In early 2009, CPCS commenced work on a project to reform the Liberian port sector. During14 years of con ict, Liberia’s infrastructure base has been nearly completely destroyed, with the cessation of the majority of services to citizens. As the peace process provides tangible bene ts to the population, the demand for infrastructure increases as transportation services must keeppace with economic growth and expanding opportunities for trade.

Liberia’s main port, the Port of Monrovia, is in a dilapidated stage following years of neglect andlack of maintenance as well as management challenges and corruption. As a result, the Govern-ment of Liberia (GoL) is presently implementing the Port Sector Reform Program (PSRP) aimingto transform the management of the Port of Monrovia from a public sector service port into alandlord port, through public-private partnership (PPP). The end result will be a more effectiveand ef cient port sector providing reliable service and operating on par with international best practices.

The project is being implemented in three phases. In Phase 1 CPCS is providing recommenda-tions on the restructuring of the Port, which includes developing an institutional framework, legaland regulatory framework, nancial and auditing procedures, organizational structure of the new landlord port, and providing an assessment of staf ng and training needs. In Phase 2 we will nalize frameworks and an organizational structure, and will prepare an implementation plan. Phase 3 will be centred on providing support to the new institutional and managerial structure.(08069)

From 2006 to 2008, CPCS worked with Sierra Leone Port Authority (SLPA) on a reform and re-structuring study intended to develop a strategy for converting SLPA into a landlord port and toimprove the sector’s ef ciency. In June 2009, CPCS was retained by the Government of Sierra Leone to implement the recommendations that our team made to the SLPA in Phase I of theproject, and to act as Lead Transaction Advisors.

The scope of work for this phase of the project includes two key components. Firstly, CPCS isadvising on the restructuring of the SLPA from a service port into a landlord port, which includesreviewing contracts, developing an organizational structure, nancial and tax advisory, and pro-viding technical and legal support.

The second component of the project is centeredon the Transactions. In this stage, CPCS will na-lise the transaction strategy, nalise bidding and transaction documents, market the transaction,assist in the bidding process, and provide ongoingsupport in managing the transaction. (08034)

The Government of Jordan (GoJ) is currently proceeding with a program, as recommended byCPCS in a previous study, to develop a national standard gauge rail network linking major citycenters in Jordan with neighbouring countries. The project will proceed on a Build-Operate-Transfer (BOT) basis.

CPCS is currently working with a major European investment bank to provide transaction ad-visory services to the GoJ and implement the PPP transaction, which will result in the devel-opment of new sections of the rail line and improve the operational ef ciency of the railway.

CPCS has maintained our strong presence in Nigeria, demonstrated by two recent project winsinvolving major initiatives in Cross River State (CRS), southeastern Nigeria.

In June 2009 the CPCS Urban Development team began work on the Urban Development MasterPlans for Calabar City and Development Areas in Cross River State project. The objective will beto direct the development of the City of Calabar and other development centres in CRS, over a50-year growth period. CPCS is currently working on a land development framework which willbe integrated with the socio-economic development of the various districts, and developed inconsultation with various stakeholders.

Additionally in CRS, CPCS was recently contracted to perform a Feasibility Study of a Monorail inthe City of Calabar. The Monorail is intended to help reduce traf c, travel times, and the overall economy of the state. As part of this recently commenced project, CPCS is reviewing the con-ceptual design work undertaken, estimating traf c demand, forecasting the capital and operating costs, and assessing the overall feasibility of the project. In addition, CPCS will develop an in-vestment plan, identify the role for private sector partners and develop an implementation plan.(08222 & 09080)

RAILWAY BOT TRANSACTION ADVISORY

CROSS RIVER URBAN DEVELOPMENT MASTER PLAN/CALABAR MONORAIL PROJECT

The project is being carried out over three phases. Inthe Transaction Preparation Phase, CPCS is assistingto structure the transaction by providing technical duediligence, regulatory due diligence, and by utilizing theCPCS proprietary railway nancial model. In the Trans-action Implementation Phase, CPCS will contribute tothe marketing strategy and provide support during thebidding and evaluation process. In the NegotiationsPhase, CPCS will be responsible for providing techni-cal, operational and regulatory support to the clientthroughout the negotiations as well as monitoring theoverall performance throughout the BOT period. For this project in Ghana, CPCS is working to establish a Public-Private Partnership ResourceCentre (PRC), aimed at building capacity of local authorities to utilize PPPs as a mechanism forprocuring and nancing infrastructure projects and services in the public sector. This involves creating an appropriate policy, legal, regulatory, and institutional environment that will fostersuccessful and sustainable projects.

Commencing work in August 2009, CPCS is responsible for fully assessing the feasibility of theestablishment of a PRC in Ghana and strengthening the Government of Ghana’s institutionaland technical capacities and knowledge to develop its PPP market. This includes diagnosing anddesigning options for a PPP Centre, taking into consideration the policy and legislation coveringregulation of the PPP contracts and setting up regulatory frameworks and institutions for infra-structure services.

This is the second African country and third worldwide in which CPCS has assisted in establishinga national PPP unit. (09023)

The objective of this assignment is to review and pro-vide comments and recommendations on a previous-ly-undertaken feasibility study for the proposed DaNang – Quang Ngai Expressway (DQE) in Vietnam.Another objective will be to carry out a capacity build-ing program to support the preparation and imple-mentation of the project.

The DQE, as part of the main north-south expresswayin the central region of Vietnam, has been identi ed by the Government as one of the top priorities for de-velopment. In May 2009 CPCS commenced with an indepth review of the feasibility study, with a particularfocus on the issues that have a bearing on nationalpolicy for expressway development.

DEVELOPMENT OF PPP UNIT/ RESOURCE CENTRE

CPCS is responsible for undertaking: a technical study of preliminary design, environmental andsocial assessments, a study of toll rates, review of economic and nancial analysis, outlining of PPP arrangements, and a review of the project implementation plan. CPCS will also design andimplement a capacity building programme to streamline project implementation. (08242)

CPCS was retained to undertake an in-depth assessment ofall traf c ows through the Western Canadian Transportation System, and the suitability of all transportation infrastructureto support traf c ows over a 20 year forecast period. CPCS is managing a team of rail, road, airport, marine and multi-modal experts to this end. The aim of the study is to identifyinfrastructure investment priorities over the next 20 years,as part of the Federal Government’s Asia-Paci c Gateway and Corridor Initiative.

It is intended that the output of this study will outline chal-lenges and provide recommendations regarding solutions andopportunities for future improvements and investments,

The Municipality of Bayham has engaged CPCS todetermine the market demand and business casefor a ferry service between Port Burwell, Ontario,and an Ohio port and to assess the overall feasi-bility of the project from technical/infrastructure,economic, social, environmental and nancial standpoints.

The study is being conducted in two phases. PhaseI involves determining the market feasibility of pro-viding the ferry service for commercial truck andlimited car traf c between Port Burwell and

CPCS recently completed two projects in Nigeria concerned with public-private partnership ca-pacity building in the country.

With regards to the PPP Programme Development and PPP Unit Feasibility Study, CPCS advisedthe Government of Nigeria on improving the policy, legal and regulatory environment for PPPtransactions in the country, as well as on the design of a centralized PPP Unit which will act as amechanism for procuring and nancing infrastructure projects within the public sector. Based on a thorough policy and legal review, over 60 public and private sector consultations, and draw-ing on lessons learned, CPCS designed and developed the PPP Unit, including a consideration ofexpected functions and funding mechanisms.

CPCS was also contracted to assist the State Governments of Lagos and the Federal Capital Ter-ritory (FCT) in Nigeria to review the existing environment for PPPs, as part of the State-LevelPPP Framework project. The assignment involved reviewing the existing institutional, legal andregulatory environment for infrastructure PPPs at the state level in Lagos State and the FCT. Theresults of the study were presented to the client, with our recommendations on how the enablinginstitutional, legal and regulatory environment in Lagos State and FCT could be enhanced to im-prove opportunities for PPP going forward. In early 2008, CPCS was awarded a contract by the Government ofMadagascar for a project involving the development of a PPP frame-work for the establishment of a multi-modal logistics platform nearthe capital city of Antananarivo. The logistics platform will facilitaterail and truck transport on the Toamasina-Antananarivo corridor thatlinks the country’s main port with its capital. It is intended that thedevelopment of an effective and cost-ef cient multi-modal logistics platform near Antananarivo, providing multi-modal logistics services,will go a long way towards augmenting the ef ciency and cost effec-tiveness of transport in the region, leading to positive spin-off ben-e ts for the entire country. To this end, the CPCS team performed a range of services, including undertaking detailed assessments of thecountry’s rail, road and port sectors; the development of a Master

The Africa Union (AU) / New Partnership for Africa’s Development (NEPAD) African Action Plan(AAP) is a joint action plan for programs and projects aimed at advancing regional and continen-tal integration in Africa in the following sectors: transport, energy, water/sanitation, ICT, educa-tion, health, social affairs, peace/security, governance, environment, gender, science/technology,agriculture, and trade. These programmes and projects fall within the sectoral priorities that theAU and NEPAD jointly identi ed and agreed to as strategic to the overall development objective of realizing the socio-economic transformation of the continent. CPCS was contracted to producea revised AU/NEPAD African Action Plan, which contains a buy-in from all stakeholders involvedin Africa’s development drive. More speci cally, the revised AAP entails reliable content, ensuring that the set of programmes and projects outlined therein have undergone scienti c, methodical and veri able analysis. Completed in July 2009, the scope of the review included reviewing sec-tor strategies, program costing and nancial commitments, prioritizing programs, and conducting stakeholder consultation and buy in for the plan from the four lead agencies, the eight RegionalEconomic Commissions (REC’s) and the international donor community. The main objective of this feasibility study completed in Au-gust 2009 was to establish all requisite frameworks for the de-velopment of a new container terminal at the Port of Dar esSalaam, Tanzania. The study objectives were fourfold: rstly, to con rm the viability of the project; next, to establish fac-tors that will determine the viability of the project; thirdly, toidentify the form of PPP most likely to deliver value for mon-ey; and lastly, to establish the optimum scope of the PPP.

Project work included undertaking a marketing study, aninvestment plan, an operational plan and an analysis ofpublic-private partnership opportunities. CPCS provided

information about the entire PPP cycle in the context of port sector development. We providedadvice on the regulatory framework, cost issues and tariff structuring as well as technical stud-ies. CPCS advised on different options regarding how the project should be structured. Further-more, CPCS identi ed the constraints which could hinder the project’s development and ensured that this is developed around a proper business plan, taking into account different through-puttrends. The project was recently completed following the submission of a Final Report detailingour recommendations. (08100)

Following requests from some of our public and private cli-ents in Nigeria, CPCS facilitated our rst combined course in public-private partnerships (PPP) and nancial mod-elling. The course combined material used for previoustraining in Excel, modeling, and PPP. CPCS has previouslyprovided training in Excel and modeling, however with ourclients identi ed a need for this type of training to comple-ment the increasing use of PPPs in projects throughoutNigeria.

CPCSwasengagedtoassessthecompetitivenessofthePortofHalifaxasagatewaytotheUSMidwest,particularly Chicago and Memphis. This recently completed assignment involved traf c data analysis with the support of trade data provider Centradex and third-party logistics provider Panalpina. It as-sessed Halifax’s competitiveness in terms of transit time, door-to-door cost, and reliability, relativeto other East Cost gateways serving the same markets. The project was completed in August 2009.(09102)

The training was led by Arif Mohiuddin, Dr. Cezley Sampson, Philip Asante, and Derrick Lichti.One and a half days focused on PPP, legal and regulatory issues, and the transaction processwhile the remaining time focused on spreadsheet development. The trainees were given hands-on exercises designed to advance their spreadsheet skills. The process of model developmentwas discussed in detail and was followed up by the development of real, working nancial model. (07197)

The project, carried out for the Papua New Guinea Departmentof Transport, aims to reduce poverty of disadvantaged mari-time and river-based communities by improving access to mar-kets and social services, through the introduction of subsidizedwater transport services, coupled with provision of safer ma-rine infrastructure and a campaign to improve boating safety.

The pilot shipping service was introduced on the Sepik River in July2009 and additional services on other routes are currently being

In January 2008, CPCS was retained by the Lagos State Gov-ernment agency LAMATA (Lagos Metropolitan Area TransportAuthority) to provide transaction advisory as well as conceptualdesign services for a proposed urban rail mass transit line – theBlue Line. The Blue Line rail system will run from Okokomaikoto Marina, a distance of approximately 37 km. CPCS under-took similar services for a proposed rail line between Iddo andAgabo, 26 km to the north. Although this project was cancelledmid-stream due to external considerations, we are well-placedand familiar with LAMATA and the transit situation in Lagos.

COMMUNITY WATER TRANSPORT PROJECT

We are also planning the construction of up to 200 jetties throughoutthe maritime provinces. The project is being led by Dr. Joseph Jones, Principal with CPCS. Dr.Jones has previously worked in Papua New Guniea (PNG) on a project involving the strategic andorganizational review of Papua New Guinea Harbours Ltd.

This is CPCS’ third maritime development project in PNG. We have proven our dedication tomaritime development and reform in the country and region; our hard work has been recognizedat many levels including being twice presented with the Canadian Manufacturers and Exporters’Canadian Award for International Cooperation for our contribution to institutional, social and en-vironmental development in the PNG maritime sector. LAGOS “BLUE LINE” MASS TRANSIT PROJECT

CPCS is responsible for providing transaction advisory services to assist LAMATA in developingthe project using a public private partnership (PPP) structure. Earlier this year, LAMATA publishedadvertisements for the tender of contract for the design and construction of the railway xed in-frastructure. At the same time, they advertised for Expressions of Interest (EOI) for the railwayoperations and maintenance (OM) concession. CPCS continues to provide transaction advice toLAMATA as the transport authority negotiates with the various private sector players that wish tobuild and operate the Blue Line. (06170)

In 2005, the Nigerian Government embarked on an Electric Power Sector Reform Program. Oneof the key thrusts of the reform strategy was to ensure the complete overhaul of the power sec-tor. CPCS was originally selected in 2006 by the Bureau of Public Enterprise (BPE) to privatize thedistribution and generation companies created out of the unbundling of the Power Holding Com-pany of Nigeria (PHCN). This project in its original form is presently on hold at the sole behest ofthe Federal Government of Nigeria (FGN) as they institute measures to improve industry viability.In the interim, FGN decided to explore measures to improve power generation capacity, improvedistribution system reliability and ef ciency and enhance the transmission capacity and reliability. To this end, CPCS was retained by BPE to carry out an audit of the Nigerian power sector, whereour team is presently working to assess electricity generation capacity; audit major assets andcarry out technical and operational assessment of the system; assess the transmission capacityto provide for reliable transmission services; and update nancial, legal and regulatory due dili-gence. The project has recently commenced and CPCS is partnering with SNC-Lavalin and a local rm to jointly carry out the consultancy exercise. (05238/09053)

CPCS was engaged to advise the Federal Capital Territory Authority(FCTA) of Nigeria on the development of a rail-based mass transitsystem within Abuja and the Federal Capital Territory (FCT). CPCSconducted the feasibility study and conceptual design for three ofthe six proposed rail-based mass transit lines of the Abuja LightRail Network.

CPCS is reviewing all documents and reports germane tothe development of Abuja, and the proposed mass transit.

Using this review, CPCS proposedan institutional design and training program for of cials from the Transportation Secretariat – the primary agency responsible for managing mass transit services within the FCT. CPCS prepareda study and capacity building study tour to Canada, the US, China, Brazil and The United ArabEmirates for the of cials from the Transportation Secretariat to complement training provided in Abuja. This training would put the Transportation Secretariat of cials in a better position to regu-late the Abuja Light Rail system when development is complete.

The FCTA has expressed a willingness to involve the private sector in all aspects of the develop-ment of the Abuja Light Rail. Moreover, budgetary constraints have made this approach the pru-dent course of action. CPCS is thus assisting in formulating the optimal private sector participa-tion strategy for the development and operation of the Abuja Light Rail. CPCS recently completed Phase 1 of this project to develop a portion of waterfront in the city ofDar es Salaam, Tanzania, and was retained by the client to carry out Phase 2, the implementa-tion stage.

The Tanzania Port Authority (TPA) decided to develop a portion of its property inside the Dar

Ibrahima JanganaMr. Jangana is a port and marine sector expert with over 33 years of experience. Mr. Jangana hasworked for several West African ports, including as Managing Director at Ecomarine Internationalin Togo, as Managing Director of Gambia Ports Authority, and in varipus positions in the port sec-tor in Cote D’Ivoire, Liberia, and Nigeria. In 2005, CPCS undertook a project to prepare a toolkit on bus transport reform to assist transitauthorities to improve and expand service using public-private partnerships (PPP). In a 2008 is-sue of the World Bank’s Public-Private Infrastructure Advisory Facility’s (PPIAF) newsletter, theproject is hailed as “one of PPIAF’s most successful global products” and is being continually expanded to be made more accessible to transport authorities worldwide.

CPCS Chairman to advise Queensland Rail on privatizationHon. M. Douglas Young, CPCS Chairman of the Board, has been retained by Queensland Rail(QR) based in Brisbane Australia to provide advice on the privatization of the government ownedrailroad. QR owns 10,000 km of track in Australia and has a workforce of more than 15,000 em-ployees. The Queensland Government announced in June 2008 that a number of assets includ-ing Queensland Rail would be privatized.

Armenia Railways ConcessionIn January 2008, Russian Railways was selected as the preferred bidder for the CPCS-led Ar-menian Railways concession. Implicit in the concession agreement was the investment of $570-million (US) in infrastructure and rolling stock upgrading. South Causasus Railways (SCR), as asubsidiary of Russian Railways, has of cially started business operations in Armenia.
