The overall aim of the Interreg initiatives has been, andremains, that national borders should not be a barrier tothe balanced development and integration of the Europeanterritory. The isolation of border areas has been of adouble nature: on the one hand, the presence of borderscuts off border communities from each other economically,socially and culturally and hinders the coherentmanagement of eco-systems; on the other, border areashave often been neglected under national policy, withthe result that their economies have tended to becomeperipheral within national boundaries. The single marketand EMU are strong catalysts for changing this situation.Nevertheless, the scope for strengthening cooperation tothe mutual advantage of border areas throughout theCommunity remains enormous. The challenge is all thegreater when the future enlargement of the Communityis considered, as this will increase the number of itsinternal borders and, progressively, shift the Community'sexternal borders eastwards.

III. Transnational cooperation (strand B)12. Objective: transnational cooperation between national, regional and local authorities aims to promote a higher degree of territorial integration across large groupings of European regions, with a view to achieving sustainable, harmonious and balanced development in the Community and better territorial integration with candidate and other neighbouring countries.

The specific profile of INTERREG III B is to focus on the interrelations and interdependencies between the different sectors. This might include even very specific subjects but it always must be clear from the application what constitutes the strategic objectives of the programme .

Applicants sometimes have difficulties to identify the specific profile of INTERREG III B and its spatial approach. Indeed, the programme offers links to all sectoral policies and all disciplines, which are somehow linked to territorial development. The first impression of the programme often is that of an anything-goes-programme.
