South Plainfield Public Schools Mission Statement:

2. Approval of District School Security Drill State of Assurance – 2019/2020
Approve the District School Security Drill Statement of Assurance for the 2019/2020
school year. This report is on file in the Assistant Superintendent’s Office.
3. Approval of Adult Education, Preschool and Before & Aftercare Programs for
2020/2021
Approve the following programs for the 2020/2021 school year:
Before School/After School Program (Coordinated by the Asst. Superintendent)
South Plainfield Preschool Program (Coordinated by the Supervisor of Special
Services)
Adult & Continuing Education Classes, Trips and intersession classes, all based on
enrollment.
4. Approval of District Mentoring Guide – 2020/2021
Approve the District Mentoring Guide for the 2020/2021 school year in accordance with
Tab. IX.4
5. Approval of District School Security Drill Statement of Assurance
Approve the District School Security Drill Statemen of Assurance for the 2019/2020
school year. This report is on file in the Assistant Superintendent’s Office.
6. Approval of the NJ High School Voter Registration Law Annual Statemen of
Assurance
Approve the New Jersey High School Voter Registration Law Annual Statement of
Assurance for the 2019/2020.
7. Approval of the Before & After Care Program Parent Handbook
Approve the Before & After care Program Parent Handbook for the 2020/2021 school
year as shown in Tab IX.7.
8. Approval of New Jersey Department of Education School Self Assessment under the
Anti-Bullying Bill of Rights District and School Grade Report
Approve the NJ Department of Education School Self-Assessment for Determining
Grades under the Anti-Bullying Bill of Rights District and School Grade Report for the
2018/2019 school year as shown in Tab IX.8.

9. RESOLUTION OF THE SOUTH PLAINFIELD BOARD OF EDUCATION
REGARDING THE RESIDENCY HEARING OF STUDENT L.M.
WHEREAS, on June 10, 2020, a residency hearing was held before the South Plainfield Board of
Education; and
WHEREAS, on that date, the parent(s)/guardian(s) of the above-referenced student did not attend
the hearing despite having been apprised of their right to do so, and having been further advised
that the hearings would proceed in their absence; and
WHEREAS, the Board, after having heard and considered all of the proofs presented, resolves to
order the removal of the above-referenced student from the District because the required proof of
residency in South Plainfield has not been provided in accordance with law;
NOW, THEREFORE, BE IT RESOLVED, that the Board finds that the above-referenced
student has not provided the required proof of residency in South Plainfield and, therefore, is
currently ineligible to attend the South Plainfield Schools; and
BE IT FURTHER RESOLVED, that, pursuant to statute, the Board hereby removes the pupil
from the District within 21 days pursuant to law and hereby assesses tuition for the student’s
ineligible attendance; and
BE IT FINALLY RESOLVED, that the family shall receive notification of the Board’s
determination and their right to appeal to the Commissioner of Education.
DISCUSSION:
RESOLVED, upon recommendation of the Superintendent of Schools that the Board of
Education approve the foregoing resolutions.

(NOTE: Approval of this resolution authorizes the superintendent to submit to the county
superintendent applications for emergent hiring and the applicant’s attestation and proof
that he/she has not been convicted of any disqualifying crime pursuant to the provisions of
N.J.S.A. 18A:6-7.1 et. seq., N.J.S.A. 18A:39-17 et. seq., or N.J.S.A. 18A:6-4.13 et.
seq. This includes background checks and fingerprinting for those employees listed
below: (All appointments are contingent upon receipt of proper teaching certification and
the satisfaction of all requirements set forth in P.L. 2018, c.5. All salary placements are
pending receipt of college transcripts verifying degree status and letter stating years of
service in other districts, *denotes mentoring required.)

4 Resolution to Approve Various Purchase Contracts and Orders for the 2019/2020 School
Year
Approve the purchase contracts and orders pursuant to NJSA 18A:18A-10 and 18A:18A-

Approve the Professional Services Agreement between Wellspring Center for Prevention
and the South Plainfield Public School District for the period of September 1, 2020
through June 2021 in the amount of $90,000, in accordance with the terms and conditions
contained therein.
6. Renew Re-Bid #12-19 Refuse Collection Services
Approve the first renewal of Re-Bid #12-19 – Refuse Collection Services with Pinto
Brothers Disposal the period of July 1, 2020 through June 30, 2021 in the amount of

7. Approve the First Renewal of Bid #01-20 – Food Service Management Company
Approve the first renewal of Bid #01-20 – Food Service Management Company with
Aramark Educational Services for the 2020/2021 school year. This includes a
$66,266.46 Administrative Management fee, subject to the terms and conditions of a
contractual agreement pending review by Board Counsel, which the Board President is
authorized to execute on behalf of the Board.
Surplus Guarantee:
Aramark guarantees that the District shall receive a Surplus of $100,000. If the actual
Surplus for the Food Service program falls short of the aforementioned amount, Aramark
shall pay the difference.

38. Resolution Increasing the Bid Threshold—Qualified Purchasing Agent
WHEREAS, Alex Benanti, School Business Administrator/Board Secretary possesses a
Qualified Purchasing Agent (QPA) certificate;
WHEREAS, the State Treasurer, in consultation with the Governor and pursuant to
N.J.S.A. 52:34-7, and N.J.S.A. 18A:18A-3 (b), has increased the bid threshold amount
for school districts with a Qualified Purchasing Agent , from $40,000 to $44,000,
effective July 1, 2020;
NOW, THEREFORE BE IT RESOLVED that the (Name of Board of Education),
pursuant to N.J.S.A. 18A:18A-3 (a) and N.J.A.C. 5:34-5.4, establishes and sets the bid
threshold amount of $44,000 for the Board of Education, and further authorizes Alex
Benanti, the Qualified Purchasing Agent, to award contracts, in full accordance with
N.J.S.A. 18A:18A-3 (a), for those purchases that do not exceed in the aggregate of the
newly established bid threshold amount.
