Checklist, which is shown at the end of the lined pages in your assessment book, to check your writing for correct grammar, spelling, punctuation, and capitalization. (Pause.)

Remember, only what you write on the lined pages of your assessment book will be scored. Try to plan ahead so you do not run out of lines.

During the test, I am allowed to help you with the directions only. I am not allowed to help you with spelling, punctuation, or any other part of your writing task. Just do your best. You may print or use cursive handwriting, whichever you prefer, as long as you write neatly. Read the directions very carefully and do your best to answer clearly and completely.

Appendix A: Practice Test Script for the Text-to-Speech Accommodation for ISTEP+ Online Practice Tests

SAY Now we will practice using the Text-to-Speech tool. This tool reads the text within the assessment that is allowed to be read aloud to you.

On the right side of your screen you will see three tools . The top tool is a

triangle Play Text-to-Speech tool. Do not select this tool yet—first listen to

these instructions. When you select the Play Text-to-Speech tool, you will see a line

of text that is highlighted in yellow. To help you follow along, each word within the

line of text will be highlighted in blue as it is read to you. When you want to stop

hearing the text being read aloud, select the square Stop tool on the right side

of your screen.

After you put your headphones on, select the Play Text-to-Speech tool.

Remember, that is the tool with the triangle.

Assist any students who need help putting on headphones.

Wait for the students to practice hearing the Text-to-Speech tool. Make sure that students practice selecting the Stop tool. When students have finished practicing,

SAY The second tool on the right side of your screen has a picture of a megaphone

on it . This is the Toggle Click-to-Hear tool. You can use this tool to have

specific text read aloud. Select the Toggle Click-to-Hear tool, and then select a

line of text you want to hear. You may use the Stop tool on the right side of your

screen whenever you choose.

Wait for the students to practice the Toggle Click-to-Hear tool. It is strongly recommended that students are encouraged to use the Toggle Click-to-Hear tool rather than the Play Text-to-Speech tool after they have initially listened to the entire item.

SAY The last Text-to-Speech tool on the right side of your screen has a picture of a

circle on it . This is the Text-to-Speech Settings tool. You can use this tool to

select the speed of the text that is being read. Select the Settings tool, and then

select the minus tool to decrease the reading speed, or the plus tool to

increase the reading speed. You cannot change the voice. Set the speed, then

select the Play Text-to-Speech tool to hear the text at the new speed.

Wait for the students to practice using the Text-to-Speech Settings tools and then continue with the practice test script found on page 26 of this manual for the Mathematics script, page 36 of this manual for the English/Language Arts script, or page 52 of this manual for the Science script.

Special Accommodations Information

Part 1 Computer-Generated Response for Paper-and-Pencil Test AdministrationStudents who need to type their responses during a paper-and-pencil test administration should be set up to do online testing. If this is not possible, then the computer-generated response (CGR) directions need to be followed.

Computer-Generated Response Directions

The students will need to use the CGR template or another similarly formatted document to have students type their responses to the assessment question(s) or transcribe students’ responses to the template. A CGR template has been created to help ensure your student’s responses and data are clearly identified for processing. You may download the CGR template from the Indiana ISTEP+ and IREAD-3 Resource Center at: http://indiana .pearsonaccessnext.com/bulletins/.

Follow the directions below:

STEP 1 The following information must be at the top of every CGR page to ensure that the student’s responses are captured and scored accurately:

■ Student Name

■ Student Test Number (STN)

■ Grade

■ Subject

■ Corporation ID

■ School ID

■ Lithocode Number (found on the bottom of the inside front cover of each student assessment book)

■ Item Number

Count the total number of pages and enter “Page ___ of ___” at the bottom of each CGR page.

STEP 2 Do not include more than one CGR item response on a page. You may use more than one page per item if necessary. You may place individual parts (Part A, Part B, etc.) of an item on one page as long as they are clearly identified. Enter the item number clearly and completely.

STEP 3 Ensure all CGR sheets are printed on white paper only. Remember to make copies of all CGR sheets for your records and store them in a secure location.

EXAMINER’S MANUAL FOR ISTEP+ PART 1 ASSESSMENT: GRADE 4112

STEP 4 Apply the Student Barcode Label to the appropriate grade and subject assessment book.

STEP 5 Ensure the “Computer-Generated Response(s)” bubble on the “standard edition” assessment book’s Student Demographic Page is bubbled with “Y” for Part 1 of the ISTEP+ assessment. If “Y” is bubbled in error, erase completely and bubble “N.”

STEP 6 Place all CGR sheets inside the front cover of the student’s assessment book. Ensure all CGR sheets are included. Stack these assessment books in a group by grade and subject.

STEP 7 Notify your School Test Coordinator of any student that has computer-generated responses to make sure the document is returned correctly for scoring. Return all your materials to your School or Corporation Test Coordinator.

Large PrintStudents using the Large Print edition of the assessment must record their responses only in the Large Print Part 1 Assessment Books. Do not transfer ISTEP+ Part 1 student responses to a standard edition assessment book. Please note that for Large Print Mathematics items requiring the use of a punchout ruler, the diagrams or figures to be measured are not enlarged; only the text is enlarged for these items. Students may use the rulers that they are accustomed to using in the classroom or that are designed specifically for Large Print use. Do not enlarge the manipulatives provided with the test materials as that will result in inaccurate measurements.

BrailleDo NOT transfer Braille student responses to the Part 1 Assessment Books.

Pearson will score the Part 1 Assessment Book student responses from one of the following:

■ Braille transcription (provided by a Pearson vendor)

■ Computer-generated pages (if the school has Braille equipment)

Please contact your Test Coordinator if you have any questions regarding the administration of the ISTEP+ Spring 2018 Braille Edition.

ScribeWhen a student’s IEP or Section 504 Plan indicates that responses are to be scribed, the scribe must write/type exactly what the student dictates, without adding any capitalization or punctuation unless directed by the student. No presumption is made about whether a pause is indicative of the use of a comma, a period, or any other punctuation. When the student has finished dictating, the written text is presented for the student to review and add capitalization and punctuation if indicated. If writing a response, the scribe must record responses in the student’s assessment book using only a No. 2 pencil. Each scribed response should begin with the word “scribe” in the response area for paper-and-pencil or online assessments. If a student does not respond or test in a given section, do not write

EXAMINER’S MANUAL FOR ISTEP+ PART 1 ASSESSMENT: GRADE 4 113

“scribe” in that section; just leave it blank. Notify your School Test Coordinator of any student that has scribed responses to make sure the document is returned correctly for scoring.

A one-on-one test administration should always be used when a scribe is needed. Using a scribe in a regular classroom setting would be disruptive to the other students in the room since the student using a scribe needs to respond out loud. Prior to testing, the scribe should attempt to gather information regarding the student’s level of vocabulary and spelling abilities from those who are familiar with the student’s academic background. Once this information is obtained, the scribe should ask the student to spell out loud any word he or she thinks is not within the range of the student’s vocabulary or spelling abilities. It is important to note that this procedure serves to protect the student from a scribe who is a poor speller. A scribe should never read the reading comprehension portion of the test to a student, nor should he or she coach a student or hint to a student the meaning or spelling of a word.

When a student’s IEP or Section 504 plan indicates that responses are to be scribed, you must follow these procedures to prepare materials for scoring. For students with scribed responses, do the following:

STEP 1 NOTE: Step 1 must be completed by the School or Corporation Coordinator. Confirm the student has an IEP or Section 504 plan indicated in PearsonAccessnext. If the IEP or Section 504 plan is not indicated, refer to the Indiana Online Testing Guide in the Indiana ISTEP+ and IREAD-3 Resource Center at http://indiana .pearsonaccessnext.com.

STEP 2 Review the appendix “Accessibility and Accommodations Guidance” in the Indiana Assessment Program Manual for the current year.

STEP 3 For each scribed response, first write the word “scribe” in the response area in the Part 1 Assessment Book. Then, following the word “scribe,” write the student’s response. The word “scribe” and the student’s response must be entered using a No. 2 pencil only. If a student does not respond or test in a given section, do not write “scribe” in that section; just leave it blank.

For more information regarding the Special Accommodations in testing, refer to the Indiana Assessment Program Manual or contact your Test Coordinator.
