1-ROLE OF FFG-ALR

• Is the Austrian Aeronautics and Space Agency (Agentur fürLuft- und Raumfahrt, ALR)

• Part of FFG: Austrian Research Promotion Agency, the funding agency for applied research (460 M€ funding in 2014, without ESA)

• Manages and coordinate for the BMVIT (Ministry of Transport, Innovation and Technology) the Space activities in Austria:• The ESA activities• Eumetsat• The national Space programme ASAP

• Participate with national delegates to the ESA programme boards, deciding the ESA activities

(Prof. W. Baumjohann/ IWF is also delegate to SPC)


2- ESA PROGRAMMESESA Science Programme

• Mix of missions: L (1050 M€), M (550 M€), S (50 M€), Missions of Opportunity (50 M€)

• Mandatory ESA programme, each member state funds acc.to GNP, Austria (AT)= 2,23 %

• Part of level of ressources, decided at ESA Councils at Ministerial Level (CMINs), (usually every 3 years, last Dec. 2014, next: Dec. 2016), overall amount is defined at CMIN

• AT Subscription at CMIN 2012 • Funds:

• Satellite platform, launchers (industry)• ESA activities• NOT Science activities

• Typical AT industry activities funded by ESA budget:• Ruag: main player: data processing electronics,

Multi Layer Insulation (MLI), Mechanical Ground SupportEquipments (MGSEs), mechanisms

• Siemens: Electrical Ground Support Equipments(EGSEs): RF Special Check-Out Equipments (SCOEs), Power SCOEs, RF Suitcases

• Magna: occasionally: Thermal Louvres (Rosetta), Caging mechanism (Lisa PF)

• In general: slight under-return (as most of smaller MS)

• Instruments and scientific activities (scientific studies, modelling) must be funded nationally• In AT: e.g. PRODEX, ASAP



• Missions, available for scientific participation (blue: with AT participation), e.g.:

2015): ARIEL, THOR, XIPE, no more PL A/O, optimization possible, Ind. PhA: 2016-03 to 2017-04, selection of 1 Mission mid 2017, adoption Nov. 2018, instr. selected.

• ATHENA (L2, LAU 2028), selected: 2014-06, adoption: 2019-2020,ref. P/L defined, instr. AO: 2016-07, instr. select.: 2016-11.

• M5 (Launch 2029- 2030), 32 “Statements of Interest” received Sept. 2015 (MAQRO from AT), ESA plan: M5 call April 2016, TBC (FR, DE reluctant).

• M6 call, plan ESA: M6 call June 2018 (TBD later).

• L3 (LAU 2034), Science theme selected 2013-11: gravitational Universe, call for L3 Missions: from 2016 on.


3- ESA PROGRAMMESESA Robotic Exploration

• Mission in implementation: ExoMars• With Roscosmos• Launchs: 14.03.2016, 2018 from Baikonur• AT subscription at CMIN 2008 of 1000 M€ fin. envelope,

• satisfactory AT geo-return• Still minimum ~150 M€ to be funded at CMIN 2016

• Funding rules as in the science Programme Instruments and scientific activities (e.g. scientific studies, modelling) must be funded nationally, in AT: PRODEX. ASAP,

• Instruments and scientific teams are defined


ESA Robotic Exploration



• MREP-2: Mars Robotic Exploration Preparation Programme• Technology development (mission after ExoMars)• Satisfactory geo-returns

• Phobos Sample Return (PhSR, LAU 2024, selected 2014-11 for PhA/B1, ESA- Roscosmos, CAC: 835 M€), P/L are TBD

• In parallel, small studies for Mars Precision Lander or cooperative mission with NASA/JPL (LAU 2024)

• Next steps: CMIN 2016, funding
