Loudon - The BBC is to under-go the biggest shake up in itshistory as the embattled corpo-ration responds to governmenturgings and the pressures of anincreasingly diverse, deregulat-ed and competitive broadcastenvironment.

Unveiling his five year planfor the BBC last month, Direc-tor General Michael Checklandpromised a leaner and fitter or-ganisation giving license payersbetter value for their money.The wage bill will be slashedand jobs may go. The marketingarm of the corporation, BBCEnterprises, is likely to be float-ed as a public company, with theaim of increasing its turnover to£200 million by 1991.

CNCL Faces Increasing FireParis- The French media regu-latory organisation, the CNCLNational Commission ForCommunication & Freedom),is coming under increasing firefrom those in radio, television,and press. The latest attacks aredelivered by the French daily,La Liberation, who directly ac-cuses certain members of theCommission of, -acting suspi-ciously" and of mishandling thenew broadcasting authorisationsfor FM radios in Paris.' Thenewspaper Barnes two mem-bers, Yves Rocca and MichelDroit, as having received fav-ours from certain radios.

The dispute between the

FMs and the CNCL arose in thesummer when Larsen FM (anousted private station) laid char-ges against Radio Courtoisiewho were granted a frequency.An inquiry has now been set upto study the allegations of ir-regularities by the CNCL. Sofar one CNCL advisor, PascalVallery Radot, has been sus-pended on suspicion of receiv-ing gifts fmm certain radios.

The reputation of the CNCLhas been under question forsome time, but the latest dis-putes with Parisian private ra-dios has intensified its lack ofrespect amongst media circles.

media landscape. You can pickup scents of what the English,Dutch, French and Italians haveknown for years - private com-mercial radio really works. Notonly does it provide a valuableservice locally that state broad-casters can not provide, it canand does make money.

The situation is complicatedin Germany because each statehas its own media laws. In thenorth, for example, Radio Hol-stein has a network of frequen-cies all operated by one station -Radio Schleswich-Holstein(RSH) - whereas in the south,Bavaria, 92 frequencies are al-located to multitudes of broad-casters. In Munich and Nurem-berg, four private frequencieseach are competing with a num-ber of established state broad-cast signals.

Results are also varied anddepend on who you wish to be-lieve; comparative ratings do

not yet exist. A lack of profes-sionalism among broadcastmanagers is cause for a rash ofconflicting public statements.

The word 'successful' does nothave a common denominator ofmeaning. For some, it's simplybeing on -air no matter what thecost, for others providing eliteprogramming regardless of lis-tenership, and still others main-tain the profit -loss margin as ayardstick no matter the effect onprogramming.

But signs of improvementare already on the way: DJs andannouncers are realising thatthere is more to moderatingthan just announcing title, artistand chart position. With direc-tion they will become informa-tion 'presenters' with true per-sonality and colour. And therewill be more technically orien-tated This and more programme/production orientated techni-duncians as vertical specialisation

in favour of horizon-tal coverage in many areas.

Quick, well -written, well -voiced, voice -over -music mes-sages will set stations apartfrom each other. Jingles will beused more and more - with

as the stan-dard by which others arejudged. Professionalism will in-crease as more and more man-agers get together and shareideas openly. Training will be atop priority with the managerdoing much of it personally.

These are just a couple ofpoints figuring in the Germanradio industry today and can besummed up in three words: rat-ings, spending and training. Ofthe many stations I've spokenwith that moan about their situ-ation, most of the problems canbe traced back to pure and sim-ple training. Once a healthytraining programme is in place,better ratings and reduced costsreally do happen.

The Germans are learningthat radio is a lot like other in-dustries. If you want specificproducts or results you musthave a system by which toachieve them, and then you haveto Vain in that system.

It's now confirmed that afterseven years with Level 42, theGould brothers have decided toleave the band. Phil and Boonhave both had enough of thegruelling tour schedule thatkeeps them away from the UKfor most of the year. The splitwas entirely amicable and be-fore the announcement, the newguitarist, Paul Gendler had al-ready taken over from Boon ona number of dates. Phil, whohad originally planned to leavethe band at Christmas to pursuea solo career, has already beenreplaced by drummer Neil Con-ti who's played with David Bo -

German Privates Hit Back At IndustryTheir Message Is Clear - Don't Pass The Buck

And Dieter Oehms, Managing Director ofPMV, the PolyGram music distribution company, feels thatthis drop is the fault of the private radio stations which keepplaying current hits non-stop every day. Oehms, "The fans nolonger buy the singles because they hear them often enoughon the radio. The desire to buy is clearly diminished."

Peter Rein, in charge ofmusic at Radio Charivari inNuremberg, says the private sta-tions could only be blamed in asfar as some stations exaggeratedthe power play in certain cases,but that record companiesshould not pass the buck to theradio stations alone.

Music & Media asked a selection of key German music chiefsand DJs to choose their favourite up and coming local act.Some knew on the spot whom to opt for, others found itdifficult. Rio Reiser from Berlin came out trumps with two ofthe six interviewees naming him as their favourite.

Theirfirst single, Living In Hamburgwas a song about their hometown and the current one (theirsecond) Zeitgeist discusses mo-dem preoccupations from smo-king to computers, videos andhoroscopes. I think Zeitgeistcould well become a hit.

As far as I'm con-cemed they are without ques-tion the best new German band.

"I can't think of any Germanlanguage band that can reallycrossover but although the lyr-ics am important, the melodiesare also great in a way that re-minds me of American rock."Hob Goblin stand out from thevery first play and we have ro-tated their first two singles DuTachst banter Noch and Gna-denlos Enatische and a third oneis just out called Alles. The Camouflage sin-gle, which is on the Metronomelabel, is a good pop song andthe English makes sense - for achange! Bands like Modem Tal-king make my hair stand on end- their English is so bad.'!

Watching Cable Grow In GermanyA(though the two public tv channels in Germany, ARD

(first channel) and ZDF (second channel) still enjoya monopoly in the area of television, private and com-

mercial services like SAT 1, RTL Plus, 3SAT and Tele 5 arefighting for their respective audiences. As the satellites aresubject to the cabling policy of the PTT and cable uptake isstill rather low (them are only 2.3 million connections out of25.3 million homes) penetration is still relatively underdeve-loped. What follows is an overview of the three satellite chan-nels, their structures, programming policy and penetration.SAT 1, the frost German com-mercial satellite channel, start-ed broadcasting on January 1,1985 with an emphasis on enter-tainment and information. As aprivate tv station SAT I is soleyfinanced with income from tvcommercials. Since January I,1985 the station has been broad-cast via ECS, the EuropeanCommunicators Satellite. Asper July next year, 2.3 millionWest German households willbe able to receive SAT 1 pro-grammes via cable. In Berlin,Koblenz, Kaiserslautem, Mu-nich, Trier and the Rhine -Mainarea, SAT I can be receivedwith the terrestrial aerial.

RTL Plus, the German lan-guage channel from Radio Lux-emburg, started on January 2,1984 and was the first private tvstation in West Germany; it nowreaches 3.2 million householdsin the Federal Republic. By theend of 1988, nine million house-holds in West Germany, Lux-emburg, Belgium, Holland,France, Austria, Israel andMallorca should be able torecieve RTL Plus. As fromNovember I, RTL Plus has an

office in Cologne (see M&Mlast week, issue 43).

The shareholders of RTLPlus are: Compagnie Luzern -bourgeoise de Telediffusion(46I%); UFA Film- nod Fern-seh GmbH (38.9%); WAZ (10%);Burda Publishing (2.0%);Deutsche Bank (2.0%); FAZ(1.0%).

3SAT, the internationalsatellite television for the Ger-man speaking territories, wasjointly started by the public sta-tions ORF (Austrian), SRG(Swiss) and ZDF (German) onDecember 1, 1984 with a dailyprogramming of six hours. TheZDF share of the programmingincluding presentations fromthe 3SAT studio, is 60%. Theshare of cultural programmes at3SAT is 42%, another 38% areinformation and sports, andalmost a quarter of the pro-grammes are entertainment andfilms.

The high share of culturaland information programmesshows how 3SAT differs fromthe commercial satellite sta-tions. 3SAT is not under pres-sure for higher viewing mtesbecause there are no advertise-

ments on the channel.The number of viewers to

3SAT is constantly growing; thestation can currently be receiv-ed by three million householdsin West Germany, 600.000 inSwitzerland and 800.000 inAustria.

Tele 5, the new name forwhat was called Musicbox(KMP), is Germany's only 24hour music and youth channel.45% of the station is now ownedby Berlusconi's Rete Italia Spacompany (see M&M issue 39),10% by KMP's ManagingDirector Wolfgang Fischer andthe remainder by Herbert Kloi-ber's Tele- Muenchen company.The majority of shares (andprogramming control) will re-main in German hands.

A new programming sched-ule will be implemented fromJanuary 1988, although videoclips will take the main share ofthe programming. However,new forms of presentation andprogramming innovation will bedeveloped and, stresses Kloi-ber, the aim is to present a truealternative to the public -ownedand private channels.

Privates Thriving In SwitzerlandThomas Kung

t took its time, but in November 1983, Switzerland begana new em of private radio with the government finallygiving in to pressure from the street created by Roger

Schawinski with his Radio 24. The former tv producer andnewspaper editor -in -chief started - together with radio profes-sional Christian Heeb - Radio 24 in Italy and the station couldbe heard on FM stereo in Zurich. The response was very posi-tive and the government reacted by granting about 30 privateradio stations a broadcasting licence for five years.

At the same time, the nation-wide state radio, SRG, got itsthird channels: Couleur 3 (Frenchspeaking) and DRS 3 (Germanspeaking). A third channel isalso planned for the Italian panof the country but at present,only Ticino 1 and 3 exist.

In the beginning only twoprivate channels made a profit,Schawinsktts Radio 24 in Zu-rich and Radio Basilisk, whichis directed by Christian Heeb, in

Both of the entrepreneurshad the experience to start theirlocal radio stations and couldsell their advertising timewithout too many problems.But the other new stations werenot so easily accepted by adver-tising companies who had theirdoubts about the sudden up-surge of what someone dubbedthe 'me too radios'.

Roger Schawinski is still oneof the champions of private ra-dio in Switzerland fightingagainst the restrictions that stillexist such as the 20 minutes aday advertising quota, a limitedtransmission range of 20 kilom-eters diameter and the fact thatno further transmission by cableis allowed outside of this range.The very mountainous geogra-phy of Switzerland allows alarge number of private radios.To broadcast the nationwidechannel on FM, SRG needsabout 200 transmitters for a

country of only 40.000 squarekilometers.

Today, after about threeyears in existence, most of theprivates seem to be survivingwithout big losses. But DRS 1(the German language statechannel) which concentrates onfolk music is still the mostpopular station. However, inBasel, Radio Basilisk is verypopular too and does not havestrong competition. Basilisksells all its allocated ad time andfounder Christian Heft wantsto participate in a private localtv channel too but this still doesnot have permission to broad-cast. Radio Basilisk is top 40

ieorntated.In Bem, Radio Extrabe

seemed to have a good start. ButMathias Lauterburg, formerly apopular DRS 1 DI, left Extrabeafter a quarrel with other inves-tors. Extrabe is still in financialtrouble despite its connectionwith Berner Zeitung, the big-gest local newspaper. Competi-tion in Bern became strongerwhen Radio Foerderbandchanged its policy. Foerderbandfirst wanted to be a cultural sta-tion without advertising but af-ter two years this experimentfailed and a more mainstreamorientated music programmehas helped to get more listeners.

Foerderband is connected withRadio 24 through an advertisingpool. People in Bern seem to bemore conservative than else-where, sticking more to DRS 1than in any other pan ofSwitzerland.

In Zurich Radio 24 is verypopular with young rock fans.Another local station, Radio Z,is backed by conservative politi-cians and people from the worldof industry and finance. Afterconsiderable problems in itsfirst two years, Radio Z nowsells all its advertisement timetoo as does Radio Zuriseewhich is also based in Zurich.

With a population of about 6 million and 1.2-1.6 millioncable connections, Switzerland is one of the best deve-

loped countries regarding cable tv and the speed of complet-ing the network is still very high. Four companies run the big-gest networks: Redifusion (400.000 connections); Autophon(250.000); Motor Columbus (80-10.000); and Leo FischerHolding (30.000). At the moment, most of the cable ownerstransmit 18 channels, regardless of the language region.The fact that three languages arespoken in Switzerland (German,French and haiku)), means peo-ple are accustomed to listeningto different languages. Five ofthe cable channels are inFrench, two in Italian, eight inGerman and two in English. Su-per Channel and Sky Channelare popular because of their

mumc and sports programmes,but at the moment it is difficultto say which programmes arethe most popular. Pop program-mes that do have big audiencesinclude German music pro-grammes like Formel l's andMusikszene, the Swiss pro-grammes such as Downtown,Backstage, Tipamde and Juke-

box Heroes and Les Enfants DuRock from France.

Since August 1 this year afew smaller networks, in Thunfor instance, are already airingMTV Europe and at the begin-ning of October MTV started anadvertising campaign in news-papers in Zurich to put Redifu-sion under pressure to accept itsprogrammes. Redifusion, whichis close to having an absolutemonopoly in the economicallyinteresting area of Zurich, stillrefuses to put MTV on its net-work despite continuing negoti-ations. Redifusion wants finan-cial support from MTV (about80.000 Swiss francs), but MTVis not prepared to pay. Redifu-sion also wants to wait until itdecides which other channelswill be on its network so it canadd a few channels at the sametime - which would keep thecosts down. A Redifusionspokesman has emphasized that

MTV will not be in its networkfor the next four months.

In the last few months a pat-tern has become obvious. Big-ger companies like Motor Co-lumbus are buying up smallernetworks like collections. Onone hand this can be attributedto the fact that investments areabsorbed aster the bigger acompany is, but it is perhapsalso because of rumours that thePTT wants to get back its con-trol over electronic media bybuying all cable networks itself- for good - or even very good -money. Up to now the PTT hasnot commented on any suchplans.

The situation concerning anew Swiss tv channel is con-fused at the moment, as is thatof the latest Ariane satellite.And it is unlikely that any deci-sions will be made before theforthcoming elections andnew media law is agreed.

blems for privates seem to be inthe French part of the country.Only Radio Lac in Geneva sellsenough of its advertisementtime (about 85%) to survive.But people can of course tune into stations from France whicharo allowed to use powerfultransmitters without restrictionsto reach Geneva and Lausanne.The situation is confusing but itseems that, for example, RadioL in Lausanne survives by

working together with theFrench station Radio Tollon inan advertising pool. The frus-trating thing is that Swiss -Ger-man advertising companies arebooking spots on French sta-tions to get their message ac -cross to people in the Frenchspeaking areas while ignoringthe privates in that area!

Next year parliament has todecide whether the privates amto be allowed to go on. Nobodydoubts that the government willgive them the go-ahead. The lo-cal stations are already toopopular. But is is a matter of factthat the new stations providedneither more or better informa-tion and did not increase thevariety of opinion broadcast -which was the argument thatsome politicians used in favourof private radio.

Them is not much variety inthe music programming either;those with 'minority' tasteshave to listen to DRS. Most ofthe private stations are top 40orientated. But it is also obviousthat private radio has helped afew Swiss pop bands to becomepopular. The 'Swiss bonus' fornew bands is more importantthan before because DRS 3 andCouleur 3 now have the possi-bility of concentrating on differ-ent types of rock/pop musicthan before and they also sup-port the Swiss music scene.

Privates in Austria Still A Long Way To Goby Manfred Schreiber

Twenty years ago Austria had only two radio stationsowned by the government and no private radio at all. In1967 there was a national referendum concerning Aus-

trian radio and television; it was the country's first referen-dum and a big success. One of the changes following thereferendum was a new government radio station called 03.Before this there had been only three hours of pop music dailyon the air, now 03 broadcasts 24 hours of pop music on FM.Although the monopoly of the state owned ORF still exists,negotiations are going on to change the broadcast law to allowprivate radio stations.

Frau Ivan, General Secretaryof the Austrian Association OfNewspaper Publishers, con-firms that negotiations with theORF are continuing: "We havetalks about this matter with theORF. This is part of an agree-ment between the governmentparties one year ago."

The newspaper publishersnotice with alarm a develop-ment towards radio and televi-sion. They plan now their ownradio station but them is, as yet,no consensus of opinion. Someof them would prefer local radiostations managed by ORF, somea nationwide station and otherstheir own private radio withoutthe ORF being involved at all.

Ivan doubts that there is aneconomic base for the news-paper publishers to start theirown radio station: "The wholeadvertising volume in Austria ismuch lower than, for example,in Switzerland or West Germa-ny. At the moment, 50% of allthe money for advertisementsgoes to the ORF and the rest re-mains for the print media.Either the ORF or the print me-dia will lose money through theinstallation of a private radiostation. It is necessary to do de-tailed research of this matter."

Some Austrians have brokenthe monopoly of the ORF by

founding private radio stationsoutside Austria, for example inItaly, and broadcasting fromthese countries into Austria.Them am three radio stationsnear the Carinthian border -Nova Carinthia, Radio Valca-nale and Radio Uno. Radio Unohas two programmes, one withfolk music and the other withmiddle of the road music.Together they mach 13% of alllisteners in Carinthia.

Feucht, Editor -In -Chiefof the ORF station in Carinthiasays: "We have nearly no loss inour advertising income becausethe private stations get theirmoney from small businesses,like local coffee shops or barb-ers, for whom advertising on03 is too expensive." One m-cond of advertising time on 03amounts to between £12.5-43.03 is only allowed to broadcastan average of one hour of adver-tising per day.

The target group of 03 amlisteners between 14 and 45years old. Dieter Domes, headof this pop channel, says:"Most of our listeners are be-tween 14 and 30. We reach anaverage of 42% of all radiolisteners in Austria and have theleading position of the threeORF radio stations. Most peo-ple, approximately two million,

switch on our morning show,the 'Wecker. 03's 24 hours ofprogrammes is made by our 21employees and around 60 free-lancers. Darner knows the pro-blems of a private radio stationhere. He says: "I think we offera good programme which is ful-ly accepted by our listeners.Austria is a small market andthe ORF broadcasts two nation-wide stations, one of them being03, and additionally one in eachof the nine counties. Besidesthis we have the English speak-ing station Blue Danube Radioon FM in Vienna and Radio In-ternational on short wave. Timewill tell if the small Austrianmarket is interesting enough fora private radio station. We amcompeting not only with privateradio stations from Italy andBavaria but also from Yugosla-via and Czechoslovakia."

Two new private radio sta-tions are expected in 1988 - onenear the Austrian border in

Freilassing and the other in Pas-sau (both are in Bavaria).

Paolo Conte -A Man Of Few Wordsby Machgiel Bakker

Experiencing a concert by Paolo Conte, the 48 -year -old ex -lawyer from Asti in Piemont, is like spendingan evening with an old relative who has just returned

from long and exciting travels around the world. What hegives in all his songs are short impressions from a longjourney that give a brief, slightly superficial but very fas-cinating look into his experiences.Paolo Conte's music defieseasy categorisation. The Ital-ian singer, composer and Pi-anist enjoyed a hit record inEurope earlier this year withGli Impermeabili, a nostalgicsong about the man with atransparent raincoat. Conte'smusic easily shifts bordersand age groups as well astrends. Already immenselypopular in France, selling outseveral nights at the Olympiain Paris recently, Conte's re-cord label, CGD, organised aEuropean presentation of hislatest album Aguaplano in

Paris, followed by a concert atLe Theatre de la Ville.

Paolo Conte tells a storybut he does not need toomany words for efficient com-munication; with his succinctlyrics he never gives morethan hints or rough sketchesof situations. But his songsevoke strong visual images

very much rooted in the worksof film makers like Viscontiand Fellini. His music is anodd mixture of torch songs,saccharine ballads and popidioms set to rhythms comingfrom jazz, blues tango, balk

room, cocktail pop Dixielandand ragtime.

Sitting be-hind the piano, murmuring hissongs, one does not realisethat two hours have alreadypassed. Antonio Marangolo on saxa-phone, Mimmo Turone onkeyboards, Tiziano Barbierion acoustic bass, Jimmy Vil-lotti (clearly the audience'sfavourite) on guitars, VittorioVolpe on drums and FanettePelissier on cello.

From his amazing cata-logue of songs- Conte is veryproductive and has writtensome 2.000 songs- he choos-es highlights such as He-ming-way. Sotto Le Stolle DelJazz, Alle Prese Con La VerdeMilonga and, from his latestalbum Aguaplano: Blu Note,Hesitation, Midnight's KnockOut and La Negra.

While Aguaplano is origi-nally a double album and willbe released as such in Franceand Italy where Conte's nameS fairly well -established, terri-tories like Holland, Belgium,Scandinavia, Germany, Aus-tria and Switzerland will get asingle album.
