ISO 45001 standard – international standard for occupational health & safety (OH&S)

management systems has been published in March, 2018. This new standard will supersede OHSAS 18001, which is

British Standard published in 1999 and revised in 2007.

In order to standardize the occupational health & safety managements systems under International Organization for Standardization (ISO) framework and respond to

increasing new health and safety challenges in global trade, ISO approved the project proposal to develop ISO 45001 standard in 2013.

The existing requirements of OHSAS 18001:2007, different national standards and standard and conventions of International Labour Organization (ILO) are incorporated into ISO 45001.

This new standard, with guidance for its use, will help an organization pro-actively improve its OH&S performance in preventing injury and ill-health as well as providing safe and healthy workplaces for their workers and other people regardless of industry, size or location.

Furthermore, the following shall be achieved for any given organization implementing and adopting ISO 45001:

Hence, for the forth-mentioned migration, Accredited Certification International Limited (ACI) has developed a series of training courses for clients to migrate smoothly. Also, gap assessment from ACI may screen existing implementation of OH&S management system of clients by comparing with the requirement of ISO 45001 in order that clients may realize the gap in the system effectively and pave the way for migration efficiently.

ISO 45001 follows the high-level structure approach that is being applied to other ISO management system standards, such as ISO 9001:2015 (quality) and ISO 14001:2015 (environment).

Therefore, the Plan-Do-Check-Act (PDCA) cycle will also be the core structure of ISO 45001.

The clause sequence of ISO 45001 will nearly be the same as that of ISO 9001:2015 and ISO 14001:2015 but it differs greatly from OHSAS 18001:2007. Many of core requirements of OHSAS 18001:2007 are nevertheless maintained. It is recognized that ISO 45001 is a new and distinct standard instead of an update or revision of OHSAS 18001. In this connection, in 2016 the International Accreditation Forum (IAF) decided that there would be a 3-year migration period from OHSAS 18001 to ISO 45001 after the publication of ISO 45001.



In order to enhance the safety performance of Liquefied Petroleum Gas (LPG) cylinder trade further, the Electrical and Mechanical Services Department (EMSD) and the Registered Gas Supply Companies (RGSCs) jointly launched the LPG Cylinder Distributor Safety Performance Recognition Scheme in early 2016.

In Hong Kong, there are five RGSCs supplying cylinder LPG, three of which, Shell, Rise Smart Industrial & ExxonMobil, have appointed Accredited Certification International Limited (ACI) to conduct relevant audit that reflects ACI gains industry recognition. ACI plays a leading role to provide customized audit and assessment services that can benefit various companies to meet their aims and objectives.

Under the Scheme, independent auditing companies commissioned by RGSCs shall assess Liquefied Petroleum Gas (LPG) Cylinder Distributors’ performance according to the Distributor Code of Practice (COP) Audit Requirement. It covers various aspects including LPG cylinder delivery arrangements, safety inspection of gas appliances, record keeping of customer receipts, employee training and gas safety operation record maintenance. The Draft International Standard ISO/DIS 50001 was approved in November 2017, the latest draft is currently being reviewed by the ISO committee energy experts around the world. You can find out more about ISO 50001 on ISO.org.

The most important change for the new version is the incorporation of the high-level structure, which provides for improved compatibility with other management system standards. The high-level structure (HLS) is a simple and effective concept, because organizations often implement a number of management system standards, the use of a shared structure, as well as many of the same terms and definitions, helps to keep things simple. Using the new High-Level Structure (HLS) format will integration easier.

The new version of ISO 50001 is expected to be published in January 2019. Organizations normally have three

years to migrate to these new versions from the day it is published. A similar transition period is expected

for the new ISO 50001 standard. It is no need to panic if you already are certified.

Some important points you need to know are:1、 The new version of ISO 50001 will not be available until 2019 so do not put off your decision to implement now (imagine the energy savings you will achieve over 2-3 years if you start now!)

2、 There will be even more common and duplicated processes (internal audits, management

review, documented information, competency) that can be integrated now to provide more efficiency and

quicker implementation of ISO 50001.

3、 It will follow the HLS structure so if you have already begun implementing or transitioning to ISO 9001:2015 or ISO 14001:2015, start planning how you can integrate your ISO 50001 EnMS and be ready for the new revision.

In tandem of the publication of ISO 45001, which is the new ISO standard for Occupational Health and Safety (OHS) management system – Requirements, with guidance for use, ACI is going to provide different courses/services to suit your needs.

1. Introduction Training Course (3 Hours- course code TNS1)

Upon completion of this course, students will be able to know and comprehend the requirements of ISO 45001 and communicate any changes in OHS specific requirements arising as a result of the transitioning from OHSAS 18001:2007 to ISO 45001.

2. Effective Application Training (1 Day – course code TNS2)

The purpose of this course is to provide a detailed account of ISO 45001 requirements and how to interpret them and introduce ISO 45001 support techniques.

The content comprises OHS-System Approach, Hong Kong OHS Legislation and FIU Safety Management Regulation, ISO 45001 Standard and Specifications as well as Hazard identification, Risk Assessment and Risk Control.

3. Implementation & Documentation Training (1 Day – course code TNS3)

This course may help the students to understand ISO 45001: 2018 OHS management system under high-level structure (Annex SL), risk-based thinking via plan-do-check-act (PDCA) approach, ISO 45001 requirements including system documentation, auditing skills for ISO 45001, and certification audit including the migration from OHSAS 18001 to ISO 45001.

4. Internal Auditor Training (2 Days – course code TNS4)

The aim of this course is to provide students with the knowledge and skills required to perform first-party audits of OHS management system against ISO 45001:2018, in accordance with ISO 19011 and 17021, as applicable. The course includes key changes introduced in ISO 45001, process-based ISO 45001, OHS Legislation, audit evidence and audit trials, audit process, preparation for the audit and checklist, conducting the onsite audit and audit review.

6. Gap Analysis and Auditor Migration Course (2 days)

For originations holding OHSAS 18001 certification currently, there are three years from the formal publication of the new standard to migrate to the new 1SO 45001 standard, ACI may offer a gap analysis, which focuses on highlighting the changes that will need to be made for migration from OHSAS 18001 to ISO 45001 certification.

The purpose of this course is for the students to grasp high level structure for management systems based on Annex SL and how this affects auditing, risk-based thinking in OHS management system and how this extends to requirement for risk and opportunities and how they may be audited, the changes from a procedural approach to a process approach and how they may be audited, the new and enhanced requirements for leadership and worker participation and how they may be audited.

In order to meet the CQI/IRCA migration, training requirements Annex SL (Module 1) must also be achieved.

For existing OHSAS 18001 auditor, ACI provides ISO 45001:2018 – Occupational Health & Safety Management Systems – Auditor Migration Course– a CQI/IRCA certified course.

5. CQI/IRCA Lead Auditor Training (5 Days – course code TNS6)

The objective of this course is to equip the students with professional knowledge to manage and audit an OHS management system for safety professionals. Also, it may enable professionals to develop the necessary expertise to perform an OHS system audit by applying widely recognized audit principles, procedures and techniques. In compliance with ISO45001: 2018 and ISO 19011, students may build pertinent knowledge, skills and practical tool-kit to effectively lead audit teams for OHS management system, communicate with customers and conflict resolution.


Accredited Certification International Limited (ACI) has recently awarded the ISO 9001:2015 to the Employees Retraining Board (ERB) – Practical Skills And Training and Assessment Centre with the scope of “Provision of practical skills assessment service for trainees who have completed courses designated by the Employees Retraining Board”.
