It is very obvious that terrorist threats to society continue to exist. The recent bombings in the subway stations in Spain demonstrate the threat. Nevertheless, terrorists are not the only cause of major catastrophes. Last week in Russia, an explosion and collapse of a building killed over 25 and trapped and injured many more. This was caused by thieves stealing brass connections from gas lines. Not long ago we also saw a major building collapse in Turkey, which trapped and killed many people. This collapse was attributed to improper construction. Being prepared, and able to respond to these types of major catastrophes still pose a challenge for many jurisdictions in Canada. Although the risk of an actual terrorist caused incident remains low, there are still many other causes that can create a serious disaster where a high number of persons could be trapped, seriously injured, or potentially lose their lives. An Urban Search and Rescue (USAR) capability is now being developed across our country. Government has authorized the OFC to develop this capability within our Province. USAR is defined as the search and rescue of individuals trapped in building collapses. USAR has now expanded to include response to any major emergency where individuals are missing or are trapped as a result of large or serious incidents. Examples of this would be communities seriously damaged by tornadoes, buildings that have collapsed due to major snow loads, passenger train derailments, etc. A USAR team is comprised of individuals from a wide variety of disciplines and capabilities. The three main components of a USAR operation are Search, Rescue and Support. The team, however, must have individuals skilled in the areas of search techniques, technical rescue, hazmat, structural collapse and emergency medical services. There are also a number of other resources not typically involved in normal emergency response. These include search dogs, structural engineers, communications specialists and emergency physicians. Other skill sets are also extremely important. These include carpentry, electrical, welding and other trade skills that could become a benefit in this type of response. Another important criteria is that the team must be able to be totally self sufficient for at least up to five days for a response in Manitoba. If and when we become involved in the National response system, this period of time may extend up to ten days. This requires the team to be able to live and work out of tent-camp set up. The development of this type of teamis a huge task, but the logistics behindsupporting and moving this teamaround the county is also extremelydemanding. If you can envision thelogistics behind moving a team of 50or more people and all theirequipment into some of our moreremote communities, and being able tobe self sufficient for at least five daysyou can start to appreciate theenormity of this initiative.

The OFC has now begun to developthis team. Training programs havebeen being instituted and applicationsfrom individuals who wish to be partof this team are now being accepted.Currently there are a number oforganizations that have committedpersonnel to this team. These includethe OFC, RCMP, Manitoba Hydro,Manitoba Conservation, ManitobaAssociation of Native Fire Fighters, theCity of Brandon, and the WinnipegPolice Service Canine unit. We alreadyhave one emergency physician and arecurrently having discussions withanother. In order to field a 50 to 60person team we will need to haveaccess to and train approximately 150personnel in the basic structuralcollapse rescue program.

The OFC is authorized to pay theexpenses of the team members whendeploying to an incident, but cannotpay salaries. There is an expectationthat the organization, entity, orMunicipality will support their

personnel who wish to participate asthe team could be called in to assistany village, town, city, Municipality, ormajor industry in our Province.

If you are interested in participating inthis initiative, please submit a resumedescribing the capabilities you wouldbring to the team. Consideration formembership will be given to thoseindividuals who can be available todeploy for at least five days, havetraining in the search, rescue or theemergency medical field, and areprepared to live in and work out of atent camp environment. Again,remember that the OFC will coverexpenses but not salaries. There is alsoa requirement that every team membermust take the week long StructuralCollapse Level 1 program. Thistraining program is currently onlyavailable in Brandon but may becomeavailable in Winnipeg in the future.

For those interested in applying forconsideration to this team please sendyour application to the EmergencyServices College in Brandon to theattention of Scott Kerbis. Please markon the envelope “USAR Team MemberApplication”. Applications will beaccepted until April 30, 2004. Teammembers will be selected based on theemergency response experience theybring to the team, their availability fordeployment, and any other additionalskills they possess which will enhancethe team’s capabilities.

The Sperling Fire Departmentgot inventive and created awagon and sled used for

moving portable pumps/airbottles/rolled hose and anything elsethat is heavy or hard to handle. Theidea for the wagon came from anarticle in ‘Fire Fighting inCanada…Innovations’. A firedepartment made a small two wheelwagon for that purpose. Sperling FireDepartment’s wagon was bought atPrincess Auto for approximately

$120.00. When webegan pricing outthe cost ofbuilding our own,we realized thefinished productwas alreadyavailable for areasonable price.The sled is thetop of a watertank.

Carberry, North Cypress Fire And Rescue TeamPlace First Provincially - Extrication Competition

On Saturday, September 6, 2003the Carberry Fire Departmentparticipated in the annual

Manitoba Vehicle ExtricationCompetition hosted in Virden. It wasorganized by the Virden FireDepartment and TransportationEmergency Rescue Committee (TERC).

A total of five Fire Departments andtwo teams from the ManitobaEmergency Services College competedfor first, second and third place. Eachteam consisted of a Captain, a Medic,three Technicians and one alternate.They were allotted 20 minutes toextract two live victims placedstrategically in a two-vehicle crashscenario. Although getting the victimsout as fast as possible was theobjective; the extraction must be doneas safely as possible. The team wasscored in many different categories aswell as how well the captain did incontrolling the scenario and leadingthe team.

The Carberry North Cypress teamplaced first, as well, team Captain, BobToma received the Captain award.

This is the Fire Department’s seventhyear attending this competition. Theyplaced third the first year and secondlast year. As volunteers, they spend

many hours training to ensure theycan provide the best care to theircommunity and surrounding area.Gone are the days of “Wet Stuff” onthe “Hot Stuff”; Fire and Rescue hasbecome extremely technical and theguys and gals at the hall take their jobvery seriously.

Chief Don Menzies is very proud ofhis people and believes they deservefirst place. They all worked hard for itand hope they can raise the fundsrequired to now go to the Nationals inWasaga Beach Ontario next year. The

community and area should also feelproud, for if it was not for theirsupport and dollars either by directdonations or by supporting ourfundraisers, the talent wouldn’t bethere. Congratulations guys!

The huge trophy that was designedand built by Gabler Welding will stayhere for a year. For the next fewmonths it will be placed in differentbusinesses around town for everyoneto see.

Human settlement, climate, and the condition of our forest ecosystems now form an equation where wildfire isbecoming an increasingly persistent and severe threat. Few experts believe the destructive fires of 2003 were simplyexceptional disasters. More likely, they were the beginning of a new era of frequent, catastrophic wildfire.

The purpose of the BC Wildfire Conference 2004 is to:

• lay the foundations for a broad understanding of our present wildfire predicament;

• present the strategic policies and practices we need to implement to abate the hazard;

• discuss how we must share the responsibility for wildfire in order to mitigate its future effects.

No longer just for the specialized few, wildfire now touches the interests—and livelihoods—of urban planners, municipal

and regional district officials, insurers, conservationists, developers and landowners, as well as the traditional sectors of fire

protection and forestry.

The conference topics range from the ecology, economics and governance of wildfire management to the specificsof the wildland-urban interface, fuels reduction, emergency planning, bio-mass reduction opportunities, publiceducation, parks policy and home insurance.

2003 wascertainlya busy

year for theFire Fighters

Burn Fund. Fundraising projects keptus on the move and the results areworth it.

With a number of projects on the go,our commitments to the two BurnUnits and Burn Survivors, a steadysource of income is necessary. To that,we extend a sincere thank you to all theFire Fighters and EMS Responders thathave helped us throughout the year.

Just to recap: There are two Burn Units(Adult and Children) in the Province,both of which are located in Winnipeg.Anyone suffering burn injuries orrequiring treatment for inhalationinjuries, skin grafting or reconstructivesurgery are taken there for treatment.This includes the entire Province ofManitoba, Northwest Ontario andNunavut.

We raise monies for the purchase ofspecialized equipment, burns research,staff education, maintenance of anOccupational Therapy Section, lodgingsupport for family members thataccompany loved ones brought to theBurn Unit(s), a burn camp for childrenwho have been patients in thePediatric Unit, an annual BurnSurvivor Conference, a WildernessRetreat for adult survivors andprevention programs such as, S.A.F.E.Baby, the Fire Safety House Trailers,Learn Not to Burn, The Great EscapeCD and our Children’s Activity Book.

To support all we do we are constantlyfundraising, whether we are directlyinvolved or others donate to us fromtheir activities, sponsorships,memorials, estate bequests or generaldonations.

Some of the FundraisersIncluded:The 14th Annual Cycle-a-Thon fromWinnipeg to Misty Lake Lodge, Northof Gimli, cyclists can ride part of, orthe whole distance. The pledges thatthey collected for their efforts this yeartotaled approximately $20,000. Manythanks go to the riders and thesupport volunteers who watched overthem and provided refreshments alongthe route. Additional thanks go to theWinnipeg, East St. Paul, Narol, Selkirk,St Andrews (Clandeboye andMatlock), Winnipeg Beach and GimliFire Departments for logistical andcolor support. They all contributed toa safe ride.

The Annual Heat Seekers Raffle ticketsare distributed to most of the FireDepartments in the Province and theresponse has been great. This is ourlargest annual fundraiser and isexpected to raise nearly $40,000. for2003. We have been increasing thenumber of prizes and this hasguaranteed a good distribution ofwinners.

The 11th Annual Sportsman’s Dinnerwas held at the Riverboat FamilyRestaurant in Selkirk. An exotic menuof local and foreign delicacies wasprepared for a crowd of hungryenthusiasts. The different auctions, ahumorous host and good fellowshiphave guaranteed a sell-out each year.Many thanks goes to the committee:Doug Poirier, Dan Thor, LorneHokanson, Rick Hook, Roger Myaland Ricky Lloyd, as well as about twodozen volunteers who contribute tothe planning, gathering, preparing,serving and cleanup over the past 11years. These enthusiasts have raisedwell over $100,000. for equipment andservices for the Children’s Burn Unit.

The 8th Annual Miracles ‘N’ MagicShow: Approximately 6000 adults andchildren attended this year’spresentation and if the applause,laughter and audience participationwas any indication, it was anothergreat show.

Cans for Cures: We have partneredwith this group in the collection ofaluminum cans to be converted intocash to fund concerns about childrenwith cancer and children with burns.With the permission of the WinnipegFire Paramedic Service, collection binshave been placed at a number of firestations. The proceeds from the sale ofaluminum cans from these locationsare split 50/50 between Cans for Curesand the Fire Fighters Burn Fund. Weare grateful for Mr. George Betka’sinitiative and caring that got thisproject underway.

The Manitoba Electrical League ismade up of approximately 150companies and approximately 400members. They represent wholesaler,contractors and manufacturers ofelectrical products and services. Thisyear, theygenerouslydonated$3500.toward ourprograms.

MartinJohnsonpresents Manitoba Electrical LeaguePresident Garry Pestaluky, with aPlaque in recognition of “GenerousContributions and continued Supportof the FF Burn Fund.

The 25th Annual Nelson RiverFirefighters Rodeo has grown inpopularity and numbers. They havebeen very supportive of the BurnFund. We are hoping to join them inJune for this year’s event.

Canada Safeway We Care Program:Each year, every Safeway Store isencouraged to adopt a differentcharitable endeavor to raise funds for.We have been fortunate to have beenselected by the Safeway Store at River& Osborne in Winnipeg. Their in-houseactivities can raise $3,000. or more. Ourthanks go to the store staff for all theirefforts and to the customers thatsupport their fund raising.

Some of Our ProjectsInclude:The Annual Children’s Burn Camp atCamp Arnes hosts approximately 40children, aged 5-18, each year. Thekids come from all parts of thecatchment area and from all walks oflife. Hospital staff and fire fighterscome out as volunteer campcounselors. They have a great timeswimming, camping, horseback riding,challenging the climbing wall, visitingthe zoo, doing crafts, games, etc. Theolder kids are taken to Gull Harbourfor a game of golf. The bus ride homeis usually filled with exhausted,sleeping campers.

The Annual Two Day Adult BurnConference program includes aninspirational burn survivor describinghis/her journey from a normal life –through the trauma and healing stagesof their burn injuries and the eventualreturn to society. Forums of burnsurvivors, professional speakers andsharing circles are all part of theagenda. Approximately 100 survivorsand family members attend.

The S.A.F.E. Baby Program, which hadkits containing a smoke alarm, a bathwater thermometer, electrical outletplug covers, a safety educationalbooklet for new parents and more ispacked into a cloth diaper bag andgiven to parents of new born childrenat birthing hospitals throughoutManitoba. Each year roughly 15,000kits, at a cost of approximately $15.each was handed out. This programhas now wound down.

The Great Escape: We funded thedevelopment, production anddistribution of a new fire escapeinteractive learning computer gamefor school children. In the region of600 elementary schools and over 200fire departments in Manitoba weresupplied with free copies. This wasaccomplished at a cost ofapproximately $50,000.

Fire Safety House: We funded thepurchase of a new 32 foot Fire SafetyHouse Trailer Unit. This is a teachingtool that fire departments in the capitalregion can have access to for teachingprevention programs in the home. It’savailable on a first come-first servebasis. Call 986-6358 for informationand to book.

Wonderful News…This summer, after 20 years of waiting,planning, canceling and re-planning,we were able to convince the powersthat be that a new 12 bed IntensiveCare Burn Unit for Adults andChildren should be built. It is to beincluded in the construction of a newmedical structure in front of theHealth Sciences Centre. The final piece

of the puzzle fell into place with thecommitment by Gary Doer that hisGovernment would find the final$2,400,000. required to furnish andoutfit the Unit.

As a fire fighter based volunteerorganization, we can certainly takepride with the improvements in careand outcomes that are now availableto burn survivors and our work inprevention. This is yet another way weserve the communities we work andlive in, and, in return; we have earnedadditional respect from those samepeople, as well as those in localcouncils and the legislature. Hardearned, well deserved.

Fire Chief Gary MacGregor of theGimli Fire Department wassurprised, to say the least, as he

was presented his Fire ServicesExemplary Service Award at the 2003Canadian Association of Fire ChiefsGeneral Meeting in Mississauga. Theaward was presented by CAFCPresident, Ken Kelly of the YarmouthNova Scotia Fire Department alongwith Roger Gillis of the Office of theFire Commissioner.

Gary has served on the Gimli FireDepartment for twenty two yearsand has become more involved as theyears have gone by. Gary has servedas Deputy Chief for five years and asChief for the last seven. He has alsoserved as Chief of Seagram Fire

Department for over twenty years.Gary leads by example and has madeall the members truly part of theteam. Gary is very involved as anactive member of ManitobaAssociation of Fire Chiefs. As well ashis dedication to his communitythrough the Fire Service he takes

pride in his community and it isdemonstrated in his actions. Gary hasalso made and put up all theChristmas decorations for the town,organizes the members to cut thegrass along the highways into town,and maintains an outdoor rink foryouth. Gimli is extremely fortunateto have a Fire Chief like GaryMacGregor.

Pre-incident planning, an under-utilized tool of the EmergencyServices can mean the difference

between life and death. Built upon thepremise that an incident will occur, theEmergency Services can better equipthemselves against the potential risksassociated with our profession.

Contrary to prevention programs thattirelessly pursue the reduction ormitigation of potential incidents byrecognizing hazards and makingcorrections, pre-incident planning staysthe course of pessimism to a degree andbecomes a vital risk management tool.

Risk Management, as a fundamentalelement of an Incident ManagementSystem causes the Incident Commanderto weigh the ‘risks versus the benefits’,and as such requires that (s)he makedecisions based on known fact ratherthan fiction. Elements of RiskManagement include ‘Probability andConsequence’, or otherwise described as‘Frequency and Severity’. An oftenunderestimated, comparison within theframework of Risk Management, is themeasure of ‘Needs versus Ability’.

In this ever evolving, ‘Hollywood’driven world of the Emergency Services,the customer has come to expect higherlevels of service delivery andprofessionalism from its EmergencyResponse Services, albeit career or paid-call. It is imperative to answer theseexpectations by inventorying thecommunity’s needs, and then takingsteps to fairly, but honestly evaluatethose needs against your owncapabilities. It is understandable, andundeniable that being self-critical attimes is often a difficult challenge,however in this day and age, it isimperative.

To completely understand what yourcustomer expects, it is important thatyou involve them in your day to dayaffairs through your education andmarketing strategies. As part of thosestrategies, it is important that you be up-front and honest with your customer as

to the services that you can competentlyprovide. Extolling the positives that youand your organization enjoy, andbathing in those successes is a mucheasier task than letting your customerknow of your short comings. Howeverdifficult, it is wise to be forthcomingwith this strategy rather than trying toplay catch up after the fact.

By taking the time and investing wiselyin a Pre-Planning effort you and yourorganization can prepare for a successfulfuture. Pre-Planning will identifyhazards and risks that face yourorganization, will allow you to pro-actively approach responses, and willaid the Incident Commander with ‘RealTime’ Risk Management capabilities, allof which are in the spirit of keeping ourresponders alive.

The number five seems to show favorwithin the Emergency Services. NIOSHreports that the top five causes offirefighter deaths include lack of incidentcommand, inadequate risk assessment,lack of accountability, inadequatecommunications and lack of SOP’s. Afavorite five within seminars we deliverare the five ‘C’s, those being lack ofcommand, lack of control, lack ofconstruction knowledge, lack ofcommunication and a lack of commonsense.

A proactive approach involving RiskAnalysis is founded on the premise of agood Pre-Incident Plan. A process ofidentifying risks, and creating a RiskManagement Plan to address them willposition the Organization to protect thelives of the Emergency Responder.Understanding the needs of yourcommunity and comparing those needsto your organization’s abilities (gapanalysis) will undoubtedly identify somegaps. Building a bridge to eliminate thegap requires you to reach into yourcreative toolbox and create a process. Afive-step process has been created thatcan be both proactive, and in some casesreactive, enabling you to respond toyour risks as identified during your Pre-

Planning efforts.

The first step is Prevention. This notonly includes Fire Prevention, butPrevention of a broader nature thatembraces Life Safety as a whole. Thesecond step - Education. This step iscommonly directed to the public,however all the stakeholders need to beeducated to correct hazards, risks orpersonal behaviors. The third step is anIncident Management System thatfollows the spirit of NFPA 1561, wovenwith well trained personnel, riskmanagement practices, and a clearunderstanding that safety of all isparamount. The fourth step is a TrainingPlan that addresses the identifiedhazards and risk. The plan should buildupon existing strengths and newinitiatives to address those hazards thatare either newly found, or have slippedthrough the cracks of regular training.The last and certainly not least is theneed for GOG’s. No game was ever wonwithout everyone understanding therules and pulling together to achievevictory. These five steps are designed toaddress your Risk Managementprogram’s Community, Organizational,Operational, and InformationManagement concerns that wereidentified during the Pre-Planningprocess.

Take the time to get to know yourcommunity. Only observing the sceneryfrom the front street and not taking agood look behind and inside is anunwise thing to do. Knock on somedoors and discover what really makesyour Community tick. The time youspend will assuredly produce onlypositive results, and the most positive ofthose will be that you and your peopleget to go home at the end of the run.Should have, could have, and wouldhave, are all past tense expressions thatwill probably be expressions during aninquest or funeral. Don’t let that happento you.

ATrain-the-Trainer sessionfor the Basic

Level CBRN FirstResponder TrainingProgram was held inWinnipeg on October20 and 21, 2003. Itwas the first time thatthe Trainer coursewas available inCanada. Successfulparticipants were Sgt.George Murray,Winnipeg PoliceService, as well asOFC HazMat Technicians, PatMacIsaac, Stephen Obsniuk, andShirley Dufresne.

Day 1 of the program consisted offamiliarization with the coursematerial for the prospectiveinstructors. Linley Biblow, MarkCastle, Sam McCready and MartinLevesques traveled from Ottawa’sOffice of Critical InfrastructureProtection and EmergencyPreparedness (OCIPEP) to facilitatethe training sessions.

On Day 2, approximately 25 membersof emergency service agencies fromacross the Province attended the BasicLevel program held at Winnipeg FireParamedic Service Training Academy,

which was delivered by the newinstructors. Also in attendance wasRuth Carriere, Director, Training &Education, OCIPEP.

The Chemical, Biological,Radiological and Nuclear (CBRN)First Responder Training Program isdesigned for those first-arrivingresponders to meet the newchallenges presented by a CBRNterrorist event. The Basic Levelinvolves non-intervention training,focusing on the need to recognize theincident for what it is and to call forspecialized resources. OCIPEP is alsodeveloping Intermediate andAdvanced CBRN training programs.

A Train-the-Trainer session for theBasic Level CBRN First ResponderTraining Program

It’s a frightening statistic. InManitoba, 80-90% of child car seatsare not installed or not being used

correctly.

No parent willingly puts his or herchild at risk. In fact 63% of parentswith the incorrectly installed or usedcar seats thought they were doing the

right thing.

The problem lies in the sometimes-complicated relationship between thechild car seat, the vehicle it’s installedin, and the way it’s used.

That’s why we’ve partnered with theFire Paramedic Service to provide freechild car seat checks. Inspections are

available in mostcommunities inManitoba. For the centrenearest you, call ourRoad Safety departmentat 1-888-767-7640 (tollfree) or 985-7100 in Winnipeg.

This issue’s column will focus ontrauma postvention models andthe mission statement, goals and

objectives of the Manitoba CriticalIncident Stress Management Network.

Trauma Postvention ModelsThere are a number of models to helpindividuals who have been traumatised oraffected by critical incidents. Most of therecent “postvention” (what we do to helpafter an incident is over) models arebasically non-clinical group process modelsthat attempt to validate and normalisepeople’s reaction to traumatic events. To beable to understand trauma postvention wemust understand the impact of a criticalincident or traumatic event uponindividuals and communities. There aretwo models currently in use by theGovernment of Manitoba and the RegionalHealth Authorities; the Critical IncidentStress Model (CISM) and the CommunityTrauma Postvention Model (CTP). TheCTP model was developed in Manitoba byGord Favelle and Ms Leanne Boyd.

It must be pointed out that each ofthese models was developed in aparticular context (demographics,culture, need, etc.) and consequentlymakes basic assumptions regardingthe target groups they are applied to.In some circumstances the applicationof a model to a population it was notdesigned for can create a situationwhere there is no benefit to theaffected people, or in some cases canactually do harm. Some of the morerecent research implies that exposingpeople who have not directlywitnessed the traumatic incident to thedetails of the incident can be harmfulto them. As well, in some situationshaving people re-experience thetraumatic event can also be harmful.Therefore, it is important that weapply the right model to the rightsituation. By not doing so we have thepotential to do harm! It is important tounderstand the differences betweenthese two models and theirapplications. At times in thecommunity there may be confusion as

to what team does what for whom. Inthis column we will focus on the CISMmodel and the Office of the FireCommissioners CISM Network.

Critical Incident StressManagementCritical Incident Stress Management isa process originally designed by theIsraeli Army and then modified by Dr.Jeffery Mitchell (1983) to assistemergency services personnel to copewith the impact created by emergencyservice and critical incident stress. TheManitoba CISM Network has been inoperation since 1991. It was developedas a joint initiative between the Officeof the Fire Commissioner andManitoba Health. The Mission, Goalsand Objectives of the Network are asfollows:

MissionThe Critical Incident Stress Management(CISM) Network provides timely,effective assistance to individualsinvolved in critical incidents, therebyminimizing symptoms of CriticalIncident Stress and mitigating, orperhaps preventing the development ofPost Traumatic Stress Disorder.

This service is provided to emergencyservices personnel in Manitoba on a “nocharge” basis to those receivingassistance through the Network viatrained volunteers.

Target Groups

The target groups include fire, ambulance,nursing, physicians, dispatch and lawenforcement personnel.

Goals

The goals of the Manitoba CISMNetwork are:1. to educate individuals about stress

reactions and ways of copingadaptively with them;

2. to instill messages about thenormality of reactions to criticalincidents;

3. to promote emotional processingand sharing of the event;

4. to provide information about, andopportunity for, further trauma-related intervention if it is requestedby the participant;

5. to develop and provide peer andfamily understanding and supportto the individuals;

6. to develop stress reductiontechniques, and

7. to help re-establish a sense ofcontrol, mastery and empowerment.

Objectives

In order to achieve the above goal anumber of process and functions mustbe provided by the Network and theOffice of the Fire Commissioner:

1. Provision of CISM training and skilldevelopment to create a qualifiedand effective CISM response.

2. Provision of a range of CISMresponses which include (but are notlimited to):a. Pre-incident educationb. On-scene support servicesc. Defusingsd. Demobilisationse. Debriefingsf. Individual Consultationsg. Follow-uph. Speciality Debriefingsi. Significant Others Supportj. Professional Referral Service

3. Support to CISM Network teams inorder to be able to carry out thesefunctions

CISM, as it was originallyconceptualised and developed, is notseen as “psychotherapy” or“counselling” (Mitchell & Everly1996). In fact, it is likely that CISM isattractive to emergency servicesworkers because it is not seen aspsychotherapy but rather as“psychological first-aid”.

The first trained CISM team was putinto operation in 1991 in the ParklandRegion as a pilot project. It soonbecame apparent that this team waseffective and on a regular basis wasrequested to travel out-of-region toassist other emergency services and

hospital workers cope with criticalincidents. After the pilot and anevaluation it was decided to createteams in all of the remaining HealthRegions (the Regional HealthAuthorities were not in existence atthat time) creating the current seventeams throughout the Province.

The majority of these teams are madeup of volunteers from emergencyservices and hospitals as well as localcommunity mental health workers andother clinically trained people. TheOffice of the Fire Commissionersupports the operational costs of theteams (mileage and other expenseswhere appropriate) as well as providesstaff time and resources to maintainthe Network. The Network is alsosupported by Manitoba Health and theRegional Health Authorities and is

seen as an effective service andmanagement tool.

The Office of the Fire Commissioner,through the Manitoba EmergencyServices College, provides CISM andCommunity Trauma Postventiontraining in Manitoba. The followingdates and locations for the remainder ofthe 2003/2004 academic calendar year:

News from The Eastman CISM Team

This month’s column will be anarticle from the Eastman CISMTeam. I would encourage all

the teams to submit articles toBurning Issues.

Let’s face it. We’ve all seen our shareof articles questioning the usefulnessof CISM programs. Personally, I thinkeveryone is entitled to his or heropinion, but I also know thatstatistics can be “molded” to reflectcertain opinions. All I intend to dotoday, is introduce to you ourEastman CISM Team.

This team was created through theefforts of an Emergency ServicesOfficer and a Steinbach Fire Chief,back in the early ‘90s. As with mostsuccessful teams, this one started outwith an extremely dedicated, coregroup of people. We are fortunate tohave 3 of the original membersremain active with us, to this day.

We meet approximately four times ayear to review any current or on-

going issues, policies, training andany “activity” since the previousmeeting. We’ve occasionally had theprivilege of special guests, such asGord Favelle, Manager of CISMNetwork, and our neighboring teamfrom the South Interlake. Ideas areexchanged, presentations are given,and an “around the table” is alwaysencouraged.

The Eastman Team has awarded oneof our retired, and long-timemembers a plaque of appreciation,sent a number of members to CISMconferences, and presented a memberwith an award for her outstandingefforts at an MCI. Part of our successcan be attributed to the grants thathave been made available, and to thegenerous donations from thecommunities we serve.

Of course the other part of oursuccess is the people themselves.They are supportive, kind, dedicatedand have this quiet sense ofunderstanding in their eyes. Some of

them have received defusings ordebriefings, and some haveparticipated as a peer. However,there are others who have doneneither, but have seen enough toacknowledge the emotional“heaviness” of an emergencyresponder’s job.

One of our firefighters can recallparticipating in a defusing, afterresponding to events such as amurder/suicide, the death of a child,and double line-of-duty deaths, justto name a few. He’s found greatvalue in the CISM process each andevery time. In fact, the feedback fromall participants has been positive,from both short and long-termperspective.

The Eastman CISM team covers ahuge expanse of area, from DominionCity to Bird River. We’re ready at amoment’s notice, so remember, helpis but a phone call away.

Part 6 of the FireCode provides forcertain standardsrelated to theinstallation,inspection, testing,maintenance andoperations for thefire suppressionssystems. There is aManitobaamendment to theFire Code inexistence that says“any person whoperforms inspections,tests or maintenanceon fire alarm systemsand componentsmust havesuccessfullycompleted the FireAlarm TechnicianCertificate Program(offered through theCanadian Fire AlarmAssociation and RedRiver CommunityCollege), or shallhave successfullycompleted any otherprogram or courserecognized by ourdepartment”.

The electricheater can overheat internal plasticcomponents and damage the wiring,posing a fire and electrocution hazardto consumers. 15th Annual Firefighters Cycle-a-thon Relay 2004Yes it’s true; the 2004 Firefighter Cycle-a-thon rides again on June 12th!!

Firefighter Cycle-a-thon Bicycle Relay June 12th (In memory of Lorie Clarke)

With the tremendous successof last year, we are expectinganother impressive turnout

from the paramedics and firefighters.Thank you to all of those who eithercycled or volunteered. This is thecycle-a-thon’s 15th anniversary andwe will be paying tribute to a veryspecial young woman. Several yearsago, Lorie Clarke was seriouslyburned in a childhood accident,which resulted in extended care inthe Children’s Hospital burn unit.Lorie and her family created thefirefighter cycle-a-thon as a way tocontribute to the Firefighter BurnFund. Sadly on February 10th, Loriesuccumbed to a serious illness and

passed away.We willdedicate ourcycle-a-thon inher memory.

The route willremain the same as last year. Cyclistswill start at Hyland Park, thenproceed north on Henderson Hwythrough Selkirk, north along the #9Hwy past Gimli to the finish line atbeautiful Misty Lake Lodge. A BBQlunch and beer garden with a musicman will welcome all cyclists. Enjoythe amenities of the lodge such as afull size indoor pool and jacuzzi.Teams or individuals may enter.There are rest stops and support

vehicles along the route. Registrationpackage information for the dinner,social and overnightaccommodations are found at ourwebsite www.cycleathon.ca.Beginning in April, all Winnipegfirehalls will be sent brochures andposters providing information andregistration forms. Nancy brings to ourorganization a wide variety of skillsand capabilities in the area ofmanaging in the Public Sector. Nancyalso has a degree in law which I amsure will assist not only the codessection but the rest of our organization

when it comes to looking at issues in atruly analytical way. Nancy has beenspending a lot of time over the lastfew months attending a variety of ourBuilding Code Courses.

Congratulations to Adam Campbell inthe Codes & Standards Section(Winnipeg Office). Adam was recentlymade a permanent employee in theOFC. He brings with him 26 years ofexperience in the Provincial PublicService including 27 years inConservation/Natural Resources and5 years in Government Services. Adamhas primary responsibility for mobilehome and RV inspections and permitsin the Province.
