MISSION
L M Belwal - CEO, MPSRLM
It gives me great pleasure to present this book on Special Iniaves by Madhya Pradesh
State Rural Livelihood Mission. Apart from the roune works, MPSRLM has iniated
several intervenons for the benefit of the target families. These iniaves have been
greatly admired by the community. The intervenons are scalable, replicable and
sustainable.
Special Iniaves are pilots undertaken by the mission with an objecve of scaling them
up and also replicang them to other areas in later phase. These iniaves also include
projects undertaken with partners-other government departments, NGOs etc, sharing
resources and experiences with them.
This book gives an insight into our leading edge endeavors and it would not have been
possible without acve parcipaon of the community. My sincere thanks are to the
Hon'ble Minister, Panchayat and Rural Development and ACS of the Department for their
guidance and my enre team members of MPSRLM for their dedicaon and
commitment.

PARTNERSHIPWITHDIGITALGREEN
The project is to build and use informaon
and communicaon technologies. Digital
Green combines technology and social
organizaon to share locally relevant
livelihood pracces among rural communies
in a cost effecve manner. Community cadre
for video producon and screening has been
created.
The project duraon is of 3 years, from
January 2014 to January 2017 and coverage
is in 3 model blocks.
We have partnered with Digital Green to tailor the use of video based methodology in
livelihood content. Videos focusing on locally relevant pracces are prepared and shared by
trained community agents among small community on a regular basis using highly
portable, baery-operated projectors.

GENDERPILOT
The training tools employed in this programme
includes
Mahila Kisan ki Pehchan: This exercise aims to disnguish between women’s social, polical, cultural roles and their occupaonal roles
Pehchaan Patra: This tool is used for assessment and acon around entlements in public programs to reinforce women’s independent access, control and ownership over resources
Dana Kothi Khali Kyu: The tool demonstrates the various inputs in the household through livelihood acvies, oulows in the household and contribuon of public programs as entlements
Kamal-Kamli: Social construcon of Gender
Gender Pilot is being carried out in
collaboraon with organizaons Anandi and
UN Women in 1 block each of Barwani,
Sheopur, Dindori, Alirajpur, Mandla and
Jhabua.
Acon Plan has been developed for conducng
gender modules “Hamare Adhikar-Hamari
Pahchan” in 6 districts. 1st module has been
completed.
MPSRLM has been working with rural poor
women from10 districts of Madhya Pradesh
since 2012. Forming women’s instuons and
working towards changing the nature and
direcon of systemic forces which marginalize
women has been an integral component of
our work. The empowerment approach
concentrates on training and capacity building
beyond a narrow focus on technical skills.
Gender pilot is a step further in that approach.

SLACC PROJECT
SLACC will be implemented in threetracks as described below.
Track 1 – Resource Villages:A community-based climate adaptaon approach will be demonstrated
in about 50 villages of Madhya Pradesh from the first year of project implementaon. The key project inputs provided for developing
resource villages are field implementaon support, training and an adaptaon grant. The resource villages will enable the development of a
range of knowledge products (including a community adaptaon planning tool, training curricula, CRPs), as well as policy briefs based on
the intensive implementaon experience.
Track 2 – Expansion Villages:Demonstrave implementaon of community-based climate adaptaon approach will be expanded to 50 more villages in state from the second year of project implementaon. The key project inputs provided to the
expansion villages are field implementaon support, training and a limited CCA Grant. The expansion villages will also contribute to the development of knowledge products and policy briefs based on the
expanded implementaon experience.
Track 3 – Scaling-up:Scaling up of the approach into NRLM's livelihood intervenons in the
other blocks in the state will be the focus in the third and fourth years of project implementaon. Scaling-up will be facilitated through policy
inputs, training and disseminaon of knowledge products.
Sustainable Livelihoods and Adaptaon to Climate Change
Project aims to enhance improve adapve capacity of the rural poor to climate variability and change in sustainable livelihoods of the poor
through community based intervenons on agriculture,
increasing adapve capacity towards extreme climate change events,
water, fodder, livestock and other financial and instuonal measures
for migaon of Climate change.
Approach of this projectincludes creang a cadre of
environment CRPs and preparaon of climate adaptaon plan
at VO levelThe project recognizes the
importance of gender equity, because climate change adversely
affects the women more due to poverty and subsistence
dependence on climate sensive livelihoods. It is being implemented
in Sheopur and Anuppur.
COMMUNITYMANAGEDSUSTAINABLEAGRICULTURE
This iniave aims to address the major
causes of agriculture distress which are
extensive use of chemical inputs, high costs of
agriculture, displacement of local knowledge
and unsustainable agricultural pracces like
monocropping. With an objecve of
sustaining agriculture based livelihood
opons, this method makes best use of natural
resources by using local knowledge skill and
labour. The mission’s special focus is on small
and marginal farmers, women, tenants and
agriculture workers. Heretofore, 1225 acres of
land under culvaon and 2,068 such
beneficiaries of CMSA are there in MPSRLM.

COMPREHENSIVELIVESTOCKDEVELOPMENTPROGRAMME
The objecve of this program is employment
generaon through beer livestock management and
dairy husbandry. This includes control and prevenon
of infecous, parasic and deficiency diseases in
animals, capacity building of animal rearers and
developing a sustainable system of breed
improvement.
The approach is to establish 2 livestock development centers in each block which includes
breed improvement, fodder development, animal health camp and depung a technical
person for providing livestock related services. Working area of these centers is within 10
to 15 km of radius and the animals covered are cale, buffalo, goats, poultry and pigger y.
The project coverage is about 2000 families and 5000 animals per LDC.
The various intervenons under this project are Arficial Inseminaon, Pregnancy
Diagnosis ,Calving follow up, Inferlity cum Animal health Camp , Vaccinaon, Fodder

CBMFI(COMMUNITYBASEDMICROFINANCIALINSTITUTIONS)
As it has been seen that even small loans
which are taken frequently, if taken from the
money lenders proves fatal as the rate of
interest is extremely high; it became essenal
to think of an effecve arrangement for
provision of easy financial services at right
me, right interest and as per the need of the
villagers.
The community of Pa block in Barwani and
Para block of Jhabua have established their
Community Based Micro Finance Instuons.
These CBMFIs Samridhi (Pa block) and
Praga (Para blo ck) with 2150 and 1435
members have been running successfully.
These instuons are providing door step financial services to their members –the low-
income earners, for whom access to official banking services is impossible or nearly so.
Moving a step further they are now providing loans to NRLM compliant SHGs.
COMMUNITYTRAININGCENTRES
Fee Structure of various trainings
These centers meet the training needs of the
community instuons and community resource
persons and are run by the expert community
members. Establishment of these centers save the me
and cost of hiring an external agency and training is
imparted in a community friendly manner.
These are established in government buildings and are
well equipped with accommodaon facilies, mess,
toilets, library, computer and internet facilies and
recreaonal acvies for elderly and children.
Provision of demonstraon of CMSA model and organic
farming is also there. Management of mess and hostels
is done by SHG members. These centers are now
moving towards solar electrificaon and biogas
installaon.
At present there are 5 Community Development
Training Centers, each in Barwani, Dindori, Alirajpur,
Mandla and Sheopur. In future these all districts will
have one center to meet the unending demand of
capacity building of the community members.

INTEGRATEDSMALLORCHARDDEVELOPMENTPROGRAMME
The implemenng partner is BAIF and the
project coverage is three model blocks.
The project duraon is of 5 years from
2014-19.
The project will cover 500 beneficiaries in
each block and they will start earning Rs.
10,000/month from the 3rd year onward
(combined income from both the
intervenons of BAIF).
The objecve of this program is to stabilize the
livelihoods of selected families through holisc wadi
approach and off farm livelihoods for reducing
poverty and migraon through various socio-
economic intervenons. This includes
implementaon of environment friendly income
generang acvies in the idenfied area and
promoon of improved sustainable agriculture
pracces in project area.
The various intervenons of this program are establishment of orchard of the selected
fruit variety, ulizaon of border of orchard for planng of mulpurpose forestry and
economic species, development of water resources individually/community basis,
adopon of local soil conservaon measures, adopon of improved farming techniques
by capacity building of the parcipang farmers .

economic and social empowerment of the
poor and most marginalized people by
supporng the development of businesses
and jobs, to provide orientaon and skill
development training on energy based
acvies to the SHG members. Training on
integrated energy modules, chemical
bangle and tailoring, dona making and
enterprise development trainings etc are
provided to the SHG members for
strengthening their livelihoods. This

DEFENCERALLIES
In coordinaon with armed forces namely
Indian Air Force, Indian Navy and Indian
Army, MPSRLM organized several defense
rallies for unemployed youth.Special
orientaon and training programs are
conducted before their parcipaon in
rallies. For the purpose of conducng
trainings the mission has established “the
Aajeevika School Prashikshan Kendra” in
Anuppur.
About 7000 youths have already
been placed in these rallies in
last 3 years in the state under
RAF, DPIP and SRLM.
PRODUCERCOMPANIES
To help small holder farmers parcipate in
the emerging high value markets and to
increase their compeveness MPSRLM
helped strengthen Farmer Producer
Companies (FPC). These producer
companies were established for the
purpose of producon and trading and
around 3000 farmers are associated with
these companies.
At present there are 6 FPCs, dealing with agro products in the mission. FPCs are established
in Sheopur, Dindori, Mandla, Dhar, Barwani and Shahdol districts. These FPCs are
operaonal with long term business plans focused on creang sustainable income
generang enterprises.
FPC in Barwani is engaged in turmeric and chilly producon and trading; in Dhar the
beneficiaries of FPC are potato culvators; in Sheopur and Shahdol FPCs are NTFP based; in
Dindori FPC is dealing with dairy products, ferlizers & minor millet and in Mandla with
minor millets & rice .
The establishment of these Farmer Producer Companies has paved the way for farmers
turning traders to market their products at a remunerave price.

Some of the species that are being grown in
various districts
Drumsck
Bamboo
Graed Aonla
Pomegranate
PLANTATIONONFIELDBUNDS
Planng economically beneficial species like
drumsck, bamboo, graed aonla etc is a profitable
business for farmers. At the same me they can play
significant role in keeping the environment clean.
Since these species have different gestaon period
and it is extremely difficult for common farmers to
take a quick decision about planng them on good
lands. However, they do not mind planng these
species on field bunds without affecng arable crops.
With this background in mind, MPSRLM started
making efforts in this direcon a couple of years back
and result of the efforts can be seen now. The
objecve was to increase in economic gains along
with climate change adaptaon and migaon.
Farmers are encouraged to take up
plantaon on field bunds. Technical
assistance and is provided by the mission.

COMPUTERLITERACYTOCRPS
It is paradoxical that IT is associated mainly with
developed countries or capital intensive market
and there is dubiousness in the minds about the
role IT would play in the regions that lack basic
needs. Nonetheless, MPSRLM has put in efforts to
familiarize the rural women with computers and
also is making efforts to provide IT services to the
rural poor with the goal of faster development of
rural MP.
MPSRLM has taken the iniave to create a cadre of computer literate CRPs, who will be ulized in
spreading digital awareness among communies.
Due to low computer literacy villagers oen fail to avail benefits of services available online. They
need to visit government offices every now and then, many mes just for informaon. Being
computer literate can save them me and money.
900 CRPs have been idenfied and provided computer training. These computer literate CRPs will
be deployed to work at village level to work on the following:
Provide computer training to new CRPs.
Perform online bookkeeping and MIS entry at village level through computer and table PCs.
Provide informaon about various Govt. schemes to villagers and also help villagers to register themselves for the schemes through internet.
Connect villagers with a livelihood related helpdesk which will be provided by MPSRLM.
Promote the products being developed by the villagers.
Besides, the mission has developed an
online bookkeeping system for SHGs, in
which data is being entered by these
computer literate CRPs. The idea behind
this iniave is to develop at least one
computer literate person per village. The
response and the results so far have been
very encouraging but sll a long way to go.
