LEGISLATIVE UPDATES
Legislative Updates (2.13.15)• Bills out of play • HB 1070 – a bill that mandated school districts to provide special
education and related services to homeschool students. Withdrawn by the sponsor.
• HB 1093 – a repeat of last year’s bill to allow parents/guardians to opt their students out of the state assessment. Defeated in House Education. Tight vote: 7 in favor of allowing the opt-out; 8 against it.
• SB 104 – a bill that clarified the process for receiving parental consent when a school is administering particular types of surveys. Tabled in Senate Education.
• SB 164 – a bill that required students to pass a civics test in order to graduate from high school. Test would be the same one used by the federal government to test applicants to become U.S. naturalized citizens. Withdrawn by the sponsor; a resolution has been offered in its place (SCR 6).
Bills making their way through process • HB 1092 – a bill to establish and fund a rural school teacher recruitment assistance
program. Current dollar amount is $1. Passed the House; to be heard next in Senate Appropriations.
• HB 1101 – a bill to ensure local control over curriculum and instruction. Passed the House.
• 1147 – a bill to increase the dollar amount of the South Dakota Opportunity Scholarship. Passed out of House Appropriations and headed to the floor.
• HB 1148 – a bill to require monthly fund balance amounts from school districts, collected as part of district’s annual report to DOE. Passed the House.
• SB 176 – a bill to provide for development of online resources and a rubric for textbook analysis, and to make an appropriation. To be heard by Appropriations Committee.
• SB 183 – a bill to revise the voting requirements regarding issuance of bonds and capital outlay certificates (from 60% to 55%). Passed out of Senate Local Government.
Bills yet to be heard • HB 1184 – a bill that would heavily regulate the use of digital
learning platforms • HB 1198 – a bill that would require legislative approval of the
state assessment • HB 1207 – a bill to revise certain provisions concerning
pension fund and capital outlay fund tax levies, to provide opt-out for capital outlay levy, and to revise the PSA
• HB 1223 – a bill to end the state’s involvement with the Common Core standards. To be heard in House Education on 2/18.

• Dates as to when the modules will open to begin training have not been decided
• Modules take about 3-4 hours to complete

• Testing Coordinators, Principals, Superintendents, SPED Directors – be on the look out for template to register coordinators and teachers to administer the assessment.

Students graduate high school ready for postsecondary or the workforce
Transition Services Liaison Project staff have upcoming “Catch the Wave” events throughout the state. This is a great opportunity for students with disabilities to learn about post-secondary education (either college or technical institutes.) Students will learn about preparing for college life, securing appropriate accommodations, and developing self-advocacy and communication skills. The dates are:

Middle School Advocacy and Leadership Grant
• DD Council Request for Proposals (RFP) that encourage creative and innovative ideas for starting or enhancing advocacy and leadership skills training or sharing those curriculums and activities that are already working within your school for middle school students.
