PREPARATION OF BIDS

Bid proposals must be submitted on the attached forms.

All costs much include freight, delivery, and assembly.

Each Bidder shall furnish with the bid a certificate of insurance for general liability in the amount of $1,000,000 combined each occurrence with $1,000,000 excess liability, NO EXCEPTION. Insurance policies shall be submitted for the life of the contract and shall provide five (5) days notice before cancellation.

The Department reserves with right to reject any and all bids with or without cause.

Any references to manufacturer or brand names are for reference purposes only and are not intended to exclude products from other manufacturers. Equivalent products will be accepted; however product information should be included so a fair comparison to the specification may be made.

RESPONSIBILITY OF BIDDEREach Bidder must provide at the time of the bid opening a complete set of specifications with drawings for the apparatus submitted in the bid.

The truck must be NEW AND WARRANTED. Demo units that have never been titled will be considered new.

The apparatus must meet or exceed the department’s specifications. Bidder must state the brand of any item provided for evaluation by the Bidder. For the purposes of this specification brand and/or manufacturer names are used as a point of reference and do not preclude any manufacturer from submitting a proposal. If an equivalent product is offered in this proposal a comparison of the referenced item should be included.

A full word for word written description and product literature shall be included for any exception listed. Buyer will evaluate all bids received for all variations and exceptions to these specifications. Each exception shall be considered by the degree of impact and total effect on the bid. Buyer will determine which, if any, exceptions are acceptable and this determination shall be final. Buyer reserves the right to reject any and all bids. Failure to explain bid exceptions will result in disqualification of the bid.

The proposed apparatus shall meet or exceed all applicable requirements of the latest edition of NFPA 1901 standards and any and all Federal Regulations in effect at the date required for the submittal of the bid proposal.

The apparatus shall be thoroughly tested by a certified, independent Third Party Testing Organization such as Underwriters Laboratories, in accordance with the appropriate requirements of the latest edition of NFPA, Standard for Automotive Fire Apparatus. Written confirmation of Third Party Testing must be supplied with truck before acceptance of delivery.

Bidder must assure that any bid will be good and may not be withdrawn for a period of 60 calendar days from the date of the bid opening. No bid will be considered which requires the buyer to deposit with the bidder a down payment, prepayment of chassis, or any other such consideration as a condition of the bid.  Such a requirement shall be grounds for rejection of the bid.

Terms for delivery of apparatus must be clearly stated on the bid form. Apparatus must be delivered within 200 days of signed contract. The buyer may elect to award the contract based on delivery as well as price and conformance with the specifications. Should the bidder be unable to comply with the proposed delivery date, the purchasing director shall be notified immediately with the reasons for non-compliance.  Failure to meet the stated delivery will result in enforcement of FEMA’s $100 per day late penalty clause.

Bids submitted shall include prepaid delivery.  The vehicle shall be delivered under its own power.  Rail or freight shipment will not be acceptable.  A factory trained representative shall deliver the unit.

The successful bidder shall provide a minimum four (4) hour structured training course to operate the apparatus, covering nomenclature of components, proper operation of the apparatus, daily operational maintenance checks, and other information necessary for a firefighter/driver/engineer to properly operate and maintain the apparatus. The firefighter/operator training shall be conducted within one week after the vehicle is fully accepted and readied for service by the Department or at a time mutually agreed upon by the Department and the Bidder.

The responsibility for the apparatus and equipment remains with the manufacturer until satisfactory completion of the acceptance test and the formal acceptance of the apparatus is made.

As "the entity having jurisdiction" as defined by NFPA 1071, the buyer requires that all bidders be capable of providing both in-house and on-site service for the apparatus proposed through the use of either an established emergency vehicle service center or a mobile technician. The bidder shall have full time EVT certified maintenance technicians in compliance with NFPA 1071 classifications F-2 through F-6 on staff to provide service. On-site service shall be the primary mode of maintenance and warranty repair to eliminate the requirement of transporting the vehicle outside the fire department jurisdiction.

This specification makes reference to various warranties which are the minimum acceptable in each case.  Each bidder shall include reference which acknowledges each warranty.  Bidders must include copies of each warranty that is provided directly by the apparatus manufacturer.

PERFORMANCE BOND(Wording from 2012 Assistance to Firefighter Grant program guidance)1. If a down payment or any advance funds from the Department is required, then FEMA requires manufacturer’s to

provide a bond from an independent bank, insurance company or bonding agency so that the vehicle grantees can recover damages they may sustain if the manufacturer defaults during the construction of a vehicle.

2. The amount of the bond shall be equal to or greater than, the sum of any payments, compensation and or consideration provided prior to the delivery of the vehicle. For the purpose of this bid proposal, a performance bond equal to the amount of the down payment plus 5% of the remaining amount due will be required.

3. Contracts that do not require any pre-payments do not require a performance bond, since the department’s risk is zero. So in lieu of the bond, the following clauses need to be added to the contract.

a. “Zero-dollars-down” means that neither the grantee nor the Federal government funds will be used to pay any money to the manufacturer until the vehicle is delivered (100% payment upon delivery). The manufacturer will carry 100% of the risk until delivery.

b. The contract will have a specific delivery-date for the vehicle-not to exceed the period of performance (one year from the original award date).

c. Non-delivery by the contract’s guaranteed date will require a penalty for n on-performance that is no less than $100 per day until the manufacturer can deliver the vehicle to the grantee. Delivery is not acceptable unless the vehicle is “operational” and “functioning” as specified when delivered.

4. A copy of the purchase contract must be provided to FEMA so they can verify these clauses. The original performance bond must be provided to the Buyer within 30 days of the signed contract. Failure to provide this documentation will result in the contract being declared void.

APPLICATION TO NFPA STANDARDS COMPLY WITH EVERYTHING BELOW Yes No

1) The apparatus shall meet all requirements of NFPA 1901 2009 edition standards for pumper apparatus. Full vehicle specifications including drawings shall be provided in detail to document reference to these standards. Photographs of similar constructed apparatus shall be included in the bid package to detail the returned specifications. All further reference in this document shall be to NFPA 1901-2009 edition standards for pumper apparatus.

2) Vendor shall supply a letter signed by company officials that states that they will meet ALL requirements of the current edition of NFPA 1901. FAILURE TO COMPLY WITH THIS REQUIREMENT IS AUTOMATIC GROUNDS FOR BID REJECTION.

Chassis

The commercial chassis shall be a Freightliner business class M2 106 MD two (2) door, 2013 or newer.

The following items shall be installed on the commercial chassis:

• Exhaust Extension - The chassis exhaust pipe shall be extended to the front of the right rear wheel. • Fast Idle System - A fast idle system shall be provided and controlled by a cab or pump panel mounted

switch. The system shall increase engine idle speed to a preset RPM for increased alternator output.• Master Light Switch - The master light switch shall consist of one (1) illuminated rocker switch wired through

a solenoid to accessory switches to allow pre-selected switches to be turned on or off at one time.• Battery Master Disconnect - A heavy duty on/off single battery master disconnect switch shall be mounted in

the cab within easy reach of the driver.• Auxiliary Engine Cooler - As required for pumping applications, an engine cooler shall be installed. The

engine cooler shall be required to lower engine water temperature during prolonged pumping operations and shall be controlled at the pump operator’s position.

• Batteries shall be placed on non-corrosive mats. Batteries shall be secured with hold down brackets.

The gross vehicle weight rating shall be 40,000 lbs.

Wheel Base 192”

The apparatus overall length shall not exceed 30’ 0”.

Frame

 The chassis frame rails shall be channel type, 10-15/16” x 3-1/2” x 11/32” steel with 1/4” C-channel inner frame reinforcement. The frame shall have a 64” rear frame overhang. The frame rails shall be clear with no protrusions outboard of the rail from the back of the cab to the rear suspension.

Front Axle and Suspension

The front axle shall be a minimum 14,000 lbs. Front brakes shall be Meritor Cam 16.5 x 5 Q+ Cast SPDR with non-asbestos brake linings. Front oil seals shall be Chicago Rawhide Scotseal.

The front suspension shall be taper leaf, with a minimum 14,000 lb capacity and front shock absorbers. The front suspension shall include maintenance-free rubber bushings. Tapered leaf springs provide ride improvement over standard straight spring systems.

Front Tires

 Front tires shall be Goodyear 11R22.5 tubeless type 14 ply radial tires.

 Black hard rubber mudflaps shall be provided behind the front tires.

Rear Axle and Suspension

The rear axle shall have a minimum capacity of 40,000 lbs. Rear ratio of 4.88 shall be provided to achieve 65 MPH. Rear brakes shall be Meritor 16.5 x 7 P Cam with non-asbestos brake linings. Rear oil seals shall be Chicago Rawhide Scotseal.

 The rear suspension shall be a minimum 46,000 lbs. Airliner with transverse control rods for fire/emergency service.

 Rear Tires

Rear tires shall be Goodyear On/Off Hwy 12R22.5 tubeless type 16 ply radial tires.

Brake System

The vehicle shall be equipped with a dual air brake system with Wabco 4S/4M four channel anti-lock braking system.

The ABS shall provide anti-lock braking control on both the front and rear wheels. It shall be a digitally-controlled system that utilizes microprocessor technology to control the anti-lock braking system. Each wheel shall be monitored by the system. When any wheel begins to lock-up a signal shall be sent to the control unit. This control unit shall then reduce the braking of that wheel for a fraction of a second and then reapply the brake. This anti-lock brake system shall eliminate the lock-up of any wheel to help prevent the apparatus from skidding out of control.

The brake system air compressor shall be a Wabco 15.5 cfm with a Bendix AD-9 air dryer with heater.

The brake system shall include the following:

Reinforced nylon, fabric braid and wire braid chassis air lines; Front and rear automatic slack adjusters; Steel air brake reservoirs; DV-2 auto drain valve on the wet tank.

Cooling System

The radiator shall be 1100 sq. in. The cooling system shall be provided with anti-freeze protection to -34 degrees Fahrenheit. A lower radiator guard shall be provided. The cooling system shall include rubber coolant hoses with constant-tension hose clamps.

 Exhaust System

The exhaust shall be a horizontal after treatment device (ATD) and tailpipe. The tailpipe shall exit on the right side ahead of the rear wheel.   

A switch shall be provided in the cab that shall allow the exhaust regeneration process to be overridden when applicable.

Fuel Tank

A fifty (50) gallon rectangular aluminum fuel tank shall be mounted at the driver’s side. A six (6) gallon diesel exhaust fluid tank. Fuel lines shall be reinforced nylon fuel hose.

Transmission

An Allison EVS3000 automatic 5 speed transmission shall be provided. The push-button electronic shift control shall be located within easy reach of the driver and shall be indirectly lit for after-dark operation. A label shall be provided within easy view of the driver to indicate the chassis transmission shift selector position to be used for pumping.

A transmission water-to-oil cooler shall be provided in the radiator end tank.

A transmission fluid check and fill with electronic oil level check.

A frame-mounted water-to-oil transmission cooler.

A five (5) year/unlimited miles parts and labor warranty shall be provided as standard by Allison Transmission.

Battery System

A single start battery system shall be provided consisting of two (2) Alliance 1131, group 31 maintenance-free, 12 volt, 1850 CCA batteries, battery box frame-mounted, driver’s side, under the cab.

Alternator

The alternator shall be a 12 volt 275 amp Delco Remy quadramount pad alternator with remote battery voltage sense.

Ember Separator

An ember separator shall be provided for the engine air intake in accordance with NFPA.

Cab

The cab shall be a two (2) door aluminum conventional, engine forward design with fiberglass front tilting hood. Cab accessories and features shall include:

• Tinted glass in all windows. • Five (5) amber DOT clearance/marker lights. • Grey interior trim with vinyl upholstery.AA • Grey vinyl floor mat with single insulation. • Dual sun visors. • Electric windshield washer with 8 liter windshield washer reservoir. • Single electric windshield wiper motor with delay feature. • Hood-mounted chromed plastic grille. • Handrails with anti-slip rubber inserts at each cab door. • Steps at each cab door. • Heater with defroster. • Air conditioner with recirculation switch. AC system shall include a Sanden compact air conditioner compressor. • Daytime running lights. • Dual Electric Horns. • Integral headlight/marker light assembly with chrome bezel. • Front turn signal lamps with self-cancel turn signal switch. • Manual door window regulators. • Manual door locks, all keyed the same. • Forward roof-mounted console with upper storage compartments. • Two (2) cup holders. • Silencer package for cab with additional sidewall insulation. • Tilt/Telescopic steering column • Cab instruments.

The following cab instruments and controls shall be provided:

• Lever-operated ignition switch and integral start position (with non-removable key). • Engine oil pressure gauge. • Odometer display with miles, trip miles, trip hours, engine hours, and diagnostic/voltage display. • Warning system with low fuel, low oil pressure, high engine coolant temperature, low battery voltage (visual and audible). • A Transmission oil temperature gauge. • Engine coolant temperature gauge. • Diagnostic interface connector located below the dash. • Speedometer. • Tachometer. • Digital voltage display. • Air cleaner restriction indicator in the engine compartment with dash-mounted warning light. • Dual needle primary and secondary air system pressure gauges with low pressure light and buzzer. • Electronic fuel gauge. 

Seating

There shall be seating provided in the cab for three (3) people.

There shall be National Brand hi-back air ride suspension seat provided for the driver position and a two (2) person non-suspended bench seat for the officer.

Each seat adjacent to a cab door shall have a Type-2 pelvic and upper torso restraint-style seat belt and the inward seat shall have a pelvic-only seat belt made of a high visibility red material in accordance with NFPA.

Air Horns

Dual air horns shall be provided, connected to the chassis air system. The horns shall be mounted on the hood of the vehicle. A pressure protection valve shall be installed to prevent the air brake system from being depleted of air pressure. A foot switch shall be installed for the driver and officer position.

Engine

The chassis shall be equipped with a Cummins ISC six-cylinder, 2010 EPA compliant, electronic engine.

The engine shall be 350HP @ 2000 RPM (2200 RPM Governed) with 1000 lb/ft @ 1400 RPM.

Engine accessories included shall be:

• Delco 12V 38 MT HD starting motor with integrated magnetic switch• 18.7 CFM Compressor with internal safety valve.• Horton Drivenmaster on/off fan drive. Automatic fan control without dash switch, non engine mounted. • Combination Full Flow/By Pass Oil Filter • Spin on Fuel Filter

Auxiliary Brake

An exhaust brake shall be provided. The brake shall be the brake available from the chassis OEM.

Chassis Trim

A diamond plate trim package shall be provided for a Freightliner two (2) door cab. The trim package shall not require that the OEM supplied steps be removed for installation.

All stepping surfaces on the trim package shall be in accordance with NFPA by including a multi-directional aggressive gripping surface incorporated into the aluminum diamond plate. This surface shall extend vertically from the diamond plate a minimum of a 1/8" and shall be 1" in diameter in design with a maximum of 4" on center.

The driver and officer side trim shall include an upper and lower full width step. The driver side shall include fuel fill access and a mounting surface for the battery charger receptacle and air inlet.

Vehicle Information Tags

Installed overhead and in clear view of the driver shall be a permanently mounted tag that is engraved with the overall height, length and in-service weight of the completed vehicle.

Warning Signs

Warning signs shall be affixed in compliance with NFPA. This shall include, but not limited to a label stating “Do Not Wear Helmet While Seated”.

"No Ride" Label

A "NO RIDE" label shall be located on the vehicle at the rear step area or other applicable areas. The label shall warn personnel that riding in or on these areas while the vehicle is in motion is prohibited.

Personnel Payload Capacity

A label shall be installed in cab to denote that three (3) personnel may be carried.

Fluid Capacity Plate

A fluid capacity plate shall be installed in the driver’s compartment. It shall identify the quantity and type of the following fluids used in the vehicle.

Engine oil Power steering fluidEngine coolant Pump transmission lubrication fluidChassis transmission fluid Other NFPA applicable fluid levels or data as required.Drive axle lubrication fluid

Location shall be in the driver's compartment or on driver's door as space permits.

NFPA Compliance Statement

The apparatus shall comply with the 2009 edition of the NFPA #1901 standards and section contained therein, Chapter 7 Water Tender Fire Apparatus.

The apparatus manufacturer (and/or dealer) shall not be held liable for items (chassis or otherwise) required to meet NFPA compliance that are not available at time of apparatus order. Any items not provided on the apparatus, that become available after the date of order shall be either changed at cost to the Fire Department, or remain on the list of NFPA exceptions / deviations.

Chassis Exhaust Extension

The chassis exhaust shall be modified and will terminate ahead of the right rear wheels.

Master Electric Switch

A battery disconnect switch shall be located conveniently to the driver of the apparatus. The switch shall disconnect the power supply from the battery system.

Battery System Indicator Light

There shall be a green battery "on" light provided.

Battery Charger

A 20 amp battery charger shall be wired to the 12 volt battery system. The charger unit shall be mounted in a clean dry area and will be accessible for service and / or maintenance.

One (1) Kussmaul 20 amp 120 volt “auto-eject” shore power receptacle shall be installed. The shore power plug shall “eject” when the engine is started. A female plug shall be shipped loose for with shore power.

Air Compressor

A Kussmaul model 091-9B-1, 120V air compressor shall be installed.

The air compressor shall be powered by a 120 volt inlet receptacle and has an output of .76 cfm at 100 psi. A pressure switch senses the system pressure and operates the compressor whenever the pressure in the air brake system drops below a pre-determined level.

Vehicle Data Recorder

The apparatus shall be equipped with a vehicle data recorder (VDR). This device shall keep a record of the vehicle speed, acceleration/deceleration (from the speedometer), engine rpm speed, engine throttle position, anti-lock brake system (ABS) events, seat occupation status, seat belt status, master optical warning switch position, time (24hr clock) and date.

Seat Belt Indicator System

The apparatus shall be equipped with a seat belt indicator system. The system shall display the seat belt condition for each seating position in the cab of the apparatus. A single position display that rotates through each seating position shall be supplied within the view of the officer and driver.

Valve Stem Tire Pressure Indicator

The apparatus shall be equipped with a tire pressure indicator located on the valve stem of each tire.

Apparatus Top Speed

The maximum top speed of the apparatus shall not exceed 60 MPH in accordance with current NFPA.

Dome Lights

There shall be two ceiling mounted dome lights with push button switch installed in the cab. The lens color shall be clear.

Ground Illumination Lights

Four (4) automatic ground illumination lights shall be installed. One light will be mounted to illuminate each cab door area.

Engine Compartment Light

A light with a switch shall be mounted in the engine enclosure.

Rear Mud Flaps

There shall be a set of mud flaps installed, with logo, behind the rear chassis wheels.

Dot Required Equipment

A DOT highway safety kit shall be provided on the vehicle.

Back-Up Alarm

An automatic electric back-up alarm shall be wired to the back-up light circuit, and mounted under the rear of the apparatus body.

Hazard Warning Light

A flashing light with a red lens, located in the driving compartment, shall be illuminated automatically whenever any cab door or equipment compartment door is open.

The light shall be marked, "DO NOT MOVE APPARATUS WHEN LIGHT IS ON".

Front Bumper

The vehicle shall be equipped with a one-piece 10” high bumper, made from 10 gauge (0.135” nominal) polished stainless steel for corrosion resistance, strength, and long-lasting appearance. It shall be mounted directly to the front frame extensions for maximum strength. The bumper shall incorporate two (2) stiffening ribs.

The bumper shall be extended approximately 20” from the face of the cab as required.

The extended front bumper gravel shield shall be made of 1/8” (.125”) aluminum treadplate material.

A hose tray constructed of 1/8” aluminum shall be recessed into the front bumper extension. The tray shall be located in the center of the bumper and be approximately 16" deep (15" to the top of the slats). One inch thick aluminum slats shall be included in the bottom of the hose tray to aid in the dissipation of water from the tray.

There shall be a red vinyl lid provided for the bumper hose tray.  The cover shall be held in place with twist locks located in rear corners, snaps on all four sides, and velcro/ snap combination along the front edge.

Tire Pressure Monitor

The apparatus shall be provided with tire pressure indicating valve stem caps. The indicators shall be installed on each tire and be a heavy duty design manufactured specifically for trucks. When tire is properly inflated, the indicator inside the cap shall be green, and when the tire is underinflated by 10%, the indicator inside the cap shall be red.

Air Inlet

A 1/4” male plug air hose inlet shall be connected to the air reservoir tank. A 1/4” inline check valve will be installed in the line. Air hose connection will provide the capability of filling the air brake system with air from an outside source. Location: driver's door step area.

Air Horns

Dual air horns shall be provided, connected to the chassis air system. The horns shall be mounted through the front bumper. The front bumper shall have two (2) holes punched to accommodate the air horns. A pressure protection valve shall be installed to prevent the air brake system from being depleted of air pressure.

Front Tow Hooks

Two (2) heavy duty painted front tow hooks shall be securely bolted to the front chassis frame rail extensions to allow towing (not lifting) of the apparatus without damage. They shall be mounted in the downward position.

Rear Tow Eyes Under Body

Two (2) painted rear tow eyes constructed of 3/4" steel plate shall be fastened directly to the rear chassis frame rails of the vehicle, under the body. The tow plates shall be equipped with 3" inside diameter holes (eye).

Apparatus Body

The apparatus body shall be constructed entirely of aluminum extrusions with interlocking aluminum plates. An extruded modular aluminum body is required due to the high strength-to-weight ratio of aluminum, corrosion-resistant body structure, easy damage repair, and lighter overall body weight to allow for increased equipment carrying capacity.

The body design shall provide 29.4 cubic feet of storage, which exceeds the minimum NFPA 1901 requirements.

The entire body shall be constructed with aluminum extrusions. Body designs that incorporate steel sub-frames connected to aluminum compartments are not as corrosion-resistant and not acceptable.

Mainframe Construction

The body mainframe shall be entirely constructed of aluminum. The complete framework shall be constructed of 6061T6 and 6063T5 aluminum alloy extrusions welded together using 5356 aluminum alloy welding wire. The body mainframe shall include 3” x 3” 6061-T6 aluminum 3/8” (0.375”) wall crossmember extrusion. The crossmembers shall be designed to support the compartment framing and shall be welded to 1-3/16” x 3” (1.188” x 3”) solid 6063-T5 aluminum frame sill extrusions. The frame sill extrusions shall be shaped to contour with the chassis frame rails and shall be protected from contact with the chassis frame rails by 5/16” x 2” (0.31” x 2”) fiber-reinforced rubber strips to prevent wear and galvanic corrosion caused when dissimilar metals come in contact.

Body Mounting System

The main body shall be attached to the chassis frame rails with six (6) of 5/8” (0.625”) diameter steel U-bolts. The rear of the body shall be spring mounted to allow for chassis flex. This body mounting system shall be used to allow easy removal of the body for major repair or disassembly.

Water Tank Mounting System

The body design shall allow the booster tank to be completely removable without disturbing or dismounting the apparatus body structure. The water tank shall rest on top of a 3” x 3” frame assembly covered with rubber shock pads and corner braces formed from 3/16” angled plate to support the tank. The booster tank mounting system shall utilize a floating design to reduce stress from road travel and vibration. Three (3) U-shaped brackets shall be installed on the bottom of the tank to retain the water tank. The brackets shall be equally spaced along the tank centerline and wrap around the body crossmembers.

To maintain low vehicle center of gravity the water tank bottom shall be mounted within 5” of the frame rail top.

Side Assembly

The driver and officer side assemblies shall be constructed entirely of aluminum extrusions and interlocking aluminum plates. This aluminum modular design shall provide a high strength-to-weight ratio for increased equipment carrying capacity. The body corners shall be 6063-T5 extruded aluminum corner sections with a 3/16” minimum wall thickness. The side body extrusions shall be 6063-T5 aluminum tubing with a 3/16” minimum wall thickness and 3/16” minimum outside corner radius. The corners and sides shall be welded both internally and externally at each joint using an aluminum alloy welding wire. The driver side body shall be completely sanded and deburred to assure a smooth finish.

Compartments

The compartments shall be constructed from formed 3003 H14 1/8” (.125”) smooth aluminum plate. The compartments shall be modular in design and shall not be a part of the body support structure. Each compartment seam shall be sealed using a permanent pliable silicone caulk. The walls of each compartment shall be machine-louvered for adequate ventilation.

An externally-mounted compartment top shall be provided and constructed of a 1/8” (.125”) aluminum tread plate. The compartment top shall be removable for easy access to the main body wiring harness.

Left Side:

There shall be one (1) compartment (L1) located ahead of the rear wheels. The compartment shall be approximately 23” wide x 30” high x 26” deep. The compartment shall contain approximately 10.4 cu. ft. of storage space. The door openings shall be approximately 23” wide x 30” high.

There shall be one (1) compartment (L2) located behind the rear wheels. The compartment shall be approximately 30” wide x 30” high x 26” deep. The compartment shall contain approximately 13.54 cu. ft. of storage space. The door openings shall be approximately 30” wide x 30” high.

Right Side:

There shall be one (1) compartment (R1) located ahead of the rear wheels. The compartment shall be approximately 42” wide x 30” high x 26” deep. The compartment shall contain approximately 19 cu. ft. of storage space. The door openings shall be approximately 42” wide x 30” high.

There shall be one (1) compartment (R2) located behind the rear wheels. The compartment shall be approximately 30” wide x 30” high x 26” deep. The compartment shall contain approximately 13.54 cu. ft. of storage space. The door openings shall be approximately 30” wide x 30” high.

Right Side Panel Provision

A recessed area shall be provided on the right side of the body ahead of compartment R1. The recessed area shall be designed to house the right side intake and / or discharge(s). The recessed area shall be approximately 16" wide x 30" high x 8" deep.

Wheel Well

The body wheel well frame shall be constructed from 6063-T5 aluminum extrusion with a slot the full length to permit an internal fit of 1/8” minimum aluminum tread plate. The wheel well trim fenderettes shall be constructed from 6063-T5 formed aluminum extrusion. The wheel well liners shall be constructed of a 3/16” (.187”) composite material. The liners shall be bolt-on and shall provide a maintenance-free and damage-resistant surface.

Rear End Assembly

The rear end shall be constructed of vertical and horizontal extrusions with interlocking smooth plate panels. The center area shall have a notched area to allow for tank dump valve. The vertical, horizontal, and smooth plate panels shall have a sanded finish.

Tailboard Step

A tailboard step shall be provided at the rear of the body. The tailboard shall 12” in depth and in accordance with NFPA in both step height and stepping surface. The maximum rear step height to the tailboard shall not exceed 24”.

The tailboard step shall be formed from 3/16” minimum aluminum tread plate and shall be reinforced with aluminum extrusion. The tailboard shall be in accordance with current NFPA requirements and shall include a multi-directional aggressive gripping surface incorporated into the diamond plate. The surface shall extend vertically from the diamond plate sheet a minimum of 1/8” (0.125”). Gripping surfaces shall be circular in design, a minimum of 1” diameter and on centers not to exceed 4”.

The tailboard step shall be bolted on to the body from the underside assuring a clear surface and shall be easily removable for replacement in the case of damage.

ISO Compliance

The manufacturer shall ensure that the construction of the apparatus body shall be in conformance with the established ISO-compliant quality system. All written quality procedures and other procedures referenced within the pages of the manufacturer’s Quality Manual, as well as all Work Instructions, Workmanship Standards, and Calibration Administration that directly or indirectly impacts this process shall be strictly adhered to. By virtue of its ISO compliance the manufacturer shall provide an apparatus that is built to exacting standards, meets the customer’s expectations, and satisfies the customer’s requirements.

Single Compartment Door

A single compartment door shall be constructed using a box pan configuration. The outer door pan shall be beveled and shall be constructed from 3/16” minimum aluminum diamond plate. The inner door pan shall be constructed from 1/8” minimum smooth aluminum plate and shall have nutsert fittings to attach hold-open hardware. The inner pan shall have a 95-degree bend to form an integral drip rail.

The compartment door shall have a 1” x 9/16” (1” x 0.43”) closed-cell ”P” EPDM sponge gasket meeting ASTM D-1066 2A4 standards installed around the perimeter of the door to provide a seal that is resistant to oil, sunlight, and ozone.

A drain hole shall be installed in the lower corner of the inside door pan to assist with drainage.

A polished stainless steel Hansen D-ring style twist-lock door handle with a #459 latch shall be provided on the door. The 4-1/2” (4.5”) D-ring handle shall be mounted directly to the door latching mechanism with screws that do not penetrate the door material for improved corrosion resistance.

The compartment door shall be securely attached to the apparatus body with a full-length stainless steel 1/4” (0.25”) rod piano-type hinge isolated from the body and compartment door with a dielectric barrier. The door shall be attached with machine screws threaded into the doorframe. The door shall have a gas shock-style hold-open device.

A stainless steel paddle style handle shall be mounted on the interior pan of the door to actuate the rotary latch. The paddle handle shall be connected to the rotary latch by a 5/32" (.156") diameter rod. Cable actuation shall be deemed un-acceptable due to the potential for cable stretch and slippage. The striker pin shall be 3/8" (.38") diameter with slotted mounting holes for adjustment.

The compartment doors shall be securely attached to the apparatus body with a full-length stainless steel 1/4” (0.25”) rod piano-type hinge isolated from the body and compartment doors with a dielectric barrier. The doors shall be attached with machine screws threaded into the doorframe.

The doors shall have a gas shock-style hold-open device. The gas shocks shall have a 30 lb rating and be mounted near the top of the door (when possible).

The door(s) shall be installed in the following location(s): R1

Hose Bed Cover

A cover constructed of Red 18 oz. PVC vinyl coated polyester shall be installed over the apparatus hose bed. The base fabric shall be 1000 x 1300 Denier Polyester with a fabric count of 20 x 20 square inch. 

The front edge of the cover shall be mechanically attached to the body. The sides of the cover shall be held in place with heavy duty Velcro strips running the length of the hose bed. The rear of the cover shall have an integral flap that extends down to cover the rear of the hose bed. This flap shall be secured in place with heavy duty nylon straps to comply with the latest edition of NFPA 1901.

Pre-connect Tray Rear Cover

A cover constructed of Red 18 oz. PVC vinyl coated polyester shall be installed over the rear opening of the pre-connected hose tray. The base fabric shall be 1000 x 1300 Denier Polyester with a fabric count of 20 x 20 square inch.

The covers shall be secured in place to comply with the latest edition of NFPA 1901.

Lower Pump Module

An aluminum extruded lower pump module shall be provided and located forward of the body. The pump module shall be constructed entirely of aluminum extrusions and interlocking aluminum plates. The pump module design and mounting shall be separate from the body to allow the pump module and body to move independently of each other in order to reduce stress from frame twisting and vibration. The exterior surface of the pump module shall have a sanded finish. The officer side panel opening shall be 33” in width. 

Pump Operator Control Panel

The driver side pump panel shall be constructed of 14 gauge stainless steel. The panel shall have the ability to be removed for easier maintenance access in the pump area.

Pump Panel Tags

Color coded pump panel labels shall be supplied to be in accordance with NFPA 1901 compliance.

Water Tank

A minimum 3000-gallon booster tank shall be supplied. The booster tank shall be of a pinned baffle design. The booster tank shall be completely removable without disturbing or dismounting the apparatus body structure.

The booster tank top, sides, and bottom shall be constructed of black UV-stabilized copolymer polypropylene. The copolymer polypropylene tank material shall be welded together utilizing thermoplastic welding technology. A clean hot air temperature controlled process, shall ensure that each weld reaches its plasticized state without cold or hot spots. The copolymer polypropylene material shall be used for its high strength and corrosion resistance for a prolonged tank life.

The booster tank shall have a fill tower with a rearward hinged lid. The fill tower shall be centrally located on the tank and shall assist with tank ventilation. The fill tower shall include a removable polypropylene screen.

The booster tank shall have two (2) tank plumbing openings. One (1) for a tank-to-pump suction line with an anti-swirl plate, and one (1) for a tank fill line. A 3” cleanout plug shall be shall be provided at the bottom of the tank sump.

The booster tank shall include longitudinal and latitudinal baffles. The baffles shall be interlocking and thermo welded to the shell of the tank to minimize water surge during travel and provide enhanced road handling stability. The baffle design shall allow waterflow in accordance with NFPA during tank filling or pump operations.

The tank overflow piping shall exit aft of the chassis’ rear axle. This drain configuration shall assure that rear axle tire traction shall not be affected when moving forward by overflowing water.

The booster tank shall undergo extensive testing prior to installation in the truck. The testing shall include an electronic spark and tank fill test after both the internal and external tank shell welds are completed.

A lifetime manufacture’s limited warranty shall be included.

Tank capacity shall be 3000 US gallons / 2498 Imperial gallons / 11356 Liters.

Rear Tank Dump

A tank dump shall be provided at the rear of the apparatus.

The tank dump shall be a Newton Kwik Dump and shall include a 10" x 10" flip-up valve plate for maximum water flow. 

The dump valve shall be electrically actuated.

The exterior surface of the dump assembly shall be stainless steel.

Tank Fill

One (1) 2” pump-to-tank fill line having a 2” manually operated full flow valve. The valve control shall be located at the pump operator’s panel and shall visually indicate the position of the valve at all times. The fill line shall be controlled using a chrome handle with an integral tag. 

The valve shall be an Akron 8800HD series with a 316 stainless steel ball and dual polymer seats for ease of operation and increased abrasion resistance. The valve shall have a self-locking ball feature using an automatic friction lock design to balance the stainless steel ball when in a throttle position with water flowing through it.

The valve shall be of unique Akron swing-out design to allow the valve body to be removed for servicing without disassembling the plumbing.

Tank to Pump

One (1) air actuated 3” Akron valve shall be installed between the pump suction and the booster tank, 4” piping, with flex hose and stainless steel hose clamps connect to the tank. The valve control shall be located at the pump operator’s panel and shall visually indicate the position of the valve at all times.

The valve shall be an Akron 8800HD series with a 316 stainless steel ball and dual polymer seats for ease of operation and increased abrasion resistance. The valve shall have a self-locking ball feature using an automatic friction lock design to balance the stainless steel ball when in a throttle position and water is flowing through it.

The valve shall be of the unique Akron swing-out design to allow the valve body to be removed for servicing without disassembling the plumbing.

A check valve shall be provided in the tank to pump supply line to prevent the possibility of "back filling" the water tank.

Tank Dump Valve/Extension Switching

The tank dump valve/extension switching shall be located to driver side outboard side of beavertail/body, in cab accessible to driver.

Rear Direct Tank Fill

One (1) 3” rear direct water tank fill shall be provided.

The valve shall be installed between the fill connection port and the water tank to prevent water from flowing out of the tank after filling or disconnecting of the fill line. The connection shall include an inlet strainer, 3" FNST inlet swivel with droop and plug with retainer. The valve shall be constructed of brass and shall be slow closing per NFPA.

The valve control shall be a swing handle located on the valve that shall visually indicate the position of the valve at all times.

All fabricated piping shall be a minimum of Schedule 10 stainless steel for superior corrosion resistance and decreased friction loss.

The direct tank fill shall be located to the officer's side rear of the body.

Adjustable Tracking

Adjustable tracking shall be provided on the driver's side, officer's side of the apparatus.

The tracking shall be positioned above the compartment top and shall allow for maximum adjustment of items mounted to the tracks.

Hard Suction Storage

An aluminum storage tray(s) shall be provided and shall be capable of storing 10’ hard suction hose(s).

The storage tray shall include two (2) NFPA compliant hose restraints.

The tray(s) shall be located driver side in adjustable track (above ladder brackets if applicable), officer side in adjustable track (above ladder brackets if applicable).

Portable Storage Tank Rack

A Zico QUIC-LIFT Portable Tank System (PTS) rack shall be provided. The rack shall lower a portable tank from the stored position to provide a safe and convenient height for unloading and loading.  

The rack shall be electrically operated by two (2) durable high cycle 12 volt actuators and controlled by a 30 amp two-pole double-throw momentary switch located at the rear compartment face office side. The control switch location shall allow the operator to monitor operations, monitor positioning of apparatus mounted equipment in the storage racks travel path and ground personnel while lowering and raising the rack.

The storage rack shall be self-locking in any position during operation. A visual signal shall be provided to indicate when the ladder rack is in motion by two (2) yellow flashing lights installed one (1) on each side of the rack.

The rack shall also be wired through the door ajar indicator light located in the cab to alert the driver that the rack is not stowed if the parking brake is released.

The storage rack shall be capable of storing a maximum of three hundred pounds (300 lbs).

The rack shall be located to the officer side on compartment top of the body and shall be capable of storing a 3000 gallon aluminum frame tank.

There shall be a metal plate mounted to the side of the portable tank rack to assist in the application of the NFPA stripe.

Access Ladder

A ladder shall be provided to access the top of the apparatus body. The ladder shall be constructed with 3/8" aluminum plate side rails and 1-1/4" diameter extruded ribbed aluminum steps. The ladder shall be designed with a slight inward taper to facilitate easier climbing. LED lighting shall be provided to illuminate the ladder steps per NFPA.

The ladder shall be located rear of body officer side.

Rear Mud Flaps

The rear tires shall have a set of black mud flaps mounted behind the rear chassis wheels.

Hosebed Storage Area

The upper sides and front of the water tank shall be extended upward to provide a hose storage area.

The hosebed area shall be approximately 8.75" deep to the hosebed flooring. Width and length shall depend upon overall tank and body requirements.

A removable hosebed shall be provided and shall be constructed entirely from maintenance-free, 3/4” deep x 7.5” wide, extruded aluminum slats that shall be pop-riveted into a grid system. Each slat shall have all sharp edges removed and have an anodized ribbed top surface that shall prevent the accumulation of water and allow for ventilation of wet hose. 

The hosebed shall include an open area for the fill tower(s). The hosebed design shall incorporate adjustable tracks for the installation of an adjustable divider(s). The adjustable tracks shall hold an adjustable divider(s) mounting nut straight, so only a philips head screwdriver is required to adjust a divider(s) from side to side.

The hosebed shall be easily removable.

Hose Tray

A hose tray shall be provided on top of the driver side body compartment top for storage of pre-connected hose. The tray shall be constructed of 3/16” (.188) aluminum diamond plate. The top and rear of the tray shall be open for deployment and re-packing of hose.

The floor of the tray shall have machine punched slots to prevent the accumulation of water and allow for ventilation of wet hose.

Tray Cover

A cover shall be provided for the pre-connected hose tray in compliance with NFPA 1901.

The hose tray cover shall be constructed from 1/8" (.125) aluminum treadplate. The cover shall include a full-length stainless steel (0.25”) rod piano-type hinge. The cover shall be hinged to open outward.

The cover shall include two (2) grab handles and two (2) hold downs to secure the cover in the closed position. The cover shall be labeled as a non-stepping surface.

Tank Dump Elbow and Extension Chute

A slip-on Newton Dump elbow and straight extension chute shall be provided for side water dumping operations.

The dump elbow and straight chute assemblies shall be stainless steel. The straight chute shall be 36" long.

The dump elbow and straight extension shall be stored on the rear tailboard area. Each chute shall be securely fastened to the body with a formed aluminum angle on one end and a hinged aluminum formed flatbar latch on the other end. The hinged latches shall be held closed with a .25" retaining pin.

A support bracket shall be provided to hold the chutes in position for left and right side dumping operations. The bracket shall be removable and shall be able to be attached to the trailing edge of either the left or right side of the apparatus when side tank dumping is required. The chute support bracket shall be stored in a body compartment to be determined by the fire department.

Light Shield

There shall be a shield mounted over the electrical items at the center upper rear of the apparatus to protect them from damage. The shield shall be constructed from .125" aluminum diamond plate.

SCBA Wheel Well Bottle Storage

The body wheel well area shall store up to eight (8) SCBA bottles- four (4) on the officer side and four (4) on the driver side. The bottles shall be externally secured in each storage area by a vertically hinged door which shall be secured in the closed position by a push button latch. The doors shall have a brushed stainless steel finish.

Each storage area shall provide individual storage of a bottle and shall not allow forward or rearward movement of the bottle. The bottle(s) shall be removable from the storage area without the bottle(s) coming into contact with any surface area of the wheel well.

Pump

A Hale MBP pump shall be provided and shall be of a size and design to mount on the chassis rails. The pump shall have the capacity of 1000 gallons per minute (U.S. GPM/4000 Liters per minute). The pump shall be driven by a power take off (PTO) from the chassis transmission.

The entire pump shall be hydrostatically tested to a pressure of 600 PSI. The pump shall be free from objectionable pulsation and vibration. The pump body and related parts shall be of fine grain alloy cast iron, with a minimum tensile strength of 30,000 PSI (2069 bar). All metal moving parts in contact with water shall be of high quality bronze or stainless steel.

The pump body shall be vertically split, on a single plane for easy removal of entire impeller assembly including clearance rings. The pump shaft shall be rigidly supported by two bearings for minimum deflection. The pump shaft shall be heat-treated, electric furnace, corrosion resistant stainless steel. Pump shaft must be sealed with double-lip oil seal to keep road dirt and water out of gearbox. The bearings shall be heavy-duty, deep groove ball bearings in the gearbox and they

shall be splash lubricated. The pump impeller shall be hard, fine grain bronze of the mixed flow design; accurately machines, hand-ground and individually balanced.

The vanes of the impeller intake eye shall be hand ground and polished to a sharp edge, and be of sufficient size and design to provide ample reserve capacity utilizing minimum horsepower. The pump impeller shall be hard, fine grain bronze of the mixed flow design; accurately machined hand ground and individually balanced. Impeller clearance rings shall be bronze, easily renewable without replacing impeller or pump volute body.

Gearbox

The pump gearbox shall be of sufficient size to withstand up to 16,000 lbs. ft. of torque of the engine. The drive unit shall be designed of ample capacity for lubrication reserve and to maintain the proper operating temperature. The gearbox drive shafts shall be of heat-treated chrome nickel steel and at least 2-3/4 inches in diameter, on both the input and output drive shafts. They shall withstand the full torque of the engine.

All gears, both drive and pump, shall be of highest quality electric furnace chrome nickel steel. Bores shall be ground to size and teeth integrated and hardened, to give an extremely accurate gear for long life, smooth, quiet running, and higher load carrying capability. An accurately cut spur design shall be provided to eliminate all possible end thrust. (No exceptions.)

The pump ratio shall provide the maximum performance with the engine and transmission of the chassis. 

Pump Intake

One (1) 6" diameter suction port with 6" NST male threads shall be provided and located to the driver side of the pump. The inlet shall include one (1) chrome cap (shipped loose).  

Pump Rating & Certification

The fire pump shall be rated at 1000 GPM. The pump, when dry, shall be capable of taking suction and discharging water in accordance with current NFPA 1901. The pump shall be tested at the manufacturer`s facility by an independent, third-party testing service. The conditions of the pump test shall be as outlined in current NFPA 1901. 

The tests shall include, at a minimum, the pump test, the pumping engine overload test, the pressure control system test, the priming device tests, the vacuum test, and the water tank to pump flow test as outlined in current NFPA 1901.

A piping hydrostatic test shall be performed as outlined in current NFPA 1901.

The pump shall deliver the percentage of rated capacities at pressures indicated below:

100% of rated capacity at 150 psi net pump pressure100% of rated capacity at 165 psi net pump pressure70% of rated capacity at 200 psi net pump pressure50% of rated capacity at 250 psi net pump pressure

A test plate, installed at the pump panel, shall provide the rated discharges and pressures together with the speed of the engine as determined by the certification test, and the no-load governed speed of the engine.

A Certificate of Inspection certifying performance of the pump and all related components shall be provided at time of delivery. Additional certification documents shall include, but not limited to, Certificate of Hydrostatic Test, Electrical System Performance Test, Manufacturer`s Record of Pumper Construction, and Certificate of Pump Performance from the pump manufacturer.

Manual Master Drain

A manual master drain valve shall be installed and operated from the driver side. The master pump drain assembly shall consist of a Class 1 bronze master drain with a rubber disc seal.

The manual master drain valve shall have twelve (12) individually-sealed ports that allow quick and simultaneous draining of multiple intake and discharge lines. It shall be constructed of corrosion-resistant material and be capable of operating at a pressure of up to 600 PSI.

The master drain shall provide independent ports for low point drainage of the fire pump and auxiliary devices.

Left Intake

One (1) 2-1/2” suction inlet with a manually operated 2-1/2” Akron valve shall be provided on the left side pump panel.

The valve shall be an Akron 8800HD series with a 316 stainless steel ball and dual polymer seats for ease of operation and increased abrasion resistance. The valve shall have a self-locking ball feature using an automatic friction lock design to balance the stainless steel ball when in a throttle position and water is flowing through it.

The valve shall be of the unique Akron swing-out design to allow the valve body to be removed for servicing without disassembling the plumbing.

The outlet of the valve shall be connected to the suction side of the pump with the valve body located behind the pump panel. The valve shall come equipped with a brass inlet strainer, 2-1/2” NST female chrome inlet swivel, and shall be equipped with a chrome plated rockerlug plug with a retainer device.

The valve control shall be located at the pump operator’s panel and shall visually indicate the position of the valve at all times.

All fabricated piping shall be a minimum of Schedule 10 stainless steel for superior corrosion resistance, and decreased friction loss.

A 3/4” bleeder valve assembly will be installed on the left side pump panel.

Intake Relief Valve

The pump shall be equipped with an Akron style 59 cast brass, variable-pressure-setting relief valve on the pump suction side. It shall be designed to operate at a maximum inlet pressure of 250 PSI. The relief valve shall be normally closed and shall be set to begin opening at 125 PSI in order to limit intake pressures in the pumping system. When the relief valve opens, the overflow water shall be directed through a plumbed outlet to discharge below the body in an area visible to the pump operator. The overflow outlet shall terminate with a male 2-1/2” NST threaded fitting to allow the overflow water to be directed away from the vehicle with a short hose (supplied by the fire department) during freezing weather or under other conditions where an accumulation of water around the apparatus might be hazardous.

Front Jump Line

One (1) 1-1/2” preconnect outlet with a manually operated Akron valve shall be supplied to the extended front bumper. The preconnect shall consist of a 2” heavy duty hose coming from the pump discharge manifold to a 2” FNPT x 1-1/2” MNST mechanical swivel hose connection to permit the use of the hose from either side of the apparatus. 

The valve shall be an Akron 8800HD series with a 316 stainless steel ball and dual polymer seats for ease of operation and increased abrasion resistance. The valve shall have a self-locking ball feature using an automatic friction lock design to balance the stainless steel ball when in a throttle position with water flowing through it.

The valve shall be of the unique Akron swing-out design to allow the valve body to be removed for servicing without disassembling the plumbing.

An air blow-out valve shall be installed between the chassis air reservoir and the front jump line. The control shall be installed on the pump operator’s panel.

The discharge shall be supplied with a Class 1 automatic 3/4” drain valve assembly. The automatic drain shall have an all-brass body with stainless steel check assembly. The drain shall normally be open and automatically close when the pressure is greater than 6 psi.

Left Panel Discharge

Two (2) 2-1/2” discharge outlets with manually operated Akron valves shall be provided at the left hand side pump panel.

Each valve shall be an Akron 8800HD series with a 316 stainless steel ball and dual polymer seats for ease of operation and increased abrasion resistance. The valve shall have a self-locking ball feature using an automatic friction lock design to balance the stainless steel ball when in a throttle position and water is flowing through it.

Each valve shall be of the unique Akron swing-out design to allow the valve body to be removed for servicing without disassembling the plumbing.

Each valve control shall be located at the pump operator panel and shall visually indicate the position of the valve at all times.

Each discharge shall extend out beyond the pump panel with a 30 degree downward angle with 2-1/2” NST threads to help prevent kinking of the discharge hose. The 30 degree droop shall be an integral part of the discharge valve and shall be equipped with a chrome plated rockerlug cap with a retainer chain.

Each discharge shall be supplied with a 3/4” bleeder valve assembly. The bleeder valve shall be installed to drain water from the gauge pressure line to prevent freezing of the line. The drain shall be controlled with a quarter-turn valve on the pump panel.

All fabricated piping shall be a minimum of Schedule 10 stainless steel for superior corrosion resistance and decreased friction loss.

Location: left side discharge 1, left side discharge 2.

Right Panel Discharge

One (1) 2-1/2” discharge outlet with a manually operated Akron valve shall be provided at the right side pump panel.

A pair of 1.5" pre-connect discharges shall be provided.

The valves shall have a self-locking ball feature using an automatic friction lock design to balance the stainless steel ball when in a throttle position with water flowing through it.

The valves shall be of the unique Akron Swing-out design to allow the valve body to be removed for servicing without disassembling the plumbing.

The valve controls shall be located at the pump operator’s panel and shall visually indicate the position of the valve at all times.

The pre-connects shall be routed from the plumbing manifold to the driver side compartment top. 

Controls, Push-Pull T Handle

Control handles for tank supply, tank fill and all discharges shall be Push-Pull ”T” style controls.  The valve control levers shall be a chrome push-pull locking "T" handle located at the pump operator’s panel and shall visibly indicate the position of the valves at all times.  The control levers shall be located directly adjacent to one another and shall be mounted in line so they are in the same position when shut off. The control lever shall be connected directly to its respective valve by a .718" OD rod to form a direct linkage control system.

Bleeder Drain Valve

A 3/4" bleeder valve shall be provided for the noted discharge(s). The bleeder valve lever shall be stainless steel and shall be a lift style handle for ease of operation. The drain shall be located at the main pump panel.

Bleeder shall be plumbed for use with the: front bumper discharge, left discharge, right discharge, preconnect #1, preconnect #2.

Pressure Governor

The apparatus shall be equipped with a Class 1 ”TOTAL PRESSURE GOVERNOR PLUS” (TPG) Integrated pump control system. The TPG Plus shall have a weatherproof color display. The TPG will operate as an engine/pump pressure governor/throttle system that is connected directly to the Electronic Control Module (ECM) mounted on the engine. The TPG is to operate as a pressure sensor (regulating) governor (PSG).

The TPG Plus shall display master intake and discharge gauge readings, engine RPM, oil pressure, engine temperature and voltage along with providing critical warnings. The warning levels for oil pressure, high engine temperature, low voltage and high voltage shall be independently programmable.

Tank Level Gauge

One (1) Class 1 brand Intelli-Tank ™ water tank level gauge shall be located at the pump operator’s panel of the apparatus to provide wide angle viewing and a high-visibility display of the water tank level. Four (4) ultra-bright LED’s (light emitting diodes) on the display module allow the full, 3/4, 1/2 and refill levels to be easily distinguished at a glance. 

The long life and extreme durability of LED indicators eliminates light bulb replacement and maintenance. Color coded cover plates shall complete the assembly of the display module.

The system shall calibrate to any size and shape of tank and has a built-in diagnosis feature. It comes complete with an industrial pressure transducer, which will provide nine (9) accurate levels of indications. Each display also has a programmable night dimming feature.

Water Tank Level Gauge, Additional

An additional Class 1 brand Intelli-Tank™ water tank level gauge shall be located rear center body of the apparatus to provide wide angle viewing and a high-visibility display of the water tank level. Four (4) ultra-bright LED`s (light emitting diodes) on the display module allow the full, 3/4, 1/2 and refill levels to be easily distinguished at a glance.

The long life and extreme durability of LED indicators eliminates light bulb replacement and maintenance. Color coded cover plates shall complete the assembly of the display module.

Line Pressure Gauge

A Class 1 weatherproof 2-1/2” compound vacuum pressure gauge with a range of 30-0-400 shall be installed on the pump panel. The gauge shall be filled with a liquid solution to assure visual reading to within 1% accuracy.

Gauge shall be provided for the following discharge(s): left side discharge 1, left side discharge 2, right side discharge 1, preconnect #1, preconnect #2.

Data Recorder

A vehicle data recorder system shall be provided to comply with NFPA 1901, 2009 edition. The following data shall be monitored:

Occupant Detection System

There shall be a visual and audible warning system installed in the cab that indicates the occupant buckle status of all cab seating positions that are designed to be occupied during vehicle movement.

The audible warning shall activate when the vehicle’s park brake is released and a seat position is not in a valid state. A valid state is defined as a seat that is unoccupied and the seat belt is unbuckled, or one that has the seat belt buckled after the seat has been occupied.

The visual warning shall consist of a graphical display that will continuously indicate the validity of each seat position.

The system shall include a display panel with LED back-lit ISO indicators for each seating position, seat sensor and safety belt latch switch for each cab seating position, audible alarm and braided wiring harness.

The display panel shall be located cab dash above transmission shift panel.

Electrical System

The apparatus shall incorporate a Weldon V-MUX multiplex 12 volt electrical system. The system shall have the capability of delivering multiple signals via a CAN bus. The electrical system installed by the apparatus manufacturer shall conform to current SAE standards, the latest FMVSS standards, and the requirements of the applicable NFPA 1901 standards.

The electrical system shall be pre-wired for optional computer modem accessibility to allow service personnel to easily plug in a modem to allow remote diagnostics.

The electrical circuits shall be provided with low voltage over-current protective devices. Such devices shall be accessible and located in required terminal connection locations or weather-resistant enclosures. The over-current protection shall be suitable for electrical equipment and shall be automatic reset type and meet SAE standards. All electrical equipment, switches, relays, terminals, and connectors shall have a direct current rating of 125 percent of maximum current for which the circuit is protected. The system shall have electro-magnetic interference suppression provided as required in applicable SAE standards.

Any electrical junction or terminal boxes shall be weather-resistant and located away from water spray conditions.

For superior system integrity, the networked multiplex system shall meet the following minimum component requirements:

• The network system must be Peer to Peer technology based on RS485 protocol. No one module shall hold the programming for other modules. One or two modules on a network referred to as Peer to Peer, while the rest of the network consists of a one master and several slaves is not considered Peer to Peer for this application.• Modules shall be IP67 rated to handle the extreme operating environment found in the fire service industry.• All modules shall be solid state circuitry utilizing MOS-FET technology and utilize Deutsch series input/output connectors.• Each module that controls a device shall hold its own configuration program.• Each module should be able to function as a standalone module. No “add-on” module will be acceptable to achieve this form of operation.• Load shedding power management (8 levels).• Switch input capability for chassis functions.• Responsible for lighting device activation.

• Self-contained diagnostic indicators.• Wire harness needed to interface electrical devices with multiplex modules.• The grounds from each device should return to main ground trunk in each sub harness by the use of ultrasonic splices.

All harnessing, wiring and connectors shall be manufactured to the following standards/guidelines. No exceptions.

• NFPA 1901-Standard for Automotive Fire Apparatus• SAE J1127 and J1127• IPC/WHMA-A-620 – Requirements and Acceptance for Cable and Wire Harness Assemblies. (Class 3 – High Performance Electronic Products)

All wiring shall be copper or copper alloys of a gauge rated to carry 125 of the maximum current for which the circuit is protected. Insulated wire and cable 8 gauge and smaller shall be SXL, GXL, or TXL per SAE J1128. Conductors 6 gauge and larger shall be SXL or SGT per SAE J1127.

All wiring shall be colored coded and imprinted with the circuits function. Minimum height of imprinted characters shall not be less than .082” plus or minus .01”. The imprinted characters shall repeat at a distance not greater than 3”.

A coil of wire shall be provided behind electrical appliances to allow them to be pulled away from mounting area for inspection and service work.

The overall covering of the conductors shall be loom or braid.

Braid style wiring covers shall be constructed using a woven PVC-coated nylon multifilament braiding yarn. The yarn shall have a diameter of no less than .04” and a tensile strength of 22 lbs. The yarn shall have a service temperature rating of -65 F to 194 F. The braid shall consist of 24 strands of yarn with 21 black and 3 yellow. The yellow shall be oriented the same and be next to each other.

Wiring loom shall be flame retardant black nylon. The loom shall have a service temperature of -40 F to 300 F and be secured to the wire bundle with adhesive-backed vinyl tape.

All connectors shall be Deutsch series unless a different series of connector is needed to mate to a supplier’s component. The connectors and terminals shall be assembled per the connector/terminal manufacturer’s specification. Crimble/Solderless terminals shall be acceptable. Heat shrink style shall be utilized unless used within the confines of the cab.

NFPA Required Testing of Electrical System

The apparatus shall be electrical tested upon completion of the vehicle and prior to delivery. The electrical testing, certifications, and test results shall be submitted with delivery documentation per requirements of NFPA 1901. The following minimum testing shall be completed by the apparatus manufacturer:

1. Reserve capacity test:

The engine shall be started and kept running until the engine and engine compartment temperatures are stabilized at normal operating temperatures and the battery system is fully charged. The engine shall be shut off and the minimum continuous electrical load shall be activated for ten (10) minutes. All electrical loads shall be turned off prior to attempting to restart the engine. The battery system shall then be capable of restarting the engine. Failure to restart the engine shall be considered a test fail.

2. Alternator performance test at idle:

The minimum continuous electrical load shall be activated with the engine running at idle speed. The engine temperature shall be stabilized at normal operating temperature. The battery system shall be tested to detect the presence of battery discharge current. The detection of battery discharge current shall be considered a test failure.

3. Alternator performance test at full load:

The total continuous electrical load shall be activated with the engine running up to the engine manufacturer’s governed speed. The test duration shall be a minimum of two (2) hours. Activation of the load management system shall be permitted during this test. However, an alarm sounded by excessive battery discharge, as detected by the system required in NFPA 1901 Standard, or a system voltage of less than 11.7 volts DC for a 12 volt nominal system, for more than 120 seconds, shall be considered a test failure.

4. Low voltage alarm test:

Following the completion of the above tests, the engine shall be shut off. The total continuous electrical load shall be activated and shall continue to be applied until the excessive battery discharge alarm activates. The battery voltage shall be measured at the battery terminals. With the load still applied, a reading of less than 11.7 volts DC for a 12 volt nominal system shall be considered a test failure. The battery system shall then be able to restart the engine. Failure to restart the engine shall be considered a test failure.

NFPA Required Documentation

The following documentation shall be provided on delivery of the apparatus:

    A. Documentation of the electrical system performance tests required above.

    B. A written load analysis, including:

        a. The nameplate rating of the alternator.        b. The alternator rating under the conditions.        c. Each specified component load.        d. Individual intermittent loads.

Light Bar

A Whelen Justice series 56” all LED light bar model JE2NFPA shall be installed. The light bar shall consist of four (4) corner facing LIN6 red LED modules, six (6) forward facing CON3 Linear LED modules, four (4) red / two (2) white, and MKEZ7 mounts.

Lens color: Clear

The white LEDs shall be switched off in blocking right of way mode.

The light bar shall be installed in the following location: Centered on the front cab roof.

Lower Level Warning Lights

A lower level warning light package consisting of ten (10) Whelen LIN3 Super LED light heads shall be provided.

The rectangular lights shall include chrome flanges where applicable. The lights shall be wired with weatherproof connectors and shall be mounted as close to the corner points of the apparatus as is practical as follows:

• Two (2) Whelen LIN3 Super LED red lights on the front of the apparatus facing forward.• Two (2) Whelen LIN3 Super LED red lights on the rear of the apparatus facing rearward.• Two (2) Whelen LIN3 Super LED red lights each side of the apparatus, one (1) each side at the forward most point (as practical), and one (1) each side at the rearward most point (as practical).• One (1) Whelen LIN3 Super LED red light each side of the apparatus centrally located to provide mid ship warning light.

The side facing lights shall be located at forward most position, in rear wheelwell offset to front, and in rear wheelwell offset to rear.

All warning devices shall be surface mounted in compliance with NFPA standards.

Two (2) Whelen model L31H LED Beacons with Red domes shall be supplied.

The lights shall be located rear upper body on aerial style brackets to meet upper Zone C requirements.

Directional Light Bar

A Whelen model TAL65 LED Traffic Advisor directional light bar shall be installed at rear with control in the cab. A diamond plate shield shall be provided to protect the light bar.

Door Ajar Light

There shall be a 2” red LED hazard light installed as specified.

The light shall be located center overhead.

Electronic Siren

A Whelen 295SLSA1 electronic siren shall be installed in the cab. The siren amplifier and control panel module shall include a rotary selector for six (6) functions, on/off switch, push button switch for manual siren or air horn tones, and noise canceling microphone.

The electronic siren control shall be located in the center overhead.

Siren Speaker

One (1) Federal Signal model ES100 Dynamax 100 watt speaker shall be flush mounted as far forward and as low as possible on the front of the vehicle.  A polished model MSFMT with ”E-ONE” grille shall be provided on the outside of the speaker to prevent road debris from entering the speaker.

Speaker dimensions shall be: 5.5 in. high x 5.9 in. wide x 2.5 in. deep. Weight = 5.5 lbs.

The speaker shall produce a minimum sound output of 120 dB at 10 feet to meet current NFPA 1901 requirements.

The speaker shall be located driver side front bumper.

License Plate Light

One (1) Truck-Lite model 15905 white LED license plate light mounted in a Truck-Lite model 15732 chrome plated plastic license plate housing shall be mounted at the rear of the body.

Tail Lights

Three (3) Federal Signaltech 4” (100 mm) circular LED (Light Emitting Diode) lights shall be installed each side at the rear of the apparatus.

Light functions shall be as follows:

LED red stop/tail light in upper positionLED amber turn signal middle positionLED clear back-up light in lower position.

The lights shall be in resilient shock absorbent mount for improved life.

The wiring connections shall be made with a weather resistant plug-in style connector.

Body Marker Lights

TecNiq 3/4" LED grommet clearance lights shall be installed as specified.28

• Three (3) red LED clearance lights centered at rear.• One (1) red LED clearance light each side at the trailing edge on either side of the apparatus body. • One (1) amber LED clearance / auxiliary turn light each side front of body.

Compartment Lights

One (1) 12" ROM V3 compartment light strip shall be mounted in each body compartment greater than 4 cu. ft. 

Each light bar shall include sixteen (16) super bright white LEDs mounted to circuit boards that have acrylic conformal coating for corrosion protection. The LED circuit boards shall be mounted to an extruded aluminum base with lexan lens.The lights shall be waterproof up to 1 meter (3.3 feet).

Compartment lights shall be wired to a master on/off rocker switch on the cab switch panel.

The wiring connection for the compartment lights shall be made with a weather-resistant plug in style connector. A single water and corrosion-resistant switch with a polycarbonate actuator and sealed contacts shall control each compartment light. The switch shall allow the light to illuminate if the compartment door is open.

Ground Lights

The apparatus shall be equipped with a sufficient quantity of lights to properly illuminate the ground areas around the apparatus in accordance with current NFPA requirements. The lights shall be EON LED (Light Emitting Diode) with clear lenses. The wiring connections shall be made with a weather resistant plug in style connector.

One (1) ground light shall be supplied under each side of the front bumper extension (if equipped).

One (1) light shall be supplied to illuminate the ground below each cab door. Lights in areas under the driver and crew area exits shall be activated automatically when the exit doors are opened.

One (1) ground light shall be supplied under each side of the pump panel area (if equipped).

One (1) ground light shall be installed below each side body staircase (if equipped).

Three (3) ground lights shall be supplied under the rear of the apparatus.

Ground area lights shall be switched from the cab dash with the work light switch.

Cab Step Lights

The apparatus shall be equipped with four (4) lights located two (2) each side to properly illuminate the cab steps in accordance with current NFPA requirements. The lights shall be EON LED (Light Emitting Diode) with clear lenses. The wiring connections shall be made with a weather resistant plug in style connector.

The step lights shall be controlled by the work light switch in cab that is accessible by the driver.

Hose Bed Light

A Truck-Lite round LED light model 81380 shall be installed at the front area of the hose bed to provide hose bed lighting per current NFPA 1901. The hose bed light shall be switched with the work light switch in the cab.

Scene Lights

Six (6) Whelen 600 series Super LED scene lights shall be provided. Each light shall have 12 Super LED diodes with internal light deflecting optics.

Lights shall be located as follows:

The lights shall be controlled in the cab by three switches accessible by the driver. The lights shall be wired as left side, right side and rear so they can be controlled individually.

Engine Compartment Light

There shall be lighting provided in compliance with NFPA to illuminate the engine compartment area.

Pump Panel Lights

Three (3) LED lights shall be mounted under a light shield directly above the side pump panel. The lights shall be Tecniq EON with polished stainless steel housings. The light shields shall be formed from 14 gauge brushed finish stainless steel. The work light switch in the cab shall activate the lights when the park brake is set.

Pump Compartment Light

An LED light shall be provided in the pump compartment area for NFPA compliance. The light shall be a Tecniq EON with polished stainless steel housing. The light shall be controlled by a switch located on the pump operator’s panel.

Back-Up Camera

A Safety Vision back-up camera model SV-625B-Kit with a color monitor model SV-CLCD70BA shall be installed. The monitor shall be installed on the front console area visible at night and in bright sunlight to the driver. The camera shall be mounted up high at the rear of the vehicle to provide a wide angle rear view with audio. The system shall include a cable with metallic waterproof threaded o-ring seal connectors to ensure positive connection between video cable and camera to prevent unplugging due to vibration resulting in video loss to vehicle operator.

Back-Up Alarm

An electronic back-up alarm shall be supplied. The 97 dB alarm shall be wired into the chassis back-up lights to signal when the vehicle is in reverse gear.

DOT Required Drive Away Kit

Three (3) triangular warning reflectors with carrying case shall be supplied to satisfy the DOT requirement.

Painted Water Tank

The vertical exterior surfaces of the tank that shall be visible when the water tank is mounted shall be painted Akzo-Nobel FLNA3225E-1 Red. The paint process shall meet or exceed current State regulations concerning paint operations. Pollution control shall include measures to protect the atmosphere, water, and soil. Contractor shall, upon demand, provide evidence that the manufacturing facility is in compliance with State EPA rules and regulations.

The upper horizontal surface and/or optional hosebed interior side and forward walls shall remain unpainted.

The water tank exterior shall have no mounted components mounted during the painting process to assure full coverage of exterior surfaces of the tank.

Paint process shall feature Akzo-Nobel’s high solid LV products and be performed in the following steps:

Corrosion Prevention - all raw material shall be pre-treated with the Weather Jacket Corrosion Prevention system to provide superior corrosion resistance and excellent adhesion of the top coat. Akzo-Nobel Sealer/Primer LV - acrylic urethane sealer/primer shall be applied to guarantee excellent gloss hold-out, chip resistance and a uniform base color. Akzo-Nobel High Solid LV (Top coat) - a lead-free, chromate-free high solid acrylic urethane top coat shall be applied, providing excellent coverage and durability. A minimum of two (2) coats shall be applied.

Akzo-Nobel High Solid LV (Clear coat) - high solid LV clear coat shall be applied as the final step in order to ensure full gloss and color retention and durability. A minimum of two (2) coats shall be applied.

Any location where a mounting surface on the tank is penetrated, after painting, for the purpose of mounting steps, handrails, lights, or other specified components shall be treated at the point of penetration with a corrosion inhibiting pre-treatment. 

After the paint process is complete, the gloss rating of the unit shall be tested with a 20 degree gloss meter.

Lettering

Up to and including sixty (60) white 3” genuine SignGold letters with contrasting shade and outline shall be applied per department specifications.

Cab and Body Scotchlite Striping

A straight Scotchlite reflective stripe, 8” minimum in width, shall be applied horizontally around the cab and body to comply with NFPA 1901.  The color and location of the stripe to be specified by the purchaser.

Location: low on side of cab and low on side of wetside tank.

Color: White.

Rear Body Scotchlite Striping

Chevron style reflective striping shall be provided on the rear of the apparatus. The stripes shall consist of 6" red/yellow alternating colors printed in an "A" pattern on reflective material meeting NFPA requirements. The striping shall be located on the rear body platework.

Customer Designed Graphic/Logo

A customer logo design supplied to the contractor’s graphics department shall be provided in a digital format to assist with design. The logo shall be installed one (1) each side, front cab doors.

Standard 1 Year Warranty

The apparatus manufacturer shall provide a full 1-year standard warranty. All components manufactured by the apparatus manufacturer shall be covered against defects in materials or workmanship for a 1-year period. All components covered by separate suppliers such as engines, transmissions, tires, and batteries shall maintain the warranty as provided by the component supplier. A copy of the warranty document shall be provided with the proposal.

10 Year 100,000 Mile Structural Warranty

The apparatus manufacturer shall provide a comprehensive 10 year/100,000 mile structural warranty. This warranty shall cover all structural components of the cab and/or body manufactured by the apparatus manufacturer against defects in materials or workmanship for 10 years or 100,000 miles, whichever occurs first. Excluded from this warranty are all hardware, mechanical items, electrical items, or paint finishes. A copy of the warranty document shall be provided with the proposal.

10 Year Stainless Steel Plumbing Warranty

The apparatus manufacturer shall provide a full 10-year stainless steel plumbing components warranty. This warranty shall cover defects in materials or workmanship of apparatus manufacturer designed foam/water plumbing system stainless steel components for 10 years. A copy of the warranty document shall be provided with the proposal.

Two (2) copies of all operator, service, and parts manuals shall be supplied at the time of delivery in electronic format (CD-ROMs). The electronic manuals shall include the following information:

Operating Instructions, descriptions, specifications, and ratings of the cab, chassis, body, installed components, and auxiliary systems.

Warnings and cautions pertaining to the operation and maintenance of the fire apparatus and fire fighting systems.

Charts, tables, checklists, and illustrations relating to lubrication, cleaning, troubleshooting, diagnostics, and inspections.

Instructions regarding the frequency and procedure for recommended maintenance. Maintenance instructions for the repair and replacement of installed components. Parts listing with descriptions and illustrations for identification. Warranty descriptions and coverage.

The CD-ROM shall incorporate a navigation page with electronic links to the operators manual, service manual, parts manual, and warranty information, as well as instructions on how to use the manual. Each copy shall include a table of contents with links to the specified documents or illustrations.

The CD must be formatted in such a manner as to allow not only the printing of the entire manual, but to also the cutting, pasting, or copying of individual documents to other electronic media, such as electronic mail, memos, and the like.

A find feature shall be included to allow for searches by text or by part number.

These electronic manuals shall be accessible from any computer operating system capable of supporting portable document format (PDF). Permanent copies of all pertinent data shall be kept file at both the local dealership and at the manufacturer’s location.

Loose Equipment

The following loose equipment shall be provided with the completed apparatus and, if specified with a mounting bracket or a means of mounting is otherwise provided for on the completed apparatus, shall be mounted prior to delivery.
