Six months have passed since the South Downs officially opened as a National Park in April. In that time the South Downs National Park Authority has started to establish a clear structure and lines of operation. A lot of work has gone on behind the scenes and the SDNPA is about to complete a survey of people’s perceptions of the seven qualities of the Park (see News).

The SDNPA’s planning role is paramount and their work has come in for praise from the South Downs Society. As planning chairman Andrew Shaxson identified when interviewed for the first issue of South Downs Property, there have been challenges. These included the development plans for the former King Edward VII hospital north of Midhurst; the SDNPA threw out the plans of City and Country Group in the summer, but the developers are now ready to return on appeal with new plans.

This issue focuses on Chichester, reports on the record auction sale at Cowdray Park, updates the lettings and residential markets, and offers our Pick of the Properties.

The catherdral city of Chichester is close to the South

Name Chichester, whose Saxon name was Cissanceaster, is said to have come from Cissa, the son of Aella, who settled the kingdom of the South-Saxons; and Ceaster, a Roman Fort.

Chichester Cathedral The heart of Chichester, the Cathedral was originally built by the Normans. When the spire collapsed the Victorians rebuilt it. In the 19th Century the houses that hid it from view on the south side of West Street were demolished to give the cathedral ultimate visibility. As well as numerous medieval treasures, there are significant artworks by Graham Sutherland, John Piper and Marc Chaall.

South Downs Planetarium and Science CentreOpened in 2001, the centre has a 100-seat theatre with regular star shows. The Planetarium is in Kingsham Road, Chichester, PO19 8RP. 01243 774400

Chichester HarbourOnce seen as a safe haven for shipping, the harbour is used for sailing clubs on the shores of Chichester Harbour and the Witterings. This is a popular habitat for sea birds.

Associated suppliers to Rolls Royce have also taken up further industrial space as the luxury car manufacturer continues to prosper.

Whilst the media is dominated by negative economic headlines, Chichester continues to buck the trend and improve economically.

We are receiving lots of enquiries from investor landlords who are interested in investing in properties to let in the South Downs – either for the first time or to add on to their to existing portfolios. “

However, the increased activity is not enough to suit the high number of tenants. That means many are having to compromise with their search or stay put for the time being.

More than 4,500 people visited Cowdray Park during the pre-sale exhibition and the auction. This sale follows sales at Christie’s in London in July when a selection of nine works from Cowdray Park were sold for a total of £10,974,000. The combined total for works from the Pearson collections sold in July and at this September auction was £18,913,800. Andrew Waters, Head of Private Collection and Country House Sales, London, and Gemma Sudlow, Specialist, said: “We saw a high level of bidding from international clients via the internet and the telephone, with a healthy crowd of collectors experiencing the auction first hand in the marquee. A team of 9 auctioneers oversaw the sale which lasted nearly 24 hours over the course of 3 days, and which produced very strong prices for all categories of art represented at the sale.” The auction lots included British pictures, furniture and works of art, silver, arms and armour, tapestries, a selection of firemen’s helmets, and a jukebox. The top price was paid for an English School portrait of a lady, circa 1595-1605, traditionally identified

as Queen Elizabeth I, but more probably Catherine Carey, Countess of Nottingham. It sold for £325,250. The buyer breakdown from 34 countries for the sale (by lot) was: 72% United Kingdom, 11% rest of Europe, 11% Americas, 4% Asia, and 2% others. Internet bidding via Christie’s LIVE represented approximately 22% of registered bidders. Most of the works at the auction were acquired by Weetman Dickinson Pearson (1856-1927), the first Viscount Cowdray, and his son, Weetman Harold Miller Pearson, the 2nd Viscount. The 1st Viscount Cowdray developed his family firm, S. Pearson and Son Ltd., from a small company in Bradford into one of the most successful business empires of the

20th century; and he acquired Cowdray Park in 1909. Pearson PLC exists today as a global media and education company and the largest book publisher in the world.

In last month’s edition Neil Casson of Energy Footprint outlined the changes to fire safety legislation and the responsibilities that this placed on businesses and landlords. In the second of 3 articles he discusses the practical steps required in undertaking fire risk assessments.

Step 3: Evaluate, Remove, Reduce and Protect From RiskEvaluate the risk of a fire occurring and the risk to people in the premises. Proper consideration of how fire or smoke is likely to spread throughout the building is particularly important. Wherever possible, remove sources of ignition, fuel or oxygen – if they cannot be removed then take all reasonable steps to reduce the risk from them. Finally, consider how well people are protected from fire through such things as the age and construction of the building, fire detection systems, firefighting equipment, means of escape, emergency lighting, signage and other factors associated with good fire safety management.

Step 4: Record, Plan, Inform, Instruct and TrainHaving done all this, record the significant findings and any action to be taken in the fire risk assessment, ensure that an emergency fire action plan is in place, and formulate a plan to address the issues in the fire risk assessment. Inform and instruct any relevant people of their roles and responsibilities, and provide appropriate fire safety training to staff.

Step 5: ReviewFinally, formulate a review policy that is appropriate to the level of risk and consider what factors may trigger the requirement for a review of the fire risk assessment.

What is a Fire Risk Assessment?A fire risk assessment is an organised and methodical look at the premises, the activities carried out there, and the likelihood that a fire could start and cause harm to those in and around the premises. Essentially it involves identifying any fire hazards and evaluating the risks arising from them, taking into account existing risk controls. There are 5 main steps involved.

Step 1: Identify Any Fire HazardsFor a fire to start and take hold 3 elements are required; a source of ignition, a source of fuel, and a source of oxygen. Taking measures to avoid the 3 elements coming together will, therefore, reduce the chances of a fire occurring. Sources of ignition include electrical sources, hot surfaces, smoking, naked flames, or even arson. The fuel source can be anything that will readily burn, such as furniture, waste products, flammable liquids or gases, plastics, rubber, and materials used to line walls, floors or ceilings.

Step 2: Identify people At RiskYou need to identify those at risk if there is a fire. Aside from the regular occupants of the building you should also consider any visitors, including contractors. It is important to pay particular attention to people who may be especially at risk such as people who sleep in the building, employees who work alone or in

People who want to sell their houses this autumn need to put their dreams and aspirations on the back burner and take a clear view of what their property is really worth. Local agents in the South Downs say there are buyers but there is generally insufficient stock on the market.

“There is still a shortage of good properties on the market, although there are certainly buyers around, especially at the higher end of the market,” reports James Clare, Manager of Henry Adams Haslemere branch. “The Hindhead tunnel is starting to show massively improved journey times so we are seeing more people moving out from London but we’re also seeing lots of local people wanting to move this autumn.

“Prices have got to be right to attract interest as buyers naturally want to feel they are getting value for money. When priced correctly, owners of the best properties can command good prices and can expect offers at or around asking prices.”

The Chichester office of Henry Adams also reports continued interest from buyers, as partner John Corrie explains: “We took on two properties in East Dean in August, each of which attracted some 15 to 20 viewings. This summer interest has followed through into early September sales.

further south of Petersfield being given serious consideration by purchasers who would have seen the distance, ‘just that little bit too far’ in the past. “As a result of the economic outlook, listings have slowed down with a view that perhaps now is not a good time to sell. However, the opportunity now exists to market your property as the shortfall could provide you with an above average result, especially as there are vendors out there, under offer, who cannot find a house and who are keen to keep their feet firmly in the property market.

South Downs survey

For property buyers, the internet is by far the most important starting point, with 55% of them finding directly through the internet (up from 48% last year), according to a recent survey by Henry Adams. And 9% are attracted by local advertising.

One in four buyers comes directly from the Henry Adams website. The firm also uses a range of other internet portals.

Richard Williscroft, senior partner at Henry Adams, says that most sellers ask two or three agents to value their property; 33% asked for one valuation, and 7% had four or more valuations before committing to sell.

If you have views about the special qualities of the South Downs National Park, they are wanted now. The South Downs National Park Authority (SDNPA) is reaching the final stages of a year-long consultation with stakeholders, and the special qualities are an important cornerstone of its future work.

Consultations have taken place at the South Downs Forum event in July, at seven Technical Working Groups during the summer, through the ‘Postcards for the Future’ from events across the National Park, and at the first three autumn workshops.

The survey should take 10 minutes, and has been set up to remember answers – so people can begin and then return later. The survey closes at 5pm on Friday 7 October and the South Downs National Park special qualities will be finalised in the coming weeks.

The average price of terraced homes in the UK has risen by more than any other type of property in the last 10 years, according to new Halifax research. The typical price of a terraced home is up by 68% from £89,843 in 2001 Q2 to £151,332 for the same period in 2011.

They remain the most affordable property type, at 15% below the average UK house price of £177,740, and that has risen by 53% in 10 years, from £116,325 in 2001. The share of terraced homes sold also increased the most, from 31% in 2001 to 34% in 2011.

Detached homes were the only type of property where the share of all sales decreased, from 21% to 14%.

There was a large fall in the proportion of home movers buying detached homes (from 30% to 22%). In 10 years, detached house prices

have increased by 56% from £175,086 to £273,173.

Those looking to trade down later in life have seen their potential cash windfall rise by over a third in the past 10 years.

New sellers’ average asking prices for property went up by 0.7% on the month to 10 September, but were 3% down over the three-month summer period, according to the Rightmove House Price Index. The average asking price is now £233,139, which is £7,255 less than three months ago.

This month is the third anniversary of the collapse of Lehman Brothers, and many of Rightmove’s key metrics are little changed, so a housing market recovery seems as far away as ever. The average time a property stays on the market is 94 days. Unsold stock per estate agency branch is still stuck in the high 70s – it stands at 78 now compared with 76 three years ago.

On 25 March 2012 the stamp duty relief is due to finish. The nil-rate threshold will fall from £250,000 to £125,000, so first-time buyers might want to bear that in mind to avoid paying stamp duty of 1% of their purchase price.

The number of properties coming to market this month compared to September 2008 is subdued, with a weekly rate of 23,412 this month, just higher than the 23,131 in the same month three years ago. www.rightmove.co.uk
