Tool for Ohio’s Most Vulnerable Youth Ohio PREP, Personal Responsibility Education Program, serves youth in foster care and juvenile justice systems in 9 regions throughout the state. Regions 2 encompasses Miami, Montgomery, Greene, Clark, Champaign, Logan, Hardin, Allen, Auglaize, Shelby, Darke and Preble counties; Region 3 covers Hamilton, Butler, Warren, Clermont, Brown and Clinton counties. Progress Significant progress has been made in reducing teen pregnancy in Ohio. Knowing that the rate of pregnancy among teens in foster care and juvenile court systems is historically 2.5 times higher than the rate of their peers, it is reasonable to infer this demographic must be responsible for a large portion of this success. PREP was rolled out nationally in July 2011. Between July 2011 and July 2014 more than 2,000 youth in Ohio completed the 16 hour PREP curriculum. We congratulate PREP instructors. Your hard work is showing amazing results! Current Areas of Concern The OACCA News of July 2, 2014, reports that the National Youth in Transition Database (NYTD) survey results, for the first group of Ohio foster youth who participated, showed some areas of concern: 26% experienced homelessness within the previous two years, 36% were incarcerated, only 12% were working full-time, and just 47% completed high school/GED. The 2014 Ohio HB 484 Implementation Report states that approximately 25% of open child welfare cases have opiate involvement. More specifically, alcohol and/or drug abuse is identified in more than one-third of families who come to the attention of child protection agencies. Substance abuse was a contributing factor in out-of-home placements in as many as 80% of families with children in foster care. Free Training! Genevieve Pennington: What do you like to do for fun outside of working with youth?

Stephanie Collins: Outside of work I like to paint and spend time with family.

GP: How long have you been at your position and what exactly do you do?

SC: I have been working with youth for four years. We get kids from different counties who are in the foster care system. They are with us for a year, working on coping skills, life skills and counseling to help rehabilitate their behaviors. Once they complete the program they have the option of being placed in another home on our property until they graduate or are placed in a foster home.

GP: Why is the PREP curriculum important for youth in juvenile justice and foster care?

SC: Often these youth pick up misleading ideas about the ways of life from their peers. If they knew the facts about STDs and sex, they would have a better advantage at making the right choices.

GP: How has PREP helped you do your job?

SC: PREP made it easier for the kids to open up and feel comfortable to ask questions they wouldn’t have asked in another setting.

GP: What has been your favorite PREP lesson to talk to the youth about?

SC: I don’t really have a favorite session. I enjoyed all of them equally. I truly enjoy educating the teens on safe sex and about life.

GP: Why would you encourage other agencies to get involved?

SC: I think it’s a great program, and it would definitely benefit their youth as well.

GP: Where would you like to see PREP go in the next three years?

SC: I would like to see PREP taught in all counties because too many teens these days are making poor choices. Most of the time it’s purely because they were never educated on the facts.

GP: Do you have any additional comments about your experiences teaching PREP?

SC: The more comfortable you are with teaching this material, the better your sessions will go with your youth.

Nine representatives from Greene and Clark counties attended. Jessica Owens gave a presentation on behavior management in the classroom. The next meeting will be October 10, 2014.

PREP Region 2B PREP Region 2B (Montgomery, Miami, Preble and Darke Counties) held a coalition meeting at the Drew Health Center in Dayton, hosted by Public Health-Dayton and Montgomery County on July 16, 2014. Shannon Martin Morano discussed “The Neurobiology of Sexual Assault,” a presentation based on the work of Rebecca Campbell of the university of Michigan. The audience appreciated this presentation about how trauma impacts the brain and provided new approaches when working with victims. and the information. Nicholas Residential Treatment Center completed its fourth PREP youth training in June.

The next meeting will be October 15, 2014.

PREP Region 2CPREP Region 2C (Allen, Auglaize, Hardin and Shelby Counties) held a coalition meeting at the Community Control Offices in Lima, Ohio, hosted by Planned Parenthood Southwest Ohio Region, on June 9, 2014. A total of 10 people were present from 4 different agencies. Preliminary youth data from surveys released from ODH was discussed. Allen County Juvenile Court-Detention (ACJC-D) completed one PREP youth training and Allen County Juvenile Court 5 Probate (ACJC-P) completed three PREP youth trainings during this quarter. Miami County Juvenile Court (MCJC) started its fifth youth group in June, and Clear Creek Farm (CCF) started its third youth training in July.

The next coalition meeting will be December 8, 2014.

PREP Region 3PREP Region 3 (Hamilton, Clermont, Butler, Warren, Clinton and Brown Counties) held its coalition meeting at Interact for Health in Cincinnati, hosted by Planned Parenthood Southwest Ohio Region, on August 12, 2014. Shannon Martin Morano again offered her presentation about “The Neurobiology of Sexual Assault.” We congratulate Mary Haven Youth Center for getting 75% of its staff trained as PREP instructors and for working toward 100%. Lighthouse Youth Services consistently provides PREP to its youth and completed two more youth trainings this quarter. Congratulations to Focus on Youth for completing its first PREP youth training. Lighthouse Youth Services and The Literacy Center West have begun providing PREP to youth enrolled in the Hamilton County Connecting the Dots pilot program.

The next coalition meeting will be November 11, 2014.
