Over £1.5bn of work and still growingThe SCF has recently reached a major milestone of £1.5bn of work. There are over 50 clients with over 100 active projects delivering £20m of added value through the two stage procurement process. This reflects the continuous drive to build deep, insightful relationships with clients to ensure their projects are supported by the framework; this means strong, competitive bidding from the contractors so that the client gets the most suitable framework contractor that can truly work in a collaborative, transparent manner. KPI performance of contractors and clients on the framework remains in the “very good” category, and contractor performance remains the framework team’s number one focus.

As an increasing number of projects are now starting on site it is critical that projects are fit to proceed; the KPIs reflect that this is the case.

Time and cost predictability is good with time predictability at 3% and cost predictability actually coming -3% i.e. projects are seeing savings against the original budget.

Adding social value - Littlehampton leisure centre

As part of the initial works to prepare the site for the new £16.4m leisure centre in Littlehampton, Arun District Council, SCF and Willmott Dixon Construction Limited worked with the Arun Youth Aqua Centre (AYAC) to relocate their facility and provide a legacy for the sailing club and community for years to come.

AYAC welcomed the involvement of both organisations which sees the current centre move towards the east of the site and much needed improvements made to the facility. The footprint of the new leisure centre would have encroached on the land currently occupied by the AYAC but the relocation means that the boats will now have easier access to the sea via Hendon Avenue.

The improvements as part of the project include new fencing around the site, replacement changing rooms and storage and new anchorage points to secure the boats.

I am extremely pleased to see AYAC’s facilities upgraded as the organisation is run entirely by volunteers aimed at young

people who want to learn to sail. These improvements will allow the club to continue to encourage children with or without non-water sports backgrounds for years to come.

“• Information packs were given to schools on a variety of

subjects including CV writing, interview techniques and construction as a career.

• Visits were conducted to local schools to discuss all areas of construction either on site or in schools including health and safety, careers in construction and curriculum related activities.

• Career events were held to present careers in construction with STEM events demonstrating construction processes and techniques.

• Students were invited to submit art in competition to be incorporated into our hoardings.

• The Mayor, Jackie Pembleton, Arun District Council, Nigel Midmer from SCF Willmott Dixon and key stakeholders attended ground breaking celebrations at the new site.

• Willmott Dixon presented an spade engraved with the date to Arun District Council marking the event.

• The Mayor gave a speech in which she expressed how pleased she was with the Leisure Centre being delivered by Willmott Dixon and how professional and willing the team have been.

• 18 runners and 4 support team members from Willmott Dixon took part in the annual Arun District 10k run and raised money for the Chestnut Tree House charity.

• Members from Arun District Council also took part in the event.

• It was such a success that it is going to be an event that is attended by both Willmott Dixon and Arun District Council annually.

Pupils from St Michael’s Church of England Primary school, part of Salisbury Plain Academies, joined the Right Rev Edward Conway, Bishop of Ramsbury, in a turf cutting ceremony today to mark the start of work on an eagerly awaited new school at Larkhill.

Southern Modular Building Framework - 1 year on

The Southern Modular Building Framework (SMBF) is the latest in the family of frameworks developed by Hampshire County Council for construction work across the South of England and London. The SMBF complements the Southern Construction Framework and covers the same geographical area.

There are 11 suppliers on the Framework, from SMEs to well known national companies. The Framework has been operating for a year and is already delivering over £30m of work for 13 Authorities.

The Framework provides a swift procurement route for the purchase or hire of modular buildings or off-site construction. The Framework was principally developed to deliver education projects, from single re-locatable classrooms to projects as large as entire secondary schools, although any type of building can be considered including offices, works depots, leisure and hospitals. There is no upper limit to the size or programme of projects. The Framework includes standard designs as well as Design and Build of bespoke solutions

For the right type of project, offsite construction provides quicker onsite construction with reduced risk of delays. Offsite construction can deliver buildings into constrained sites and minimizes disruption to surrounding areas.

Framework Managers are available to assist clients or advise on the suitability of their project for offsite construction.

Turf cutting ceremony

The youngsters will be relocating to the school next September ready for the rebasing of army families back to Larkhill. The new building, which is costing £6.9 million, will accommodate up to 420 pupils and include a 60 place nursery. More than 400 homes are also being built near the new school for military families rebasing from Germany and will be will be open by September 2018. By 2020 Larkhill Garrison will be the third largest in the UK.

The school will be a two storey building with four main areas consisting of the school hall, two class room blocks and it will include a linked element of a ‘school street’ along with support accommodation. The project has been designed to a rating of BREEAM (Building Research Establishment Environmental Assessment Method) Very Good, and will have a construction period of 58 weeks starting in summer 2017.

SCF meeting the needs of the leisure sectorThe SCF framework has seen an increasing demand for leisure facilities across the south, driven by a rising population, greater interest in healthy lifestyles at all ages, and a need to update a maturing stock of existing leisure centres. Our contractors have extensive experience working alongside client teams at each stage to deliver environments to meet, and exceed, expectations that have lasting social legacies.

Working together to create great opportunities in construction

Galliford Try is committed to SCF, its work with Construction Industry Training Board (CITB) and the Shared Apprenticeship Scheme (SAS). In partnership pathways into Higher Apprenticeships and the construction industry. We spoke to five of our apprentices, all now working permanently within Galliford Try and asked their opinion as to why they believe their apprenticeship, the SAS and CITB has made such a huge impact on their working lives and what their aspirations are for the future.

Shayne Marples -

Shayne started working for Galliford Try as an apprentice in 2015 at the Crawford Primary School project, which is a part of the Southwark Schools Programme.

Shayne has been working four days a week and studying for one day, and he believes this approach has been extremely beneficial to his development and knowledge. During his time with Galliford Try, he has completed his NVQ in Constructing Contracting Operations and a Level 3 Diploma in the Built Environment and Construction due to this flexible approach.

Following the completion of his apprenticeship period, Shayne earned himself an interview for a full-time role with Galliford Try and came through to gain a place on the Galliford Try Management Trainee Programme. Shayne has since moved to the Ivydale Primary School project in Southwark, where he has been appointed to an Assistant Quantity Surveyor, responsible for the procurement and management of certain sub-contract packages.

He is naturally delighted with the progress he has been able to make: “The past year has run smoothly and successfully, and has made a huge impact on my knowledge of construction. Within the near future I am looking to continue with the role of a trainee Site Manager and finish my Level 4 HNC in the built environment in construction which will lead me towards a degree.”

Jamie joined Galliford Try in December 2015, after previous work experience with Morgan Sindall. While working for Galliford Try Jamie has been exposed to a variety of experiences which have helped him develop his skill set further.

Jamie was placed on the Eden Girls School project in Slough, from the pre-construction stage all the way to nearing completion. He experienced many different roles such as pre-construction, design, commercial and management which gave him a more rounded experience and a better insight into how all the roles interact. He says: “It exposed me to all the issues, challenges and processes that go into a project and how all the parts of puzzle fit together for a project to run successfully.”

“The level of exposure generated for me by this process and the high level of responsibility and trust makes me feel like an integral part of the team and the company,” he adds. Jamie is now a Trainee Quantity Surveyor on the Galliford Try Management Trainee programme and would recommend the apprenticeship experience.

Jamie Bobiller -

Already during his short career, Craig has worked for main

contractors such as Morgan Sindall (also a Southern Construction Framework member) which gave him his first exposure into the construction industry. He moved to Galliford Try in 2015 and started working with the Southampton New Arts Centre (SNAC) project team.

Craig was given responsibilities and duties from the outset, ensuring that he was gaining the most out of his apprenticeship and giving him the opportunity to learn vital skills such as working independently and working within a fast-paced environment. He was tasked with important processes such as completing a site-level survey, updating COSHH folders and keeping a record of daily works.

Craig has said that he has used the skills he has learnt from his apprenticeship to form his own working style and has put them into practise within site life and his education. “Working within the team has given me a great insight into the industry and helped my learning,” he says. “I’ve been able to apply what I am learning through the week to my studies.”

Craig, who is now a member of the Galliford Management Trainee programme, is keen to highlight the mentoring and coaching he has received through the scheme from Galliford Try employees, particularly Senior Site Manager Jamie Wilson. For his part, Jamie says he is “delighted to have been able to witness the growth and development of Craig throughout his placement at the SNAC project.”

Craig Caplen Henry Walsh -

Henry began his apprenticeship in September 2015 after previously being employed with a joinery company engaged in heritage projects carrying out restoration work. Henry was placed on the Brewery Square project, a major mixed-use project based in Dorchester.

Henry gained experience in a number of roles, and played a particular part in the site’s monitoring of progress under the Considerate Constructors Scheme, sparking an interest for him in sustainable construction.

During his time with Galliford Try, Henry has been able to continue his studies, gaining several qualifications within the two-year programme, including a Level 3 BTEC in Construction and the Built Environment, and a level 3 NVQ in Construction Contracting Operations. Henry has moved onto Galliford Try’s South West Training Matrix and is currently placed at the RNAS Yeovilton project, which is creating a helicopter escape training facility for Royal Navy pilots.

He is continuing with his training, having commenced an HNC Built Environment course, which he is hoping to convert into a degree in Construction Project Management in due course. He says: “I’ve been very grateful to be able to develop different practical skills and knowledge, getting my hands on various tools and equipment, while still being able to continue my studies.”

Sammy Oliver -

Sammy is now set to join the business full time as a trainee Quantity Surveyor on the Galliford Try Management Trainee Programme after showcasing his dedication over the two years of his apprenticeship with the business.

He started with Galliford Try in 2015 at the Thistle Hill Primary School on the Isle of Sheppey where he shadowed both the site

and Project Managers. After a term at Thistle Hill, Sammy transferred to Tunstall Primary School and has also gone on to work on the major Queen Mary’s Hospital project in Sidcup.

While at Tunstall, Sammy was part of the site team that was able to achieve Galliford Try’s Delivering Excellence award, which sites receive for achieving a zero defect and on time finish for their clients. “It was a proud moment,” he says. “The Tunstall team made me feel part of it from the very first day.” And Sammy has managed his own personal achievement as he explains: “I feel as if my apprenticeship has gone very well, this has been recognised by CITB, as I have now been nominated by them for the National Apprentice of the year award. I’m still learning something new every day, and gaining more experience and responsibility in the workplace.”

Exciting career with Midas for dedicated Southampton apprentice

Callum Summers began working with Midas Group two years ago after he enrolled on an apprenticeship scheme with SCF, CoTrain, a CITB Shared Apprenticeship Scheme.

Working hard, while gaining vital on-site experience and skills as an apprentice site manager, Callum was repaid for his efforts when Midas offered him a permanent role with exciting career opportunities.

The 20 year old was working and studying towards a Sports BTEC qualification when he realised that he needed a change in career path. Researching apprenticeships, he came across CoTrain, a construction industry-based partnership aimed at boosting the number of young people completing apprenticeships across the South East.

As part of his role with Midas, one of the UK's largest independent construction and property services providers, Callum started working on a care home development in Christchurch, Dorset, with ambitions to become a site manager.

“I was thrown in at deep end, it was a steep learning curve but really enjoyable,” he said.

“I started doing inductions, which gave me confidence and helped with my knowledge of working on a construction site.”

As well as his on-the-job experience, Callum enjoyed studying alongside work, learning everything from Health and Safety to sustainability and building technology.

“Midas gave me the opportunity to learn and develop,” said Callum.

“I was given responsibility for specific aspects of projects and I developed working relationship with Midas employees to really feel like a member of the team.

A highlight for me was the first project handover I was a part of - I felt that I could see what the industry was about and had a real sense of pride in a job well done.”

And thanks to his hard work and dedication, Callum completed his apprenticeship and was offered a job with Midas.

Now working on a retirement village scheme in Southampton, Callum hopes to continue studying alongside work, with Midas developing a structured plan for the aspiring site manager.

Michelle Cole, Group Community Engagement Manager for Midas Group, said: “We are so pleased to have offered Callum a job with Midas following the successful completion of his CoTrain apprenticeship. He has worked extremely hard and shown great dedication and passion for learning.

“At Midas our ethos is to leave lasting legacies in the places we live and work; as part of that we invest in emerging construction talent, helping them to learn through apprenticeships. Callum’s drive and growing knowledge are a real asset for Midas and are sure to be a real boost for the construction industry as a whole.”

Julian Carter, Head of Commercial Services for CoTrain, said: “The role of CoTrain is two-fold, firstly to work with industry to create apprenticeship opportunities and secondly to help apprentices develop their careers at the end of their apprenticeship.

“I am delighted that Callum's potential has been recognised by Midas as he takes the next step in his career in the construction industry. Midas is a great supporter of CoTrain apprentices and we continue the journey with the new intake of apprentices working on Midas sites.”

After meeting Willmott Dixon at a local social event, the organisation

was hoping it could help some of the young people it works with get involved with the construction industry. Rather than simply offering work experience, the company went a lot further by devising a brand new construction traineeship scheme to provide a full pathway to a construction career.

Willmott Dixon assistant project surveyor Sarah Mills (pictured above), who led the scheme explains: “These young people either hadn’t finished school or achieved adequate grades so they didn’t have what they needed in order to apply for jobs or apprenticeships. We focused on designing a scheme that would fill that gap.” The programme, which was set up and run by Sarah with Lives not knives, comprises both classroom and practical learning, with LNK teaching English and Maths and Willmott Dixon providing onsite experience at local projects like Chestnut Park Primary School.

LNK personalised a programme for each pupil, with Willmott Dixon involving them in a variety of work roles on site so they could experience all the trades and find out which they enjoyed the most. LNK’s chief executive Monique Rebeiro says “It’s a terrific programme. Learning practical skills on Willmott Dixon’s site has worked really well. Most of those at LNK are not learners who have gone through mainstream school and learning is daunting for them.

Willmott Dixon were really helpful and encouraging, and kept them all enthused and engaged. The company provided a mentor for each pupil as well as help on site with revision and training for their Construction Skills Certification Scheme (CSCS) card. They were all made to feel welcome, and loved being on site. They knew that if they put in the effort, they could look forward to an apprenticeship, so it was a life changing experience.”

The pupils gained their CSCs card and a Level 1 Health and Safety in a Construction Environment award, with a special graduation ceremony held to celebrate their achievements. LNK and Willmott Dixon are now working to ensure they are all offered full-time apprenticeships within their chosen trade so that they can achieve a qualification and be fully set up for the future.

Two have already secured apprenticeships with Willmott Dixon supply chain partners in Croydon, and others have interviews lined up, with Willmott Dixon coaching them on interview techniques.

Wates Construction have successfully completed a two week employability programme in Westminster linked with their two SCF Parliamentary Estates projects Milbank House and Life Safety. Held from the 17th July to the 28th July 2017, the programme proved very successful for nine unemployed locals.

During the two weeks the candidates gained hands on experience in plumbing and joinery, obtained their e-learning course in Asbestos Awareness as well as soft skills such as interview practice and confidence building. At the end of the programme the candidates received their BTEC Level 1 in Construction.

The candidates were taken on a site visit to a London Wates project, Tasman House, where Wates Construction are carrying out a full internal refurbishment of the building that will on completion be offices and retail units.

Candidates also took part in mock interviews with Wates Construction, O’Neill and Brennan (labour agency), Resourcing Group (labour agency), Stonewest and Nene Valley Fire, to experience various interview scenarios and build their confidence.

The programme finished with the completion of a community project, where they painted the internal walls inside the bar area at the Lillington and Longmore Garden Residents Association Community Hall in the local Westminster area, who also served as the venue for the two week programme.

Official presentations of their asbestos awareness e-learning certificates and completion certificates were then given in the same room, by Jonny Wates. The presentation and celebrations were attended by Wates Senior Leadership teams along with representation from our client at Parliamentary Estates.

The SCF is now over two years old and the first cohort of SCF apprentices have just completed their apprenticeships.

Of the 42 Site Technician apprentices that were recruited in 2015 / 2016, 73% have successfully completed their apprenticeship: With 87% of those joining their host company permanently or successfully securing a position elsewhere in the construction industry.

Additionally, the SCF continues to support the industry in delivering trade apprentices through the Construction Industry Training Board (CITB) Shared Apprentice Schemes. To date, all those that have successfully completed their trade apprenticeships have been rewarded with permanent job placements within the industry.

The SCF would like to thank all those involved with helping and supporting the apprentices throughout their training, and their commitment to delivering more apprentices throughout the Framework and beyond.

The beautiful Victorian surrounds of The Grand, Brighton held the LABC South East Building Excellence Awards 2017. Willmott Dixon were amongst 400 guests from construction companies, architects, building companies and local authorities. It was a great evening as always, entertainment was provided by singing waiters Totally Spontaneous who surprised the guests with their performances during the meal.

The awards highlight the excellent building practices being carried out by construction professionals, with a focus on those who have overcome technical and practical problems to produce great buildings with good compliance of building regulations.

Presented by representatives of LABC’s sponsors Home and Build, FMB, Jewson, Polypipe Terrain, TLX Insulation, Swiftclean, The Gas Safety Trust, LABC Acoustics, and LABC, there were 15 winners and six highly commended projects and individuals. All regional winners qualify for the Grand Finals which, this year, are taking place on Friday 10 November at the Westminster Park Plaza in London.

Willmott Dixon were delighted to learn that up against the projects; the British Airways i360 and the Watermark at Southampton, Willmott Dixon’s Southern Construction Framework project Gatwick Diamond, won Local Authority Building Control Awards 2017 under the category ‘Best Large Commercial Project’.

Our winners demonstrate how positive working relationships with local authority building control teams achieves high quality, sustainable buildings. Our awards are unique because they recognise how this cooperation improves building standards and professionalism across the industry.

Willmott Dixon awarded for the second year running Apprenticeship Initiative 2017 at the annual Constructing Excellence awards dinner held at Lancaster London. The awards recognise and promote the very best behaviours and practices that drive positive change in the industry.

The initiative, sponsored by CoTrain, looks for forward thinking employers that actively and innovatively develop a sustainable workforce. SCF is a board member of CoTrain, a shared apprentice scheme provider. The scheme has been committed to inspiring young entrants into the industry and encouraging more women into construction.

They have been supporting careers fairs and STEM events, provide hands-on site visits and building based interactive workshops, and deliver a valuable work experience. Most importantly they are made to feel part of the team by being paid a salary, being given a laptop and provided with personalised company PPE.

Winners of 2017 apprenticeship initiative

• Achieved young person engagement target last year of 3,000. Extended to 10,000 by 2020

• Achieved 19% share of the 12% of industry wide female employment on target for 20% female intake in 2017

• Sarah Mills, Management trainee awarded ‘Rising Star’ at Women in Construction Awards

• Apprentices taken from ‘Lives not knives’ charity

• Creation of Apprentice Ambassador Scheme within Willmott Dixon

• 87% retention rate (above industry average)

• Great feedback from internal staff

University of Winchester wins Client of the Year in the 2017 Constructing Excellence Awards in London and the South East at the annual awards ceremony held at the Lancaster in London. “In the client of the Year category, we’re looking for construction clients actively involved in enabling the construction programme and with strategies for encouraging and rewarding excellence” explains Clive Fuller, Pre-construction Director, Willmott Dixon; Head Judge and sponsor of the Client of the Year Award. “It is refreshing to see a relatively small client and team pushing the boundaries and feeling they really can make a difference. Size isn’t everything but the impact they are making is exceptional.”

Ridge and Partners nominated the University of Winchester as they continue to be impressed by their willingness to go ‘above and beyond’ in the way they treat their students, staff, suppliers, external stakeholders, neighbours, wider community groups and procurement partners. The client has demonstrated clear leadership in the way that it has managed design and construction and benefited from early contractor involvement through using the Improvement Efficient South East (IESE) framework (Previous framework before SCF was launched).

With high corporate goals, the University has embraced ‘whole life costing’ to determine value for money and successfully adopted sustainable methods of building and running its estate.

The University is a value driven institution determined to contribute to achieving a sustainable future. Success is evidenced in the academic achievement and satisfaction of its students and the University’s rise in the league table.

These awards are unique in their recognition of outstanding companies and projects that have delivered improvements in all-round performance through collaborative working and a real desire to make a difference. The awards are open to all parts of the supply and demand chain, all disciplines, professions and trades, from buildings to infrastructure. All winners are put forward to the National Constructing Excellence Awards that will take place in central London on the 17th November 2017.

• Create a stand alone apprentice and training structure disconnected from commercial performance

• The right resources in place to manage the programme and deal with the challenges

• Use internal talent to train and support apprentice development

• Apprentices are valuable members of the team and respond well to fair treatment, incentives and development beyond their role

Reap the benefits of the two stage open book workshops!

Southern Construction Framework have already delivered three workshops to discuss the benefits of two stage open book procurement and the way the framework can maximise this for clients and consultants in the southern region. This has provided an excellent opportunity to debate the government construction strategy new models of procurement with fellow professionals, adding to your team and individual’s knowledge, skills and success.

The SCF team are planning more and are able to lead this discussion, because the framework has been developing the two stage open book approach for over 9 years, and has made the link between high performance and speed with the safe and value added delivery of public body procurement. The workshop can be counted as CPD training and is open to:

Consultants with responsibility for managing building and programme projects.

Public body leaders from legal, procurement and estate departments.

Managers who would like to use the workshop content to take back to their organisations to develop or add to their in-house construction procurement strategy.
