MINUTES OF THE 25TH MEETING OF COMMERCIAL SUB- COMMITTEE OF SRPC HELD AT SIMHADRI ON 22.08.2014
1. INTRODUCTION
1.1 The 25th Meeting of Commercial Sub- Committee of SRPC was held at NTPC,
Simhadri on 22nd August 2014.The list of participants is furnished at Annexure-I.
Superintending Engineer-I, Electricity Department, Puducherry vide letter dated 21st
August 2014 (Annexure-II) had informed that due to administrative reasons,
Member from ED, Puducherry could not be deputed to attend 25th Meeting of
Commercial Sub-Committee of SRPC.
1.2 Shri Asim Kumar Samanta, Group General Manager (Simhadri), NTPC welcomed
the delegates from the power utilities to the 25th Meeting of Commercial Sub-
Committee of SRPC. He said that get together of technical people was essential for
coexistence in power sector. He hoped that the Meeting would pave the platform in
resolution of commercial & operational aspects involving generators and
beneficiaries and also to bring new strategies & consensus which could be
implemented with concerted efforts. He urged all stakeholders to join hands and
work together to meet the challenges in the ensuing days so as to make power
available for all in Southern Region. He informed that NTPC Simhadri Super
Thermal Power Project had been presented the Safety Award in recognition of its
best practices in the field of safety management.
1.3 Shri A.C.Sahoo, AGM (O&M-EEMG) I/c, NTPC-Simhadri, presented a brief outline
on the growth journey of Simhadri Station. The following are the salient points:
NTPC was the largest Power Generator in India, third largest Power Generator in Asia and tenth largest power generator in the world.
NTPC had made the single largest thermal capacity addition in the country during the first two years of 12th Plan.
Group NTPC had 20 Joint Ventures and 5 Subsidiaries for Synergistic Business Diversification.
Group NTPC had 38 Stations spread across India.
Asian Power Plant of the Year Award 2006 by Asian Power Magazine to Feroze Gandhi Unchahar TPS.
During the year 2013- 14 NTPC:
Generated 233.282 BU (includes Solar generation of 13.1MU).
Crossed 43,000 MW capacity reaching a capacity of 43,128 MW.
Commissioned 65 MW Solar Power Plants taking the total solar capacity to 95 MW.
The vision of Simhadri was to be the best thermal power plant in India, enhancing stakeholders’ satisfaction.

The birth of Simhadri STPS:
Rapid Industrialization and growth in agriculture/ domestic power was putting strain on the AP Power system.
Customer (AP Transco), satisfied with performance of NTPC Power station operating in the region welcomed setting up of Simhadri.
Govt. of India approved NTPC- Simhadri with total power dedicated to AP on the request of Customer.
Andhra Pradesh & Telangana are the Beneficiary States of Simhadri-
Stage-I
Andhra Pradesh, Telangana, Tamil Nadu, Karnataka, Kerala & Puducherry are Beneficiary States of Simhadri- Stage-II
Simhadri- Stage-II units met CEA/CERC guidelines on Commercial operations. Both units declared commercial operation within the stipulated norms of six months from unit commissioning. Unit # 3 declared for commercial operation from 16.09.2011 & Unit # 4 declared for commercial operation from 30.09.2012

1.4 Shri S.R.Bhat, Member Secretary I/c, SRPC welcomed Members & other
participants to the Meeting. He thanked Shri Asim Kumar Samanta, Group General
Manager, NTPC-Simhadri for hosting the 25th Meeting of Commercial Sub-
Committee. He also thanked NTPC-Simhadri team for the excellent arrangements
made for the conduct of meeting. He appreciated the efforts and commitment of
NTPC in serving the nation by maintaining maximum possible generation levels at
their stations through best practices.
The Agenda items were taken up for discussion.

2. CONFIRMATION OF THE MINUTES OF THE 24th MEETING
Minutes of the 24th Meeting of the Commercial Sub-Committee of SRPC Committee
held at Bangalore on 13th May 2014 were confirmed.
3. AUDIT OF SR DEVIATION ACCOUNT & REACTIVE ENERGY POOL ACCOUNT
3.1 In line with item No.15 of Annexure-I (Section 6.1 (d)) of CERC (IEGC)
Regulations, 2010, RLDC shall table the complete statement of the Regional UI
account and the Regional Reactive Energy pool account in the RPC’s Commercial
Committee Meeting on a quarterly basis, for audit by the latter.
3.2 SRLDC had furnished details of payment and disbursement of weekly Deviation
and Reactive Energy charges for the period from 07.04.2014 to 13.07.2014
(Annexure-IV).
3.3 Weekly Regional Deviation & Reactive Energy charges Pool Accounts for the
period from 07th April 2014 to 13th July 2014 were audited and approved.
4. ITEMS BROUGHT FORWARD FROM THE 24TH MEETING
4.1 In the 24th Meeting of Commercial Sub-Committee, it had agreed that the
following items (Annexure-V) proposed by SRLDC could be further deliberated
in the next Meeting of Commercial Sub-Committee:
Approval of Metering Scheme by SRPC for Generators and Licensees
SEM requirement projections
SEMs at all ISTS interface points including remote end of the ISTS are to be installed by CTU.
SEMs on all feeders for sectional losses
SEM data coordination
Adoption of lower CT ratio during drawl of Startup power by Generators
Problems in SEMs
4.2 Deliberations in the Meeting:
(a) Approval of Metering Scheme by SRPC for Generators and Licensees
It had been noted that as per CEA (installation & Operation of Meters)
Regulation 2010, the scheme for location of interface meters shall be submitted
to the CTU or STU or the licensee by owner of the meter in advance, before
installation of the scheme.
After deliberation, the Commercial Sub - Committee agreed that all Generators
and Transmission Licensees should adhere the Procedure of installation of

SEMs as finalized in the 23rd Meeting of Commercial Sub-Committee of SRPC
held on 4th December 2013. A copy of the Procedure is furnished at Annexure-
VI. Any modification with regard to the scheme, proposed by utilities, would be
finalized by the Commercial Sub-Committee. Subsequently, the Scheme as
finalized by the Commercial Sub-Committee would be implemented by all,
including SRLDC.
(b) SEM requirement projections
After deliberations, CTU agreed to furnish SEM requirement projections for next
one year which would be installed by CTU in line with provisions of CEA
Regulations.
STU and Generators were also requested to similarly furnish the assessment of
SEM requirement for next one year.
(c) SEMs at all ISTS interface points including remote end of the ISTS are to be installed by CTU.
CTU pointed out that as per provisions of CEA Regulations, all interface meters
at the point of inter connection with ISTS were to be installed by CTU. Other
end installation is the responsibility of STU/ licensees.
SRLDC opined that in such case, it has to certify that the SEMs installed by
respective agency comply with technical specifications, data format and
accuracy in line with the SEMs installed by CTU.
The Committee however, noted that SEMs needed to be installed in line with
CEA Regulations. The owners of SEMs need to ensure that technical
specifications and accuracy are in line with the CEA (Installation and Operation
of Meters) Amendment Regulations, 2010.
(d) SEMs on all feeders for sectional losses
TANTRANSCO pointed out that CEA Regulations stipulated location of meter
for Transmission & Distribution System at one end of the line between the sub
stations of the same licensee, and at both ends of the line between substations
of two different licensees. They added that the SEMs would be provided as per
the Regulations only.
After deliberations, Committee agreed in principle, but observed that installation
of SEMs on all feeders involved considerable cost implication etc. Hence it was
agreed that the details of SEMs requirement etc would be furnished by SRLDC
so that the matter could be put up to TCC/SRPC for consideration.
(e) SEM data coordination
CTU agreed to resolve all issues related to SEM data co-ordination for the ISTS
locations.

(f) Adoption of lower CT ratio during drawl of Startup power by Generators
NTPC expressed practical difficulty in adopting different ratios during different
stages of generation by a generator.
After deliberation, MS I/c, SRPC suggested that the matter related to adoption
of lower CT ratio be taken up with CEA.
(g) Problems in SEMs
SRLDC presented the non compliance of data format (Annexure- VII).
SRPC Secretariat pointed out the following:
As per provisions of IEGC, Meter data processing is one of the
exclusive functions of RLDCs. All concerned entities shall take weekly
meter readings and transmit them to the RLDC. The RLDC shall be
responsible for computation of actual injection / drawl of concerned
regional entities.
As per CEA (Installation & Operation of Meters) Regulations, readings
recorded by Main, Check and Standby meters for every time slot shall
be analyzed, cross checked and validated by the appropriate LDC. The
discrepancies, if any, noticed in the readings shall be informed by the
LDC in writing to the energy accounting agency for proper accounting of
energy. LDC shall also intimate the discrepancies to the appropriate
Transmission Utility or the Licensee.
In line with Regulations, SRLDC is to process the data and
discrepancies if any, are to be intimated to the appropriate Transmission
Utility or the Licensee.
CTU requested SRLDC to furnish the details of problems faced in a
consolidated manner, manufacture wise to enable them to take up with the
manufactures.
CTU agreed to take up with the manufacturer the problems related to SEMs
after getting the details form SRLDC.
5. REVISION OF UI ACCOUNT FOR THE WEEK FROM 30.07.2012 TO 05.08.2012
5.1 In the 20th Meeting Commercial Sub-Committee of SRPC held on 15.11.2012, it
was agreed that revision of UI account for the day 30.07.2012 could be carried
after receipt Hon’ble CERC orders on the STOA issue.
5.2 In its order dated 08th November .2013 in respect of Petition No. 219/ SM/2012,
Hon’ble CERC had issued orders that delivery and settlement of transactions
arising out of the different forms of access during the grid failure on 30.7.2012 and
31.7.2012 be settled in accordance with the following provisions of Grid Code.

''6.5.17. In case of any grid disturbance, scheduled generation of all the ISGS and scheduled drawal of all the beneficiaries shall be deemed to have been revised to be equal to their actual generation/drawal for all the time blocks affected by the grid disturbance. Certification of grid disturbance and its duration shall be done by the RLDC"
5.3 In the Special Meeting of Commercial Sub-Committee of SRPC held on 19th
February 2014, the following had been noted:
Revised schedule in respect of IGSTPS, Jhajjar to beneficiaries of SR as well as inter regional schedules needed to be furnished by SRLDC for carrying out revision of UI account.
5.4 In the 24th SRPC Meeting of Commercial Sub - Committee, SRLDC had informed
that the matter would be taken up by them.
5.5 Subsequently, SRLDC vide letter dated 16th July 2014 had stated that the revised
data furnished to SRPC on 20.08.2012 may be taken for the purpose of necessary
accounting. SRPC Secretariat vide letter dated 17th July 2014 (Annexure-VIII) had
requested the Constituents to furnish their views in this regard.
5.6 In the Meeting, SRPC Secretariat informed that on scrutiny of the data furnished by
SRLDC, it had been observed that revised implemented schedule in respect of
IGSTPS, Jhajjar had been furnished by SRLDC on 22.08.2012 also.
5.7 SRLDC informed that the issue would be looked into and the matter would be
resolved.
6. DIFFERENCE IN COMPUTATION OF CAPACITY CHARGES OF NTPC STATIONS AS PER NEW CERC REGULATIONS (2014-19)
6.1 KSEB vide letter dated 14th July 2014 (Annexure-IX) had proposed the following
point for discussion in the 24th TCC/ 25th CRPC Meetings:
Reference has been invited to CERC Tariff Regulation 2014-19 regarding
payment of capacity charges to Thermal Generating Station for a calendar
month. It has been stated that all generators have adopted calculation
procedure in accordance with CERC Norms whereas NTPC has adopted a
different methodology for the same. The amount claimed towards capacity
charges by NTPC is more than the amount permissible as per CERC
Norms.
6.2 In the 24th Meeting of TCC held on 25th July 2014, it had been agreed that the issue
would be first discussed in the Commercial Sub-Committee.
6.3 In the Meeting, KSEB stated that in accordance with Regulation 30 (1) of CERC
Tariff Regulations 2014-19, fixed cost of a thermal generating station shall be
computed on annual basis, and recovered on monthly basis under capacity charge.

Total capacity charge payable for a generating station shall be shared by its
beneficiaries as per their respective percentage share / allocation in the capacity of
the generating station. Regulation 30 (2) details the manner in which the capacity
charge payable to a thermal generating station for a calendar month shall be
calculated. The prorata Annual Fixed charges up to the last day of each calendar
month is to be recovered fully if the cumulative Plant Availability Factor achieved
upto the end of the calendar month is equal to or more than Normative Annual
Plant Availability Factor. If the cumulative Plant Availability Factor is less than
Normative Annual Plant Availability Factor, the cumulative monthly capacity charge
up to the end of the calendar month would be reduced proportionally. Capacity
Charge for a month would be calculated by deducting the Cumulative Capacity
Charges recovered till previous month from the Cumulative Capacity Charge up to
the end of the billing month. Further, as per Regulation 42 (2), payment of the
capacity charge for a thermal generating station shall be shared by the
beneficiaries of the generating station as per their percentage shares for the
month (inclusive of any allocation out of the unallocated capacity) in the installed
capacity of the generating station.
KSEB further stated that NTPC is apportioning the cumulative annual fixed charges
up to the last day of each calendar month among the beneficiaries of the
generating station based on the cumulative percentage allocation up to the end of
the month. From this figure, the cumulative capacity charges paid by the respective
beneficiary till previous month are deducted to arrive the capacity charge for the
month. The methodology being followed by NTPC is against the true spirit of the
Regulation.
6.4 NTPC first of all clarified that annual capacity charges being claimed by NTPC
were strictly as per the approved tariff by CERC and hence these were not
more than the amount permissible as per CERC norms. All beneficiaries
including KSEB agreed to this. NTPC further stated that the computation and
billing of capacity charges etc. being carried out was in line with CERC Tariff
Regulations 2014-19. Cumulative Capacity charges payable by a beneficiary is
computed based on the cumulative allocation percentage up to the month and
after deducting the capacity charges paid up to the previous month, the
capacity charges payable for the month is arrived. This methodology had been
in vogue since the introduction of two part tariff by GoI in 1992 and upto the
tariff period 2004-09. During the tariff period 2009-14, there was change in
methodology of computation of capacity charges from cumulative to monthly
basis which has been again changed to cumulative basis in 2014-19
Regulations.

6.5 After deliberations, all other beneficiaries, except KSEB were agreeable for the
methodology currently being followed by NTPC.
7. DRAWAL POINTS OF COASTAL ENERGEN
7.1 SRPC Secretariat vide letter dated 15th July 2014 (Annexure-X) had sought
views/comments from the Members on the issue of energy accounting of drawal by
Coastal Energen. It was proposed that energy accounting of drawal by Coastal
Energen be based on the meters at Madurai end on Madurai-Coastal line and
meters at Coastal end on Coastal-NTPL line.
7.2 NLC vide letter dated 17th July 2014 (Annexure-XI) had stated that energy
accounting of startup power drawal by NTPL be based on the energy meters
provided at NTPL end of 400 kV NTPL – Madurai & 400 kV NTPL- Coastal lines.
7.3 Coastal Energen vide letter dated 17th July 2014 (Annexure-XII) requested to
consider metering point for 400 kV Madurai – Coastal Energen line at Coastal
Energen end.
7.4 After deliberations, it was agreed that energy accounting of drawal by Coastal
Energen be based on the meters at Madurai end on Madurai-Coastal line and
meters at Coastal end on Coastal-NTPL line. It was also noted that energy
accounting of startup power drawl by NTPL would be based on the energy meters
provided at NTPL end.
8. PENDING ARREARS PAYMENT BETWEEN BENEFICIARY STATES IN SR
8.1 TANTRANSCO vide letter dated 11th August 2014 (Annexure-XIII) had proposed
discussions on the issue of pending payment between TANTRANSCO and PCKL
in respect of monetary compensation for the period from December 1998 to March
2001.
8.2 KSEB vide letter dated 14th August 2014 (Annexure-XIV) had stated that the
outstanding payment with KPTCL & AP had not yet been received and resolved.

8.3 In the Meeting, PCKL and TANTRANSCO agreed to settle the monetary
compensation issue bilaterally.
8.4 APTRANSCO informed that KSEB had not submitted any correspondence made
with APSEB/APTRANSCO or APPCC from 1992 onwards. The issue had been
brought to notice after lapse of 22 years. They had intimated KSEB that payment
of this claim may not be possible by APPCC as per the Limitation Act 1963. The
State had also been bifurcated and it was very difficult to process the old issues.
8.5 KSEB stated that APPCC being the successor utility of APSEB, is liable to clear
the outstanding dues of APSEB. They requested PCKL/KPTCL to settle the
outstanding payment.
8.6 MS I/c, SRPC suggested that the matter be taken up at the highest level for early
resolution of the issues..
9. OUTSTANDING DUES BETWEEN WR & SR
9.1 TANTRANSCO vide letter dated 11th August 2014 (refer Annexure-XIII) had stated
that arrears between SR & WR constituents were pending for long period. The
reconciliation statement as agreed in the meeting held at Mumbai had not
furnished by Maharashtra & Madhya Pradesh.
9.2 KSEB vide letter dated 14th August 2014 (refer Annexure-XIV) had stated that the
outstanding payment issue with WR would be reviewed in the meeting.
9.3 In the Meeting, SRPC Secretariat informed that it had been agreed in the TCC
Meeting held on 25th July 2014 that a Meeting be held between WR and SR to
settle the issue.
10. FREQUENCY LINKED PENALTY / INCENTIVE SCHEME FOR OVERDRAWAL / UNDERDRAWAL OF SHARES
10.1 TANTRANSCO vide letter dated 11th August 2014 (refer Annexure-XIII) had stated
that the issue of frequency linked penalty/ incentive scheme to be resolved so that
payment from AP & Karnataka had to be made to Tamil Nadu and Kerala.
APTRANSCO & KPTCL had been requested for suitable date for their visit to
Chennai.
10.2 In the Meeting, SRLDC stated that once the accounts were approved by
Commercial Sub-Committee of erstwhile SREB, its role was over. SRLDC objected
to blaming by TN repeatedly though the matter was clarified in all TCC / SRPC
meetings. Henceforth TN shall not insist on SRLDC furnishing data, which is not
available due to corruption of floppy discs.
10.3 TANTRANSCO stated that SRLDC being the nodal agency for the scheme should
necessarily provide all required data for settling this issue. APTRANSCO and

KPTCL were requested to finalize a convenient date for a Meeting at Chennai to
settle the issue.
10.4 APTRANSCO suggested that the issue may not be discussed in SRPC Meetings.
10.5 SRPC Secretariat informed that in the 24th Meeting of TCC held on 25th July 2014,
Chairperson TCC had suggested that a separate Meeting be convened and
SRLDC may provide necessary guidance in this regard.
11. DECLARATION OF ISTS ELEMENTS & ISGS IN TO COMMERCIAL OPERATION
11.1 TANTRANSCO vide letter dated 11th August 2014 (refer Annexure-XIII) had stated
that the list of transmission elements declared for commercial operation by PGCIL
and ISGS by respective agency be included in the Commercial Sub- Committee
Meetings for the respective period.
11.2 Details of ISTS & ISGS expected to be declared commercial operation during
2014-15 is furnished below please:

12. SHEDULING OF UN-REQUISITIONED SURPLUS (URS) POWER
12.1 In the 98th Meeting of OCC of SRPC held on 12th August 2014, SRLDC had
informed that in Eastern Region allocation of URS power to the beneficiaries was
being carried out by the Generators. SRLDC had stated that as per Hon’ble CERC
order dated 11.01.2010 in Petition No.134/2009 with I.A. No.54/2009 allocating of
Un-requisitioned surplus (URS) Power of ISG Stations could be carried out by the
Generator itself.
12.2 After deliberations, OCC had suggested that the matter be discussed in the
Commercial Sub-Committee Meeting. In this connection relevant pages from the
Minutes of the 99th Meeting of OCC of ERPC is enclosed as Annexure-XV
12.3 In the Meeting, SRLDC stated that in line with CERC order dated 11.01.2010,
Generators shall allocate the URS and intimate to SRLDC.
12.4 SRPC Secretariat pointed out that as per CERC order dated 11.01.2010 in Petition
No. 134/2009 with I. A. No. 54/2009, all the generating stations, governed by the
Tariff Regulations of the Commission are allowed to change schedule for the
unrequisitioned quantum of power from one beneficiary(s) to another beneficiary(s)
of the same power station on the requisition by these beneficiaries through the
provision provided in the IEGC. These schedule revisions would be treated as re-
allocation of power on temporary basis and would not be taken as open access
transactions.
As per IEGC, ISGS shall advise the concerned RLDC, the ex-power plant
capabilities. Based on the capability declared by the ISGS, RLDC would
communicate the entitlement to each beneficiary. RLDC would convey the
Generation Schedule of ISGS based on the requisition received from the
beneficiaries. The responsibility of ISGS is to declare the plant capabilities faithfully
i.e, according to their best assessment and power generation/injection according to
the schedules advised by the RLDC. As such, URS power had to be allocated /
scheduled by SRLDC to the beneficiaries based on their requisition.

12.5 NTPC appreciated the efforts of SRLDC in scheduling the URS power in the past.
Out of available 452 MU URS power, around 320 MU had been scheduled by
SRLDC to different beneficiaries in the region. They requested SRLDC to continue
to scheduling URS power in line with IEGC, based on the requisition by
beneficiaries
12.6 MS I/C, SRPC pointed out that allocation / scheduling of power being carried out is
also based on the corridor availability etc. Real time S1-S2 corridor issue etc. could
be foreseen by SRLDC only.
12.7 All the beneficiary states urged SRLDC to continue with the existing methodology
of allocating/ scheduling of URS power.
12.8 SRLDC informed that a common approach would be adopted throughout all
regions while implementing new Scheduling software as per which URS scheduling
would be done.
12.9 Commercial Sub-Committee suggested that new scheduling software should be
developed in line with the existing methodology of URS power scheduling.
13. DIFFERENCE IN BILATERAL SHEDULES FOR THE MONTH OF JUNE 2014
13.1 KSEB vide letter dated 02nd August 2014 (Annexure-XVI) had informed that
difference had noticed in the bilateral transactions between SR REA and ER/WR
REA for the month of June 2014.
13.2 In the Meeting, KSEB informed that considerable difference for the month of June
2014 had been noticed in the bilateral transactions with respect to REA of other
regions.
13.3 SRPC Secretariat informed that it had been ascertained from WRPC & ERPC that
REA had been prepared based on the implemented schedule furnished by
respective RLDCs.
13.4 SRLDC informed that the mismatches in STOA schedules for June 2014 pointed
out by KSEB would be examined and resolved. SRLDC stated that scheduling is a
very cumbersome exercise involving LTA, MTOA, huge number of STOA
transactions. Mismatches were increasing due to increased curtailments, revisions
in trans-regional ISGS etc. In such a complex situation, errors could be minimized
if all stakeholders check the web based schedules on real time basis and furnish
timely feedback on the observed errors.

14. DISCREPANCY IN DATA FURNISHED FOR ACCOUNTING
14.1 APTRANSCO vide letter dated 07th August 2014 (Annexure-XVII) had stated that
it was little skeptical about error in data submitted by SRLDC to SRPC for the
period from 02nd June 2014 to 08th June 2014.
14.2 TSTRANSCO vide letter dated 08th August 2014 (Annexure-XVIII) had informed
certain discrepancy in metered data of 132 kV Piduguralla - Wadapally feeder. It
had been requested to revise the Deviation Charges Account from 02.06.2014.
14.3 In the Meeting, SRPC Secretariat informed that SRLDC had revised
implemented schedule for the following days after issue of weekly accounts by
SRPC Secretariat:

14.4 Committee expressed concern regarding revision of implemented schedule being
carried out by SRLDC.
14.5 SRLDC informed that drawal of AP for for the week 02-06-14 to 08-06-14 had
been verified and the account was found to be in order. Error in Original
Deviation Account R-0 had been corrected by shifting the credit for injection by
AP on 400 kV Khammam Kalpakka D/C line from Telangana drawl to AP’s
drawls. However, as there were number of other changes related to 220 kV lines
and 132 kV lines with regard to polarity corrections, CT/PT ratios etc, due to
which the drawl marginally increased and hence AP remained on the payable

15. ITEMS PRPOSED BY SRLDC

15.2 Deliberations in the Meeting:
SRLDC requested all Pool members to verify the statement in respect of
reconciliation of Deviation & Reactive Charges, STOA charges and to send a
signed copy to SRLDC for records and comply with Audit requirements. Members
were also requested to ensure timely receipt of SEM data by SRLDC and also to
furnish time drift report status. LC for default of Deviation charges are to be

opened by AP, Telangana, SEPL & NTECL. DICs were requested to furnish the
PoC data in full for Q3 (October 2014 – December 2014).The updated information
furnished by SRLDC is at Annexure-XX.
15.3 Commercial Sub-Committee noted the Status of fund transfer in respect of SR to
PSDF as on 31.07.2014
15.4 In respect of 132 kV Wadapalli-Piduguralla line, it was agreed that the line CB at
Telangana end would be kept in open condition and would not be closed without
permission from SRLDC. SRLDC would continue to exclude the SEM data of
Telangana end from Telangana drawl computations.
15.5 In respect of installation of CT/ PTs at Bonakallu end of 132kV Chiullakallu line, as
there was no space in Bonakallu end, till a new substation is constructed in a new
location, Telangana proposed to install one more set of CT/ PTs at AP end itself
and install a standby SEMs for accounting Telangana’s drawal.
15.6 SRLDC informed that Telangana had written a letter expressing that they were
levied Deviation charges upto 67.8Crs and Reactive charges upto Rs3.38 crores
for the month of June & July 2014, whereas AP had been on the receiving side. It
was explained that these charges depend on the extent of overdrawl/ under drawl
at different frequency profiles during real time operations and could not be
compared with that of other states. SRLDC requested to check the accounts and
intimate discrepancies if any, for further remedy.
15.7 TSTRANSCO informed that the letter had been addressed by their Finance wing
and assured to explain them the accounting philosophy.
16. NON-COMPLIANCE OF TIME LINE FOR INTEGRATION OF NEW ELEMENT
In the Meeting, SRLDC explained the Format to be furnished before first time
energisation of transmission elements and units and urged to adhere to the
timelines for submission of the same. It was explained that and the procedure
stipulated by NLDC is applicable to CTU lines, ISTS lines of other licensees,
Dedicated lines connecting to ISTS, Transmission lines of STU / other agencies
connecting to ISTS, IPP/sellers/generators connected to ISTS, ISGS connected
ISTS. SRLDC presentation in this regard is at Annexure-XXI.
17. OUTSTANDING DUES BETWEEN TANGEDCO & NLC
In the Meeting, NLC informed that TANGEDCO had paid all the outstanding dues
based on the MoU signed between NLC & TANGEDCO. NLC conveyed their
sincere gratitude to TNEB/TANTRANSCO/TANGEDCO.

18. POWER PURCHASE AGREEMENT BETWEEN TELANGANA AND ISGS
In the Meeting, SRPC Secretariat informed that MAPS vide letter dated 18.08.2014
(Annexure-XXII) had informed that there was no Power Purchase Agreement
(PPA) between Telangana & NPCIL-MAPS.
SRPC Secretariat while communicating revised allocation effective from 2nd June
2014, had mentioned that the beneficiaries were required to maintain LC
commensurate with the allocated power.
Commercial Sub-Committee advised ISGS / CTU etc. to complete the formalities if
any, in respect of the power allocated to Telangana and Andhra Pradesh.
19. DATE & VENUE OF THE NEXT MEETING
It was decided to hold the 26th meeting of Commercial Sub-Committee of SRPC in
due course. NTECL, Vallur kindly agreed to host the Meeting.
