1 Speakers and Moderators Rolf Alter Director, Public Governance and Territorial Development Directorate OECD Rolf Alter is Director for Public Governance and Territorial Development of the OECD. He leads a team of 150 staff to support governments in improving their public sector performance for the well-being of citizens and the competitiveness of their economies. Key areas include institutional reform, innovation, transparency and integrity in the public sector, results-oriented budgeting, regulatory reform, and the economics of regions and cities. Previously, Mr. Alter was Chief of Staff of OECD Secretary- General Mr. Angel Gurría. He joined the OECD in 1991. Prior to joining the OECD, Mr. Alter was an economist in the International Monetary Fund, in Washington D.C. He started his professional career in 1981 in the German Ministry of Economy in Bonn. He is currently a member of the Global Agenda Council of the World Economic Forum. Mr. Alter holds a doctorate degree from the University of Goettingen, Germany, following post-graduate work in Germany and the United States. Rolf Alter is Director for Public Governance and Territorial Development of the OECD. He leads a team of 150 staff to support governments in improving their public sector performance for the well-being of citizens and the competitiveness of their economies. Key areas include institutional reform, innovation, transparency and integrity in the public sector, results-oriented budgeting, regulatory reform, and the economics of regions and cities. Ken Ash Director, Trade and Agriculture Directorate OECD

Ken Ash, a Canadian national, was a Deputy Director at the OECD from 1999 before becoming Director for Trade and Agriculture in 2009. Mr. Ash has effectively led the development, dissemination and communication of evidence-based policy advice to identify pragmatic and concrete policy actions that governments could take to achieve common domestic goals, while avoiding trade conflicts. Upon joining the OECD Mr. Ash brought with him 20 years of extensive experience from the Government of Canada where he held successively several director-level positions in various branches of Agriculture and Agri-Food Canada. As Director General from 1995-1999, he provided strategic policy guidance to government on key trade policy issues during GATT/WTO negotiations; in the implementation of the URAA; and in the formulation of a government-wide Programme Review that resulted in major policy and organizational reforms. Mr. Ash holds a Bachelor of Commerce degree and an MBA (International Business and Resource Management), Memorial University, Canada.

Fabian Bahr Vice Chair BIAC Task Force China

Fabian Bahr is heading Giesecke & Devrient’s (G&D) Berlin office and is director of government relations. Mr Bahr has been dealing with regulatory challenges for industry throughout the last decade, working for industry in Brussels and Berlin, with a particular focus on trade barriers in Asia. He is a member of various committees and fora dealing with these issues, including BIAC. Fabian Bahr is trained in political science and an E.N.A. graduate. Giesecke & Devrient (G&D) develops, produces, and distributes products and solutions in the payment, secure communication, and identity management sectors. G&D is a technology leader in these markets and holds a strong competitive position. The Group's customer base mainly comprises central and commercial banks, mobile network operators, business enterprises, governments, and public authorities.

Gary Banks Dean and CEO of ANZSOG Chair, Regulatory Policy Committee of the OECD

Professor Gary Banks is currently Dean and CEO of ANZSOG, following a long and successful leadership record at the Productivity Commission, which has become Australia’s most respected independent source of policy research and advice to Government. He had responsibility for overseeing the Commonwealth’s regulation-making processes through the Office of Regulation Review, and in 2007 established its successor body, the Office of Best Practice Regulation. Banks is a Professorial Fellow at the Melbourne Institute of Applied Economic and Social Research within Melbourne University, where he is also a member of the Advisory Board. He is an Independent Director on the Macquarie Group Board and in December was appointed to the Prime Minister’s Advisory Council. He has chaired the Regulatory Policy Committee of the OECD since early 2012. Gary Banks was has been included by the Australian Financial Review as one of 25 ‘true leaders’ and in The Australian newspaper’s top 50 politically influential Australians. Gary Banks received the Centenary Medal in 2003 and, in 2007, was made an Officer of the Order of Australia for ‘services to the development of public policy in microeconomic reform and regulation’.

Stefano Bertasi Executive Director, Department of Policy and Business Practices International Chamber of Commerce (ICC)

Stefano Bertasi is Executive Director of the Department of Policy and Business Practices at the Paris-based International Chamber of Commerce (ICC). ICC, the world business organization, is a representative body that speaks with authority on behalf of enterprises from all sectors in every part of the world. ICC’s mission is to promote an open international trade and investment system and the market economy, and to help companies meet the challenges and opportunities of an integrated world economy. Mr Bertasi has general responsibility for the overall management of ICC’s policy work and is a member of ICC’s senior management team.

Jean-Guy Carrier Secretary General, International Chamber of Commerce

Jean-Guy Carrier became Secretary General of the International Chamber of Commerce in January 2011. He is also Director of Programmes for ICC’s Research Foundation. Prior to joining the ICC, Mr Carrier has initiated and led research-based publishing and public information programmes for various international and national organizations, most recently for the World Trade Organization, from 1996 to 2008. As publisher and chief editor he developed the WTO’s extensive publishing and Internet-based public information programmes, focused on research and information about the multilateral trading system. He initiated the WTO Reference Centre programme, a network of computerized WTO information and research centres established in the trade ministries of over 100 developing countries. Mr Carrier is the author of six books and has held senior positions with the International Institute for Systems Analysis in Vienna, Austria, the Economic Council of Canada, the Canadian Broadcasting Corporation and with global communications consulting firms. His clients as a consulting executive were mainly multinational companies. He has contributed numerous articles for print and electronic media. Mr Carrier was born in Canada.

Henri d’Ambrières HDA Conseil

Henri d’Ambrières joined Credit Lyonnais in 1984. Based in Paris or Madrid (5 years), he held several positions in Project & Export Finance (8 years) or in Corporate Finance (3 years). Back in Paris in 1995, he spent two years in Human Resources before joining again Project Finance as Deputy Head of Natural Resources. He was appointed Global Head of Export and Multilateral Finance in 2002 at Crédit Lyonnais. He was Global Head of Export Finance of Calyon then Credit Agricole CIB from 2004 to 2012. He also managed the commercial activities in Trade Finance from 2008 to 2012. He chaired the Export Credit Group of the European Banking Federation from 2008 to 2013. He created recently HDA Conseil to advise companies in Structured Financing and in their international development. Born in 1960, Henri d’Ambrières holds a French MBA (HEC). He speaks French, English, Spanish and German.

Nicole Denjoy has been the COCIR Secretary General since Oct. 2005. Leading the Offices in Brussels and China she raises COCIR profile in EU and internationally, building high level relationships with key stakeholders including decision-makers with COCIR members as well as with the European institutions and other regulatory bodies inside and outside Europe (includes USA, Japan, Canada and China),

With 27 years experience in the field of Regulatory Affairs, Vigilance and Quality Assurance she has worked with known international healthcare industries, including L’air Liquide, Ohmeda, Boston Scientific and Baxter and has 17 years experience in International & European Standardization.

Since 2008 Nicole has represented COCIR, as one of the European Healthcare Industry Organisation in Global Harmonization Task Force (GHTF) Steering Committee and became the Standards Rapporteur in May 2010.

As of May 2010 Nicole has served as chair of the BIAC Task Force on Health Care Policy representing the business branch in front of the OECD Health Committee.

David Frautschy Manager of Latin American Affairs and Trade Issues Telefónica S.A.

David Frautschy is Manager of Latin American Affairs and Trade Issues of Telefónica S.A., and has been based in the Brussels Office since 2009. He is Special Rapporteur for External Trade Issues at ETNO. He has worked for Telefónica since 2000, first in its mobile unit in Germany, then joining Telefónica Internacional working as Technology and Operations Manager for Latin America. He is a graduate in Telecommunications Engineering and holds a Master in Business Administration.

Luc Hendrickx Director Enterprise Policy and External Relations UEAPME - European Association of Craft, Small and Medium-Sized Enterprises

Luc Hendrickx is, since 2000, Director of Enterprise Policy and External Relations at UEAPME, the European employer's organisation representing the interests of crafts and SMEs at EU level. Across the whole of Europe, UEAPME represents through its 80 member organisations over 12 million SMEs with nearly 55 million employees. In this function he is responsible for SME policy, better regulation, legal affairs, internal market issues, accounting, retail, tourism, trade, corporate social responsibility, external relations… From 1997 until 2000 he was member of cabinet of the Flemish Minister of Environment and Employment. In 1989 he joined UNIZO, the Belgian SME organisation, as Legal Counsellor. Between 1992 and 1998 he was also professor at the Flemish Economic High School (VLEKHO) in Brussels. He started his career in 1986 as salesman in his sister’s do-it-yourself shop. Luc Hendrickx has a Law degree from the Catholic University of Leuven (B), a Diploma from the Institut Européen des Hautes Etudes Internationales of Nice (F) and a Master in European Studies from the Universitat Autònoma de Barcelona (S).

John Higgins Director General DIGITALEUROPE

John Higgins was appointed Director General of DIGITALEUROPE, the association for the digital technology industry in Europe, in November 2011 following nine years leading its UK member association, Intellect. After graduating from the University of East Anglia with an honours degree in Mathematics and then gaining a post graduate Diploma in Accounting and Finance, John began a career in IT. He trained as a systems analyst with the London Brick Company, held senior positions with Ernst & Young and worked in Chicago with leading software company SSA. In 1995 he was appointed CEO of the Rocket Networks, a California based dot.com that provided the world’s first online recording studios. He returned to the UK in 1998 and became Director General of the Computing Services and Software Association, one of Intellect’s predecessors.

Céline Kauffmann Deputy Head, Regulatory Policy Division OECD Public Governance and Territorial Development Directorate

Céline Kauffmann joined the OECD in 2000. She is Deputy Head of the Regulatory Policy Division in the OECD Public Governance and Territorial Development Directorate. She also leads the work on international regulatory cooperation. Previously, she was with the Investment Division of the OECD Directorate for Financial and Enterprises Affairs, leading the work on private sector participation in infrastructure and on private investment and green growth. Prior to that she was responsible for coordinating the OECD work on the annual African Development Bank / OECD African Economic Outlook Report. Before the OECD, Céline Kauffmann contributed to the 2000 Transition Report of the European Bank for Reconstruction and Development and worked at the London School of Economics. Céline holds a PhD in Economics from the Université Paris I, Panthéon-Sorbonne.

Pascal Kerneis Managing Director European Services Forum – ESF

Pascal Kerneis studied Law in France. He was Legal Expert in the European Commission in Brussels (Belgium) from 1988 to 1990. In the meantime, he achieved his Ph. D. in European Law in 1990. Mr Kerneis worked for the European Banking Federation (Brussels, Belgium) from 1990 to 1999, dealing with international affairs. Mr Kerneis was appointed Managing Director of ESF (European Services Forum) in January 1999. ESF is the voice of the European service industries in international trade negotiations and comprises major European service companies and federations from 20 different services sectors. Mr Kerneis is a member of the Contact Group of the Directorate General for Trade of the European Commission since 1999. In 2014, he has been appointed member of Commission’s Advisory Group for TTIP between EU & US. He is a regular speaker on trade in services and investment conferences.

Thierry Latelise took responsibility for the transversal worldwide expertise on technical regulations and homologation procedures that apply to passenger cars and light duty vehicles after 20 years of various experiences such as marketability, marketing, product planning and extra-European safety regulations, in both RENAULT and NISSAN. Hosuk Lee-Makiyama Director European Centre for International Political Economy (ECIPE)

Hosuk Lee-Makiyama is Director of the European Centre for International Political Economy (ECIPE). He has published many papers and articles for ECIPE since 2010 on free trade negotiations, EU-Asia relations, World Trade Organization, services trade, privacy and the digital economy. Prior to joining ECIPE, he was the Senior Advisor on WTO issues to the EU Presidency of Sweden, serving in Geneva as EU chairperson on trade in services, intellectual property, customs-technical issues and their related UN/WTO-bodies. He represented the EU in WIPO and served also on the executive committee of the UN Economic Commission for Europe. He worked in the private sector advising Fortune 500. Lee-Makiyama appears regularly in European, US and Chinese media, and was named one of the 20 most influential people for open internet by the readers of the Guardian UK in 2012. Hanne Melin is a former competition lawyer with expertise in the application of traditional rules in the area of trade and regulation to the global digital economy. She provides strategic support to eBay’s Government Relations team. Since January 2013, Hanne runs the EMEA arm of eBay Inc.’s newly created Policy Lab where she develops strategy and vision for public policy adapted to a technology-enabled and globally connected marketplace. She is a guest lecturer at the law faculty of Lund University, Sweden. Douglas T. Nelson Senior Advisor for Trade, Intellectual Property and Strategic Issues CropLife America

Douglas T. Nelson is Senior Advisor for CropLife America, the not-for-profit trade organization representing the major manufacturers, formulators and distributors of crop protection and pest control products, including bioengineered products with crop production and protection characteristics. Dr. Nelson had been the Executive Vice President, General Counsel and Secretary of CropLife America for 17 years before assuming his new role. He is also Vice Chair of the CropLife Foundation and an adjunct professor at Johns Hopkins University Graduate School of Arts and Sciences in Washington, DC. Dr. Nelson is a member of the US Industry Trade Advisory Committee on Trade in Chemicals and Intellectual Property charged with advising the US Trade Representative and the Secretary of Commerce on US Trade Policy, including the TPP and the EU/US Free Trade negotiations. A graduate in history from Rutgers University, Dr. Nelson earned M.A. and Ph.D. degrees in modern European history from Columbia University and a J.D. from the Columbia University School of Law.

Reinhard Quick Director of Brussels Office Verband der chemischen Industrie e.v. (VCI)

Reinhard Quick received his legal education in Germany (Dr. iur.) and a Master of Laws (LL.M.) from the University of Michigan. During this period he was a stagiaire with the EC Commission in Brussels and the GATT Secretariat in Geneva. In 1984 he became a Trade Policy Adviser for the German Chemical Industries Association (VCI) in Frankfurt. In 1987 he was appointed Head of the Legal Service of the European Chemical Industry Council (CEFIC) based in Brussels. Since October 1993 Reinhard Quick has served as the director of the VCI Brussels Office. Reinhard Quick is also chairman of the BUSINESSEUROPE FTA/WTO Working Group. In 2006 he was appointed honorary professor for international economic law at the University of Saarland in Saarbrücken where he teaches a course on trade and environment. He has published several articles on trade policy and European Community affairs.

Alvaro Schweinfurth Deputy Director, Foreign Policy and Multilateral Relations Department Confederacion Espanola de Organizaciones Empresariales (C.E.O.E.)

Alvaro Schweinfurth is Deputy Director at the international Department of CEOE. From 2007 to 2012 he headed CEOE’s Unit of Bilateral Relations and Trade and has previously worked in CEOE as a Senior Adviser in charge of India and Africa. He is member of the Employers Group of the Spanish Economic and Social Council. Between 1996 and 2006 he was Project Manager of the Spanish solar company ATERSA (today ELECNOR). Paul Skehan joined spiritsEUROPE on 1 November 2011. Prior to that he acted as Director of the European Retail Round Table (ERRT) for 4 years, and as Deputy Secretary General of Eurochambres for 10 years. Before joining Eurochambres, Paul worked as CEO of the Chambers of Commerce of Ireland, having spent several years before that in the Irish Industrial Development Authority – responsible for attracting, and developing industry in Ireland. He has a Bachelor of Commerce degree from University College Dublin, and an MBA from UBI/Mercer University. As a student, he also worked as a chimney sweep, proof reader, house painter, grape picker, seller of In Dublin magazine and merchandiser.

Rintaro Tamaki Deputy Secretary-General and acting Chief Economist OECD

Rintaro Tamaki was appointed Deputy Secretary-General of the OECD on August 1, 2011. His portfolio includes the strategic direction of OECD policy on Environment, Development, Green Growth, Financial Affairs and Taxes. Mr. Tamaki is also currently acting Chief Economist and assumes the responsibility as the OECD Representative at the Deputies' Meetings of the G20. Prior to joining the OECD Mr. Tamaki, a Japanese national, was Vice-Minister of Finance for International Affairs at the Ministry of Finance, Government of Japan. During his prominent 35-year career at the Japanese Ministry of Finance, Mr. Tamaki has worked on various budget, taxation, international finance and development issues. He worked as part of the OECD Secretariat from 1978 – 1980 and from 1983 – 1986. In 1994 Mr. Tamaki was posted to the World Bank as Alternate Executive Director for Japan and in 2002 as Finance Minister at the Embassy of Japan in Washington DC. He then became Deputy Director-General (2005), before becoming Director-General (2007) and subsequently Vice-Minister for International Affairs (2009) at the Ministry of Finance. Mr. Tamaki graduated in 1976, L.L.B. from the University of Tokyo and has held academic positions at the University of Tokyo and Kobe University. He has published books and articles on international institutions, the international monetary system, development, debt and taxation.

Bart Van Belleghem

Managing Director European Association of Diary Trade

Bart van Belleghem has worked for the European Association of Dairy Trade (EUCOLAIT) as Managing Director since 2011. EUCOLAIT is the foremost representative association of European dairy trade. Apart from the official consultation framework via for example the EU Advisory Committees, EUCOLAIT is regularly in contact with the Commission, the Council and the European Parliament as well as with national representatives in Brussels, in order to promote the interests of dairy trade and to offer its expertise on market and policy issues. Previously Mr van Belleghem worked as a commercial director at Bienca S.A., which develops and commercializes enzymatic systems for the preservation of fresh food products. Prior to that he worked fpr 13 years as a trader for Ecoval Dairy Trading, a group of companies trading dairy commodities globally.

Elena Vyboldina Head of International Trade and Economics Department Eurometaux - European Association of Metals

Elena Vyboldina is in charge of the International Trade and Economics Department of the European Non-Ferrous Metals Association (Eurometaux). Her expertise in EU industry affairs comes from her work experience in various European business associations, DG Trade at the European Commission, and a leading Brussels-based law firm. She holds a Master’s degree in International Law and Economics from the World Trade Institute, the joint centre of the Universities of Bern, Neuchatel and Fribourg, as well as two degrees in law and economics. Eurometaux has a key role in representing the European non-ferrous metals industry. Non-ferrous metals contribute to the creation of wealth and jobs in the EU: they represent 2% of EU GDP and create 450,000 direct jobs and over 1 million indirect jobs in Europe. Their use in high-tech and high added-value activities makes them very valuable to the EU’s economy and competitiveness.

Bernhard Welschke Secretary General Business and Industry Advisory Committee to the OECD (BIAC)

Bernhard Welschke (Germany) joined BIAC in April 2013. As BIAC’s new Secretary General, he is responsible for developing BIAC’s work programme, overseeing the operations of BIAC’s policy groups and maintaining a responsive, supportive and successful partnership with the OECD senior officials. Mr. Welschke holds a degree in economics (Diplom-Volkswirt) from the Johann-Wolfgang-Goethe University (Frankfurt am Main, Germany).
