First Read of Revisions to Policy JFB - Open Enrollment

BACKGROUND:
The Governing Board will review and consider revisions to Policy JFB, Open Enrollment:
Administration is recommending revisions to this policy, as presented. The proposed revisions include recommendations from the Arizona School Boards Association, as well as Administration’s recommendations that are specific to the needs of the District. The proposed revisions include changing the requirement for Board approval of capacity figures to a requirement that the Superintendent report capacity figures to the Board. Administration also has provided a recommended regulation, JFB-R, to accompany this policy. The regulation sets forth in detail the annual timeline, priorities and procedures for open enrollment. The Governing Board previously approved Policy JFB on October 17, 2017.

RECOMMENDATION:
It is recommended that the Governing Board award the Exterior Painting contract to Skyline Builders and Restoration, Inc., using the Tempe Elementary School District SAVE RFP 19-16-23 for Navajo Elementary in the amount of $271,368.17.
BACKGROUND:
The January 25th Memorandum addressing additional project costs not being included by The Trust identified a scope of work for Exterior Paint Lead abatement that SUSD did not accept. This scope of work only accounted for the lead abatement and not a full exterior repaint. CRS Add Alternate #4 Exterior Lead Containing Paint Abatement - $216,200 (not accepted) Exterior Painting Budget established in Jan 25th memo - $125,000 Had we chosen to accept the CRS Add Alternate #4 and then perform the exterior painting our cost would have been nearly $70,000 more than the Skyline Builders and Restoration painting and abatement project award.

RECOMMENDATION: It is recommended that the Governing Board approve the award of No. 20007, STEAM Professional Learning Plan to Discovery Ed for the estimated amount of $126,000 from date of award through September 30th 2020 and authorize two (2) additional one-year renewals contingent upon availability of funds for the next fiscal year.
BACKGROUND: The purpose of the Request for Proposal was to select a vendor capable of providing two (2) elementary schools, Navajo and Laguna to become certified in the area of STEAM (Science Technology Engineering Arts and Math). In order to ensure this happening, SUSD is proposing to hiring a company to implement a three-year plan that would include administrators and teachers to make the systemic changes. On August 27 2019 the Notice of Solicitation for RFP No. 20007 was issued to 210 prospective vendors and on September 12, 2019 three (3) acceptable offers were received from Discovery ED, Magnify Learning and Define learning. The responses were evaluated and scored according to the evaluation criteria outlined in the original solicitation. A Best and Final Offer (BAFO) for clarification and pricing was issued on September 16, 2019 to Discovery Ed as they were the only vendor determined to be acceptable for further consideration. The evaluation committee was comprised of the following individuals: Barbara Reinert, PreK-12 Science Academic Coach; Brooke Williams, Principal of Laguna Elementary School; Matt Patzlaff, Principal of Navajo Elementry School; and Laura Boone, Instructional Technology Teaching & Learning Coach. It is the recommendation of the evaluation committee to award Discovery Ed the contract for STEAM Professional Learning Plan.This contract shall be valid from date of award through September 30th 2020 with an option to renew for two (2) additional one-year terms not to exceed a total of three (3). The award is contingent upon the availability of funds for each fiscal year and overall satisfaction with the services provided. For this procurement, it was necessary to compare different price, quality and contractual factors, to conduct discussions with the offerors and to award a contract in which price alone was not the determining factor. Therefore, competitive sealed bidding was not practicable or advantageous to the District and the competitive sealed proposal method was used. RECOMMENDATION: It is recommended that the Governing Board approve the multiple vendor award of RFP No. 20003 for Disposable Food Packaging to P & R Paper and Greco & Sons for fiscal year 2019-2020 and authorize four (4) additional one-year renewals.
BACKGROUND: The purpose of the Request for Proposal is to seek proposals from qualified vendors of Disposable Food Packaging. The nutritional services department is need of purchasing a wide assortment of bowls, containers, lids, wraps etc.. to serve in the District’s school breakfast and lunch programs. On August 8, 2019 the RFP was released. Proposals were sent to ninety eight (98) prospective vendors, on August 29, 2019 at 1:00 p.m Proposals were received from three (3) firms Shamrock Foods, P7R Paper and Greco & Sons). On September 15, 2019 copies of the proposal were made available to each member of the Evaluation Committee for review and evaluation. Two (2) of three (3) responses met the criteria set forth in the Request for Proposal and were therefore presented to the Committee for review, evaluation and recommendation.. The evaluation committee was comprised of the following individuals from the nutritional services department: Patti Bilbrey, Director of Nutritional
Services (Chairperson), Kaitlin Lane, Nutritional Services Operations, and June Cimarossa, Nutritional Services Operations. It is the recommendation of the evaluation committee to issue a multiple vendor award for Disposable Food Packaging to P & R Paper and Greco & Sons. Shamrock Foods bid was determined to be unresponsive, as the bid had only a cover letter, but no documents, pricing or bidder response, only their unsigned cover letter notifying the District with their relationship with Aspin / Mohave Cooperative Contract This contract shall be valid for fiscal year 2019-2020 with an option to renew for four (4) additional one-year terms not to exceed a total of five (5). The award is contingent upon the availability of funds for each fiscal year and overall satisfaction with the services provided. For this procurement, it was necessary to compare different price, quality and contractual factors, to conduct discussions with the offerors and to award a contract in which price alone was not the determining factor. Therefore, competitive sealed bidding was not practicable or advantageous to the District and the competitive sealed proposal method was used. McPherson & Jacobson is the firm that was selected last year through an RFQ process to conduct a superintendent search at the cost of $36,900. The search was suspended in December 2018 and with Board approval would now be continued at a cost of $15,353.60, the remaining balance of the original contract.
