Next Phase of Redevelopment

Hello and welcome to this special edition of the Spirit Quarterly magazine.

I I have previously advised you that we have been reviewing the masterplan to determine what we can realistically deliver in the current market and take into account the improvements that have already been undertaken to homes through the Community Energy Savings Programme. I am pleased to inform you that we secured our final Partners approval to the recommendations in January. The new plan aims to provide certainty for you as residents on whether your area is to be redeveloped or improved. This magazine therefore outlines the proposed changes and how they directly affect you.

There are specific pages for each area which details the areas and addresses that will be redeveloped and those that will be improved. Overall, the revised programme will see over 1300 new build homes built and 1400 homes benefitting from improvements such as external wall insulation. 5 new play areas shall also be installed. This is all in addition to the new Neighbourhood and Leisure Centre and 3 new schools that have been built in the past 7 years.

I appreciate that the changes will affect you all differently with some of you being pleased that your home is no longer going to be demolished and some of you being disappointed. The Partnership is still very committed to delivering the aspirations for the area that you as a Community established when the masterplan was first developed.

The dates and venues for the events are detailed on the pages for each neighborhood. The following homes remain as part of the redevelopment programme. The re-housing programme for these areas will commence in 2015 and should be completed by December 2017. Whitefriars Regeneration Team will contact residents directly to inform them of the actual date the re-housing programme will start for their area once it has been confirmed.

The following homes will receive external wall insulation works that include new facias and soffits and double glazing where required. These works will be done as part of the next phase of improvement works during 2014 and 2015.

Following the completion of these works, Whitefriars are planning to undertake environmental improvements to the Wood End neighborhood. The scope of environmental works to be carried out will be determined in full consultation with the Community.

Agreement has been reached with Keepmoat Homes for the next phase of development. Drafting of all the legal agreements are currently taking place and should be completed by 31st March.

Work on the next phase, which will see 236 new homes built along with new shops. Keepmoat are planning to start on site in June of this year and the phase will be completed by December 2017.

MANOR FARMThe original proposals to redevelop the Manor Farm neighbourhood is not financially viable and so the recommendations of the review is to undertake improvements to the homes and the wider environment.

The review also recognises that due to the unique issues regarding the structure of the homes and layout of the estate, we need to take a different approach to identifying solutions to address these issues than that taken in other neighborhoods.

Whitefriars have appointed BM3, a firm of architects to develop proposals, in consultation with the Community and Partners.

BM3 have already started work on generating ideas and proposals and will be attending the Manor Farm Residents Association meeting on 17th March to introduce themselves and share their initial thoughts. This will be followed up by consultation events

during week commencing 28th April which the wider community will be invited to come along to and provide feedback on the proposals being considered.

The deadline for completing their work and presenting a range of options to Partners for consideration is July 2014.

The next steps will then be to secure Whitefriars Board approval to the proposals and funding required.

Given the extent and nature of the works and associated timescales on obtaining planning permission and tendering for contractors it is likely that physical works will start during 2015 and will take a minimum of 2 years to complete. There is some proposed development on the edges of the estate which include the remaining two blocks of flats in Corinthian Place.

AREAS TO BE REDEVELOPED

The recommendations of the review propose a mixture of redevelopment and improvements to existing homes for the Henley Green neighbourhood.

The areas for redevelopment are highlighted red on the map and include the flats that front Henley Road, Broad Park Road and Ellacombe Road (address list below)

The indicative programme for redeveloping this area is likely to be 6 years away and so Whitefriars have been considering what remedial works could be undertaken to improve the appearance of the blocks and the surrounding environment. During this process we have identified that 10 of the 13 blocks of flats in this area may have structural issues. The blocks affected are of a particular construction known as ‘Unity construction’ and can be identified by the panel construction of the external walls (picture below). Whitefriars have commissioned a specialist structural surveyor to carry out a comprehensive

survey of the blocks to understand the extent of these issues. The structural surveys are currently being undertaken and residents of the affected blocks have all been written to and the results are expected by the end of April.

Until the results of the surveys are known, we cannot determine whether remedial works to improve the appearance of the blocks can be undertaken. Once we know the results and have discussed them with our Developer partners ‘BKW’, we will write to all residents in this area to inform you of the agreed way forward including timescales for re-housing.


HENLEY GREEN The following homes have been removed from the redevelopment programme. They are listed in three different categories as a result of works that have already taken place or works that Whitefriars intends to carry out to its homes.

GREEN

DEEDMOREThe Deedmore area is not directly affected by the changes to the master-plan.

However, there are still works to the public open space along the River Sowe and implementation of the play area adjacent to Crayfish Close to be completed. These will be carried out this Summer.

In 2015, Whitefriars are planning to undertake environmental improvements to the Deedmore area. The type of environmental works to be carried out will be determined in full consultation with the Community


Works to improve the green areas along the River Sowe and provide new play areas will continue. New pathways to improve connectivity have already taken place and Friends of Sowe Valley, Warwickshire Wildlife Trust and local residents have carried out a number of successful clean up and planting events.

In the Summer the new natural play area will be installed adjacent to the first

phase of development. This will then be followed up with natural play equipment being installed along the

River Sowe corridor, as well as planting of trees and wildflower and wetland planting. As part of the next phase of development a new play area will be provided on ‘Chippy Fields’.

PUBLIC OPEN SPACE IMPROVEMENTS

Q&A TO PROJECT DIRECTOR

Question:

Will homeowners be getting the same improvements as the Whitefriars properties?

Answer:

Whitefriars cannot pay towards any improvements for homeowners, but you will have the opportunity to enter into a direct arrangement with the contractors carrying out the works and therefore take advantage of the rates that Whitefriars have negotiated. You will however have to pay for these improvements yourself.

Question:

Why aren’t the original plans going ahead, is it because you and the developers want to build in Keresley as reported in the media?

Answer:

The redevelopment project, as with all house building projects, has been severely affected by the downturn in the housing market that started in 2008, and which saw in the region of a 20% drop in house prices. We are aware that whilst it is being reported that house prices are seeing a gradual increase in value, the experts are telling us that it will be a long time (if at all) before they return to the values achieved in 2006 / 07, when the original deal was signed.

It is not true that we have scaled back to enable ‘us’ to build in places like Kerelsey instead. In addition to the drop in house prices, the funding for this project is very different to that of normal developments. An example of this is that on general housing developments the developers would be selling the affordable homes to a Registered Social Landlord, whereas on this project they receive no payment from Whitefriars because they are replacing Whitefriars homes that have been demolished.

Question:

Will you keep to the re-housing and improvement timescales you have stated in the magazine or will these change again:

Answer:

I would like to say ‘Definitely’ to your question but there is always a ‘health warning’. The dates I have provided are based on what we know now about the housing market and the funding that is available. It is our intention to keep to these dates, however, if they do change we will write directly to those affected as well as keeping you updated through the Spirit Quarterly magazine.

St Chad’s church, Hillmorton Road, treasures children and their families, and the church is putting on some great, free activities. Fun-loving vicar, Andrew Fisher, is very excited;

“Breakfast Church is 10.15am each Sunday for 5-11 year olds. We start with breakfast, followed by fun, games, crafts and activities.

On the fifth Sunday of the month at 3pm is Messy Church. A fab time for children and their families to enjoy playing, eating and being creative together. The next Messy Church is 3pm Sunday 30th March.

Beginning 6.15pm Thursday 8th May is Boys Brigade & Girls Association, for girls and boys in school years 1-3; Wood End’s only uniformed organisation. Join us for fun, crafts, stories, sports, games, badges and awards. Uniforms are provided free of charge.”

MOAT HOUSE COMMUNITY TRUST

Moat House Community Trust (MHCT) recognises there is a huge amount of information to take in; we would therefore encourage you to attend the ‘drop in’ sessions with Spirit Quarters Regeneration Team (dates on each area page) to raise any questions, points of clarification or concern you may have.

With Neighbourhood Action and The Wardens ceasing, MHCT would like to take this opportunity to thank all those involved and wish them well in the future. We are waiting to hear about new services being put in place by Coventry City Council.

Residents led on a visit from a Derby group comprising: residents, Derby Homes, Keepmoat Homes and Councillors. The group which is leading on a proposed major development in Derby, had a recommendation from Keepmoat Homes that this area is a shining example of community involvement – The visitors were very impressed with everything they saw and heard.

Meanwhile MHCT continues to lead and support activities attended by a growing number of residents:

-The children’s panto was a complete sell out attracting 100 children plus parents; judging by the noise, laughter, amount of food eaten and feedback; this was a huge success and we hope to make it an annual event.

- Our Christmas Fayre was very lively with face painting, stalls, games, raffle etc. With over 700 residents of all ages attending – Father Christmas had to work very hard, it’s a wonder he was able to make his rounds on 24th December….

- Crafty Kids meets every Monday 3.45– 5.45pm in Moat House Café. This hugely popular session is aimed at children 2-12 years; upwards of 25 kids participate in activities like games in the sports hall,

Mediterranean Sausage One-Pot

Hands-on time 15mins. Cooking time 40mins. Serves 4

Ingredients

8 sausages

1 red onion, cut into 8 wedges

1tpsp fresh oregano, roughly chopped (or use half tbsp dry oregano), plus

extra to garnish

5 garlic cloves, skin on

3 medium sweet potatoes, about 500g (1lb 2oz), cut into 2.5cm (1in) chunks

2 tbsp extra virgin olive oil

3 tomatoes, cut into wedges

50g (2oz) black olives, pitted

Method

1 Preheat the oven to 200c (180c fan) mark 6. Put the sausages in a large

roasting tin and add the onion wedges, oregano, garlic, sweet potatoes, oil

and plenty of seasoning.

Toss everything together, then roast in the oven for 30min.

2 Add the tomato wedges and olives and return to oven for 10min.

Garnish with extra oregano and, if you like, serve with some crusty bread.

PER SERVING 471cals, 29g fat (9g Saturates), 38g carbs (13g total sugars)
