CNSC sponsors 3-Day In-House Seminar-Workshop

CNSC held a 3-Day In-House Seminar Workshop on Teaching Pedagogy (OBE Format), IM Development and Research Methodology last May 18-20, 2016 at the CNSC Social Hall.

The opening program started with a prayer led by Dean Elsa T. Manlangit of the College of Arts and Sciences, followed by singing of the National Anthem and CNSC Hymn headed by Prof. Vicente Felomino T. Fernandez from the College of Education. Dr. Adrian C. Guinto, Dean of the College of Education formally opened the activity and welcomed the participants and speakers. Consuelo R. Saenz, a faculty member from the College of Education, presented the participants from the eight Delivery Units. Dr. Rusty G. Abanto, Vice President for Academic Affairs (VPAA) provided the activity’s Statement of Purpose while Dr. Monsito G. Ilarde, the College President gave an inspirational message. Sigfred V. Aler, from the College of Education, introduced the speaker of the day.

Prof. Salirick S. Andres, Asst. Professor IV, from Technological Institute of the Philippines, Quezon City was the first speaker. He discussed several points on Teaching

Pedagogy in Outcomes-Based Education Format as well as some terminologies and frameworks imperative to OBE Teaching and Learning. He also discussed new trends in teaching and learning as well as writing syllabi and learning plans. Dr. Ela N. Regondola from the College of Education presented table of specifications.

Dr. Paz Verdades M. Santos, a journalist, writer and editor of several books and a Graduate School Faculty Member from Ateneo De Naga University & De La Salle University, Manila was the day two speaker. Her talk dealt mainly on Instructional Materials Development both on visual aids and written material enhancement. She gave essential points in designing PowerPoint presentations as well as on becoming a 21st Century Teacher. She also discussed what “TechnoTeach” and “Flipped Classroom” is all about.

Dr. Antonio P. Contreras, a Post-Modern Iconoclast and a renowned faculty member of De La Salle University, Manila, was the 3rd day speaker. His discussion mainly focused on Research Methodology – Qualitative vis-à-vis Quantitative Research as well as some Critical Issues on Research, Focused-

College of Engineering produces new Master’s Degree holders

Three faculty members of College of Engineering (CoEng) finished their Master’s Degree last AY 2015 - 2016. Engr. Richelle C. Vedad and Engr. Genaro Balane graduated Master in Engineering Technology at Camarines Sur Polytechnic College – Nabua last April 2016 while Engr. Maria Senen D. Bongulto graduated Master of Science in Engineering Major in Structural Engineering at Polytechnic

University of the Philippines last December 2015. At present, CoEng has 19 faculty members; two (2) of whom are finishing Doctoral Degree, seven (7) finished Master’s Degree and all of the 10 others have units in Master’s. College of Engineering continually aims to meet its target in upgrading the qualification of its faculty members which is a milestone for Universityhood of CNSC.

CNSC-CBPA produces new CPA passers

The Camarines Norte State College – College of Business and Public Administration (CNSC-CBPA) takes pride as it produces new passers in the recently conducted Licensure Examination for Certified Public Accountants (CPA) last May 11, 12, 15 and 16, 2016.

Once more, the college has shown its consistent, commendable performance as reflected in the Professional Board Examination (PRC) results where CNSC got a passing rate of 43.75% against the National Passing Rate of 42.84%.

Among the successful Board Passers are Mary Antonette R. Abina, CPA, Lanie G. Jalimao, CPA, Charisse C. Jamito, CPA, Shekinah A. Lozano, CPA, Mona Sofia B. Monasterial, CPA, Jay Rodante A. Nano, CPA and Khris L. Ramos, CPA.

As a way to celebrate this achievement, a testimonial dinner will be held for all passers to give them recognition for their success in hurdling the challenges of becoming Certified Public Accountants (CPAs).

CNSC hails new passers on Engineering LicensureBoard Examinations

Five CNSC graduates passed the Summer 2016 Licensure Examination for Electrical Engineering held on April 10 - 11 followed by the Licensure Examination for Civil Engineering held on May 1-2. The new Civil Engineers are Engr. Geraldine D. Cabarle, Engr. Mariflor M. Hermina and Engineer Christian M. Soria and the two Electrical Engineers are Engr. Jared H. Mapusao and Engr. Menandro Jesus S. Solver. CNSC got an overall passing percentage of 66% versus the National Passing Rate of 41.29% for Electrical Engineering and 25% Overall -Engr. Mark Anthony Y. Manuguid, CoEng

Passing rate versus the National Passing rate of 38.17% for Civil Engineering. The results of board examinations held every summer is a challenge for the College of Engineering (CoEng) since passing rate often falls below the target of the College. Facing this challenge, CoEng fully commits to maintain and even outdo its performance to constantly bring legacy and pride to the whole CNSC family. At the moment, part of the CoEng’s 2016 OPCR is to purchase three volumes of Reviewers.

CNSC Gender and Development Office showcases IEC materialsA total of twenty-six (26) Gender and Developement (GAD)-

related reading materials are displayed and ready for use in the CNSC GAD office which include Accounting for Gender Results, Gender-Fair Language, Higher Education Gender and Development Handbook, Harmonized Gender and Development Guidelines, Gender and Financial Literacy, Gender Equality Guide, Review of Gender Equality in Disaster Risk Reduction and Management, Gender Equality and Food Security, among others. It is made possible via the Philippine Commission of Women (PCW) digital library and other GAD resource centers. The objectives of this initiative are to increase and promote gender awareness and understanding of stakeholders on GAD and to inspire research enthusiasts to pursue research with gender dimension. The office is open during weekdays, 8:00 am - 5:00 p.m.

CNSC launches 12 Infrastructure Development Projects for FY 2017

CNSC’s General Assembly and Consultation on Budget Partnership Agreement was launched on April 11, 2016 at the CNSC Social Hall. This was organized by the Institutional Planning and Development Office in coordination with the Office of the College President as a proactive response to the calling of the Department of Budget and Management pursuant to NBM No. 125. The said activity primarily aims to strengthen the conduct of consultation to stakeholders, to secure feedbacks and inputs on the proposed programs and projects of CNSC particularly on Capital Outlay (Infrastructure Developments) to be funded by the Department of Budget and Management by 2017.

CNSC President Dr. Monsito G. Ilarde presented the proposed projects for FY 2017, specifically on the infrastructure development projects for Tier 1 (on-going projects) and Tier 2 (newly-expanded projects). The proposed projects under Tier 1 are the following: a) construction of the Engineering Building Phase IV; b) repair of buildings damaged by typhoon

3 New Vehicles for CNSC Personnel & Students

The all brand new Mitsubishi vehicles, a 17-seater utility van, 30-seater and 34-seater mini buses, with a total cost of P 9.2M, were purchased through the internally generated College income.

the number of faculty members and employees who travel outside the province to attend official functions related to instruction, research, extension and production. It also aims to cater to the students’ and the whole CNSC community’s transportation needs and to minimize the repair and maintenance cost of old vehicles.

The realization of this endeavor is one of the Strategic Initiatives of the College President, Dr. Monsito G. Ilarde, in his Strategic Development Plan 2014-2020. With these new assets, the CNSC populace will have reliable and cost-effective vehicles.

Tier 2 highlights the following: a) construction of the New Library Building with proposal already approved by the Regional Development Council and included in the Revalidated Regional Development Investment Plan 2016-2018; b) construction of Business Processing Center in the Main Campus; c) construction of two-storey Dormitory Building for men-Main Campus; d) construction of Academic Building- College of Agriculture and Natural Resources Campus; e) construction of two-storey Academic Building Phase 3 - College of Education Campus. All projects laid down by the President are based on the roadmap strategies of the Philippine Higher Education Reform along Access, Capacity, Excellence, Ethical and Innovative Governance.

Each stakeholder sector was duly represented during the said consultation. Federated Student Council President, Jose Marion D. Saenz presents in International Congress in Multidisciplinary Researches

Consuelo R. Saenz, College of Education (CoEd) faculty, presented her research study titled,“Scientific Literacy in Science - Oriented classes in Camarines Norte” in the 1st International Congress in Multidisciplinary Researches (ICMR) 2016 held on April 23-25, 2016 at Crown Legacy Hotel, Baguio City.

The Congress which was sponsored by Asian Intellect for Academic Organizations & Development, Inc. was participated by researchers from different institutions of the country covering various disciplines such as Sciences, Engineering, Mathematics and Technology, Education, Management, Psychology and Social Sciences.

Ms. Saenz is a holder of Master of Science in Environmental Science major in Science Education degree, handling subjects like Astronomy, Inorganic Chemistry, Bio-Chemistry, Biotechnique, History and Philosophy of Science, among others in the CoEd.

This feat was made possible through the support of the CNSC officials headed by the College President, Dr. Monsito G. Ilarde, as one of his Strategic Initiatives in Research, Development and Extension.

“Other than the great opportunity of being able to showcase my research in such a diverse audience, this is also contributory to the development of research culture in the College,” Saenz shared.

CNSC Houses PSITE V Regional Information Security Training

A workshop-training spearheaded by the Philippine Society of IT Educators (PSITE) Region V President Mr. Benedicto Balilo, Jr. and Vice-President, Mr. Daniel E. Maligat, Jr., in cooperation with Camarines Norte State College (CNSC) realized the first Information Security Training on May 26-27, 2016. This was endorsed by the Commission on Higher Education (CHEd) and properly coordinated with the State Universities and Colleges (SUCs) in the Bicol Region.

Fifteen (15) registered participants from different members of the Industrial Technology (IT) Society in the Bicol Region attended the said training. One of them came from Masbate, others are from the Divine Word College Legazpi City, Bicol University, Mabini Colleges and Our Lady of Lourdes College Foundation.

Prof. John Q. Ruero, a Bicolano and an industry fellow of Information System Security Association (ISSA) President and a nationally known expert in ethical hacking and information security was the speaker. He shared insights on the what and how of information security. The participants gained firsthand experience on putting up defenses and offenses on security threats. Dr. Godofredo E. Peteza, Jr., the Vice President for Administration and Finance enjoyed a live global map of real-life hacking attacks shown by the speaker as the participants browsed and tried to do what he had done in a one to one computer/trainee laboratory. The participants were also asked to read a policy statement and agreed for the compliance on project submissions and policies on ethics and cheating. They were also asked to sign a waiver which is

very unique in a training workshop. Prof. John Q. Ruero explained that the learning he shared can be used for unmindful and dangerous activities like hacking that could result to chaos and possible lawsuit. He encouraged the Institute of Computer Studies (ICS) instructors to apply in their classes what they have learned in the training so that the students will be aware of what they are doing and they should observe ethical practices in information security.

The second day of the training-workshop focused on installing NoScript in Mozilla browser, running an application that will determine programs and applications in the computer that are safe and potentially risky, sniffling passwords, port scanning and showing possible entry of attacks for a prospect

The Annual CNSC Reorientation for Faculty and Personnel was successfully held at the Social Hall last June 30-July 1, 2016. This year’s theme: “Facing the Challenges of the time towards fully attaining the CNSC Vision” mirrors the current affairs and challenges that the college is confronting as it continuously pursues excellence.

The initiative of the administration to hold annual reorientation aims to reinforce awareness on the academic, administrative, and research and extension policies; to strengthen understanding on the college programs and initiatives; and to establish commitment among the members of the CNSC community.

The event highlighted discussions from the Commission on Higher Education (CHED) – Education Program Specialist, Dr. Ma. Teresa G. De Alban, about the Institutional Standardization Assessment (ISA), Horizontal and Vertical Typology, and SUC Leveling; and from Department of Science and Technology (DOST) – Science Research Specialist II, Ms. -Jeselle T. Hernandez, CAS

Overview of the Budget Partnership Agreement was given by the Institutional Planning and Development Officer, followed by the presentation of the Comparative Appropriation to determine the Fiscal resources by 2017 presented by the Budget Officer, Mrs. Emma H. Sumaway.

Each stakeholder representative was given the chance to give feedbacks and comments on the proposed projects. All their inputs were duly recognized for enhancement of the proposed projects.

After which, the signing of the Budget Partnership

Agreement commenced. Students, faculty, alumni and non-teaching representative unanimously approved the CNSC Proposed Projects for FY 2017.

The approval of the proposed projects will greatly help not only CNSC, but also the stakeholders composed primarily of students to enhance the quality of higher education services and facilities provided.

This initiative is another milestone towards achieving ONE CNSC: ONward to Excellence CNSC.

CNSC holds 5th In-House Planning and Budgeting Workshop

The Annual In-House Planning and Budgeting Workshop was successfully conducted from June 22-24 at El Cielito Hotel, Sta Rosa City, Laguna. The long preparation of the In-House Planning and Budgeting Workshop 2017 through Administrative Memorandum Order No. 042 s. 2016 paved the way in establishing comprehensive Programs, Projects and Activities for 2017.

In-House Planning and Budgeting Workshop 2017, primarily aims to strengthen efficiency in the use of resources and prioritize programs and projects which are in line with CNSC’s roadmap and vision. Participation of different

stakeholders consisting of students, alumni, faculty and non-teaching personnel in the Planning and Budgeting Process is an evidence of ONENESS towards achieving EXCELLENCE.

It is a remarkable legacy of the College President, Dr. Monsito G. Ilarde in instilling the concept of planning and budgeting as a powerful tool in decision making processes. It helps the CNSC administrators and heads of offices to decide on what programs, projects and activities to prioritize while considering the budget allocation from different sources. It also sustains the Momentum of Transparency and Efficiency in the utilization of resources.

computer victims, comparing password management systems, and finally a privilege escalation which is a way for a person to get administrative access over a computer.

Moreover, the trainer felt the need to conduct a follow-up training since most of the participants believe there is more to learn from Prof. John Q. Ruero. The closing remarks of the VP for Academic Affairs, Dr. Rusty G. Abanto, expressed continued support and improvement of the IT facilities. There were also two participants who expressed positive feedback of the training. Prof. John Q. Ruero offered an opportunity for everyone to consider becoming a member of an

internationally known Information Security Organization that is the ISSA organization and promised that he will entertain any future question or collaboration either through his email or social network accounts.

For the participants, the training was a success where they gained new and additional learnings. “On the part of CNSC, the training gave the College an avenue to develop IT professionals who are not only well-versed in application, installation, operation but also with security information which is intensely a growing problem,” Mr. Daniel E. Maligat, ICS Director, concluded.

3 CoEd faculty represent CNSC to PSERE, Inc. ConferenceIn adherence to CNSC’s call for igniting the number of research outputs of the

institution, three faculty of the College of Education (CoEd) composed of Adrian C. Guinto, Ph.D – CoEd Dean, Eduardo M. Abad, MA.Ed – CoEd Extension Coordinator and Sigfredo V. Aler Jr. – BEED Chairman attended the two-day Annual Conference of the Philippine Society for Educational Research and Evaluation (PSERE) held on May 26-27, 2016 at Librada Avelino Auditorium, Centro Escolar University, Mendiola, Manila.

The conference aims to promote the professionalization of the practice of educational research and evaluation, to provide a venue for a wide dissemination of research output, and to continuously broaden and strengthen research linkages and networking in the country and in the Asia Pacific Region. As such, Plenary Sessions on the topics: “Media in Peace Building”, “Living in Harmony with the Earth”, “Cultural Respect and Solidarity”, and “Cultural Diversity” were held which provided newer insights on the participants. Paper presentations were held

simultaneously and Best Presenters were awarded. The organizers chose the best presenter, best research and best research poster.

“To obtain membership of the College in the organization of researchers, to establish national and international linkages and to heighten research culture are our foremost concerns in attending the PSERE conference,” said Dr. Adrian C. Guinto.

Mr. Abad and Dr. Guinto joined the PSERE organization and they were awarded with certificate of membership.

Almadrones, Porcincula complete a Research on Students’ Learning

Dr. Rosalie A. Almadrones, professor of CAS and the Graduate School, and Dr. Erlinda J. Porcincula, College Coordinator on Quality Assurance and Program Accreditation, completed a research study titled “Factors Affecting Students’ Learning Achievement” last March, 2016.

Funded by Camarines Norte State College (CNSC) Research Center, the said study focused on determining the factors which affect the learning achievement of students in CNSC Main Campus where the College of Business and Public Administration (CBPA), College of Engineering (CoEng) and College of Arts and Sciences (CAS) are located. Four hundred twelve (412) students served as the study’s respondents, determined using cluster sampling. Two hundred fourteen (214) respondents were from CBPA, 79 from CoEng, and 119 from CAS.

The researchers primarily identified the profile of the respondents in terms of age, sex, monthly income of the family, educational levels of parents, marital status of parents, media available at home, and the kind of reading materials at home. Likewise, the respondents’ grade point average and the factors affecting their learning achievement as to teachers’ instruction, their learning style, and school facilities were determined.

After a year of research implementation, the study revealed that majority of the respondents are 18 to 19 years old, female, and have a monthly income of Php 5,001 to Php 10,000. Both their mother and father are high school graduates and living together as husband and wife. Most of them have television set and books.

Moreover, the findings highlight that the learning achievement of most respondents is affected by the teachers’ knowledge on the subject matter and the teaching style. Majority of the respondents prefer independent learning. The researchers also found that most of the respondents are kinesthetic learners whose academic achievement are also attributed to the condition of the school library. The grade point average of most respondents is above average and the correlation between respondents’ profile and grade point average shows a significant relationship.

These findings enabled the researchers to recommend the following: students may devote their time in watching educational programs on television and in reading books; teachers may adopt the independent learning style of teaching; the administration may prioritize students’ needs particularly library holdings; a study on the relationship

between grade point average and learning style may be conducted, and curricular and co-curricular activities may be undertaken to ensure that the students are fully equipped to handle the demands of their course.

This study is in-line with the CNSC Research Agenda (2014-2020) under education and capability-building thrust.

She is the Campus Tertiary Paper Adviser-Breakthrough and teaches English Major subjects at College of Education; Edgar P. Aban - Doctor of Philosophy in Filipino - Language and Literature at Philippine Normal University, Manila. He is the Physical Plant and Planning Coordinator and teaches Filipino subjects at College of Education.

Upon completion of the duration of their CHED scholarship grants, the scholars are expected to return to CNSC and serve the institution with their respective degrees earned from Delivering Higher Institutions (DHEIs) they graduated from. Further, they are expected to take part in intensifying research undertaking of the College. Moreover, the CNSC, through its President, Dr. Monsito G. Ilarde supports the scholars as part of the Faculty Development Program of the College. Vice President for Academic Affairs Dr. Rusty G. Abanto serves as the scholarship grantees focal person who assisted the scholars in the submission of the CHED requirements and documents.

The eight scholars are to start their classes on their respective programs on June 16, 2016.

workshop were collected from the participants and compiled by the College of Education. The speakers’ PowerPoint presentations were also compiled in a compact disc and were given to all Delivery Units for reference.

This Three-Day In-House Seminar-Workshop was headed by the College of Education, through the

leadership of the Dean, Dr. Adrian C. Guinto with the endorsement and approval from Dr. Rusty G. Abanto, VPAA and Dr. Monsito G. Ilarde, College President.

This activity is in accordance with Section 2 of Republic Act 7722 which states that the “The State shall ensure and protect academic freedom and shall promote its exercise and observance for the continuing intellectual growth, the

advancement of learning and research, the development of responsible and effective leadership, the education of high-level and middle-level professionals, and the enrichment of our historical and cultural heritage.” Other provisions of this act support professional development programs for faculty of higher education institutions.

from different universities all over the world. With her commendable achievement, Pioquinto showed that CNSC can be

at par with other countries all over the world as she bested the 41 contenders for WBCM Best Paper Award 2016 and after being chosen as Country Chair for the Philippines. Other presenters who made it to the top 7 were from Taiwan, Korea, United Kingdom, England and Hongkong.

Speakers were headed by P&G Business Association President and WCBM Chairman 2016, Dr. Jeong-Gil Choi, a Professor of the Kyung Hee University, Korea. Inspiring speeches were also given by Dr. Tran Van Nam, the President of the University of Danang and Dr. Nguyen Manh Toan, Rector of the University of Economics, University of Danang.

“The experience of having heard from speakers of the People and Global Business Association enhanced our research competence,” said Pioquinto.

She also expressed her personal plan to do research and disseminate the findings through various paper presentations that will not only benefit her professionally but the entire CNSC as a whole.

P/Supt. Rommel Batchiller Labarro, is a native of Daet, Camarines Norte. He is married to Dr. Alma Fernandez Labarro, a government physician of Camarines Norte Provincial Hospital and blessed with three children. In 1999, he graduated with the degree of Bachelor of Arts Major in History in CNSC - College of Arts and Sciences and received the Leadership Award. A year after his college graduation, he decided to attend a graduate school degree program at Adventist University of the Philippines and earned his master’s degree in Business Administration in 2002. Simultaneously, he studied at the Philippine National Police Academy and obtained the degree

in Bachelor of Science in Public Safety in 2003. Challenges in his career began in 2003 when he joined the Philippine National

Police with an entry position of Police Inspector. Thirteen years after, at a strikingly young age, he holds the rank of Police Superintendent at Philippine National Police under the Department of the Interior and Local Government. Currently, he is serving as a Company Commander of Camarines Norte Provincial Public Safety Company at Camp Wenceslao Q. Vinzons, Dogongan, Daet, Camarines Norte.

His sheer commitment to carry out his duties in apprehending crimes and involvement in the community to maintain peace and order honed him in police work and gave him recognition. In 2014, he received various awards such as Lakan Commendation, Top Achiever Municipal Police Station (MPS) (Napolcom), and Regional Achievement Award in the Field of Operation, 6th PNP Merit Medal, Best Police Chief Officer for Administrative Provincial Police Office Level and Camarines Norte State College Outstanding Alumni. He also registered a remarkable achievement in government examination as he bagged the first rank in the Nationwide NAPOLCOM Superintendent Examination last October 25, 2009.

This young police superintendent is also an active member of different organizations and associations. His attendance to some trainings, seminars and workshops supplied him vivid ideas, knowledge and information adequate to encourage him to stay motivated and do his duty thoroughly. He is a man who believes in work excellence as he sees to finish his work always ahead of time without sacrificing its quality.
