THE OFFICIAL PUBLICATION OF THE SOUTH DAKOTA NURSES ASSOCIATIONQuarterly publication direct mailed to approximately 19,000 Registered Nurses and Licensed Practical Nurses in South Dakota

President’s MessageMargie Washnok

President, South Dakota Nurses Association

The 2018 National Nurses Week Theme is: “Nurses: Inspire, Innovate, Influence .” Think about how each of you can “inspire” others to be nurses, inspire nurses to grow in their profession, and inspire our clients to be motivated to improve their health . By inspiring our youth to become nurses we are encouraging them and arousing an interest of why they should become nurses . I challenge each of you to determine ways you can inspire others to become nurses, and to encourage each other to provide the safe, culturally competent, care to clients of all ages and stages .

Now think of how you can be “innovative” in your nursing practice . We can transform our nursing practice by implementing evidence based practice into the cares we provide, and by teaching nursing students, new graduates, and our peers the importance of changing our practice based on evidence . Think about how you can change practices in your workplace to take less time to accomplish the same task, while meeting the needs of our clients, and maintaining their safety and your own .

What is the best way each of you can “influence” nursing students, new graduates, and peers to lead the way to improve policies and our nursing practice . We need to guide each other to maintain competencies, thereby, providing a safe work environment . This also means that we maintain a safe environment for our clients and their families . I encourage each of you to “inspire” and “influence” nursing excellence in nursing practice . One method this can be accomplished is by incorporating the Nursing Code of Ethics into practice . This can also be accomplished by empowering each other to excel professionally and personally .

We can also “inspire,” demonstrate “innovation,” and “influence” others by continuing to improve our knowledge about changes in caring for clients and families, as well as, implementing new ideas that have been proven through research to improve client outcomes .

ANA members have free access to webinars that ANA sponsors . Each of the upcoming webinars can assist us to “inspire, innovate, and influence” each other, nursing students, and to provide competent care for our clients . On August 15 ANA is sponsoring the webinar entitled “Mentoring: Embracing New Generation of Nurses .” Another webinar titled: “New Competencies to Meet Changing Needs of Patients” will be offered November 21, 2018 . I urge each of you to participate in the webinars, to influence changes in your practice . By incorporating principles of “inspiring,

innovation, and influencing” into practice, we can continue to be the most trusted profession in the United States .

We wrapped up this season fund raising at Nurses Day at the Legislature . The raffle winners were selected, and the winners were Margie Washnok Bath and Body, an attending student (who by the way bought her ticket at NDL) necklace, Ellann Petersen scarf, and Janice Noonan Calvin Klein Bag . Congratulations to the winners!

Pac rePortNurses make a difference and the way to make that

difference is to advocate for your passion . A student of mine attended the SNA convention and was told that nurses have the opportunity to be entrepreneurs daily . There are at least 20 times in a 12 hour shift that a nurse must makeshift to get the task accomplished . Each of those times is an opportunity for a nurse to make a difference . When you think “I wish this worked this way, or who thought of this, it does not work in my situation .” That is when you can become an entrepreneur . Be the change that makes a difference .

If we look at that in our advocacy we have so many opportunities to make a difference legislatively . How often do we think that should not happen or there should be a rule or law regarding the issue . That is the time to become involved and make that difference with the help of SDNA and SD legislators to improve the quality, care, and safety to our SD people .

I can hear, “I can’t make a difference .” YES you can! Just this past legislative session a Brookings nurse made a difference and was an advocate for her passion which will improve the lives of SD people .

Respectfully submitted,Julie Dangel PAC Chair

Embracing the ChallengesM. Claire May, South Dakota Nurses Foundation

Community Board Member

In a word, Brandon Varilek of Harrisburg, South Dakota is self-described as “ambitious!” His family defines him as “dedicated!” And those who work with him know he “is not afraid of the challenges!” These characteristics are givens for this 2018 Marianne M . Stenvig South Dakota Nurses Foundation Scholarship recipient who is committed to complete his Ph .D . in Nursing at South Dakota State University by 2020 .

Like Mahatma Gandhi, who believed the “best way to find you is to lose yourself in the service of others,” Varilek has found himself serving others through nursing . “I became a nurse because of my desire to help others . My parents instilled in me the importance of always helping others, whether it was with yard work, shoveling snow, or anything someone may need,” he remarked . “Nursing allows me to help others on a daily basis and is a great source of satisfaction for me .”

Varilek, while diligently studying for his Ph .D ., shares job responsibilities of Transplant Coordinator at Avera Transplant Institute in Sioux Falls, South Dakota . He clarified his responsibilities as follows, “I am specifically a post-transplant coordinator; my caseload consists of anyone who has received a kidney or pancreas transplant . Many of our day-to-day activities include reviewing new lab results with our nephrologists, calling patients with medication changes, educating new post-transplant patients about their new transplant, and seeing patients in the clinic and hospital settings .” He added, “The position I hold has a lot of autonomy, which I appreciate .”

The medical profession never ceases to amaze Varilek; for instance, the ability to take an organ out of a donor and put that organ into a recipient . “There are so many immunologic challenges to transplanting organs that it is remarkable that transplantation is possible . Our patient’s lives are transformed by receiving a transplant,” he exclaimed . “I am honored to help my patients retain their transplanted organs and lead a more full, happy, and healthy life .”

“It is phenomenal the number of astonishing advances evolving in the nursing practice,” remarked Varilek . “In fact, nursing science is evolving faster now than it ever has before with the current pace of research . I am excited to help shape nursing science when I have completed my Ph .D .”

Varilek is particularly drawn to research . The research methodology he will utilize for his dissertation is Martin Heidegger’s hermeneutic phenomenology . He provided a broad explanation of the nature of phenomenological inquiry as “listening to participants’ voices to understand what they are experiencing . ‘Voice’ does not imply that the understanding of experience comes only from spoken work . But rather, a person’s voice can be heard through written text, music, art forms, and verbalization .”

“I chose phenomenology as a research method because as a researcher, I must not discount the underlying voice in any form, as anything formed from human experience has a story to tell . I want to understand this experience,” Varilek said . “Heidegger’s readings can be, at times, quite confusing to read and comprehend . Through the help of my advisor and hermeneutic phenomenology workshops, I am starting to grasp the philosophy of Heidegger .” He added, “However, it would be interesting to have a philosophical discussion with Heidegger directly .”

The one person who has consistently helped clarify Varilek’s nursing direction is Dr . Mary Isaacson of Augustana University, beginning with his undergraduate work . “I was part of an original research project with Dr . Isaacson and fell in love with research . It was especially gratifying when we were able to get the research published,” he replied . “I have been fortunate to have Dr . [Mary] Isaacson as my advisor during my time at SDSU and was able to work on research with her again recently,” he admitted . “Dr . Isaacson continues as an incredible mentor during the completion of the Ph .D . degree . I would not be where I am today without Dr . Isaacson!”

Varilek shared the two research initiatives completed with Dr . Isaacson, and others . One multi-authored research study found in the Wiley Journal of Clinical Nursing “described rural and urban palliative hospice care nurses’ communication strategies while providing spiritual care for patients and families at the end of life .” The other piece found in the Journal of Transcultural Nursing examined the “perspectives of Native and non-Native American healthcare professionals regarding the limited palliative care options for Native Americans in South Dakota .”

Varilek also interned at Pine Ridge Indian Health Service in the Emergency Department under one of the staff nurses . “During our time on the reservation, we met with many of the community elders and learned incredible information about Native American culture and history .”

One piece of advice Varilek offers those starting a nursing career is to “find a good mentor!” “Having someone to talk to and learn from that you trust is of paramount importance .” He continued, “A good mentor can help you cope with the stresses of being a nurse . Finding a way to manage stress will help prevent burnout and will promote longevity in the field of nursing .”

Remembering the counsel of his good mentor Dr . Issacson, Varilek has found dialogue with coworkers a good decompression measure, as well as music . “I find that listening to classical music or playing classical pieces on the piano helps relax me . A good nap now and then doesn’t hurt either!”

Varilek played saxophone in high school . During his four years at Augustana, he sang with the Augustana Choir and the Augustana Chamber Choir . He is still singing but now his voice joins the voices of the South Dakota Symphony Chorus .

His greatest frustration is scheduling enough time to spend with his patients . “There are so many things that nurses need to complete in a very short amount of time; but, take the time to be fully present with your patients, even if it is just for a couple uninterrupted minutes . Your patients will appreciate it more than you know .”

“Knowing that what I do helps my patients live a better life helps me cope with the stress of the job,” confessed Varilek . “For our patients, receiving a transplant is life-changing, but that life-change does not come without occasional turmoil .” Brandon Varilek

LegisLative UPdate

Brittany Novotny, JD, MBA

During each legislative session, members of the Government Relations Committee (GRC) meet weekly to discuss bills of interest to the SDNA . The GRC consists of a geographic representation of politically active nurses from across the state . The GRC reviews each bill introduced to determine if SDNA will take a position on the bill . These decisions are driven by the Legislative Agenda of the SDNA . The five basic tenants of the SDNA Legislative Agenda are to support: professional nursing practice, access to quality and affordable health care, public health, occupational and environmental health, and human rights . The full version of the Legislative Agenda can be found on the SDNA website www .sdnurses .org .

The 2018 Legislative Session was certainly a busy one for SDNA! There were 535 bills introduced during South Dakota’s 2018 legislative session . That was 145 more bills than were introduced last year . SDNA reviewed and tracked all 535 bills, but focused on bills that impact nurses and your patients .

One bill of importance was HB 1319, an act to adopt the Interstate Compact for the Temporary Licensure of Professionals . This bill would have established a compact between states to allow for the temporary licensure of any professional licensed in a compact state for a period of 18 months while the licensee worked to meet the licensure requirements of the receiving state . This bill impacted many professions, but the focus of SDNA was the impact on RNs licensed in South Dakota . Prior to the introduction of this bill, the SDNA worked closely with the Governor’s office and the national organization that administers the eNLC to get language added to HB 1319 that would exempted out RNs licensed under the current eNLC . Without this exemption, the conflict between the Interstate Compact being proposed in HB 1319 and the eNLC may have ultimately risked the South Dakota Board of Nursing’s ability to participate in the eNLC, and therefore jeopardized the licenses of the RNs currently licensed

with the Board under the eNLC . SDNA was able to add exemption language that prevented a conflict, thereby ensuring the licenses issued to RNs in South Dakota under the eNLC would not be impacted if the bill passed . SDNA appreciates the hard work of the Governor’s office staff and their willingness to listen to the concerns of SDNA, so that we could add language to address this issue prior to the introduction of the bill . This bill was ultimately defeated by the House 18-46 .

SDNA supported SB 105, an act to authorize a health care practitioner to administer a toxicology test to an infant under certain circumstances . This bill allows certain health care practitioners to administer a toxicology test if the health care practitioner has reason to believe, based on a medical assessment of a mother or a newborn infant, that the mother used controlled substances for a nonmedical purpose . SB 105 passed the Senate 31-2, passed the House 59-5, and has been signed by the Governor . It will become law on July 1st .

SDNA supported a series of public health bills . Although these bills ultimately failed, the discussions with legislators surrounding these topics were very constructive . HB 1250 was an act to revise certain provisions relating to the sale and possession of tobacco products . SDNA is a founding member of the Tobacco Free Kids Network and has been actively involved in issues surrounding tobacco cessation for many years . HB 1250 bill would have increased the minimum age for purchasing tobacco to 21 years of age . This bill was defeated by the House 21-45 . Note, this bill was also brought forward as SB 152 . SB 152 was withdrawn by the Sponsor and brought forward as HB 1250 instead . HB 1229 was an act to provide for the primary enforcement of the seat belt law and to revise the penalty for a violation of that law . HB 1229 would have made seatbelt use a primary offense . It was defeated by the House Judiciary committee 8-5 . Finally, HB 1230 was an act to provide for the primary enforcement of the law prohibiting certain electronic communications while operating a motor vehicle and to revise the penalty for a

violation of that law . This bill would have made texting while driving a primary offense . Note, it was amended to make texting while driving a petty offense with $100 fine . HB 1230 passed the House 40-26, but was defeated by the Senate Judiciary committee 5-2 .

Throughout session, SDNA was also communicating and coordinating with legislators, lobbyists and stakeholder organizations on many other bills of interest that addressed topics such as telehealth, data breach and related notifications, forensic medical examinations for victims of rape or sexual offense, consent for catheter insertion, controlled substances, medical assistants, and tobacco tax, to name a few . It was certainly a busy session, but we are very lucky to have engaged and passionate members that give of their time during session to move forward the SDNA Legislative Agenda . I want to say thank you to the SDNA Board of Directors, the SDNA Executive Director, Eric Ollila, the SDNA Government Relations Committee and especially the GRC chair, Carrie Clausen Hansen . Thank you for your time and your passion for the nursing profession .

I would also like to thank each nurse and nursing student that participated in the legislative process, whether you responded to the SDNA Action Alerts and contacted local legislators or you attended Nurses Day at the Legislature and talked with your legislators at the Chili Supper . Legislators love to hear from nurse constituents . Thank you for your participation and for representing nurses .

Have a great summer!

2018 Legislative Report

grc UPdateCarrie Clausen Hansen, SDNA GRC Chair

Greetings fellow nurses . Spring really is on the horizon and I hope when you read this the snow is gone . As I write this, another snow storm closed down most of the state and many of us spent much of the weekend in a blizzard .

Recently, I spent about 24 hours with a group of High School students and young leaders who helped them learn more about the legislative process by participating in a mock legislative session . I was so greatly impressed by these young people, their knowledge of the process, the mock bills about real issues that they developed and how they articulated their beliefs about why South Dakota needed to explore these issues in Caucus, Committee and Legislative floor discussions . I was energized and humbled as I spent time with them . Several candidates for office were also a part of the event and I was excited to see several young (<40 year old) candidates who are passionate about serving South Dakota in their local or state government . Our future looks bright .

These young people also were given opportunities to consider volunteering to help candidates in their bid for office, many stepped up and were excited to be a part of this year’s elections, even when they could not vote . We can all learn lessons from these young leaders . The lesson of being involved and seeking to learn more about a process that is so important in our country . The lesson to step forward, bring your energy and ideas to a process that you believe in . The lesson to step up and support those you believe in and the lesson of being willing to try, even when it’s hard .

This year, once again, elections will play an important role in our future . Many legislators have ‘termed out’ or are not running again . Approximately one third to one half of South Dakota Legislators will be newly elected to their role . We have a gubernatorial race, which will direct policy in our state for the next several years . We have several candidates to consider for both the Governor’s

race and the race for US House, several Districts have primaries for state legislators . It’s important for you to be an active participant .

There is no shortage of media reports, Facebook feeds, tweets and other opportunities to learn about candidates or their beliefs While it can be difficult to sort through the information and try to understand what the candidates’ positions actually are, it is important that we try . The system only works when we participate .

Now is the time to get to know candidates . Contact them or their campaign staff, make sure they know you are a nurse and assure they know that you would welcome questions regarding policy that will impact nurses, their patients and our healthcare systems . Nurses are the experts in nursing and are the health care providers that are most often at the bedside . I can assure you that other providers and other people with a vested interest in health care are talking to them . Make sure they hear nursing’s perspective . Share your stories . Ask them about their approach to health care policies should they be elected . Are they willing to support the SDNA Health Policy agenda?

We welcome input from you regarding what you learn and your knowledge of the candidates . In some cases, ANA is also looking at candidates and making determinations of who to support . Membership Assembly will be reviewing the policy on how presidential candidates are endorsed . SDNA-PAC will be making decisions about endorsement of candidates .

As always, I leave you with my ‘typical’ statement regarding politics, healthcare and our legislature . You may not like policy development or politics and want someone else to be involved instead of you, but EVERY year, legislators in Pierre and Washington DC, who are not nurses, make decisions that impact nurses, their patients and their workplace . Make sure they have as much information as possible to convince them to make the RIGHT decision . You have a critical voice . Please use it .

District 8/9 NewsGood afternoon, Friday the 13th and the weather does

seem possessed!! Hope that this lovely wind, rain, sleet, hail, and/or snow doesn’t do harm to any living things .

Our report from District 8-9 is quite repetitive since we are in the midst of planning the Annual SDNA Convention . Our meetings have turned into the “fill-in-the-blanks” on the Convention Planning Forms . Which means that YES we are still very open to getting more of you involved with the Convention!! Please, please, let myself, Roberta Olson, Tom Stenvig, or Lois Tschetter know if you are willing to help out before or during Convention . There are a variety of jobs available .

Students of all nursing schools are encouraged to submit the application to the poster presentation that will be held during the convention . If you are a nursing instructor, please make this opportunity known to your students . Complete information about the Poster Presentation Event can be found elsewhere in this paper .

The quilt for the raffle is breath takingly beautiful . Seriously . The pictures of it just don’t do the richness of the colors justice . Someone will win it – it may as well be you!!! (That is, unless it is I that wins .) The members of this District 8/9 have raffle tickets for sale . What a great way to support your organization and have the chance to win this beautiful quilt or one of the runner-up prizes . Contact me!!

Our next 5:30p meeting will be May 22 at Carol Peterson’s home . June 26 at Lois Tschetter’s home . July 24 at Eileen Bruner’s home . August 25 TBA, and September 25 will be in Watertown, location TBA . Please contact us for time and directions if needed .

Gerry discussed the ways individuals become addicted as well as what is being done for these individuals at this time . As there is a large amount of media on this topic, we felt this presentation would be interesting to all and again, Gerry did not disappoint . After the presentation, he fielded questions from the audience . Attendees commented they “learned so much” from his presentation . Gerry provided several brochures about the different addicting opioid agents .

On April 17, 2018, State Representative Jean Hunhoff, RN, MSN spoke to our group regarding what happened during the 2018 Legislative session . Embracing the Challenge continued from page 3

It is important to point out that Varilek is also involved in several professional organizations . They include the Midwest Nursing Research Society, Sigma Theta Tau Nursing Honor Society, and Transcultural Nursing Society . He is one of ten graduate students from across the country that makes up the Graduate Nursing Student Academy (GNSA) Leadership Council . GNSA comprises several thousand student members . As part of the Leadership Council, he “helps direct the GNSA in developing goals of the organization, disseminating educational materials to graduate students such as webinars, scholarship opportunities, etc . We recently held the inaugural GNSA Conference in Atlanta, GA, which was a success .”

Varilek’s personal and professional philosophies are one and the same: “try not to take yourself too seriously .” “Of course, I take my responsibilities as a father, husband, student, and nurse very seriously,” he remarked . “However, if I cannot have fun doing any of these things, they would not be worth doing in my opinion . For me, anything worth doing should bring joy to my life, or at least be a step on the way to finding joy .”

The family is his most significant joy! Varilek and his wife, Kama, have eight-month-old daughter Aria as well as a rescue Labrador-border collie, Lily . They enjoy family excursions such as camping, hiking, or any activities that

will take them to the great outdoors . “I find inspiration in nature . There is profound beauty in our world and I find inspiration just being in nature,” reflected Varilek . “God has provided us with profound beauty in this world and it is meant to be experienced .”

He continued, “I find inspiration in many ways [besides nature] . Seeing my family grow is inspiring to me . It makes me want to continue on my journey of personal growth as I advance my education .” An unparalleled inspiration is his wife, who is pursuing a Doctorate in Education at Concordia University, St . Paul, MN and employed as well . “If I did not have the support of Kama, the thought of finishing the Ph .D . program would seem insurmountable .”

Balancing family, academic responsibilities, and work can be difficult unless one has a practice and sticks to it . “We make sure we set a time out of every day for family time . That time to connect is very important to us, even though it may not last as long as we want it to . We know that school for both of us is temporary, we just have to keep our eyes on the end goal!”

Academia and research merge in Varilek’s future plans . “Once I complete my Ph .D . program, I plan to move into an academic position, preferably at a university within the state of South Dakota .” He interjected, “I will continue doing research, so finding a position that will allow for both education and research is a must .”

Varilek applied for a South Dakota Nurses Foundation scholarship to assist in his Ph .D . in nursing . The SDNF Marianne M . Stenvig scholarship, which was specifically established to assist male nurses, prompted this advice to his fellow students . “Take the leap! Find the scholarship in which you meet the requirements and apply . The scholarship has helped me pay for books this semester and is also helping me fund part of my pilot study . Any amount helps .” He explained the pilot project . “The purpose of my pilot study is seeking to understand the experience of young adults living with Cystic Fibrosis from the phenomenological perspective . The results of this general pilot study will help me identify a specific topic to focus on for my dissertation .”

He closed with another motivating recommendation . “Follow your heart, take the path less traveled, challenge yourself, and love yourself . Growth in this life does not come without challenges along the way . Don’t be afraid of the challenges, but embrace them .”

Take the path to the South Dakota Nurses Foundation website . “It (SDNF) offers generous scholarships that are well worth the effort in applying . I encourage anyone who is eligible for a SDNF scholarship to apply .” The SDNF awards scholarships to nurses who reflect the foundation’s purposes of education, research, and service (http://www .sdnursesassociation .org/Main-Menu/South-Dakota-Nurses-Foundation) .
