THE AGENDA

For the second year, South Sudan Oil & Power returned to Juba to fo-cus on the private sector opportu-nities in South Sudan, following the immense progress made in 2018 in securing and growing the oil pro-duction and associated industries in the downstream and midstream sectors. Having cemented a peace agreement earlier this year, the country’s newfound stability is act-ing as a catalyst for new investment. The Ministry of Petroleum aims to boost oil production and make South Sudan a premier oil producer in Africa and globally. To bring these ambitions to fruition, the Transition-al Government of National Unity of South Sudan is actively pursuing in-ternational investment and partner-ing with the private sector to spur investment, encourage growth and develop the oil and power sectors.

Investing in East Africa’s only ma-ture oil producer is a prime op-portunity for the private sector, with the opportunity to leverage South Sudan’s plentiful oil re-sources, unique status as one of the few true frontier markets in the region, and capitalize on the emerging positive business en-vironment being created by the government and local entrepre-neurs. This dialogue has never been more important, as South Sudan takes its place as a prom-inent oil producer on the inter-national stage, cooperating with the Organization of the Petro-leum Exporting Countries (OPEC) on the landmark Declaration of Cooperation and continuous-ly securing new investors from across Africa and the world.

With a new peace deal signed and in imple-mentation, the Government of South Sudan is pushing for increased oil production and exploration activities. The Greater Pioneer Operating Company resumed oil produc-tion this year after a hiatus of several years and the Sudd Petroleum Operating Compa-ny is also planning to relaunch production this year. New companies have entered the market. The resumption of oil activities rep-resents a wealth of opportunities for South Sudan and neighboring countries, but also presents fresh challenges, including a need to attract international investors and ser-vice companies into the country’s newly re-vamped oil industry.

Funding, Building and Operating Projects and Critical Energy Infrastructure.

South Sudan has one of the worst electricity access rates in the world and a severe short-age of roads and downstream facilities, from pipelines to refineries. Oil infrastructure is mostly situated north of the Sudanese bor-der. But that could change, with projects like a 100 MW thermal power plant — the first post-war power project installed — commis-sioned this summer, and refinery projects set to quickly expand capacity. South Su-dan is also turning to regional initiatives and partnerships to boost infrastructure devel-opment and seeking international investors to jump-start the sector and the economy.
