China's new leader Xi Jinping capped his rise Thursday by adding
the largely ceremonial title of president, though he will need
cautious manoeuvring to consolidate his power and build support
from a public that is increasingly clamouring for change.
The elevation of Xi to the presidency by the rubberstamp national
legislature gave him the last of the three titles held by his
predecessor, Hu Jintao. The move was expected after Xi was named
head of the Communist Party and chairman of its military, positions
of true power, last November in a once-a-decade handover to a new
group of leaders that has been years in the making.

South Korean Prime Minister Chung Hong-won visited Thursday a
front-line island near the tense western sea border with the
Democratic People's Republic of Korea (DPRK) amid heightened
military tensions following DPRK's nuclear test last month, local
media reported. The prime minister paid respect to the two soldiers
killed in the DPRK's 2010 artillery attack on the island of
Yeonpyeong, and visited a military unit stationed there."As a
strong buttress protecting the lives and property of the people, I
ask for your full preparations such as maintaining a high alert to
properly respond to any types of North Korean (DPRK) provocations,"
Chung told the soldiers, according to Yonhap News Agency.
His visit came after top DPRK leader Kim Jong Un guided live
ammunition exercises that many believe were targeted at South
Korean border islands.Cross-border tensions remain high as South
Korea and the United States, which together pushed for new
sanctions condemning the DPRK's nuclear test, are engaged in joint
drills the DPRK call a pretext for invasion. The 2010 shelling also
killed two South Korean civilians.

South Korean Island of Yeonpyeong
http://www.bbc.co.uk/news/world-asia-21783345 BBC News - Thursday,
March 14, 2013.
South Korea's prime minister has visited an island identified by
the North as a potential military target, amid rising tension in
the peninsula. Prime Minister Chung Hong-won called on residents of
Yeonpyeong to remain calm and for the military to be on "high
alert" in the face of provocation.
Four South Koreans died on the island when the North shelled it in
2010. Pyongyang said recently it would scrap the Korean war
armistice and end non-aggression pacts with Seoul. It has also cut
off a hotline that connects the two countries in response to new
sanctions imposed after its third nuclear test and as a reaction to
annual US-South Korea military exercises.

North Korea is trading with Canada. Many of its quality textiles were for sale at very low prices in Vancouver, BC, Canada. These goods were identified as products developed and produced by the DPRNK's military and I protested as I believe that NK would also do. I believed that to trade these would be financing military development. I also believed the quality of the textiles was above average and that the goods, men's winter and autumn, jackets and shirts, were made to allow the impoverished in Canada to be dressed well and warmly within a limited budget.
Zhu said China was now putting its hopes on diplomatic coercion to get North Korea to change its behavior."Beijing has ultimately woken up to reality ... At the U.N. Security Council, Beijing very noticeably shifted to a harder policy to get North Korea very badly hurt." China has backed previous sanctions against North Korea's nuclear and ballistic missile programs. China also officially says it does not believe sanctions will resolve the latest crisis over North Korea, a position repeated by Foreign Minister Yang Jiechi on Saturday. But after North Korea's third nuclear test, on February 12, China negotiated the new sanctions with Washington and said it wanted them implemented fully. The measures, announced on Thursday, tighten financial curbs on North Korea, order mandatory checks of suspicious cargo and strengthen a ban on luxury goods entering the country.

South Korea's western islands are seen as especially vulnerable to attack from North [Korea and previous alliance with China and Russia,] they lie south of the sea border. They are located around 10km (6.2 miles) from North Korea at their nearest point. a South Korean warship sank in 2010 off the South Korean border island of Baengnyeong leaving 46 sailors dead.

... anti-corruption measures that diminish their prerogatives."He has to walk a fine line," Lam said. "If he were really serious about going after senior cadres, he might establish his authority within the rank and file. However, that would also jeopardize his relationship with the power blocs and with the holders of vested interests."Xi's accession marks only the second orderly transfer of power in more than six decades of Communist Party rule. He was the only candidate for president in Thursday's ballot in the country's figurehead parliament. The delegates voted 2,952-to-1 for Xi in balloting that amounts to a political ritual echoing the decisions of the party leadership. Three delegates abstained. After the result was announced, Xi bowed to delegates and turned to Hu, seated on his right. The two of them shook hands and posed for photos. Xi, 59, also was appointed chairman of the government commission that oversees the military. Named vice-president in a vote of 2,839-80 was Li Yuanchao, a liberal-minded reformer and a close ally of Hu for decades. The move breaks with the practice of recent years, because Li is not in the party's seven-member ruling inner sanctum. It is seen as a concession to Hu's lingering influence and as a reward to a capable if not wholly popular official.Xi takes charge at a time when the public is looking for leadership that can address sputtering economic growth and mounting anger over widespread graft, high-handed officialdom and increasing unfairness. A growth-at-all-costs model that defined the outgoing administration's era has befouled the country's air, waterways and soil, adding another serious threat to social stability.Underlying public unhappiness with the party is a deficit in trust. "At present, the party and the government have very little public credibility," said Zhang Ming, a China politics expert at the prestigious Renmin University in Beijing. "The way to regain credibility is to at least show some results, but at this point that can't be seen and I predict there won't be any real results later."Suer media regulator created Ahead of the votes on the government's top slots, legislators approved a government restructuring plan only four days after it was introduced.
