U.P.S.-5KVA AND POWER INVERTER 5KVA FOR SUBSTATIONS

AND SWITCHING STATIONS

1. PURCHASER:

The Israel Electric Corporation Limited.

2. NAME OF PROJECT:

U.P.S. and Power Inverter for Substations and Switching Stations.

3. SCOPE OF WORK:

Design, develop, manufacture, test, preserve, pack and furnish

with export packing and deliver to Purchaser Substation U.P.S.

and Power Inverter with all accessories as per this Specification

detailed hereunder including a communication adaptor (SNMP-

Simple Network Management Protocol) as specified in Clause

No. 15.10

ITEM 1:

U.P.S. 5 KVA

ITEM 2:

A set of spare parts for 5KVA U.P.S. according to Appendix 8.

ITEM 3:

Power Inverter 5KVA

ITEM 4:

A set of spare parts for 5KVA Power Inverter according to

Appendix 9.

Each U.P.S. and Power Inverter shall be supplied complete with

all the appurtenances and accessories as specified herein to

form a complete unit which will achieve and assure safe and

reliable operation of the system with the best overall

performance. All components supplied shall be of proven

design.

3.1. Contractor's Firm Price will include all required components,

parts, accessories and instructions as they are necessary to

achieve high reliability and good performance, in accordance

with the requirements of present specification and as they will be

delivered to the Purchaser. All the service prices, spare and

renewal parts price, as manufacturer's option prices, shall be

included in "Annexure "C".

IEC shall have the right to change the quantities of the items in

the second stage of the tender.

3.2. CONTRACTOR SERVICES

Contractor shall furnish, if requested by the Purchaser the

following services at the per diem rates per day as stated in the

proposal. The field personnel provided by the Contractor shall

be capable, qualified and able to perform the duties required to

the satisfaction of the Purchaser and shall be vested with

authority to make decisions binding on the Contractor.

3.2.1. Training

Upon Purchaser's request, a Contractor's personnel shall assist

Purchaser's personnel, by conducting a thorough training,

including but not necessarily limited to correct start-up, safe

operation, safe shut-down and maintenance for all equipment

provided under this Specification. Contractor shall verify that the

operators are completely familiar with all phases of such

procedures and are capable of successfully operating the

equipment.

4. DELIVERY, SHIPMENT, STORAGE

4.1 Contractor shall furnish the equipment free of expense, or charge, to the

Purchaser’s store of sites.

4.2 Contractor shall supply, free of charge, all packing material and transport

facilities to ensure safe transfers and storage.

4.3 The equipment package for shipment shall be so designed and carried out as

to prevent any damage to equipment during shipment and during prolonged

storage under the following climatic and environmental conditions:

4.3.1 Altitude not exceeding 1000 m.

4.3.2 Ambient temperatures -5 C - 40 C.

4.3.3. Storage temperatures: Maximum +50ºC; Minimum -5ºC.

4.3.4 Severe atmospheric and industrial air pollution.

4.3.5. Direct and continuous exposure to brilliant sun.

4.3.6. Salt spray and/or sand dust.

4.3.7. Permissible humidity:

4.3.7.1. Low relative/absolute humidity (%/g/cum):4/0.003.

4.3.7.2. High relative/absolute humidity (%/g/cum):100/36.

4.3.8. Long dry periods.

4.3.9. Long periods of high humidity and rain.

4.4. Indicate in which position (horizontal or vertical) the equipment has to be

transported and shipped.

4.5. Contractor shall state his own requirements for the storage of equipment for a

prolonged period under the climatic and environmental conditions described

under Clause 4.3.

4.6. Each shipping container shall have a packing list and in addition shall be

marked with the following information:

4.6.1. Descriptive name(s) of equipment or supplies contained.

4.6.2. Quantity packed in container.

4.6.3. Serial number.

4.6.4. Contract number.

4.6.5. Contractor’s name and address (city, state and country).

4.6.6. Gross weight of container.

4.6.7. Cubic volume of container.

4.6.8. Complete destination marking.

5. STANDARDS

5.1. The U.P.S. and Power Inverter and all their components shall be designed,

constructed and tested in accordance with the requirements of the latest

relevant published Recommendations of the International Electro technical

Commission (IEC):

IEC-62040-3 "Uninterruptible Power System (U.P.S.)".

All aspects, tests, etc., not covered by the IEC recommendations, should be

executed according to the latest published issue of official or otherwise

approved standards of Manufacturer's country. All relevant standards shall be

stated by the Supplier. Contractor shall submit all documentation required by

this specification and by applicable Standards on a schedule as required

herein.

5.2. The following standards/prescriptions of Israel Electric Co. are an integral part

of this specification:

- Painting requirements:

- This Specification will comply with Israel Electric Law.

5.4 In case the Contractor cannot meet one or more requirements of the above

Standards , he shall specify this in the tender.

5.4. EVALUATION OF CONTRACTOR'S TECHNICAL PROPOSAL

5.4.1 Bidders are required to meet the COMPULSORY REQUIREMENTS set forth in

this Specification which are marked as (C). Such requirements are deemed by

IECo to be central to the purpose of this purchasing process. Failure to meet the

compulsory requirements shall entitle IECo to disqualify the proposal. Without

derogation therefrom, the IECo shall have a right to disqualify a proposal, at its

discretion, on any technical and/or commercial grounds.

5.4.2 Instructions for submission of the proposal

a. In addition to bidder's technical documents, the bidders are required to fill in all

required information / data as detailed in the "Summary of Data" table and shall

not ignore any of the subclauses included (even those that are not marked with a

©. IECo at its own discretion shall have the right to disqualify any bid that is

lacking any of this required data.

a. The recommended value appears in the column labeled RECOMMENDED.

Here also the bidder's offered data and parameters should be filled in the

OFFERED column.

b. The bidder's offered value shall, as best as possible, match or better the

recommended values in the RECOMMENDED column.

c. The purpose of the information in the sub clauses which are marked in the

RECOMMENDED value column (not marked with ©) is to receive a

comprehensive view of the offer. This information will not take into

consideration in the technical evaluation. If the bidder wants to attach

additional detailed information relevant to a certain sub clause, an accurate

reference shall be indicated along the answer. The additional information

should be attached to this summary of data.

6. TENDER DOCUMENTS

The Bidder shall present to the tender all the documents,

appliances and data required in Annexure “B” of U.P.S. and

Power Inverter Specifications, in four (4) copies.

The Purchaser reserves for himself the right to reject an

incomplete quotation.

The following quality related documentations shall be submitted:

- Certification of Approval of the Quality Assurance System according to

the ISO 9001:2000 Standard given by Israel Standardization Institute or

International Standards Institute.

- Design control Procedures.

- Qualification of Subcontractor's Procedure.

- List of qualified suppliers of the most important part and Components.

- A general front view of the proposed U.P.S. and Power Inverter.

- Prospects, leaflets, catalogues.

- All data of reliability (R.A.M.)

6.1 Tests at IECo laboratories

- In addition to bidder's technical documents, the bidders are required

to provide, when required, as a COMPULSORY REQUIREMENT, the

following Items:

a. One (1) 5 KVA U.P.S.

b. One (1) 5 KVA Power Inverter

- The Items will be delivered to IECo Laboratories in Haifa in four weeks (or

less) after the request was submitted to the bidder.

- The proposed U.P.S. and Power Inverter will be tested in IECo.

Laboratories according to Appendix 5 of this Specification: - “General

Specification for Testing Industrial Rectifiers" IECo.No. S-83/04/1.80

Dated 02/2004 – English Version: September 2009.

- A Bidder whose proposal is disqualified during the test in IECo.

Laboratories will not be eligible to continue to the Commercial Stage

- Purchaser hereby declares that such samples might be damaged and/or destroyed during the testing process and the

Purchaser shall bear no responsibility therefore. This testing constitutes an intrinsic part of the Bidder's technical proposal and a compulsory condition of passing the technical stage and being invited to attend the commercial stage. At the end of the test period, the U.P.S. and the Power Inverter shall be available for pick-up by the bidder upon his request. The supplier is required to supply the same U.P.S. and Power Inverter as was offered and tested by IECo.

- Bidders, whose proposed U.P.S. and Power Inverter have been previously examined and approved by IECo's Engineering Division, Substation Planning Sector, shall be exempted from this requirement to submit a working U.P.S. and Power Inverter (hereby emphasized: only valid where model approved previously is identical to model proposed in this a/m Tender).

7 GENERAL APPROVAL OF TECHNICAL DOCUMENTATION

7.1 After notification of award, Contractor shall submit for Purchaser's approval,

no later than 60 days after award of Contract, the documents indicated below,

and documents as specified elsewhere in this Specification, in four (4) sets of

prints except specifically excluded:

7.1.1. Engineering Documentation

7.1.1.1. Test report certifications according to Appendix 5 "I.E.C. specification

S-83/04/1.80", English Version: September 2009.

7.1.1.2. Mechanical drawings comprising outlines of the U.P.S. and Power Inverter

and all other electrical devices with all necessary details for mounting

including weight, front view with instruments, location, front (and rear if

necessary), view with open doors (covers), showing component location,

terminal and cable entrances. The distances required from the surrounding

objects (equipment, walls), shall be specified on the above mentioned

drawings in order to assure the correct operation and maintenance of the

charger.

7.1.1.3. A general block diagram of the U.P.S., and Power Inverter showing the main

circuits and the logical interconnection between the different parts.

7.1.1.4. Detailed electrical diagrams for each circuit (including the printed cards).

7.1.1.5. Drawings showing the terminal blocks for the on site external connections.

7.1.1.6. A comprehensive description of the operation of U.P.S. and Power Inverter.

7.1.1.7. A complete list of materials/items comprising all the electronic components,

transformers, chokes, capacitors, switches, instruments, terminals etc. The list

shall specify the type of the components, quantity built in, manufacturer and

catalog number or drawings.

7.1.1.8. Nameplates with all required data.

All items shall be identified by the same notations used in both the electrical

diagrams and mechanical drawings.

7.1.1.9. If U.P.S. and the Power Inverter include items which are to be separately

mounted, outline drawings, schematic and wiring diagrams shall be provided

for each of those items.

7.1.1.10 Instruction books including all the information as may be required for erecting,

commissioning, operating, testing and maintaining the U.P.S. and Power

Inverter.

7.1.1.11. The above-mentioned documents will be modified, if necessary, according to

Purchaser’s requirements. After the final approval, the Contractor shall submit

a full set of C.D. (compact disk) of the approved drawings.

7.1.1.12. One month before delivery of the first U.P.S., and the first Power Inverter the

Contractor shall submit for Purchaser’s approval three (3) Instruction Manuals

comprising all the information as may be required for erecting, commissioning,

operating, testing and maintaining the U.P.S. and the Power Inverter.

Periodic test instructions shall indicate the measuring points and the

permissible range of the measured values.

The instruction manuals shall comprise all the approved drawings, as well as

the relevant catalog leaflets (prospects) of the components recommended

spare parts list. After approval eight (8) instruction manuals shall be

submitted.

Each U.P.S. and Power Inverter will be supplied with his own Instruction

Manual and Drawings during delivery.

7.1.2 Quality Assurance documentation

Quality Assurance manual (4 copies) including a full description of

Contractor's Quality Assurance program:

- Certification of Approval of the Quality Assurance System according to

the ISO 9001:2000 Standard given by Israel Standardization Institute or

International Standards Institute.

- Design control Procedures.

- Qualification of Subcontractor's Procedure.

- List of qualified suppliers of the most important part and Components

7.1.3 Quality Control Documentation

7.1.3.1. Inspection and Tests plan according to Appendix 6 Procurement Quality

Requirement Q-APP-02 REV.4.

7.1.3.2. Quality Control Procedures.

7.1.3.3. The following documentation:

- Electrical Testing Procedures as per applicable Standards.

- Non Conformance's and Deviation Control Procedures.

- Certificates of Electrical Tests, according to this Specification.

- Inspection and Test Report.

7.2. The Purchaser reserves himself the right to reject equipment not

manufactured according to approved drawings.

7.3. All data and descriptive material in the above drawings and instructions books

shall be in English. All dimensions shall be shown in international system of

units (S.I.).

7.4. Contractor shall complete engineering details immediately after award of

Contract, regardless of delivery date.

7.5 The serial number of the equipment shall be clearly labeled on all items. In

addition, the packaging shall contain the serial numbers of all included

equipment in said package. The shipping documents shall contain the serial

numbers of all equipment in said shipment.

8 QUALITY ASSURANCE AND QUALITY CONTROL

8.1. The Contractor's quality Assurance Program shall meet the requirements

described in ISO Standard 9001:2000

8.2. The Purchaser shall have the right to audit and comment on Contractor's

Quality Assurance System regardless of whether it was previously audited by

a certifying agency or any other body.

8.3. The Contractor shall be responsible for assuring that his subcontractor's

Quality Assurance/Quality Control Programs, including their organizations,

procedures, personnel qualification etc., are approved and are consistent with

the specific requirements imposed by the Purchaser in the Specification.

8.4. The Contractor shall submit with his proposal a preliminary Inspection and

Test Plan (I & T Plan).

8.5. A mutually agreed inspection point plan, including witness and points, shall be

agreed between the purchaser and the Contractor. Any subsequent

alternation to this program shall require the Purchaser's agreement, prior to

start of any work affected by these alterations.

8.6. Test and Inspection certificates as required in the Specification and the

applicable Standards, shall be submitted immediately following their

generation. The certificates shall be original, signed by the Contractor, and

contain actual measured values.

The generation of certificates, including those generated by Subcontractors

and sub-supplier s, shall bear no extra cost to Purchaser.

8.7. Any equipment non-conformance to drawings, specifications or other

purchase order requirements which are considered by the Contractor as

"acceptable as is" or for "repair", shall be submitted to the Purchaser for

approval, with their recommended dispositions. All such non-conformances

shall be approved by the Purchaser, shall be documented, and a copy of the

approval shall accompany each shipment.

8.8. All materials used in the manufacture of the equipment shall conform to the

Specification, approved drawings and accepted Standards.

9 TESTS

9.1.1 The Purchaser will have the right to demand acceptance tests at the

manufacturer's facility with or without a representative of the Purchaser being

present. The acceptance test results will be considered an integral part of the

equipment delivery.

9.1.2 Prior to the Contract signature, Contractor shall propose a meaningful set of

Factory Acceptance Tests as Field Acceptance Tests. The Purchaser and the

Contractor shall agree upon these sets of tests, which after the contract

signature, will become part of the contract requirements. These tests shall be

done for two first UPS's and two first Power Inverters. Any changes, after the

Contract signature shall be by written agreement only.

9.1.3 The purpose of the above tests is to fold:

a. To demonstrate that the delivered equipment answers to the requirements

of the Specification.

b. To expose any design or manufacturing flaws.

At the factory, two complete U.P.S. and Power Inverter, shall be assembled

and tested – including the rectifier – Static Inverter units, the control console,

by-pass switches and batteries.

The first set of U.P.S. and Power Inverter tests is for steady-state

performance; it shall be conducted for variation of load, Line Voltage, D.C.

voltage, power factor, frequency and temperature.

Frequency test shall be done with two U.P.S.'s /Power Inverters. The

Frequency shall be charged in the first U.P.S./Power Inverter and the

Synchronization shall be checked in the second one.

The second set of tests is for dynamic performance, such as for tripping the

D.C. input power line, transferring to and from by-pass switching load, short

circuiting the output terminals and fuse clearing.

Stability of output voltage will be not more than 3.6% for dynamic changes of

the load from 0÷100% and from 100÷0%.

The third set of tests is to demonstrate the ability of a failed rectifier-Static

Inverter unit to isolate itself from the system while it continues to supply critical

load, under such conditions as loss of SCR gate drive, failure of Static Inverter

commutation, blower failure, and fault in the common frequency and load-

division circuits.

"Black Start" capability test shall be performed for the UPS and Power

Inverter.

The final set of tests shall demonstrate the reliability by operating the U.P.S.

and the Power Inverter without failure for a time and loading schedule to

support the MTBF predictions.

At the site, the system shall be re-tested to check damage or failure due to

packing and/or shipping and for operation with the actual switchgear as

follows:-

1. The factory steady-state performance test shall be repeated, using the two

a.c. power suppliers.

2. Part of the factory dynamic tests shall be repeated to check the switching

operation of the system.

3. The system shall be run with a dummy load for an extended period (3

hours) as a final Acceptance Test.

9.2. Contractor shall perform and submit routine test reports for U.P.S. and Power

Inverter specifying the relevant Standards, Norms, Recommendations, etc. to

prove that U.P.S. and Power Inverter have the capability to meet all the

ratings as specified, after receiving from the Purchaser all the comments and

approval to the documents.

Routine tests shall be performed according to relevant Purchaser’s

requirements mentioned in Clause 5.2.

The routine test shall be performed at Contractor's laboratory in presence of

the Purchaser's staff.

9.3. Contractor shall submit a list of all tests to be performed on site, after

mounting of the U.P.S. and the Power Inverter to the approval of the

Purchaser.

9.4. Only after the type is approved by Purchaser (this includes drawing approval,

quality control approval and factory acceptance test approval), Contractor

may proceed to manufacture the rest of the ordered U.P.S. AND Power

Inverter.

9.5. If The proposed equipment exists in IEC and was checked before no test is

needed.

10 NAME PLATES

Each U.P.S. and Power inverter and each of their internal modules will be

provided with a name plate.

The name plate shall be written in English, with metric units, with all symbols

in accordance with the latest I.E.C. Recommendations.

The name plate material shall be noncorrosive stainless steel mounted with

noncorrosive type stainless steel screws, bolts or rivets. Mounting of the name

plates with adhesive is not acceptable.

The name plate shall include at least the following date marked in a durable

manner so that they are legible when the U.P.S. and the Power Inverter are

mounted:

11 SPARE AND RENEWAL PARTS

11.1 The Contractor shall indicate in the Proposal the life duration of the Equipment

as a whole and the normal replacement cycle of the component parts.

11.2 The Contractor shall include in its technical proposal a catalog containing all

relevant potential Spare Parts for the proposed Equipment as well as propose

a detailed list of Spare Spares recommended for:

- The short term: start-up, commissioning and until expiration of the

warranty period.

- The long term: spare parts for periods of five (5) years as of the end of

the warranty period and ten (10) years as of the end of the warranty

period.

11.3 The catalog and the lists shall include for each item:

- Item description and item designation.

- Likelihood that the part will be required for replacement during each

relevant period (short term, long term).

- Name of supplier and manufacturer.

- Necessary catalog data for separate order.

- Optimal stocking level.

- If the supply is from stock or by manufacturing after order.

- Lead time before supply (including transport time to Israel).

PROVISION OF THE CATALOG AND LISTS, AS WELL AS ANY

AMENDMENTS THERETO AS MAY BE REQUIRED BY PURCHASER, IS A

CONDITION TO THE EVALUATION OF THE TECHNICAL PROPOSAL.

FAILURE TO PROVIDE SAME SHALL ENTITLE PURCHASER, AT ITS

SOLE DISCRETION, TO DISQUALIFY THE PARTICIPANTS.

11.4 The Contractor shall identify the materials and items which have critical effects

on the System’s reliability and items that required special maintenance

treatments.

11.5 Purchaser shall review the catalog and the lists of recommended Spare Parts

during the technical clarifications.

11.6 Upon Purchaser’s demand, each participant shall be required to provide to

Purchaser amended lists and catalog, as part of its final technical offer.

11.7 Based on participants’ catalog, the Purchaser shall prepare, prior to submittal

of price proposals, a list of representative Spare Parts with equivalent

functionality for evaluation purposes only.

11.8 As part of its price proposal, each participant shall quote a price for each item

in the catalog and the recommended Spare Parts lists, and shall include a

long-term price escalation formula.

11.9 Evaluation of participants’ price proposals shall include comparison of the

representative list for each participant, with each participant’s prices inserted

therein.

11.10 Purchaser will not be required to purchase Spare Parts in accordance with the

representative list but rather in accordance with the provisions set forth in the

Agreement regarding the Spare Parts option.

11.11 The catalog provided by the participant with prices inserted therein and the

escalation formula shall be attached as an Annexure to the Contract and shall

be the basis for exercising the Spare Parts options.

11.12 After Contract execution and during the drawing General Approval process,

the Contractor shall provide Purchaser with the following details regarding

each item in the catalog:

a. Identity of manufacturer (if not previously known);

h. MTBF.

The above information shall be transmitted to Purchaser as a computer data base allowing for easy searches.

11.13 All Spare Parts shall be new and unused in all cases.

11.14 The Purchaser reserves the right to purchase said parts directly from the

manufacturer or from another sub-supplier.

11.15 The Contractor warrants that spare and renewal parts shall be available for at

least twenty (20) years for the equipment supplied under this Contract.

11.16 The Contractor guarantees that all the Spare Parts features will be according

to its catalog and that the catalog is periodically updated to stay current.

11.17 SPARE PARTS

Bidder shall give here two lists of recommended spare parts according to

Clause 11 for one U.P.S. and one Power Inverter with price quotation.

The part number and technical description shall be specified for each quoted

item.

12 INFORMATION AFTER PURCHASE

Contractor shall keep Purchaser informed about all improvements,

developments, changes, faulty operation and remedies applied in the

construction of U.P.S., and Power Inverter by means of necessary informative

materials, after the purchase of the U.P.S. and Power Inverter.

13 GENERAL TECHNICAL REQUIREMENTS

The U.P.S. and the Power Inverter shall have the possibility of checking the

batteries voltage automatically. If the voltage is less than 205VDC, the

U.P.S./Power Inverter will disconnect the battery.

13.1 DESCRIPTION AND OPERATION OF U.P.S.

13.1.1. The delivered U.P.S. shall be a completely integrated static system, with solid-

state circuitry, on-line, single module (non-redundant) unit, PWM (Pulse-

Width-Modulated) type (a Ferro-resonant type is not accepted), including the

Following main components.

(see the attached drawing No. 1:5KVA U.P.S. one line diagram):

1. Rectifier, Static Inverter and Static Transfer Switch.

2. Bypass Switch for Maintenance & Tests.

3. Isolation Transformer with filter on the AC Input.

4. Molded Circuit Breakers on the AC Inputs, DC Inputs and AC Output for

the Critical Load.

5. Blocking Diode on the DC Input which prevents the U.P.S.'s Rectifier from

Charging the Sub-Station Storage Battery from which the U.P.S. DC

Input is supplied.

6. Isolation Transformer with filter on the output with optimized characteristics

will be provided to ensure an output voltage of the required quality even in

the event of transients.

The loads supplied by the U.P.S. include miscellaneous single phase linear

and non-linear loads, with high inrush currents. The non-linear loads will

cause current with high crest factor.

The DC Input of the U.P.S. is supplied from the Switching Station's Dc

Distribution Center having its own storage Battery and Battery Charger. This

input can vary between 185-245V DC. Simultaneously with the U.P.S. the DC

Distribution Center supplies other loads as: motors, solenoids, relays, etc.

The U.P.S. shall have current limiting and Walk-In features on the AC main

power supply line.

13.1.2. The U.P.S. shall be designed to operate in the following modes:-

a. Normal:

The critical loads are continuously supplies by the Static Inverter. The

U.P.S. Rectifier supplies the DC power required by the Static Inverter.

b. Emergency:

Upon failure of the AC Input to the Rectifier, the critical loads shall be

supplied by the Static Inverter, which without any switching, obtains its

power from DC Input line from the switching station storage battery.

There shall be no interruption to the critical loads upon failure or

restoration of the AC input.

c. Bypass Mode:

Critical loads shall be transferred from the Main Power Line to the Bypass

Power Line, without interruption. Transfer shall be accomplished

automatically (if overloads, short-circuits on Main Power Line failure

occurs) or manually (if Main Power Line maintenance is required),

Retransfer of the Critical loads from the Bypass-Line to the Main Power

Line, after the overloads is over or short-circuit is cleared, shall be done

automatically, by automatic synchronization of the Static Inverter to the

Bypass Line, paralleling the Static Inverter with the bypass line, and

allowing the Static Inverter to ramp into the load and then disconnect the

Bypass Line automatically.

d. Maintenance Bypass

Transfer procedure from normal operation to maintenance bypass should

be carried out only by authorized and trained personnel. The transfer is to

be manual. When the U.P.S. is in maintenance bypass mode the load is

supplied from utility.

e. Functional Continuity

If the Storage Battery is taken out of service for maintenance, by

disconnecting a circuit breaker included in U.P.S., the U.P.S. shall

continue to function and meet all of the performance criteria specified

herein.

f. Microprocessor Controlled Panel

The panel shall be divided into two functional sections "Led Indications"

and "Control and Display". The leds will indicate the operation mode. The

led display on the panel will show the systems data and messages such

as input and output voltages, frequency, % load status, alarms and history

recording.

All above transfers shall be realized without interruptions of critical load's

supply, with respect to the accepted output voltage tolerances.

In addition to these features, the system shall be so concepted that any

overloads or short-circuit, which can occur on the AC or DC input side, shall

be covered by the U.P.S. without affecting the critical loads.

13.1.3. The rectifier supplies only its Static Inverter. If a fault occurs in the rectifier, its

Static Inverter will continue to work with the DC input supplies from the Dc

Distribution Center (fed by the switching station/substation ungrounded

Stationary Battery). The failed rectifier should be available for maintenance

without stopping the converter line in which it is part.

13.1.4. Simultaneously with the U.P.S., the DC Distribution Center shall supply other

loads, as motors, solenoids, relays, etc., as required by a switching

station/substation operation. The Stationary Battery supplying the above DC

Distribute Center has its Battery Charger.

13.1.5. Each U.P.S. shall have an integral control, instrumentation and alarm system,

as required, but not limited, by present specification, so that it shall be able to

provide safe and reliable operation with the best overall performance of the U.P.S.

13.1.6. Manufacturer shall have full responsibility in designing, manufacturing and

furnishing such an U.P.S. system, that taking in account the most

Unfavorable relations existing between U.P.S.' inputs and outputs will

Assure a good functioning of the system without any danger for the operability

of the critical loads or own damages, in the same time delivering the required

13.1.7. The U.P.S. Distribute Cabinets, supplied from the U.P.S. output voltages, are

not part of present Contract.

13.2.2. The Power Inverter shall be designed to operate in the following modes:

loads upon a failure or restoration of the Main feed shall be minimal.

c. Microprocessor Controlled Panel

The panel shall be divided into two functional sections "Led Indications"

as input and output voltages, frequency, % load status, alarms and history

recording.

13.2.3. Simultaneously with the Power Inverter the Dc Distribution Center shall supply

station operation.

13.2.4. Each Power Inverter shall have an integral control, instrumentation and alarm

system, as required, but not limited, by present specification, so that it shall

be able to provide safe and reliable operation with the best overall

performance of the Power Inverter.

13.2.5. Manufacturer shall have full responsibility in designing, manufacturing and

furnishing such a Power Inverter system, that taking in account the most

unfavorable relations existing between Power Inverter inputs and outputs,

will assure a good functioning of the system without any danger for the

operability of the critical loads or own damages, in the same time delivering

the required power in accordance with present specification requirements.

13.2.6. The Power Inverter Distribute Cabinets, supplied from the Power Inverter

output voltages, are not part of present Contract.

13.3. ENVIRONMENTAL CONDITIONS

13.3.1. The U.P.S. and Power Inverter units will be placed in ventilated rooms.

13.3.2. The U.P.S. and Power Inverter unit shall be capable to work continuously

under full load, withstanding any combination of the following environmental

conditions without mechanical or electrical damage or degrading of its

operation or parameters.

a. Operating ambient temperature: -5ºC to +55ºC.

b. The average (annual) relative humidity is equal to or less than 75%

c. High relative humidity can reach 95% during 30 days.

d. Altitude not exceeding 1000m. above sea level.

13.4. MECHANICAL CONSTRUCTION AND MOUNTING

13.4.1. The U.P.S. and Power Inverter unit, delivered under this Contract shall include

one cabinet:

U.P.S. or Power Inverter Cabinet including (but not limited):

- Rectifier, for the U.P.S. Inverter and Static Switch.

- All magnetic components such as: transformers and chokes.

- All Molded Case Circuit Breakers.

- All control and Instruments.

13.4.2. The U.P.S. and Power Inverter cabinet shall be adequate to be mounted on

floating floor.

13.4.3. The protection degree of all the cabinets shall be: IP23 according to EN 60529

13.4.4. The U.P.S. and Power Inverter units, delivered under this Contract shall

consist of free standing. floor mounted, Cabinet, made of welded steel frame

work, steel frontal doors and panels, heavy duty industrial constructed. Doors

and panels shall be of at least 2 mm steel; frame work shall be of at least 3

mm, steel. Plates smaller than 600 x 600mm may be manufactured from

1.5mm steel plates.

Control switches shall be located on the front panel, not higher than 1800 mm

or lower than 600 mm. For measuring instruments the mounting heights shall

be between 800/1200-1800 mm.

The cubicle shall be protected against splash water, 600mm from the floor.

The cubicle shall be provided with appropriate lifting hooks in top for transport.

The cubicles shall be cleaned and painted according to Purchaser's standard

No. 1400, No. 1500 as specified in Appendix 3.

13.4.5. The U.P.S. and Power Inverter solid-state power switching circuits and control

systems shall be in modular construction for ease of maintenance and to

minimize downtime. The modules shall be grouped by function with

interchangeability between any modules that have the same function. They

will be reinforced in such a manner that they will provide adequate rigidity and

strength to withstand all stresses which can occur during transportation,

installation, testing and operation, without any distortion or damage of the

cabinets or components mounted inside the cabinets.

13.4.6. All solid-state power switching modules shall be of the draw-out type

removable from the front of the U.P.S. and Power Inverter Contractor shall be

able to demonstrate that MTTR of these modules, does not exceed 25

minutes. (MTTR = mean time to repair).

13.4.7. The U.P.S. and Power Inverter shall permit easy access to modules and

assemblies for control and maintenance. They will permit easy checking,

adjustment or maintenance without the removal of any adjacent module or

assembly.

The U.P.S. and Power Inverter Cabinet shall have all instruments, status

indicators, and controls placed easily visible to the operator. High voltage

warning labels shall be clearly visible when any of the cabinet doors are open.

Easy access to terminal strips shall be provided. Separating plate between

terminals for different voltages or functions shall be provided.

13.4.8. Cable entrances into the U.P.S. and Power Inverter cabinet shall be done on

the bottom side of the cabinet, through removable plate, with cable glands

supplied by the Purchaser.

Necessary framework and brackets for fixing the cables into the cabinets will

be supplied by the Manufacturer.

All the wiring and cables shall be installed in cable ducts.

13.4.9. Copper ground bus, of at least 50mm² shall be installed in each power line

bounded or bolted to the structure. All metallic parts of electrical components,

normally not under voltage, but which can assign voltage as result of a trouble

should be grounded to this ground bus. The ground bus shall have two bolts

for Purchaser's ground cables' connections, each at least 50mm².

13.4.10 Access to the electrical equipment mounted in the cabinets shall be made, on

front side, through 3 points latched doors, made with stainless steel hinges,

easily removable from their mounting places, lockable with two sets of keys.

Purchaser prefers cabinets which need only front access, with the conditions

that the U.P.S. and Power Inverter unit overall dimensions will be indicated by

Purchaser during approval of the drawings.

13.4.11 All screws and mounting devices used for fastening equipment and

nameplates, inside/outside the cabinets shall be of rustproof type.

Screws shall not penetrate outside faces of the cabinet/s.

13.4.12 Indicator leds denoting abnormal conditions shall be readily observable by

operator without removing panels or opening cabinet/s doors. Power circuit

breakers shall be actuated preferable from front side without opening

cabinet's doors.

13.4.13 All power circuit subassemblies, except major magnetics shall have the

capability of insertion or removal by one person without using mechanical

means except to remove screws/bolts. Control subassemblies shall be

mounted in racks or trays. Printed boards shall be grouped and marked

according to the function in racks.

13.4.14 All status, alarm and instrumentation displays shall be arranged on a single or

more frontal panels, easily visible and accessible to a person standing on the

floor. All factory adjustments or non-operator controls should be located

behind the lockable cabinet/s doors. All alarms and signals shall be remotely

indicated by Potential Free contacts.

13.4.15 The U.P.S. and Power Inverter shall have a modular construction, permitting

easy and fast maintenance. Replacement of the faulty module will be

possible only operating connectors and screws, without use of soldering. The

replacement shall be done only through the frontal door/s of the cabinet.

13.4.16 Painting of the furnished equipment shall be done in accordance with the

Purchaser's Standard attached to this specification (appendix No. 3).

13.4.17 The enclosure and neutral of the U.P.S. and Power Inverter shall be

grounded.

13.4.18 In general internal wiring shall be performed in accordance with enclosed

EPD-A.03-Standard (see Appendix No. 4).

13.5 VENTILATION

13.5.1. An integral air forced redundant cooling system shall be designed into each

U.P.S. and Power Inverter cabinets (module) so that dissipated heat can be

removed as efficiently as possible.

13.5.2. The fans shall be supplied with power from an internal "secure bus". They

shall be split-phase type without brushes or centrifugal switches, equipped

with sealed bearings.

13.5.3. Each fan shall have its separate protected power feed. Although an alarm

shall be given, there shall be no degradation of performance in the event of

single fans failure.

13.5.4. Air shall enter into the cabinets through standard filters replaceable from

outside the unit. All air inlet and exhaust openings shall be protected with

metal guards. If the filters become clogged, an alarm shall be done.

13.5.5. The ventilation system shall ensure that all components are operated within

their environmental rating. Local temperature rise shall be minimized by

careful placement of components. Temperature sensors mounted on the

semi-conductor heat sinks shall initiate an alarm if the maximum working

temperature is exceeded.

13.6. THERMAL REQUIREMENTS

13.6.1. Transformers and reactors shall be designed and manufactured for high

efficiency (not less than 98ºC). Windings shall be of copper for reliability and

efficiency. The transformers and magnetic components shall be of dry type,

insulation Class "H".

13.6.2. All power silicon elements shall have over temperature detectors, which will

give a selfholded alarm to prevent the operator of the failure damper or cause

the transfer of the critical loads, if this is necessary for their stable working.

13.6.3. The overall efficiency of one U.P.S. and Power Inverter shall be at least, at the

ambient temperature of 40º, as follows:

a. At full load U.P.S. 5KVA working on Main Power Line - 0.85

b. At full load Power Inverter 5KVA working on Main Power Line - 0.93

c. At (2.5KVA/2.5KVA) load, working on Main Power Line = 0.80.

13.6.4. Maximum Acceptable Temperature Raises

All values for temperature raises, showed below are based on an assumed

ambient temperature of 25ºC. However, tests may be conducted at any

ambient temperature within the range of 10-44ºC, when the results shall be

corrected for +55ºC.

- Transformer insulation Class "H"

- Heat Sinks

The temperature of most hot compound shall be at least 15ºC below the

maximum admitted by catalog of the manufacturer. In any event the

temperature of all compartments does not exceed 85ºC. Exceptions will

not be permitted even if the components have an insulation class which

permits higher temperatures.

13.7. ELECTRICAL REQUIREMENTS

13.7.1. All printed-circuit boards or logic boards located in any part of the cabinet shall

be such interlocked that the system will not attempt to operate and

consequently no damage to any system components shall occur, unless all

boards are properly located and positioned.

13.7.2. When printed circuits are used in the equipment, the Contractor shall furnish

his Standard Control wire and state in his proposal, the type of insulation and

size of wire proposed. The use of this wire is subject to approval by the

Purchaser.

13.7.3. All wiring shall be installed exactly as shown on the wiring diagrams furnished

by the Contractor.

13.7.4. All active electronic devices shall be solid state. All semiconductor devices

shall be hermetically sealed. Vacuum tubes shall not be used for any

purposes.

13.7.5. All power semi-conductors shall be properly fused in a manner to prevent

cascaded or sequential semi-conductors failures. Indicator lamps (preferred

LED, never of neon) denoting blown fuse conditions shall be easily

observable by operator.

13.7.6. All power semi-conductors shall be conservatively rated for long life.

The rated voltage of the thyristors shall be minimum 200%, of the maximum

peak voltage.

13.7.7. All components of the same type and rating, delivered under the same

contract shall be functionally and physically interchangeable.

13.7.8. All electrical parts and components of the U.P.S. and Power Inverter shall be

new, of current manufacture, of a high grade and free from all known defects

and imperfections and shall not have been in prior service except as required

during factory testing.

13.7.9. Each Power Module (Component) as Rectifier, Inverter, Static Switch, Voltage

Regulator, etc. shall be constructed so that they can be replaced in the

cabinet, without a soldering iron or special tools.

13.7.10. All power circuit breakers (AC or DC) shall be of molded case type with shunt

trip, which shall be actuated, if necessary by the proper over temperature

detector/s or other means prevailed by the requirements of present

specification.

13.7.11. The U.P.S. and Power Inverter output AC Neutral shall be electrically isolated

from the U.P.S. and Power Inverter chassis. The U.P.S. and Power Inverter

chassis and signal ground systems shall be connected together and to a

common ground point. The U.P.S. and Power Inverter output AC neutral bus

shall be connected to the power ground bus in the facility.

13.7.12. The U.P.S. and Power Inverter shall have built-in EMI Suppression, to ensure

that computer systems, or other electronic systems which are supplies by the

U.P.S. and Power Inverter , shall neither adversely affect nor be adversely

effected by the U.P.S. and the Power Inverter The radio interference voltage

level shall be according to IEC 61204-3.

13.7.13. U.P.S. and Power Inverter shall have built-in Surge Protection against low

energy lightning surges on the primary AC source, and voltage and current

surges on the output caused by load transfer from main power line to bypass

line or from bypass line to main power line.

13.8. ACOUSTICAL REQUIREMENTS

The audible noise generated by the U.P.S. and Power Inverter units, at full

load, will not exceed 60 dB measured 1 m from any side of the U.P.S. and

Power Inverter.

13.9. MAINTENANCE

Provisions shall be provided by Contractor, which will permit:

a. Periodical tests of the power switching devices without disconnecting or

removing devices from the U.P.S. and Power Inverter.

equipment, without disconnecting or removing the equipment from the

module.

c. Easy access to test points, with easy adjustments and servicing of the

controls.

d. Easy maintenance and control operations without displacing

mechanical components or wiring connectors.

14 DETAILED TECHNICAL REQUIREMENTS

14.1. RECTIFIER FOR (U.P.S.)

Totally solid state type, six pulses or two pulses, phase controlled rectifier.

220V DC output.

14.1.1. Power Circuit Description

a. Incoming Ac power shall pass through a 2 pole, manually operated,

automatic molded case circuit breaker equipped with auxiliary contacts.

The short-circuit interrupting capacity of the circuit breaker will be 20,000

Arms at 230 V.AC.

b. The rectifier utilized an input filter and power factor correction.

The input PF shall be not less than 0.8 reactive at full load and nominal

voltage and at 50% load and 110% voltages.

c. Start-ups and shutdown controls with protective device signals such as

fuse monitors shall be provided.

d. The rectifier shall be equipped with fuses (CLF) for disconnection and

overload protection.

14.1.2. Performance/Operation

a. AC input power

Purchaser shall give from his Essential Service Bus, 1 phase, 230 V AC

+ 10%, -15%, frequency 50Hz ±5%.

The Essential Service Bus will deserve a variety of loads in addition to

the U.P.S. and will be subject to various transient disturbances. These

disturbances will include voltage dips of up to 20%, during the starting of

large motors.

b. Magnetization Inrush Limiting

The initial magnetization inrush surge shall be limited to the 600% of the

rectifier full-load current.

c. Input Power Factor

The rectifier shall have a power factor of 0.8 lagging with nominal input

voltage and frequencies and the Static Inverter operating at full-rated

load and at 50% load and 110% voltage.

d. Current Limiting

The rectifier shall be capable of supplying an overload current of 125% of

full Load Current. For greater output currents, the rectifier shall be

current limited. Upon removal of the overload condition, the rectifier shall

return to normal without any degradation of performance or components.

The input current limit shall be adjustable over the range of 80% to 125%

of the full load current under nominal operating conditions.

e. Walk-In Feature

The rectifier shall contain a timed walk-in circuit that causes the unit to

assume the load gradually after the input AC voltage is applied, allowing

the supply, which can be a diesel-generator, time to recover from any

other loads that were already connected when the AC supply was

reconnected and builds up to full load over 15-30 seconds period.

f. Input Harmonic Suppression

The rectifier shall be designed to limit the input harmonic current

feedback into the source to a maximum of 5% Total Harmonic Distortion

(THD) with nominal input voltage and rated load on the Static Inverter.

g. Voltage Regulation

The rectifier output voltage shall not deviate by more than ±1% RMS due

to the following conditions:

- No load to 100% load variation on the U.P.S. System.

- Primary input voltage and frequency variation up to the limits states at

para. 14.1.2.a.

- Ambient conditions variations, as stated at para. 13.2.2.

h. Overload and short-circuit protection

The rectifier shall be capable of carrying the continuous, short time

(overload) and short circuit currents specified for the Static Inverter. The

overload devices shall not be activated when the rectifier is started under

any of the operating conditions.

14.2. STATIC INVERTER

The Static Inverter shall be capable of accepting the DC output of the rectifier

or the DC input supplied by the Battery, or by the DC distribution center of the

switching station center, and delivering Ac power for the critical loads, within

the limits required by this specification.

14.2.1. Power Circuit Description

a. DC input power of the Battery 185-247V DC shall pass through a 2 poles,

manually operated, automatic molded case circuit breaker equipped with

auxiliary contacts and DC shunt trip, providing a means for:

- Disconnecting the battery, when under voltage level is reached.

- Protecting the DC link against overloads and short-circuits.

The short-circuit interrupting capacity of the circuit breaker will be 20,000

Amp at 250V DC.

b. For the U.P.S. only:

The manufacturer shall furnish a diode system in order to prevent the

internal rectifier of the U.P.S. from charging the Purchaser's station

battery.

The two DC inputs (from U.P.S. rectifier and station Battery) will remain

independent of each other at all times. Disturbances such as grounds, spikes

and short circuits on one supply will not be transmitted to the other. The

Diode system shall prevent the input capacitors from discharging into a fault

on either DC system. The system shall be so designed that normally the

Static Inverter shall be fed from the rectifier, regardless to the switching station

variable battery voltage (185-247 volts). The Static Inverter shall be

transferred on the battery DC supply when the Ac input power of the rectifier

or the rectifier fails.

c. For the Power Inverter only:

The system shall be so designed that the Static Inverter shall be fed from

the sub-station battery when the AC input power of the main feed is

distorted or disturbed.

d. The DC capacitors bank shall have adequate capacity to ride through

100% voltage dips of up to two cycles in length due to short-circuits on the

Static Inverter DC. Power input or short-circuits on the AC side input. The

capacitors shall be fused in banks with fuse indicators to indicate a blown

fuse. An indicator shall be furnished to indicate if one bank of capacitors is

out of service.

e. The Static Inverter, which shall convert the DC power at AC voltage, shall

be of static type, using phase-controlled thyristors, each protected by fast

acting current limiting fuse. The static Inverter shall contain all the

necessary timing, logic and control circuits.

f. Properly designed Ac harmonic neutralization and filtering system will limit

the THD (Transient Harmonic Distortion) in the output voltage to the limits

required by present specification

(see para. 14.2.2.e).

g. The Static Inverter shall be designed to sustain a short-circuit across its

output terminals without blowing instantly its own fuses or damage its

components. The static switch shall transfer automatically the load to the

bypass line.

h. The Static Inverter should supply the critical loads with 230V, 50Hz through

a non-automatic, molded case circuit breaker with auxiliary contacts.

i. The Static Inverter will be equipped with a complete set of control logic

including oscillator and voltage regulator so that each module will be a

complete system within itself. The oscillator will run in synchronization with

the alternate bypass supply as long as the frequency of the alternative

primary remains within the frequency range of the present frequency limits

(see para. 14.2.2.d).

14.2.2. Performance/Operation

a. DC input from DC Distrib. Center (Switching Station stationary battery)

This input can vary between 185 and 247V DC. The DC Distr. Center

serves a variety of linear and non-linear loads in addition to the inverts.

The station battery will be subjected to a variety of disturbances, as 100%

voltage dips (up to two cycles in length).

1. Due to short-circuits on the Dc distribution system.

2. Voltage spikes up to 4000 Volts for 10 micro-seconds on a 40 ohm

impedance.

3. Voltage sags due to inrush currents of powered-up loads (e.g. DC

motors, solenoids, etc.) connected to the DC distr. Center.

All the above disturbances will not affect the proper operation of the Static

Inverter.

b. Static Inverter DC Protection

The Static Inverter shall be protected by the following alarms and trips,

which shall be independently adjustable for maximum system flexibility:

- Dc Overvoltage Trip-Range: 230 V - 290 V

- DC Under voltage Warning-Range: 206 V - 223 V

- DC Under voltage Trip-Range: 205 V

The DC Under voltage range (205V) shall be manually adjustable.

c. Steady State Output Voltage & Frequency

The output steady state voltage shall be maintained 230V ±1% with

frequency of 50 Hz ±0.5% for any combination of the following variables:

- Loads from 0% to 100%.

- 5ºC to 55ºC ambient temperature.

- DC input power 185-247 VDC.

d. Frequency Control

The output frequency of the Static Inverter shall be controlled by an

oscillator, which can be operated as a free –running unit or as a slave for

synchronized operation with the bypass AC source.

The Static Inverter shall track the synchronizing source within ±2 degrees.

If the external sources deviate from the present frequency by ±0.5 Hz to

±1 Hz (adjustable), the oscillator shall automatically revert to a free

running unit.

e. Harmonic Content in Output Waveform

The waveform supplied by the U.P.S. and Power Inverter to the loads shall

be a sine waveform supply with a total harmonic distortion of less than 5%

RMS, with single harmonic less than 3% at the worst case combination of

DC input, 10% to 100% load, 0.2 to 1.0 PF, excluding a fault condition for

100% nonlinear loads.

f. Transient Voltage Response

The Static Inverter transient voltage shall not exceed ±8% due to the

following system disturbances:

1. A 50% step load application and rejection with zero initial load and 50%

initial load.

2. Transfer of rated load to the bypass source due to Static Inverter

internal fault or retransfer from the bypass source to the Static Inverter.

3. Static Inverter "drop" into battery with full rated load on its output or

return on rectifier with the full rated load.

g. Transient Voltage Recovery

The output voltage shall return to within ±2% of the steady-state value

within 50 milliseconds and to ±1% of the steady-state value within 100

milliseconds.

h. Overloads

The Static Inverter shall be able to supply overloads 125% for more than

10 minutes. A flashing warning lamp and audible alarm shall indicate

overload operation. The static Inverter shall transfer the load to bypass

line when the above time expires.

i. Fault Clearing and Current Limit

The Static Inverter shall be able of supplying a fault current of 150% of its

FLC for 30 seconds, 300% for phase-to-neutral faults instantaneously for

10 cycles for fault clearing. For greater currents or longer time the Static

Inverter shall have current limiting protection to prevent damage of the

components.

Overloads and short circuits covered by Static Inverter will not cause

failure of the rectifier (in U.P.S.).

j. Static Inverter Shut Down

The logic shall monitor all gating signals to the Static Inverter power

thyristors. If a thyristor is not commutated at the appropriate time, due to

an extraneous or improperly times trigger signal, as sensed within an

Static Inverter leg, the annunciator shall identify the leg and mode of the

improper trigger signal and an "Instant Stop" command for the Static

Inverter shall be initiated.

Instant Stop shall be accomplished to stop any further Static Inverter

output conduction. Simple removal of thyristor gating signals does not

meet the requirements of this paragraph.

k. Voltage Adjustments

The Static Inverter shall provide circuitry to manually adjust the output

voltage ±5% from the rated value.

l. Load Crest Factor

It shall be not less than 3:1.

m. Line Drop Compensation

The Static Inverter shall be provided with circuitry so that its output voltage

rises linearly with output current. The rise shall be adjustable from 0 to

5%. No external voltage sensing shall be required to achieve this function

and it shall not interfere with other requirements of this specification. The

purpose of this feature is to compensate for varying line drop voltage

between the Static Inverter and the critical load.

n. After disconnecting the converter line, the input capacitors shall be

automatically self discharged permitting operator intervention after 1

minute from the disconnecting.

o. A lockout feature shall prevent transfer from the main power line to the

bypass line if the alternative AC input voltage is not available.

p. Efficiency of the Static Inverter shall be at least 0.93 at full load, and at least

0.80 at 50% of full load, measured at 40ºC ambient temperature and rated

voltage and frequency.

q. The output frequency of the U.P.S. and Power Inverter shall be 50Hz

±0.5Hz and the frequency slewing rate shall be not greater than 1 Hz/S.

14.3. BYPASS POWER LINE

This alternate line shall supply the required AC voltage to the critical loads

when the main power line is shutdown (due to internal/external faults or to

transient overloads/short-circuit).

The transfer from the main line to the alternative line as the return to the main

line shall be done by a static transfer switch without interruption of the critical

load, The static transfer switch shall be completed by a maintenance bypass

switchgear.

14.3.1. Power Circuit Description

a. Incoming Ac power shall pass through a 2 poles, manually operated,

automatic molded case circuit breaker, equipped with auxiliary contacts

230V + 10%, -15%, 50Hz, ±5%.

The short circuit interrupting capacity of the circuit breaker will be 20,000

Arms at 230- VAC.

b. The Static Transfer Switch shall be a solid state device, which shall

electronically separate the faulted UP module, by triggering electronic

switches (SCR's).

The Transfer switch shall be of the make-before-break type, with internal

possibilities to reach if necessary to break before make, with the aid of

some dip-switches. The Static transfer Switch will consist in main of the

following two assemblies:

a. Static bypass switch.

b. Bypass switchgear.

After the bypass switchgear has operated, the static bypass switch is

no longer required and shall be turned off by the bypass switchgear.

Each of the above devices shall be capable to carry without damage

the rated loads, as the overloads/short-circuit currents, if a malfunction

occurs on the main power line.

The Static switch shall be of drawout type, being easily removable for

maintenance after the bypass operation with no interruption to the

critical loads. For Bypass Switchgear is preferred a non-automatic,

molded case circuit breaker/s with auxiliary contacts.

c. The input transformer, with copper windings, vacuum impregnated, self

extinguishing, flame retardant, must not absorb moisture, insulation

Class "H", shall have two taps ±2.5% on the primary side.

14.3.2. Operation

The static and bypass switches shall be connected to the bypass line and

assume the critical loads when required and have the following features:

a. Uninterrupted Transfer

The Static Switch and/bypass switch shall automatically gate on assuming

the critical load within 150 microseconds after the Static Inverter logic

senses one of the following conditions:

- Static Inverter overload period expires.

- Critical bus overvoltage or undervoltage.

- Battery protection period expired (DCUV).

- Main Power Line Failure.

b. Uninterrupted Automatic Retransfer

If the transfer control switch is set for automatic retransfer, the U.,P.S.

shall be capable of retransferring the critical load to the Static Inverter

when the overloads is removed, or the critical bus voltage stabilizes. The

Control Panel shall indicate when automatic retransfer is possible.

The Static Inverter shall automatically walk-up smoothly to the output bus

voltage, parallel and share the load with the bypass sources, and assume

the load prior to disconnection of the bypass source. The static switch

shall not be used during retransfers.

c. Uninterrupted Manual Retransfer

Retransfer of the critical load to the Static Inverter shall occur upon

manual command when the transfer control switch is in the manual

position and signal on control panel indicates that the retransfer is

possible.

d. Transfer Lockout

The transfer logic shall not allow a transfer to bypass if one of the following

conditions exists:

1. Bypass overvoltage/under voltage (±10% of nominal).

2. Bypass frequency out of limits (±0.5Hz to 1Hz adjustable).

3. Bypass out of synchronization.

4. Voltage difference (10% of bypass voltage).

e. Retransfer Lockout

In the unlikely event of multiple transfer-retransfers, the U.P.S. and

Power Inverter shall limit the "cycling" to three transfer-retransfers in

any ten-minute period. The load will be locked to the bypass source on

the fourth transfer and shall require manual reset to return to automatic

operation.

f. Uninterrupted Manual Transfer

A manually initiated make-before-break transfer shall be provided for

routine maintenance purposes. This transfer shall be automatically

inhibited if the bypass source is outside of the limits specified in para.

15 CONTROLS, INSTRUMENTATION, ALARMS AND COMMUNICATION

15.1. Each power line (module) shall have its own self-contained independent

controls, instrumentation and annunciation. The associated logic shall be

100% solid state. The control of the module, during normal operation shall be

100% automatic. The control shall receive signals from selected points within

the power module and act to adjust parameters, protect the module, and

annunciate accordingly.

15.2. Controls, instruments and alarms shall be supplied as required for

maintenance, testing and unattended operation. They shall include easily

comprehensive facilities whereby the operators may cut the various

components of the system into or out of service or transfer from one supply to

other. These devices shall include, but not limited to, the following:

a. Provisions shall be available for testing operation of rectifier, Static

Inverter, while in operation without inadvertently cutting off power to the

load. Contractor shall state in his Proposal how this function is

accomplished.

b. Each power module shall be provided with means for manually start and

stop as an emergency manually operated, disconnect which when

opened, deactivate instantaneously the entire power line (module).

c. Adjustment (potentiometers) for output voltage of the Static Inverters and

voltage regulator, mounted behind the locked doors.

d. Adjustments for transfer voltage, forward (to alternative line) and reverse

(to Static Inverter lines).

15.3. All the instrumentation, alarms and indicators showing the operation of the

individual U.P.S. and Power Inverter lines (modules) shall be on the panel,

shown in a proper position or a mimic diagram.

The line diagram leds and alarm indications are supplied from a source that

remains alive even after the line (module) has been tripped out. Thus alarm

and other indications remain energized after failure of a line (module).

All alarm functions shall be electrically latched to indicate transient as well as

continuous fails. A reset and a test button shall be provided.

Each alarm shall activate a Potential Free contact designed to carry 0.5A.

15.4. Instruments of at least 2% accuracy class shall be furnished.

All the measuring instruments shall comply to Standard IEC 60051-1 and VDE 410.

15.5. The following measurements, at least but not limited to, shall be displayed on

the U.P.S. and Power Inverter Cabinet's frontal panel:

a. On the main feed:

- Input AC Current

- Input AC Voltage

- Input Frequency

b. Before the Static Inverter:

- Input DC Current from the Battery.

- DC Voltage (with selector switch for measurements in 2 points – see

Annexure "1").

c. On the Bypass Power Line:(only for U.P.S.)

- Input AC Current

- Input AC Voltage

- Input Frequency

d. On the U.P.S. AND Power Inverter Output:

- Output AC Current

- Output AC Voltage

- Output Frequency

15.6. Contractor shall send a detailed description of the measurements, as he

intends to deliver the equipment (list of measurements, type of instruments,

dimensions, accuracy, layout).

15.7. On the frontal panel of the U.P.S. and Power Inverter shall exist a mimic

diagram with LEDs, which shall provide all the necessary status informations

for a good operation of the U.P.S. and Power Inventer as the main troubles,

which need operator's interventions (alarms).

15.8. Contractor shall send a detailed list of the status and alarms existed on the

delivered equipment. If some of them are optional, Contractor shall specify

their individual price.

15.9. LABELLING

All the U.P.S. and Power Inverter components, cables/wires and

cable's/wire's connections, shall be clearly labeled for easy identification.

The front mounted components shall be labeled with sandwich type labels, 5

mm high black letters of white background.

The labels shall be in Hebrew or English. Internally mounted components and

wiring shall also be labeled. The labeling technique is left to the

Manufacturer’s decision, but shall obtain the Purchaser’s approval.

15.10 COMMUNICATION

15.10.1 All the U.P.S. and Power Inverters shall be provided with a communication

adaptor (SNMP-Simple Network Management Protocol) to transfer all needed

data such as System Parameters, history of events, identification and

diagnostic, to the dispatch center or client by using TCP/IP communication

protocol with MIB's standard. The SNMP adaptor is connected to Ethernet

networks using standard communications cables. There will be no possibility

of shut-down or change of parameters from remote station.

15.10.1.1 SNMP Module

Using the SNMP module, the UPS and the Power Inverter are seen as a

network device in the WAN or LAN applications, and with this way it can be

monitored more than once. UPS's and Power Inverters will be connected to

the network through site monitoring program which will allow monitoring of 40

systems UPS/Power Inverters or more from one PC. It will not be possible to

shutdown change parameters of the servers or users with Client mate

Software that communicates with SNMP module. SNMP software installation

is described as follows:

15.10.1.2 SNMP Software

UPS and Power Inverter will be equipped with SNMP agent. The SNMP

Agent should be configured properly and UPS/Power Inverter Management

software should be installed in the monitoring computer. The SNMP Agent

will be supplied with software CD which contains the following programs and

tools:

a. SNMP Agent Operating manual in PDDF format.

b. Configuration utility for SNMP Agent IP address and firmware

upgrade.
