Readability: Between Research and Professional Practices; 1991, PhD in the Effect of the Road

Environment on the Behaviour of Drivers, France.

Professional Experience:

Lecturer at Tishreen University, Faculty of Civil Engineering; Head, Unit of Transportation,

Engineering Transportation Systems’ Management and Planning, Tishreen University, Faculty of Civil

Engineering Department of Transportation; Advisor on Transportation Planning to the President of

the State Planning Commission in Syria;

Dr. Badr is President of the Administration Committee, the General Company for Public Transport,

Lattakia and the Syrian Representative at the Plenary Meetings of the High Level Group, created by

the European Commission on the Extension of a Trans-European Network of Transport to

Neighboring Countries and Regions. He is also the National Coordinator for the UNDP project on

“The Improvement of the Syrian Disaster Management System Through the Introduction of Recent

Developments in Information and Telecommunication Technologies’’.
