THE South African Indian Con-gress has been informed by

the Division of Human Rights ofthe United Nations tbat theSouth African Indian Congresscable that was addressed to theSecretary-General of UNO onthe introducti.:ln of the GroupAreas Bill "will be inserted in thelist of communications which willbe submitted to the C~mmissionon Human Rights."

The South African Indian Con·gress cable afler referriog to tbedebates in the United Nations onthe trearinent of Indians in SouthAfrica maintained that the GroupAreas Bill and the laws affectingthe South African Indian peoplewere violating the provisions Ofthe International Declaration ofHuman Rights.

The letter from the,Division ofHuman Rigbts addressed to thePresident of the South AfncanIndian Co.ngress reads;-

"I am directed by the Directorof the Division of Human Rightsto acknowledge the receipt ofyour telegram of 25th April, 1950:addressed to the Secretary­General, concerning the GroupAreas Bill.

The suppression of Comroun·ism Act is very much changedfrom the original Unlawful Or­ganisations Bill, whicb truly re­vealed the Covernment's deter­mined bid for permanent politicalp3wer. Even the law, as DOWenacted, provides a weapon whichwould be dangerous in the bandsof any governmeQt. Every mem­ber of Parliament 'is now 3member only during tbe Minis­ter's pleasure. The fact thatmerobers have been elected by adem:lCtatic majority of votersnow ClIunts (or nothing. If theMinister decides to blacklist amember by naming him a Com­munist or sympathiser or dHend­l:r of Communism, even theSelect Committee cannot savehim "fro~ political destruction.Thus can the Nationalist Partyhold tbe power to veto the cboiceof tbe electorate. Worse still,th"s Act severely curbs the ruleof law and prevents individualsand 'organisation from tbe normalprotection of tbe Courts if tbeyare wrongly blacklisted.,
