As a water access only cottager I miss the lake during the winter and look forward to spring when we can again enjoy the beauty that is Baptiste Lake. As I write this note the ice is gone from the lake (exceptionally early) and I look forward to opening the cottage a few weeks earlier than normal. Elsewhere in this Newsletter you can read about the steps that we are taking to implement the Lake Plan to ensure that Baptiste Lake may be enjoyed by generations to come. At this time I would like to remind everyone that this is a volunteer organization. The more people who volunteer their time the more successful we will be at our primary role, which is that of being stewards of this environment. It is not only in connection with the Lake Plan that volunteers are encouraged. There are many things that the Association does which require the input and help from the Lake community. If you would like to volunteer in any way (no matter how small it may appear to you), please do not hesitate to contact me or any other member of the Board. We look forward to your input and help. We continue to examine how we communicate with our members and subsequently we are in the process of building an e-mail list so that we can reach the most number of members as efficiently as possible. If you have not provided us with your e- mail address please send it along to [email protected] and we will be happy to add you to our list. Please be assured we do not provide this list to anyone else and use it only for the purposes of the Baptiste Lake Association. In addition we do not inundate your inbox with messages. As always the website will contain the latest news and we encourage you to visit the site often. If you have any suggestions on how we can improve the website please do not hesitate to contact me or any other member of the Board with any ideas. Ihope that all of you have had an enjoyablewinter. As a water access only cottager Imiss the lake during the winter and look

forward to spring when we can again enjoy thebeauty that is Baptiste Lake. As I write this notethe ice is gone from the lake (exceptionally early)and I look forward to opening the cottage a fewweeks earlier than normal.

Elsewhere in this Newsletter you can read aboutthe steps that we are taking to implement theLake Plan to ensure that Baptiste Lake may beenjoyed by generations to come. event for many years. We would also like to thankBirch Cliff Lodge for their hospitality in hostingthe event this year. Please come out and enjoysome games, good food and good times withfriends and family. A wonderful evening hasbeen planned.

In addition we will once again be hosting a MusicFestival on July 21 at Baptiste Station Restaurant.A slightly revised format will be in place for thisyear. Please watch for further details as thesummer progresses.

Our Annual General Meeting will be held onAugust 11 from 10:00AM to Noon at Birch CliffLodge. Please come out and see what yourorganization is doing and have your say in howthe organization goes forward in the future. Wewill once again be hosting our traditional Pig andCorn Roast on Labour Day weekend at BirchCliff Lodge. Please watch for notices inconnection with this as there may be somechanges (yet to be determined at this point). Wewould like to encourage all of you to come out.

As with any year, a number of properties on thelake have sold and new lake residents (bothpermanent and seasonal) are beginning to enjoyBaptiste Lake. If someone new moves in close toyou, take a moment to welcome them to the Lake.As existing residents, it is up to all of us to makenewcomers feel at home. Who knows, you mayend up making a lasting friendship.

Throughout this newsletter you will note anumber of advertisers. We rely on theadvertisements to ensure that each of youreceives a copy of this newsletter. I wouldencourage you to make use of the services offeredand if you do, please mention that you read theiradvertisement in the Baptiste Lake Associationnewsletter.

Finally if you are not a member I wouldencourage you to become a member. The cost isminimal ($25 per year or 3 years for $60). Thereare many benefits of membership in theAssociation beyond the social activities set outabove. For a small amount of money you can helpthe Association act in the best interests of theLake and its community to ensure that the Lakewe all love will be here for our children andgenerations to come. I encourage you to look atthe Mission Statement of the organization on thewebsite and become a member (or renew yourmembership) to help in the meeting theseobjectives.

BLA LAKE PLAN IMPLEMENTATION REPORT

Implementationof the BaptisteLake Plan began

last spring, and anumber of studies arenow completed in full,o r h a v e i n t e r i mreports. Bob and BrynWeese completed theirimpact analysis offishing derbies on theenvironment and localeconomy. ByronKellar completed hisstudy on the issue of ap u b l i c b e a c h o nBaptiste Lake. Wally McColl provided aninterim report on creating a nautical map of thelake and placing markers near shoals. John Jaredprovided a progress report on water testing.Frank Hicks provided a report on watertemperatures in the lake. Pauline Hawkesinitiated a Shoreline Shrub planting program, incooperation with the local Stewardship Council.Peter Oliver began a shoreline preservation andrestoration program, focussed on informinglakeshore residents of the benefits of a naturalshoreline. Penny Anderson is monitoring localdevelopment proposals that might have anegative impact on the streams feeding theBaptiste Lake watershed. Chris Chhatwal isleading a stream survey and assessment.Completed studies will be coming to the BLABoard of Directors for discussion and decisionover the spring and summer.

Here are plans for 2012. Beginning this spring,Jim Verhoeven will be working on therehabilitation of the trout fishery, in cooperationwith the Ministry of Natural Resources. AdrianHill will be reviewing the Lake Plan land userecommendations, and comparing them to themunicipal and county official plans, to determineany necessary follow-up. Christopher and

Shannon Fabricuswill be working withNatural Resources todevelop a wetlandsi n v e n t o r y a n devaluation. We havesubmitted a grantp r o p o s a l t oE n v i r o n m e n tC a n a d a , i ncooperation with theToronto Zoo, fort h r e e y e a r s o ffunding for thisproject and relatedlake plan projects,

including an inventory of rare species andspecies-at-risk, and public education on privatestewardship initiatives. Plans for this yearinclude aerial photographs of Baptiste wetlands.Bob Redford will be working with themunicipality on a mandatory septic re-inspectionprogram for Baptiste Lake. Hugh Stevens will belooking at what might be done to lessen lightpollution on the lake this summer.

Volunteers are still required in order to launchthe remaining elements of the Lake Plan, whichare planned for next year. Results of the studiesand reports noted above will be available at theAnnual General Meeting and on the BLAwebsite. If you want to pitch in, please contactme at , at the cottage at613-332-4736, or in Ottawa at 613-216-2182. Ourgoal is to make Baptiste Lake the “HealthiestLake in Ontario”!

GREETINGS FROM HASTINGS HIGHLANDS

Mayor Emond has brought dynamicand exceptional leadership to theoperation of HH for more than five

years. He had a vision for the township; how itcould grow and prosper; how reorganization ofthe Corporation would produce operatingefficiencies to help stabilize taxes. He managedall this and much more, including the building ofour new HH Town Center. Anyone who hasattended a Council meeting (with space to sitnow), taken part in activities in the gym, or themany new programs in our wonderful Librarywill appreciate how much this new building hasdone for growth in our community. This grandfacility will continue to be a major attraction forlocal people and visitors to our area for years tocome.

With his leadership at the County level, ourMayor has probably worked harder than any cityMayor to put HH on the map and gainrecognition from the province. He accomplishedfar more than he set out to do. Now he is tired,feeling the need to get his life back—to spendmore time with his wife and family.

On Mar. 7th Mayor Emond announced hisresignation, effective Mar. 31st. To say he will bemissed is an understatement. He became a friendand mentor to us all. His enthusiasm for ideasand planning for the future was catching:Personally, I have felt these years an exciting timeto be on Council: His objectivity, always rivetedon doing what was best for the township was sorefreshing; to sit on Council with him became avery comfortable pew. He has raised the bar forCouncil members. Today, it is a demanding jobwith each member expected to pull their weight.As a Council, our greatest reward is in achievingworthwhile results. Ron has set the stage for us tocarry on, as he says, “now, to stay the course.”Thus, we wish Ron every happiness andcontentment in his well-deserved retirement.

Deputy Mayor Vivian Bloom is expected to beappointed as our new Mayor at the April meeting

of Council. We have every confidence in herability to do a good job, continuing to move HHforward. A new Deputy Mayor will likely beappointed from Council, then a new Councillorwill be chosen, in compliance with theMunicipal Act. It will likely take a few months tohave the new Council in place. We have alllearned that working as a team gets the bestresults, and hopefully we will all be workingtogether toward that goal.

With the excellent staff we have in place now, weare confident the new projects coming up fordecisions will be realized: Very important to ourfuture progress is a final choice for a SeptageDisposal Site, plus the completion of ourSecondary Plan for Bird’s Creek. Both projectsare interconnected and essential to the futuregrowth and well-being of the township. We areaiming for project completion of the Septage site,and approval of the Secondary Plan by the end ofthis year.

This year we welcome two new businesses toBird’s Creek: “Makin’ Waves,” a dry-landmarine facility on Hwy. 62 N. opening in March,and “Greenview Environmental,” who willprovide a variety of services this year from theirbrand new building on the Y Road. .

We are in the process of amending zoning bylaw35-2004: Included is the placement of docks nocloser than 9.8’ from the side Lot line. This willmostly apply only to the location of new dockstructures, and enforced upon complaints.

2012 is the 4th year for phased in Assessments.New Assessments for the next 4 years will bemailed out from MPAC this fall. All departmentsin HH but one did well last year, coming in underbudget—which produced an overall surplus inoperations. A new budget for 2012 isforthcoming, pending the County levy figures,and a few others. Unlike some other townships,HH remains financially sound with a stable taxbase. We do not contemplate raising taxes,beyond the present phased in Assessments.

P erhaps the most interesting aspect of turtlebiology is that turtles do not seem to die of

“old age”, referred to as “negligible senescence”.Blanding’s Turtle is known to live more than 70years and conservative estimates for SnappingTurtle longevity are in excess of 100 years.Biologically, the importance of this is that there isno loss of reproductive potential as turtles getolder. In fact, in some species such as the PaintedTurtle, the oldest and largest turtles in apopulation lay the largest, most numerous eggsand are the most consistent in nesting activityfrom year to year. In Blanding’s Turtles, the olderturtles (20+) survive more often each year thanyounger turtles.

Once a turtle reaches sexual maturity and a largesize, it is much less vulnerable to predation fromanimals such as racoons, herons, and mink.However, roads and the vehicles that travel onthem have become a new “predator” that turtleshave not adapted to. Turtles are slow moving, sothey spend more time on the road while crossingthan most other animals. They are also attractedto road shoulders and gravel roads because thesefeatures seem like a great place to lay eggs. Sunny,warm, well-drained, loose gravel and sand is theperfect place to lay eggs. This is why all but one ofOntario’s eight native species of turtle isconsidered to be at risk. Any increase in normalannual mortality of adults will send the local

population into decline, and unlike rabbits,coyotes and deer, turtles are not able to increasereproduction to offset increased declines inadults.

Turtles have what can be called a “long-lived lifehistory”. They are slow to reach sexual maturity;Ontario’s Blanding’s Turtle cannot produceyoung until they are approximately 20 years old.With all the threats the turtle is exposed to, it canmake it difficult for a turtle to reach this crucialage. Even if they are able to reproduce, nestingsuccess is very low. Nesting attempts can bethwarted by disturbance, and eggs are frequentlydug up and consumed by predators just momentsafter being buried. Ontario can often be too cool and too wet. If eggsdo escape predation and survive the incubationperiod, hatchlings can become trapped inside thenesting cavity and die. If they emerge from thenest successfully, there are many predators thatwould eat a hatchling turtle and there are manyobstacles between it and a suitable wetland orother hibernation site.

It is important that we understand howBlanding’s Turtles use habitat differently thanother species of turtle so we can protect themfrom harm. Studies have documented this speciesusing a wide range of wetland habitats during anyone active season. They make long treks betweenwetlands as well, often utilizing small streams orvalleys, but sometimes scaling significantobstacles such as large hills, dense forest and rockoutcrops. MNR is seeking to better understandhow Blanding’s Turtle use habitat and at whattime Blanding’s Turtles can be found in differenttypes of habitats. To accomplish this, up to 25turtles will be affixed with radio signaltransmitters as well as miniature GPS units inBancroft District. This will allow us to documentvery precisely the locations the turtle can befound at as well as at what time. The intendedresult of the project is to identify times and placeswhere activities such as logging and use of heavy

machinery could be conducted with low potentialto harm Blanding’s Turtle.

In May and June, and again in late August orSeptember, turtles are likely to be found crossingthe road in search of mates, nesting locations orother suitable habitat. If you see a turtle on theroad please help it across in the direction it washeading. Be sure it is safe for you to do so, andpick the turtle up by the back quarter of its shell,or use a shovel or bucket to scoop under the turtleand move it off of the road. The turtle may beolder than you are, and will have many yearsahead of it still to reflect back on the time it washelped across the road.

Blanding’s Turtle is protected under Ontario’sEndangered Species Act, 2007. If you see a turtleon the road, dead or alive, it is extremely helpfulto report the observation to the Bancroft DistrictSpecies at Risk Biologist. Observations should besubmitted with as much detail as possible. Pleaserecord the exact location, using a GPS if possible,take a photograph, and be sure to record the timeand date.

LOVE YOUR WETLANDS

W etlands are natural areas where water andland meet and include marshes, swamps,

bogs and fens. Wetlands provide food, habitat andshelter for 600 species of wildlife in Ontario andcan be found throughout the Canadian landscapefrom our northern boreal forests to thesouthernmost tip of Ontario. They help tobalance, clean and maintain our water supplies.Our wetland habitats support an amazing array ofinsects, animals and plants. Despite the myriadbenefits that wetlands provide for waterfowl,wildlife and people, as much as 70% of Canada’soriginal wetlands have disappeared as a result ofurban development, drainage and landconversion to other uses. Wetlands are among themost diverse ecosystems in the world.

Create a buffer zone of 100 feet or more along your shoreline toprotect it from erosion, run-off, Canada Geese etc. Better still,get rid of the lawn. Plant native species along the shoreline.

Avoid using pesticides, herbicides or fertilizers as they all endup in the water eventually.

Avoid clear cutting your property if building and build back atleast 100 feet.

Trim trees rather than cutting then down completely, if abetter view of the lake is desired.

Avoid bathing in the lake with soaps…even eco-friendly ones.

Use eco–friendly soaps and cleaners in your home or cottage…vinegar and baking soda work well.

Maintain your septic system and pump it out every 2- 3 years at least. Never put anything down theseptic except human waste and toilet tissue (esp. javex, paints, and cooking fats) as these will stop thenormal biodegrading of the usual contents. There is no necessity to instill commercial additives thatare reported to speed up decomposition. Avoid overloading your septic with excessive water.

Maintain your boat motors and avoid spills of fuel, antifreeze, paint, paint thinner etc. on land orwater.

Try to keep your boat wake down as it causes shoreline erosion.

Enhance biodiversity on your property by leaving rock piles, fallen tree limbs and brush pilesuntouched so they can function as wildlife habitat. If a tree falls in the lake on your shoreline, leave itthere as it is good fish habitat.

Avoid importing sand to make a beach on yourshoreline. If there is an imported beach already there, letit grow in.

Build a low impact dock when the need arises. (i.e.floater, cantilevered, pipe)

Reduce, reuse and recycle. Avoid littering. We have 2landfills that accept many types of recycling. Be carefulwhen composting. Avoid meat, cheese and fat and fruitwaste as it will attract animals. Place vegetable,coffee/tea waste in tightly -lidded composters away fromthe lake.

“Over the years, FOCA member associationshave made us aware of the difficulties they andtheir members have experienced in workingunder the terms of the old Mining Act. The majorconcerns which our members expressed relate tothe following issues:

- Claim staking and exploration on privateresidential property where the land owner onlyowns the surface rights while the crowncontinues to hold the mining rights.

- Exploration activities that have seriouslydamaged the environment on crown landwhich is regularly used for recreation andtourism related activities, and related andconsiderable off-site impacts of this activity.

- The exemption of exploration and mined e v e l o p m e n t a c t i v i t i e s f r o m f u l lenvironmental assessments to identify the fullrange of economic, environmental, social andhealth impacts of proposed development priorto commencing activities on the land.

- The fact that municipalities and municipalofficial plans have no jurisdiction overdevelopments, including mining, on crownlands within their territory.

- The apparent lack of public input or an appealprocess for decisions made by the Ministry. “

New Regulations implemented on January 1,2011:

Private landowners in northern Ontario canapply for withdrawal of Crown mineral rightsfor their property so no claim staking orexploration will take place on their land; and

Surface rights holders can apply forexemptions from Mining Land Tax undercertain circumstances, such as when the landis not being used for mining.

New Regulations to be implemented bysummer 2011 include:

The introduction of a paper staking system insouthern Ontario with a transition to anonline staking system province wide by 2013.

By 2012 it is anticipated that regulations coveringa new Plan and Permit system for all earlyexploration activities will be introduced. Thiswill be a major change and will provide a moretransparent, regulated process for explorationactivities.

*Exploration Plans will be available publicdocuments and will detail the less intrusiveexploration activities.

CUTTING YOUR GRASS THIS WEEKEND?

“Winterize your lawn”, the big sign outside thegarden store commanded.

I’ve fed it, watered it, mowed it, raked it, andwatched a lot of it die. Now I’m supposed towinterize it? I hope it’s not too late.

Grass lawns are puzzling. We constantly battledandelions, Queen Anne’s lace, thistle, violets,chicory, and clover that thrive naturally, so wecan grow grass that must be nursed through anannual four-step chemical dependency.

Imagine the conversation Mother Nature mighthave had with brother West Wind

“West Wind, you know all about gardens and nature.

What in the world is going on down there in the

Midwest? What happened to the dandelions, violets,

thistle and stuff that were started eons ago? It was a

perfect, no-maintenance garden plan. Those plants

grow in any type of soil, withstand drought, and

multiply with abandon. The nectar from the long-

lasting blossoms attracted butterflies, honey bees, and

flocks of songbirds. I expected to see a vast garden of

colors by now. But all I see are these green rectangles.”

“It’s the tribes that settled there, Mother Nature. The

Suburbanites. They started calling your flowers

‘weeds’ and went to great extent to kill them and

replace them with grass.”

“Grass? But it’s so boring. It’s not colorful. It doesn’t

attract butterflies, birds, and bees; only grubs and sod

worms. It’s temperamental with temperatures. Do

these Suburbanites really want all that grass growing

there?”

“Apparently so. They go to great pains to grow it and

keep it green. They begin each spring by fertilizing

grass and poisoning any other plant that crops up in the

lawn.”

“The spring rains and cool weather probably make

grass grow really fast. That must make the

“Apparently not. As soon as it grows a little, they cut it

– sometimes twice a week.”

“They cut it? Do they then bale it like hay?”

“Not exactly. Most of them rake it up and put it in

bags.”

“They bag it? Why? Is it a cash crop? Do they sell it?”

“No madam, just the opposite. They pay to throw it

away.”

“Now, let me get this straight. They fertilize grass so it

will grow. And when it does grow, they cut it off and

pay to throw it away?”

“Yes!”

“These Suburbanites must be relieved in the summer

when we cut back on the rain and turn up the heat.

That surely slows the growth and saves them a lot of

work.”

“You aren’t going to believe this. When the grass stops

growing so fast, they drag out hoses and pay more

money to water it so they can continue to mow it and

pay to get rid of it.”

“What nonsense! At least they kept some of the trees.

That was a sheer stroke of genius, if I do say so myself.

The trees grow leaves in the spring to provide beauty

and shade in the summer. In the autumn, they fall to

the ground and form a natural blanket to keep moisture

in the soil and protect the trees and bushes. Plus, as they

rot, the leaves form compost to enhance the soil. It’s a

natural circle of life.”

“You better sit down for this one! The Suburbanites

have drawn a new circle. As soon as the leaves fall,

they rake them into great piles and have them hauled

away.”

“No! What do they do to protect the shrub and tree

roots in the winter and keep the soil moist and loose?”

“After throwing away your leaves, they go out and buy

something they call ‘mulch’. They haul it home and

spread it around in place of the leaves.”

“And where do they get this mulch?”

“They cut down trees and grind them up.”

“Enough! I don’t want to think about this anymore.

Brother West wind, you’re in charge of entertainment.

What movie have you scheduled for us tonight?”

“Dumb and Dumber… it’s a real silly movie about…”

“Never mind, I think I just heard the whole story.”

The season's second show will be Early August byKate Lynch. This fast paced comedy takes theaudience into the dressing room of a cast fullyimmersed in a production. Things however arenot going smoothly as the entire cast suffers fromvarious afflictions related to heart and home.Someone has to put things right if the show is togo on. Thankfully, a crafty stage manager steps into keep it all together. This production will run at8 pm, Tuesdays to Saturdays from August 7 untilthe 25th with a matinee show at 2 pm on Saturday,August 18. Tickets are $20. A Blackfly SummerTheatre production.

And for something entirely different, be sure toattend a performance by hypnotist Casey St.James. This acclaimed hypnotist will amaze andamuze you long after the curtain closes. Threeshows only will be offered. Tuesday July 31,Friday August 30 and Saturday August 31.Tickets are $25 and proceeds will go to theBancroft Community Cupboard.

Dinner theatre packages will once again returnthis season. This package includes dinner at St.Pauls Church, next to the Playhouse and costonly $32. Packages for Steel Magnolias areavailable on July 12 and 26th. Packages for EarlyAugust will take place on Aug. 9 and 23. Dinnerwill be served at 6 pm. Tickets must be reserved 7days in advance.

Ticket sales begin May 1 by phone. Call 1-877-322-4682 to reserve your seats. The BancroftVillage Playhouse box office located at 5 HastingsSt. will be open on Wednesday June 5th. Boxoffice hours are Wednesday to Saturday, 2 to 6pm. Box office will be open until 7:30 pm onperformance nights.
