ELEMENTARY SCHOOL HOURS/LOCKED CAMPUS

The elementary school day begins at 8:20 a.m. Elementary bus students are released from their buses as early as 7:45 a.m. A morning program is offered to students from 7:45 - 8:10 a.m. Breakfast is served from 7:45 - 8:15 a.m. Students report to their classrooms at 8:10 a.m. (For the safety of the children, students who walk to school should not come before 7:45 a.m.) Student dismissal begins at 3:00 p.m. Buses depart at 3:05 p.m. The entire South Lewis District is a locked campus during school hours. The doors in each elementary building are locked for 8:20 a.m. - 3:10 p.m. All visitors should report to the designated entrances to be admitted by the district safety monitor. The designated entrance at Port Leyden Elementary is the Lincoln Street entrance, at Glenfield Elementary the designated entrance is the Main Street entrance. Visitors will be required to utilize a call button at these designated entrances. Students who arrive late to the elementary buildings will need to be accompanied by an adult to utilize the call button and be admitted by the safety monitor. Late students are still required to be signed in at the main office in each building.

ATTENDANCE Regular attendance and punctuality are important right from the very first day of Kindergarten. The earlier children learn that school is their job and that they have something important to do, the more satisfactory will be their growth. Good attendance is essential for steady progress throughout a child’s school career. The State Education Department requires an accurate record of every child’s attendance at school. Such records must show the specific cause of every absence. For this reason, all students are required to bring a written excuse from parents / guardians in every case of absence or tardiness, preferably on the day they return to school. If an excuse is not forthcoming, the absence will be considered illegal. Please keep tardiness and absence at a minimum, but do keep an ill child home.

PERFECT ATTENDANCE

Perfect attendance policy: “Students who have been in attendance for one hour of instruction in the A.M. and one hour of instruction in the P.M. will be deemed to have been in attendance for the full day. Only students whose official 40 week attendance register shows no absences at the end of the school year will be granted perfect attendance for that year.”

SCHOOL BREAKFAST/LUNCH PROGRAM

The South Lewis Central School operates a food service in each of the schools to provide a nutritious well-balanced breakfast/lunch for children. Cost for the breakfast program is $1.25. The complete lunch is $2.50 (Prices are subject to change.) Children intending to participate in the breakfast/lunch program on a regular basis are requested to bring their money in each Monday. For your protection, any money sent to school with your child should be enclosed in an envelope and have the following information on the outside: name of the pupil, name of the teacher, pupil’s lunch number, amount of money enclosed and the purpose of the money. Children bringing their lunch may supplement it with milk at the cost of $.35 per carton. Morning milk is also available at a cost of $.35. Milk is available in 1%, skim, chocolate and white. Juice may be purchased at a cost of $.40. Menus are distributed each month. We would ask parents to: 1. Review the menu with your children and help them select the meals and meal choices they will be buying. 2. Encourage your children to try different foods. Information on free and reduced breakfast/lunches is available through each building office.

SCHOOL CLOSINGS

If school is closed because of bad weather, sickness, or any other non-scheduled reason, notice will be given over the following radio and television stations: WWNY, Watertown; WBRV, Boonville; WIBX, Utica; and WLLG, Lowville. Notice will also be given by the Superintendent using our automated notification system, School Messenger, via telephone. You are reminded that during the winter months, WBRV begins broadcasting at 6:00 a.m. Please do not call the school offices. Phone lines must be kept open for emergencies. You may call the school’s Weather Line, 348-COLD, for school closings and delays. The School District operates as a whole; however, if only certain bus routes or schools are affected, such announcements will be made.

CUSTODY INFORMATION Parents / guardians of students with custody information or other important information, are reminded to share relevant information, such as updated court papers, each year with your child's school. Please send the updated information to the school's office at the beginning of the school year and whenever applicable during the school year. We appreciate having the most up-to-date information for your child's situation on hand.

DISCIPLINE POLICY Pupils are expected to come to school with the understanding that the rules and policies of the school are to be observed and followed. At the beginning of each school year, your child will bring home a copy of the district discipline policy, the South Lewis Code of Conduct. Please review this Code of Conduct with your child. We greatly need and appreciate parental support in our efforts to maintain a safe and orderly learning environment for all students. Occasionally, children make poor choices. As part of the education process, we strive to provide a supportive environment where we work to help students learn to make better choices.

DRESS

Students attending the elementary schools are expected to dress in clean and functional clothing and footwear. If students wear sandals or flip-flops to school, we recommend that sneakers be carried to school in the student’s backpack as well. Sneakers are necessary for PE and for play during recess. Short shorts, halter-tops, tank tops and shirts emblemized with suggestive and/or inappropriate slogans are not considered proper attire for school. Students are not allowed to wear hats in the school buildings. We ask each family to support our efforts to maintain a high level of standards for our students.

EMERGENCY INFORMATION

Each year forms are sent to all parents requesting emergency information to be used in case of student illness, injury or emergency school closings. This information is extremely important. Parents / guardians are asked to complete these forms at the beginning of each school year and to notify the school whenever any changes occur.

FIELD TRIPS

Each year many of our elementary classes take field trips. Such trips are an extension of or supplement to the program being offered in the school. These trips make it possible for the children to visit and see first-hand some areas which they have been studying about in their schoolwork. Each classroom teacher is responsible for planning the field trips and arranging for chaperones. Parents/Guardians are asked to sign a Field Trip/Medical Release Form (permission slip) in order for their children to attend school-planned field trips.

HEALTH: ILLNESS or INJURY In case of an injury or illness occurring during school, first aid will be administered and the parents notified. First aid is treatment that will protect the life and comfort of a child until authorized treatment is secured, and is limited to first aid treatment ONLY. Following this, the child will be placed under parental care. Responsibility for subsequent treatment rests with the parents. No care beyond first aid is ever given without written orders from the family physician.

HOMEWORK

Teachers assign homework for certain subjects and projects. The students are responsible for completing all assignments due. When absent, students need to complete any assignment or homework which teachers deem necessary. If a child will be absent because of a family commitment, please check in advance with the teacher about assignments that can be completed independently during that time. Specific information concerning expectations for each classroom will be brought home by your child in early September. Help your child be responsible for completing assignments by scheduling an allotted time period, in a quiet, well-lit area in which to work. Help your children to succeed, but expect them to do their own work.

STUDENT ACCIDENT INSURANCE Parents/Guardians of students in the South Lewis School District have the opportunity to purchase student accident insurance through the Pupil Benefit Plan, Inc. This plan operates on a non-profit basis under the supervision of the New York State Public School Athletic Association. Information on rates and coverage can be obtained through any of the school offices.

MEDICATION

Students needing to take any form of medication in school are required to have written instructions from a physician and a parental permission slip on file in the Nurse’s Office. All medication must be stored in the Nurse’s Office and dispensed by School Personnel. Medications must be brought to school by the parent / guardian. Students are NOT to carry medications. Cough drops, aspirin, throat lozenges, etc., are considered medication. If you have any questions about medications, please call the School Nurse.

PARKING REGULATIONS Parents / guardians and friends visiting the elementary schools during the day are requested to park their vehicles in areas that will not interfere with regular school traffic / school buses. Please remember, it is against New York State Law for vehicles to be in motion on the school grounds when buses are loading or discharging passengers. This law is strictly enforced.

PARENT – TEACHER CONFERENCES Fall parent-teacher conferences are held in November to review and discuss the progress of your child. In the spring, parent-teacher conferences are held if your child is considered “at-risk”. These conferences are valuable and provide both teachers and parents / guardians with information needed to assist and support your child’s learning. We truly want to make your child’s school life a rich and rewarding one. Help us to do so by attending your scheduled parent-teacher conferences. Please feel free to request other conferences at any time during the school year, either by contacting your child’s teacher directly or by calling the school office.

CLASS PARTIES Traditionally, three scheduled parties are held in the elementary classrooms: Halloween, Christmas, and Valentine’s Day. At other times of the year, individual classes may have special celebrations. Specific information regarding parties will be sent home by the classroom teachers, PTO, or the school office.

SCHOOL PHONES and CELL PHONES

All school offices are equipped with phones for conducting school business and emergency use. Students will only be allowed to use the school phone for calls that are considered a necessity or emergency. If school phone lines are down, emergency phone numbers are as follows: Glenfield – 376-3400 Port Leyden – 348-5117 Because of the availability of school phones for emergencies, students do not need to carry cell phones while in school. If a child has permission from the parents and the principal to have a cell phone in school, the phone must be kept in the backpack and silent at all times. If the cell phone is taken out, the child risks having it taken away and given to the principal. Parents of the child can retrieve the cell phone from the principal in the school office, if it is confiscated. PHYSICAL EDUCATION All students are required to participate in Physical Education activities. Any student who has reasons to be excluded from any activities or from showers must present a request to the building principal with supports from home, the doctor, etc. Medical requests must include a date that the student may resume participation. CLOTHES: Students will be required to dress appropriately for physical education participation. Students in grades 3-4 will change from street clothing into t-shirt or sweatshirts, shorts or sweat pants, socks and sneakers, unless otherwise directed by their physical education instructor. SHOWERS: Showers may be required in grade 4 after Physical Education class for Health and Wellness purposes. Clean towels and soap are provided.

PLAYGROUND Each elementary building has playground facilities and rules to govern their use. The playgrounds and recreational areas are open to use by elementary pupils during school hours and when school is not in session. Rules are discussed in each classroom. Students are expected to follow these rules whenever they are using the playground. After school hours, the responsibility for any damage to school buildings, grounds, equipment, or injury to the children using these facilities, is placed with the parents / guardians. The use of recreational vehicles is prohibited on all school property.

PARENT-TEACHER ORGANIZATIONS / PTO Each elementary school has a Parent-Teacher Organization (PTO), which provides a close link between parent and school. These organizations sponsor many events throughout the school year to benefit our schools and our children. Notices of scheduled PTO meetings are on the district calendar and will be sent home from each office. If you would like to get more involved in your child’s education, the PTO is a good place to start!

GENERAL PERMISSION NOTES

Should a student need to be absent for a period of time, be excused early, or wish a change of bus stop, a dated written note signed by the parent / guardian is required. Notes should state the reason for the child’s leaving school and are to be made out on a day-to-day basis. Such notes should be brought to the classroom teacher when the student arrives at school in the morning. This is necessary so that the principal and the teacher will be informed and bus arrangements can be made. Students will NOT be permitted to leave school premises or change bus stops without written permission. If emergency busing changes become necessary during the day, please contact the school before 1:30 p.m. We are responsible for many students, so last-minute changes make for a chaotic dismissal for all. PICKING CHILDREN UP EARLY Parents / guardians are asked to come into the office when they wish to pick up their child. If someone other than the child’s parent / guardian is to pick them up, we must have a written note. Parents / guardians should send in a note any time they give permission for someone else to pick the child up, or if the child is going to a different destination, (even if the person’s name is listed on the emergency form). (Those people allowed to pick up students based on the emergency form filled out at the beginning of the year are called only when we can not contact a parent / guardian in an emergency situation.) Parents / guardians should make definite decisions about any changes in their child’s normal destination/transportation and should discuss these changes with the child prior to their leaving for school. Children do worry and are unable to concentrate if they are uncertain about their destination or transportation plans at the end of the day.

If a child is going to a different location after school, please send in a written note that morning. The note should contain the student’s name, teacher’s name, destination (specific name), and street/road location. If your child is going to another student’s home, we must also have a permission slip from that parent / guardian. In an emergency, you can call the school to change a destination but please send a note in the following morning. If you pick up your child from school, please wait until dismissal. We have classes until the end of the school day, and it interrupts class time to call students to the office. If you have an early doctor or dental appointment, please send in a note that morning so we know that your child will be leaving early.

PROMOTION

Promotion or retention of a student will be considered according to the following criteria: academic achievement as compared to district curriculum, social and emotional development of the child, age of the child, and physical growth (size) of student. What is best for the child will be the determining factor. The promotion or retention decision is based on conferences involving parents, classroom teacher, principal, and any other school personnel who would have information pertinent to the child’s educational program. Final authority for grade placement rests with the Building Principal and Superintendent.

RELIGIOUS EDUCATION

In cooperation with participating churches, students at Port Leyden and Glenfield are released from school to attend religious education classes. Parental permission forms are sent out early in the school year. Students with signed permission slips will be required to attend religion unless we have a note from the parent requesting otherwise.

REPORT CARDS and REPORTING PUPIL PROGRESS There will be four reporting periods a year for all elementary pupils. Report cards are issued at the conclusion of each ten-week period. Parents and pupils are urged to examine the report card carefully. A thorough understanding of each pupil’s progress occurs when parent-pupil-teacher work together as a team. Additionally, at the end of the first five weeks of school, a progress report will be sent home with each student. If, after you review the report card or progress report, you have further questions, please call your child’s teacher at the school.

SCHOOL SUPPLIED BOOKS/EQUIPMENT With but a few exceptions, all books and equipment are provided by the school district. Under this policy, if textbooks, library books, workbooks, equipment, etc. are lost or damaged beyond the usual level of wear and tear, pupils are expected to cover the replacement cost.

Parents / guardians moving out of the district during the school year are asked to report to their child’s elementary building prior to leaving in order to return any books/materials that belong to the school, collect personal items from the classroom/desk and notify us of your child’s new school. When you register your child in his/her new school, that school will send us a request for records. At that time, official school records will be forwarded directly to the new school. Early notification by the parent of an upcoming move will help expedite the transferring procedures. If moves become necessary during a school vacation period, contact the District Office at 348-2500.

TRANSPORTATION Pupils riding on buses are reminded that from the time they board a bus in the morning until they leave the bus in the afternoon, they are under the care of the school. Appropriate behavior is expected on the school bus as much as in the classroom. Remember, your driver has a big responsibility for safe transportation; students should conduct themselves in such a way that the driver may give full attention to the road. Bus rules are posted in the front of each bus and reviewed with all students at the beginning of the school year during a mandated bus safety drill. SAFETY RULES ON THE BUS

1. Observe same conduct as in classroom 2. Be courteous, use no profane language 3. Do not eat or drink on the bus 4. Keep the bus clean 5. Cooperate with the driver 6. No tobacco products allowed on bus 7. Do not tamper with or damage bus or equipment 8. Stay sitting in your seat 9. Keep head, hands, feet inside bus 10. Do not bring any dangerous items or material on bus 11. Bus driver will assign seats 12. No animals on school bus 13. Do not fight, push, or shove

The bus driver or the Transportation Department will contact parents / guardians if their child abuses bus privileges. Misbehavior may result in a formal bus conduct report to the building principal who will contact the parent. This may result in a suspension of riding privileges for a period of time. Video cameras will be rotated throughout the bus fleet to help maintain the safety of our children while traveling to/from school. Location of Bus Stops - Throughout the district, certain points have been designated as bus stops. As it would be impossible to stop at every house in a densely populated area for the pick-up or discharge of pupils, bus stops have been established. If a bus stop is located at or near your home, please see that your children are out at the pickup spot sufficiently early as to not cause delay in our busing schedule. VANDALISM

Willful and malicious damage to school property will not be tolerated. Acts of vandalism will be investigated fully, and parents will be notified by the administration. Punishment or restitution for damages will be our accepted policy, and will be determined by the administration.

VISITORS

We welcome parent visitations to our school. During school hours, to protect and ensure the safety of the children in the buildings, the entire South Lewis District is a locked campus. The doors in each elementary building are locked for 8:20 a.m. - 3:10 p.m. All visitors should report to the designated entrances to be admitted by the district safety monitor. The designated entrance at Port Leyden Elementary is the Lincoln Street entrance, at Glenfield Elementary the designated entrance is the Main Street entrance. Visitors will be required to utilize a call button at these designated entrances. All visitors MUST report to the office upon arrival at any of the elementary buildings. Visitors will be provided with a Visitor Badge that they must wear while in the building. This Visitor Badge is to be returned prior to leaving. If it is necessary to talk to a staff member during school hours, be sure to phone the office first. Arrangements will be made so that you can meet with the staff member in private at a time convenient for both you and the teacher.

ELEMENTARY SPECIAL SERVICES ELEMENTARY GUIDANCE COUNSELOR – The Elementary Guidance Counselor assists the educational community in helping individual students handle problems related to school and home. OCCUPATIONAL/PHYSICAL THERAPY - An Occupational Therapist specializes in the development of the fine motor and visual perceptual motor skills and activities of daily living. A Physical Therapist specializes in the development of gross motor skills. These are school-based services that support the educational goals of the student and/or push-in to the general education setting. TITLE I – ACADEMIC INTERVENTION SERVICES/AIS - Federal funds have been given to school districts to assist students in the development of basic skills in Reading, Writing, Mathematics, Science and Social Studies. Students may enter the program by performance on standardized tests, teacher recommendation, etc. Title I funds supplement state and local monies for program development, employment of staff, and purchase of materials and supplies. Please refer to the district AIS plan for more information. LEVELED LITERACY INTERVENTION / LLI – A small group intervention for K-4 students in reading and writing. Students receive 30 minutes of instruction daily for a set number of weeks, supplementing the classroom literacy program. SPEECH - The Speech/Language Therapist works with students on language development and individual speech development. These are school-based services that support the educational goals of the student, offer less formal speech improvement and/or push-in to the general education setting. SCHOOL PSYCHOLOGIST - The School Psychologist is available to assist teachers in identifying students’ individual learning needs, to work with the Committee on Special Education (CSE), to help teachers in developing programs to meet individual needs within the classroom through the Response to Intervention (RTI) Process and to assist parents with any concerns they may have regarding their child’s development and learning style. SPECIAL EDUCATION - These services are provided to students who have been identified by the Committee on Special Education (CSE) as having a learning disability or other special education needs. These services may include resource room, consultant teacher direct or in-direct, 15:1 special class, etc. ENRICHMENT PROGRAM TEACHER (MAP) - Develops and teaches programs to students who have been identified as having special abilities or talents.

HOW PARENTS / GUARDIANS CAN HELP

Be positive about your child’s progress in school. Keep a copy of your child’s school schedule handy. Help your child prepare for school the night before by assembling library books, homework, notes, lunch or lunch money, physical education clothes, musical instrument, etc. Read notices that are sent home with children. All are important and some must be returned to school. Speak positively of school and teachers -- if you do not have a good opinion of both, chances are your child will reflect your ideas. Concerning trouble in school, or outside of school, get both sides of the story by visiting the school and talking to the persons concerned. Emergency Drills (Fire, Bus, and Shelter) -- Help your teachers instill in your child the value of treating every drill as a real one. Take your child to interesting places that have educational value. Encourage reading of library books, magazines and newspapers. Know where your children are and the company they keep. If your child wears glasses, hearing aids, etc., please see that he or she wears them to school. Monitor what your child is bringing to school. Pets and other animals are not to be brought to schools unless previous arrangements have been made with the teacher. Mark your child’s personal possessions so he/she will know his/her own and, if misplaced, they may be returned to the child. See that your child is wearing a hat, boots and mittens during the winter months. Be specific about your child’s illnesses on excuses. If you have questions or concerns, please call your school. The education of your child is a collaborative effort between home and school.
