Heading The Arafura Games
History
The Arafura Games began as the Arafura Sports Festival in 1991 with 1,500 athletes competing in seven sports. From 1998 it was known as the Arafura Games and was held every two years.
The Arafura Games was a well-developed international multi-sport event that attracted participants from the Asia-Pacific region and beyond, with the 2011 Games attracting 2,200 visiting athletes.
The Games fostered goodwill between sporting neighbours and shared sporting and cultural knowledge within the Asia-Pacific region. Significantly, the Arafura Games also provided the Northern Territory sporting organisations with the opportunity to develop facilities, coaches, officials as well as athletes.
After an eight year hiatus, the Northern Territory Government has brought back the Games which presents opportunities to showcase our unique arts, culture, history and trade and investment links. It is an event through which friendship and understanding between competing nations and the Northern Territory is fostered.
The Arafura Games 2019 will feature 17 sport disciplines, including, Athletics, Badminton, Basketball, Basketball 3X3 Pro Hustle, Beach Volleyball, Boxing, Football, Indoor Volleyball, Muaythai, Netball, Sailing, Sepak Takraw, Squash, Swimming, Table Tennis, Tennis and Weightlifting,
An integrated para program will be included in Athletics, Swimming, Tennis and Table Tennis.

Welcome
Welcome to the Arafura Games and welcome to the Territory!
As Minister for the Arafura Games I thank you all for taking part in what promises to be a colourful, competitive clash of world-class athletes, including some of our best home-grown talent. As someone who has taken part in the Arafura Games as a competitor in swimming and as a volunteer and organiser, I know what a special event this is and look forward to welcoming people from all over the world to our shores. The Northern Territory enjoys close relationships with a number of countries and we hope to build on those friendships and create more through this showcase of what the Territory has to offer.
Friendships built through sport are often the foundation for stronger ties in other areas, and we look forward to seeing the Arafura Games provide not just a fantastic sporting spectacle, but also opportunities in trade, business and international relations. I wish all athletes good luck and encourage you to get out and about to explore this fantastic place we call home. From the tourist attractions and businesses here in Darwin to those further afield, such as Litchfield, Kakadu and Nitmiluk National Parks, there are plenty of unique experiences to be had.

Amy HetheringtonAmy Hetherington is a comedian and business owner with a heap of energy and enthusiasm for her community. Amy is passionate about creating content and sharing stories in a fun, enjoyable and amiable style.
She incorporates comedy, media content creation, audience engagement and community mindedness with her business and tours nationally as a stand-up comedian.
Charlie KingCharlie King has been a sports broadcaster with the ABC since 1990 and is the current NT Senior Citizen of the year.
He was the first Indigenous Australian to commentate at an Olympic Games, in Beijing 2008. His broadcasting career includes coverage of the London Olympic Games and the Commonwealth Games in Kuala Lumpur, Manchester and Melbourne.

AG2019 Ambassadors
Timmy DugganTimmy Duggan is a former professional NBL basketball player and founder of Hoops 4 Health, a charity that uses basketball to deliver youth health programs.
He was the first Aboriginal Territorian to play in the NBL, playing for the Gold Coast Rollers in 1996 and the Cairns Taipans from 1999-2001. He competed in the first Arafura Games in 1991 and was a Flag Bearer in 2011.
“I was a part of the Arafura Games when it first started. For it to be back on the Territory calendar is exciting for up-and-coming athletes and coaches, and gives them opportunities to participate with people from other regions.”
Crystal AttenboroughCrystal Attenborough is a well-known Territory athlete and active member of the NT Athletics community.
She competed in the 2006 Commonwealth Games, winning a Bronze for Australia for 4x100m relay. She was 2007 NT Sports-person of the Year and the NT Flag Bearer of the 2007 Arafura Games.

Mascot
The AG2019 Mascot Milula (pronounced Mi-loo-la) is the creation of local Darwin artist James Carter. James designed the original Arafura Games mascot, Rocky in 1991 and saw the revival of the Arafura Games as a chance to revitalise and refresh the event’s mascot.
Milula is a young wallaby born and raised in the bush around Darwin’s East Point Reserve. He is a huge sports fan and spent his childhood taking part in sporting activities around Darwin, particularly at the Marrara Sporting Complex.
His coat is full of colourful markings that represent his love for celebration and dance, his strong connection to the Larrakia people and country, and his enthusiasm for the colourful spectacle of sport.
He looks forward to cheering on the athletes, meeting spectators and showing off some of his famous ‘dance moves’ during the Games.
Medals
The AG2019 medals have been designed by local artist and Larrakia woman Dorothea Fejo (Dotty).
Dotty’s art focuses on food that is available from Larrakia land and sea, which reflects her relationship to the land. Her art is unique in the way that she uses lines to create a three dimensional effect, a technique she developed herself.
Beautifully produced in gold, silver and bronze, the AG2019 medals depict goannas swimming in freshwater and highlight fine brushwork which creates a sense of movement.

A variety of information services will be available to support athletes and team officials during the Games, including an Accreditation Centre, Games and Sport Information Points and on-line support.
The information points will service the following, dependent on the sport and venue:
• Competition information (e.g. draw distribution, start lists, competition schedule)
• Results distribution and updates
• General sport specific information
• Transport options and timetables
• Lost and found register
• Other Games information
Games Information Points
You will find a Games Information Point upon arrival at Darwin Airport as well as Marrara Sporting Complex and Darwin Convention Centre/Waterfront hubs. These information points will be responsible for sharing local Darwin knowledge and offering general Games and sport information. There will be information available at a number of CBD hotels.
Sport Information Points
A Sport Information Point or manned desk will be available at each competition venue with a primary role to distribute sport competition information.
Lost Property
Lost property found at venues will be handed in to the information point at Marrara Sporting Complex, or Darwin Convention Centre or to Sport Coordinators at sporting venues. Please note that no responsibility or liability is taken by Arafura Games for lost property.
Arafura Games Website
The Arafura Games official website www.arafuragames.nt.gov.au will be updated through the Games with information including, competition schedules, draws and results, medal tally, weather updates and athlete and team news stories.

Accreditation
Centre Location
The Arafura Games Accreditation Centre is located on the Ground Floor at the Darwin Convention Centre.
The Accreditation Centre will be open daily. From:
Wednesday 24 April to Saturday 4 May 0900 to 1700
Accreditation Pass Collection
To collect your accreditation pass each participant must attend in person and present their valid Photo Identity Document at the Arafura Games Accreditation Centre.
Australians can present a valid Passport, Australian Driver’s Licence, Learner’s Permit or Proof of Age Card.
All other nationalities, will need to present a valid Passport.
Delegations may appoint one person to collect all accreditations for their team. If you would like to request one person to collect all accreditations for your delegation, please email [email protected] by 15 April 2019. On the day of collection, the appointed person will need to bring their photo ID and a list of all team members they are collecting accreditation for.
Accreditations are not available for collection at sport venues or technical meetings.
Accreditation Policy
Accreditation should be worn at all times and only removed when entering the field of play for competition.
AG2019 Accreditation allows free transport on the Darwin public transport network from Sunday 21 April to Saturday 4 May. Dedicated AG2019 Accredited Shuttles are also available from Darwin CBD to competition venues outside the CBD from Thursday 25 April to Saturday 4 May.
Access to sport venues, field of play and back of house spaces may be denied without correct display of accreditation.
Security
Anyone entering an Arafura Games venue should expect a security screening which includes bag checks upon entering. This includes non-accredited spectators. We request your cooperation and request you allow enough time for the process.
Prohibited Items at Venues
• Alcohol or illegal substances
• Glass or metal containers
• Bikes, scooters or skateboards
• Remote controlled devices
• Strobe lights or laser pointers
• Inappropriate messaged clothing, banners, posters or other material that may cause offence
• Knives, weapons, scissors or other sharp edged items
• Animals (other than assistance animals in the company of its owner)
• Food or drinks are not permitted inside the Darwin Convention Centre, (Athletes are entitled to bring their own food and beverages for competitions as per their dietary requirements).
Security staff will be deployed within all competition venues.
Airport Arrivals and Departures
Arrivals
Our arrivals and departures teams will be ready and waiting to greet Arafura Games 2019 Participants upon landing at Darwin Airport.
The team will coordinate complementary transport from the airport to nominated Fannie Bay, Parap and CBD hotels and accommodation hubs commencing Wednesday 24 April to Tuesday 30 April. A transfer shuttle service is available for those staying outside the designated drop off areas at own expense.
Departures
There will be complimentary airport departure services between Sunday 28 April and Monday 6 May from hotels and accommodation hubs within the CBD, Parap and Fannie Bay. Flight departure numbers and times will need to be updated in the registration portal to receive a complimentary airport transfer. Once departure information is updated, Team Attaches will provide a confirmed airport departure transfer date and time. For those staying outside designated pick up areas, airport transfers will be at your own expense.

Opening and Closing Celebrations
Opening Celebration Friday 26 April
Location: Darwin Waterfront Time: 1830 start, Athletes and team officials to arrive by 1700.
The Opening Celebration will include a special Larrakia Welcome, featuring the NT Dance Company and entertainment from local musicians Shellie Morris, Leah Flanagan and award-winning hip hop artist and 2019 Young Australian of the Year, Danzal Baker, aka, Baker Boy.
All athletes and team officials wishing to see the Opening Celebration are encouraged to be at Darwin Waterfront by 1700.
Flag Bearer
There will be no traditional athlete parade of nations for the Opening Celebration. Instead athletes will already be in the venue watching the show. Each nation represented at the Games will have their flag brought into the venue by a representative of that nation. AG2019 are requesting the youngest competing athlete for each nation carry the flag into the venue and will be contacting Team Managers / Heads of Delegation to confirm if appropriate or an alternate. If there are no Team Managers or Heads of Delegation AG2019 will contact the youngest competing athlete directly.
Closing Celebration Saturday 4 May
Location: Darwin Waterfront Time: 1830
The Closing Celebration will see musicians Shellie Morris, Leah Flanagan and Stevie Jean perform, followed by Skinnyfish Sound System to close out the celebrations and the Arafura Games 2019.
Athlete and Team Official Seating
You must be wearing your accreditation to gain access to the athlete seating area at both Opening and Closing Celebrations.
A dedicated seating area will be provided for accredited athletes and team officials only.
Uniforms
It is requested all athletes and team officials proudly wear their team uniform to both celebrations.
Transport
Teams staying within the CBD will be able to walk to the Darwin Waterfront. Transport will be available from airport hotels to the Darwin Waterfront and return. A limited shuttle service from the Marrara Sporting Complex will be available.
Food and Beverage
Food vans and surrounding restaurants will be open for the Opening and Closing Celebrations. Athletes, team officials, technical officials and spectators can purchase food and refreshments throughout the evening.

All participants
All accredited participants will have access to free transport throughout the Games via both the AG2019 Accredited Shuttle (Thursday 25 April to Saturday 4 May) and the Darwin Public bus service (Sunday 21 April to Saturday 4 May) by wearing accreditation and having it visible.

Parking at venues
There is parking available at venues. Fees will apply at Darwin Waterfront and the Darwin Convention Centre. If teams self-drive please follow all road signs and park in designated parking bays.

Athletes with a Disability (AWD)
There are four para sports on the program, Athletics, Swimming, Table Tennis (Oceania Championships) and Tennis ITF Futures (Wheelchair). Athletics (physical and visual impairment) and Table Tennis (physical impairment) athletes will have the opportunity to be internationally classified. Athletics (physical impairment) athletes will have the opportunity to be nationally classified. There are no classification opportunities for Swimming.
Training
Training is available at most sport venues. Please see sport specific information Appendix A or visit each sport specific page: www.arafuragames.nt.gov.au
The local public bus network and AG2019 Accredited Shuttle (commencing Thursday 25 April) will be available to get athletes to and from training venues.
Technical Meetings
Each sport will have a technical/team manager meeting or team briefing for athletes and/or team officials. It is vital you have a representative from your team attend these meetings.

Sport Information
Medal Ceremonies
It is requested all medal winners attend their respective medal ceremony which in most cases will take place within 15 minutes post their event finishing. Where attendance is not possible, all efforts should be made to inform the Sport Competition Coordinator.
Athletes are required to wear their country/team uniform for the ceremonies, with appropriate footwear attire. Athletes will not be permitted to participate in a ceremony without a shirt and shorts/trousers on.
All podium finishers will receive a briefing prior to their ceremony.
AG2019 medals will only be awarded to athletes.
Results
Results will be available on the Arafura Games website: www.arafuragames.nt.gov.au and made available to media for publishing.
Athlete Medical
Sports Medicine Australia (SMA) will lead the sports medicine program for AG2019. With experienced doctors and physiotherapists to staff two dedicated sports medicine clinics, at the Marrara Sporting Precinct and the Darwin Convention Centre during competition hours only.
1300MEDICS will provide experienced medics to provide an initial response to athletes on the field of play and refer to the SMA clinics as required.

Anti-Doping
The Australian Sports Anti-Doping Agency (ASADA) will be conducting a Doping Control Programme at AG2019, including in-competition and out-of-competition testing from the day of the Opening Celebration up to the day of the Closing Celebration (26 April - 4 May 2019).

Therapeutic Use Exemption (TUE) Guidelines for International Athletes competing at the Arafura Games
1. ASDMAC (Australian Sports Drug Medical Advisory Committee) has advised that athletes who are competing and representing other countries will be able to apply for a retroactive TUE if they are tested and indicated they are taking medication that will required a TUE in place for its use.
2. ASDMAC has advised that if an athlete from another country is taking testosterone or another anabolic agent for medical purposes then they will be required to lodge a TUE application prior to the Games which needs to be approved by ASDMAC prior to the athlete competing.
3. Athletes will have access to a doctor at Games who will be able to assist them in starting the process for a retroactive TUE if they have indicated they are on medication to the DCO during the doping control process.
4. Information in relation to the above TUE guidelines will be sent out prior to the Games through the appropriate channels — team managers and the Games handbook.

Arafura Games is made possible by the army of volunteers who offer their time and energy to make the Games an enjoyable experience for all.
Volunteers are recognisable by their distinctive purple AG2019 branded shirts.
Technical Officials
Technical Officials, led by a Technical Delegate, will have a presence at each sport and are responsible for controlling the competition by applying rules and regulations for the sport to make judgements on rule infringement, performance and time or ranking.

Catering
Food and beverages will be available for purchase at all sporting venues during competition session times.
Water fountains will be available to refill water bottles at each venue and some sports will have access to bottled water for their competition.

Keep Moving are the official wheelchair repair service provider, operating out of their warehouse and service centre locally for any major repairs including welding. All associated costs for major repairs and parts are at the expense of the athletes.

Darwin enjoys a tropical climate.
In April, the temperature ranges from 21°C overnight to 33°C during the day (70°F to 91°F) with medium humidity.

Sun Safety
With Darwin’s warm climate, it is important to protect yourself from the sun. It is recommended to use sunscreen, hats and sunglasses and stay well hydrated.
Wildlife and Water Safety
Be aware that there are dangerous wildlife in Australian waters. Please read and check safety signs and exercise caution. Check for signs about the presence of saltwater crocodiles and box jellyfish (stingers), and if in doubt, stay out of the water.
Box jellyfish are particularly common from October to May and it is recommended that people do not swim in the sea during these months.
Driving Safe in the NT
If you plan to drive in the Northern Territory please make sure you familiarise yourself with the Australian and Northern Territory road rules, including seat belts, traffic signs and speed limits. Legal ages
The legal drinking age in all states and territories of Australia is 18 years old. All Territorians and visitors to the Northern Territory, no matter what age will need to show valid photo ID to buy takeaway alcohol. A valid passport, drivers licence, proof of age card will be required.
Australia has strict penalties for driving under the influence of alcohol and drugs with random breath and blood testing carried out by the Police. Legal blood/breath alcohol limits for open licence holders is below 0.05.
The minimum age for consent for sexual interactions in NT is 16 years of age.
Currency
Australia’s currency is Australian Dollars (AUD). It’s a decimal currency, with 100 cents to the dollar. Notes come in denominations of $5, $10, $20, $50 and $100.
Coins in denominations of $1 and $2, and in cents: 5c, 10c, 20c and 50c.
Banking
Australia’s largest banks, as well as some of the smaller banks and credit unions, have branches in the Northern Territory. Banking hours are generally 09.30–16:00.

Uniform
The colour and the design for the jerseys, shorts and socks must be uniform for the team (except for the Libero). The uniforms must be clean.
Players’ jerseys must be numbered from 1 to 20. The number must be placed on the jersey at the centre of the front and of the back. The colour and brightness of the numbers must contrast with the colour and brightness of the jerseys. The number must be a minimum of 15 cm in height on the chest, and a minimum of 20 cm in height on the back. The stripe forming the numbers shall be a minimum of 2 cm in width.
The shoes must be light and pliable with rubber or composite soles without heels.
It is forbidden to wear uniforms of a colour different from that of the other players (except for the Libero’s), and/or without official numbers.
The team captain must have on his/her jersey a stripe of 8 x 2 cm underlining the number on the chest.
