The North Carolina Department ofTransportation (NCDOT) is overseeing effortsto widen an almost 4-mi. (6.4 km) stretch ofWest Market Street from Bunker Hill Road atColfax to North Carolina 68 in Greensboro.According to officials, when complete, theproject will enhance safety and mobility in thearea significantly, improving access to localbusinesses and a nearby international airport.

“This is an important project to the travelingpublic in western Guilford County as it willalleviate congestion along Market Street,” saidNCDOT Resident Engineer Brian Smith. “Thissection of Market Street has seen much indus-trial growth in the past few years and more isexpected. A new FedEx ground facility hasrecently opened in this area, and truck traffichas seen significant growth. Market Street iscurrently a two-lane road that sees an averageof 24,000 vehicles per day. BLACKSBURG, S.C. (AP) Leon Byars hasdriven on South Carolina’s slowly crumblingroads and bridges for decades, but he didn’t real-ize how bad things were getting until last month.Road crews suddenly closed a small bridgeabout a quarter-mile from his Cherokee Countyhome. Years of weathering and pounding traffic

caused the bridge’s deck to crumble. Up wentthe orange and white striped road closed signs,along with mounds of sand. Suddenly, Byarsfaces a 4-mi. detour for months or even years toget to the Wal-Mart where he likes to shop andthe restaurants where he likes to eat with hiswife. South Carolina faces problems, large and

small, on its roads. For every $500 million proj-ect currently on hold, like untangling theInterstate 20 and Interstate 26 interchange inColumbia, there are bridges like the one nearByars’ house that are falling apart and hundredsof other pothole-filled roads and bridges whosefoundations and decks are rated poor. The stateDepartment of Transportation estimates it willneed $29 billion in the next 20 years to get them

Similar to many construction companies that have comethrough the recession of the last 5 years, PepperdamConstruction may be battered, but it is certainly not beaten.In fact, the firm, located in North Charleston, S.C., is facingan increasingly bright future.With 22 employees, Pepperdam is operating with less

than half the number of personnel than it was before the eco-nomic downtown, but according to owner and PresidentGreg Blanton, this year has been the best for the firm inyears.“We were forced to downsize with the recession, but since

then we have been growing and recovering our volume ofwork,” Blanton said. “I feel very good about our future.”

Pepperdam has managed to thrive by offering arange of services to clients within 100 mi. of its homebase. The company, dedicated to industrial and com-mercial construction, specializes in building retail,office, warehouse and manufacturing facilities. Inaddition, Pepperdam takes subcontracting jobs; doescomplete site work; builds slabs and footings; installswater and sewer lines; and does electrical work.Currently, Pepperdam is putting up a 30,375-sq.ft.

(2,821.93 sq m) distribution facility for Royal MosaTile, a ceramic tile manufacturer based in the

Netherlands. Blanton and his crew began clearing and grading the 3½-

acre site in an industrial park near Pepperdam’s office backin February. Work soon progressed to the point that theywere putting the roof on the building the first week in May.“This particular site was already partially cleared,”

Blanton said in early May. “We did have some trees alongthe periphery to take out but for the most part we did a lot ofearth work moving dirt around and laying pipe, but this par-ticular site was mostly clear.”

has made a significant amount of progress inthe relaunch of its brand across NorthAmerica since announcing the companywould end its joint venture agreement withCNH at the end of 2012. Its U.S. based head-quarters opened in March with the first inde-pendently branded Kobelco excavatorsarriving in dealer yards just a month later.While these two key milestones were occur-ring, critical product support operations wereunder way behind the scenes.“Once our location was selected, we

Bobcat of Charleston held an open house at its facilityon May 16. The event was held at its NorthCharleston facility.

During the open house all parts were discounted at 10 to40 percent off retail pricing. Special pricing and financing onBobcat compact equipment and attachments was availableduring the open house. A Bobcat maintenance school washeld and guests learned how to maximize the life of theirBobcat machines. The attendees were able to test out differ-ent award winning products from Bobcat including excava-tors, track loaders and skid steer loaders.

Case SiteWatch Provides Customers Real-Time DataCase Construction Equipment launched

Case SiteWatch, its telematics, remote moni-toring and data reporting solution that pro-vides customers with actionable informationto help manage their fleets and optimizemachine performance.

Using a control module that integrateswith the machine, SiteWatch sends real-timedata to a user Web portal accessible fromnearly anywhere in the world. An intuitiveinterface allows customers and dealers toreview and analyze up to 18 months worth ofinformation. SiteWatch experts at each Casedealership are on hand to consult with cus-tomers and provide tailored assistance, fromsetup to detailed data analysis.

“We developed SiteWatch to empower ourcustomers, especially small- to mid-sizeoperations that may not be as familiar withthe technology,” said Jim Hasler, vice presi-dent, Case Construction-North America.

For example, currently Case is the onlyOEM with a dedicated telematics customercall center.

“Knowledge is power,” said Hasler.“SiteWatch provides critical data that ourcustomers and their dealers can analyze tomaximize machine utilization. SiteWatchempowers our customers to increase produc-tivity, efficiency, and ultimately, profitabili-

Among the pieces of equipment Pepperdam used to dothe work was a Case CX210B excavator; a Case 580SNbackhoe; a Case TR320 track loader; and an older Case1150E crawler dozer. All machines proved invaluable for thetask at hand according to Blanton.Pepperdam purchased the excavator from Hills

Machinery, a South Carolina based dealership with locationsin North Charleston, Columbia, Greenville and Raleigh,N.C.The older dozer was bought a decade ago from another

dealership that did not survive the recession, but sinceBlanton has owned it he makes sure that Hills Machineryservices the dozer and all of his Case machines.“I really like Case. I have purchased several Case back-

hoes in the past and another excavator, a CX160 prior tobuying the CX210B. They are good, reliable machines andthe Hills Machinery people have been good to work with,too. We use them for all the service on the Case equipmentand we actually rent some equipment from them periodical-ly, too some backhoes and skid steer loaders and track load-ers, as well,” said Blanton. Once the land was cleared and graded, Pepperdam’s

crews poured the concrete floor and erected the structuralsteel before moving on to framing the office space inside.According to Blanton Royal Mosa should be ready to

occupy the new building June 15.

The warehouse site is located in Palmetto CommercialCenter, an industrial park in North Charleston, S.C., just acouple miles from Interstate 26. Cross County Road, which runs past the Royal Mosa site,

coincidentally is the street location of Hills Machinery. Inaddition, Pepperdam Construction is located just off thatsame road in an adjacent business park.Blanton likes to do work that is close to home. As further

proof of that, he said that most of his firm’s work is donewithin 100 mi. of the Pepperdam office.“We have gone into Walterboro, St. George, Lake City

and Orangeburg, usually no more than 75 to 80 mi. fromhere. The reason for that is it is hard to take heavy equipment100 miles or more to job sites,” Blanton said. Founded in 1984 by Blanton and a partner, whom he has

since bought out, Pepperdam Construction gets its namefrom the industrial park the company has always calledhome.“We self-perform 50 to 60 percent of everything we do,”

Blanton said. When we do a building project, we will sub-contract the fire/sprinkler systems, drywall painting, andthings like that. When we are the subcontractors, it is usual-ly doing site work or concrete work for other large out oftown general contractors.”

U.S. Transportation Secretary Ray LaHood announced theavailability of $474 million for a fifth round of the highlysuccessful TIGER (Transportation Investment GeneratingEconomic Recovery) competitive grant program to fund sur-face transportation projects that have a significant impact onthe nation, a region or metropolitan area.“President Obama has challenged us to make sure our

nation’s transportation infrastructure is up to the job ofattracting and supporting businesses and the families thatrely on them,” said LaHood. “TIGER 2013 will contribute toincreased mobility for people and freight, and economicgrowth by helping to improve existing and develop newtransportation facilities that will strengthen our competitive-ness and create jobs.”Projects eligible for TIGER grants include highways and

bridges, public transportation, passenger and freight railtransportation and marine port infrastructure investments.Grants may range in size from $10 million to $200 million.Grants to rural areas may be for less than $10 million, butmust be more than $1 million. No less than $120 millionmust be awarded to projects in rural areas. The four previous rounds of TIGER provided $3.1 billion

to support 218 projects in all 50 states, the District ofColumbia and Puerto Rico. Demand for the program hasbeen overwhelming, with more than 4,050 applicantsrequesting more than $105.2 billion over the previousrounds. More than 100 of the TIGER grants were awarded direct-

ly to city or county governments that are otherwise unable todirectly access traditional sources of Federal funding for theirprojects. Similarly, more than 19 TIGER grants were award-ed directly to port authorities, and eight to tribal govern-ments. TIGER also has helped catalyze 11 multi-state proj-ects, which would have been difficult to advance throughFederal formula programs.The FY 2013 Appropriations Act requires that TIGER

funds be obligated before Oct. 1, 2014. The limited amountof time means the department will give priority to projectsthat are ready to proceed quickly. In addition to project readi-ness, primary selection criteria include improving the condi-tion of existing transportation facilities and systems; con-tributing to the economic competitiveness of the UnitedStates and creating and preserving jobs; increasing trans-portation choices and access to transportation services forpeople in communities across the United States; improvingenergy efficiency, reducing dependence on oil and reducinggreenhouse gas emissions; and improving safety.

Obstacles Include Utility Conflictsbe a four-lane divided facility.”Work began in September of 2011

and should be finished by November2014.“When completed, this facility

should provide motorists with a saferand more efficient route in this growingarea of the county,” said Smith. “Theproject length was determined by thehigh number of utilities that needed tobe relocated during construction. Allwork will be performed while keepingthe roadway and adjacent businessesopen with services. Services to be relo-cated include power, phone, cable, gas,water and sewer.”Smith said the timing for the con-

struction is right due to the existingneed for improvements.“This section of road parallels a rail

line. Most work is being performedwith lane closures, with detours limitedto rail crossing closings. The projectalso includes upgrades to intersections,with additional turn lanes and new sig-nals.According to Smith, traffic is being

affected with lane closures and someweekend closures. NCDOT’s chiefconcern is getting the project built in asafe and timely manner for all con-cerned.“Special challenges include keeping

all residents and businesses with accesswhile performing work in front of theirfacilities and homes,” said Smith. “Thisproject is near the Piedmont TriadInternational Airport, the FedExground facility and numerous business-es. Traffic is heavy, especially at peakhours, when no work is allowed. I thinkeveryone knows what’s going on, andthat it will take some time. We are inconstant contact with some of the busi-nesses, due to the need to keep theminformed about upcoming changes.I’m sure they would all love to see theproject complete, as this should helppeople get to their businesses faster andsafer, as well as getting everything backto a normal state.”The $17.5 million contract was

awarded to J. R. Lynch & Sons Inc. ofPilot Mountain, N.C., which special-izes in the construction of commercialand industrial site development, waterand sewer utilities, pump stations andtreatment plants. Workers are currentlyahead of schedule, with close to halfthe work completed.“We’re at 46 percent at this moment,

and have made a lot of progress on thisjob. What we’ve accomplished so far isapproximately 80 to 85 percent of the

more than 22,000 linear feet of stormdrain completed, along with all culvertwork,” said J.R. Lynch President JimLynch. “Both the soldier pile and seg-mental gravity retaining walls havebeen completed, along with the major-ity of the anticipated water and sewerline work and approximately 25 per-cent of the fine grading.”The biggest obstacle has involved

utility conflicts, according to Lynch.“The natural gas line running

through the project has been ourbiggest challenge, along with the tele-phone lines,” he said. “They were slowin removing them, so we had to waituntil their subcontractors dug out andrelocated them, because we’re notallowed to cut lines. They have been

our biggest hurdles to get over, causingmany delays in storm drain and gradework progress. Also, dealing with traf-fic is a daily task. Almost every day,our work requires us to set up trafficcontrol measures including, but notlimited to, changeable message signs,portable work zone signs, drums, conesand flagmen.”During the grading process, crews

were responsible for excavating topsoil down to suitable soil, fine gradingsoil and proof rolling to determine ifany undercut excavation was needed.Soil stabilization fabric had to beplaced over fine graded soil, as well,with this project requiring two layers ofstone.“The first layer [CL-IV subgrade

stabilization] varies from eight to 24inches, based on soil conditions. Thereis another eight-inch layer [aggregatebase course]. Both layers of stone areset up with the addition of water andvibratory rollers to reach a required

minimum density. Once the top layerof stone has been fine graded and thedesired density has been reached, it’sthen time for curb and gutter to bepoured. Lastly, APAC paving crews arescheduled for paving,” said Lynch.“As a subcontractor, we will per-

form to meet J.R. Lynch & Sons’schedule,” said Thomas Johnson,APAC-Atlantic Inc.’s area manager.“We have been paving as needed on theproject since it began in 2011. We willuse Vogele pavers and Hamm rollers toperform our work. We’ll bring theasphalt material out of our PomonaPlant at Martin-Marietta’s PomonaQuarry. The project calls for B25.0C,I19.0C, S9.5C for most of the project,as well as B25.0B, I19.0B, S9.5B for

areas with lighter traffic” J.R. Lynch and Sons crews have

been using primarily Caterpillar equip-ment, including loaders, graders, exca-vators, dozers and rollers/compactorsto carry out the variety of tasksinvolved. Lynch said the project hasgone very smoothly, overall.“We’ve made a great deal of

progress, and could be through almosta year ahead of schedule, at the ratethings are going. When everything isfinished, I think motorists will appreci-ate all the work that’s been done. Theywill have four lanes instead of two andthere will be better access for theschools, etc. It’s been a good project tobe involved with and up until this pointwe have had good weather, which isalways a big help. NCDOT has reallyworked with us to keep things going.”

Carolina maintains more than 40,000 mi. of roads — thefourth biggest system in the nation, even though it is the 40thlargest state in area and 24th in population. The state’s gastax is just under 17 cents a gallon, one of the lowest in thenation and unchanged since 1987 even though vehicles burna lot less gas per mile and the state’s population has grownby more than a million people. That gas tax provides nearlyall the state money that goes to DOT. Lawmakers have promised this year to make road funding

a priority. A showdown may be coming in the Senate, whichis considering a bill to get more money to the DOT. Afterwrestling with the proposal for two weeks, a subcommitteedecided to borrow $1.3 billion. The bill also would tie the gastax to inflation, meaning the tax would start going up, per-haps by several cents by the end of the decade. Supporterscarefully call it raising the “motor fuel user fee.’’ “It’s like I tell my patients,’’ said Republican Sen.

Raymond Cleary, a dentist from Murrells Inlet. “You caneither pay and fix it now, or wait and pay a lot more downthe road.’’ But the bill from Cleary’s subcommittee may be a tough

sell in a state where “tax increase’’ is a naughty phrase. TheHouse has already passed a bill that would send about $100million collected on sales tax for vehicle purchases andmove it from the general fund to road work. But House

members rejected a move to increase the gas tax. House Speaker Bobby Harrell is waiting to see what the

Senate produces. “Infrastructure is an incredibly important issue that needs

to be dealt with. I’d be happy to see them send any bill overto us that allows us to continue the conversation and try toget funding in place. My preference is it be a current streamof funding like the sales tax on cars,’’ said Harrell, R-Charleston. Republican Gov. Nikki Haley supported shifting extra

revenue to road work as the economy expands. She includ-ed that $100 million idea in her budget proposal. She also hassaid she will reject any plan that raises taxes. “Instead of leveraging South Carolina’s credit rating, or

raising the gas tax, let’s prioritize our spending and pay forinfrastructure this year,’’ Haley’s spokesman Rob Godfreysaid. Standing in the yard of the Blacksburg home where he has

lived for nearly four decades, Byars is at least willing to thinkabout paying more in gas taxes. What stops him from givingfull support is a common complaint about how road moneyis divvied up in South Carolina. “I don’t want to pay more so they can build more bridges

and roads in Charleston and Myrtle Beach,’’ Byers said. Those bigger projects often get plenty of federal money.

But the state must put up some cash of its own. And it alsosets priorities. Interstate 85 has three lanes each way for 60mi. in South Carolina, from Anderson to north of

Spartanburg. But it goes back down to two lanes right beforeentering Cherokee County. Average daily traffic is higherthere than some other three-lane stretches in the state. But aplan to widen I-85, estimated at around $500 million sixyears ago, was shelved. “My folks don’t want any more of their taxes being spent

on the coast,’’ said Senate Majority Leader Harvey Peeler, aRepublican whose district covers all of Cherokee County. Peeler’s point is reinforced by state map showing more

than 400 bridges restricted from use by heavy trucks. Itshows most of them are north of I-20. The DOT district thatincludes the bridge near Byars’ house covers seven counties.More than 100 load-restricted bridges are in that district. District Maintenance Engineer Todd Cook said the seven

counties get enough money to fix about six bridges a year.Engineers have no idea how long it will take to reopen thebridge by Byars’ house because they haven’t determinedwhether they can fix it or need to demolish it and start over.Whatever happens will cost at least $300,000, Cook said. So Byars and the 500 or so other drivers who cross the

bridge each day will have to keep driving at least 4 mi. outtheir way. “I’m tempted to start heading up and down the road and

take up a collection so we can fix that bridge ourselves,’’Byars said.

Company President Rich Goldsbury wasthe master of ceremonies for the ground-breaking event, while North Dakota Gov.Jack Dalrymple, U.S. Sen. John Hoeven andHeidi Heitkamp, U.S. Rep. Kevin Cramer,and Bismarck Mayor John Warford were onhand to make the ceremonial turn of dirt,which included the use of Bobcat equipmentto mark the moment.

“This is an exciting day as we invest in thefuture of Bobcat and the future of NorthDakota,” said Goldsbury. “We created thecompact equipment industry, and theAcceleration Center will ensure the Bobcattradition of innovation and market leader-ship continues.”

The Acceleration Center also will serve asa center for excellence and a learning insti-tute for employees. The facility features an

open space and high-tech design to encour-age collaboration and discussion. Bobcatdealers and customers will be brought to thecomplex for training and hands-on experi-ence.

“The newest designs, the latest technolo-gies and the best ways to apply product fea-tures important to our customers will be partof the daily life inside the AccelerationCenter,” Goldsbury added. “We take greatpride in our North Dakota roots. Today, wehave set the foundation for the future inNorth Dakota.”

The contractor for the project is ComstockConstruction Inc. of Wahpeton, N.D. Whencomplete, the entire project — including theoriginal building built in 2005 — will marka $35 million investment by Bobcat in theNorthern Plains Commerce Centre inBismarck.

Contractors Bid on Machines During Alex Lyon AuctionAlex Lyon & Son held an auction May 15 in

Kissimmee, Fla. The auction featured constructionequipment, support attachments, aerials and forklifts

from Neff Rentals, Hertz Equipment Rentals and UnitedRentals. Contractors had the chance to bid on two articulat-ed haul trucks; ten hydraulic excavators; a motorgrader andmotor scrapers; rough terrain tractors; three boom trucks; andmuch more.

More than 1,750 bidders participated online and onsite at Ritchie Bros. Auctioneers’ multi-million dol-lar unreserved public equipment auction in

Orlando, Fla., on May 16.Bidders came from 55 countries, including 49 U.S. states.

Close to 60 percent of the equipment was sold to out-of-statebuyers from as far away as Chile, Egypt, Vietnam and theNetherlands. Online bidders purchased more than 40 percentof the equipment sold (by dollar value).

In total, more than 1,500 equipment items were sold in theauction, including crawler tractors, excavators, wheel load-ers, truck tractors and more.
