1. Introduction

BREEAM awards credits for responsibly sourcing materials in the building. The aim of these

credits is to encourage the specification and procurement of responsibly sourced materials

(RSM). To achieve these credits, applicable materials specified in the building must be

covered by an appropriate and compliant BREEAM recognised Responsible Sourcing

Certification Scheme (RSCS).

BRE Global is changing the way in which schemes will be recognised and rewarded within

BREEAM versions. Initially this will be recognised within BREEAM New Construction 2014

scheme. These changes will be included in all subsequent revisions and new scheme

development and will also be rolled out retrospectively across all operating versions of the

method in due course.

BREEAM will be publishing a list of recognised schemes and their associated points in

August 2014 following completion of an initial review of schemes.

This document contains information for responsible sourcing certification scheme operators

on the procedure for applying to BRE Global for inclusion on this list including the application

form (section 8), guidance on completing the form, details of the review and appeals

procedure and publication of the list of recognised schemes. Supporting information on the

purpose of the evaluation of schemes, criteria for evaluation of schemes, and further

information on the evaluation and appeals procedure are contained in separate documents

which are downloaded from the BREEAM Web site http://www.breeam.org/page.jsp?id=617)

2. Completing the Application Form

2.1. Applications for recognition of an RSC scheme under BREEAM should be prepared

and submitted by the scheme operator. Applications from other organisations or

individuals will not be accepted.

2.2. BRE has published a detailed set of criteria against which all RSC schemes will be

evaluated including the mandatory minimum level of performance required for

BREEAM recognition (‘Criteria for the evaluation of responsible sourcing

certification schemes within BREEAM V3.0’).

2.3. Applicants will carry out a self-evaluation of their scheme against the BREEAM

RSC criteria and submit details of this evaluation on the Application Form (see

section 8).

2.4. Applicants must fully justify how their scheme complies with the published

BREEAM RSC criteria by providing all supporting evidence and clearly referencing

this in the application form. Where such supporting evidence is not provided, or is

not properly and accurately referenced, BRE Global will not be able to take account

of it and the application for recognition is likely to be rejected.

2.5. Where the BREEAM RSC criteria require compliance with the requirements of a

specified standard (such as ISO 14001), formal evidence of

certification/accreditation against that standard should be provided in the form of a

certificate and schedule from UKAS (or an equivalent accreditation body) or CPET.

2.6. In the application form the applicant should clearly set out the basis on which they

claim compliance with the BREEAM RSC criteria and should provide full references

for all supporting evidence which will be in the form of publically accessible and

quality controlled scheme documents and related documentation. Referencing

requirements are as follows: Document; Publication date; Document

location/accessibility; Section; Clause; Page number. An example of acceptable

referencing is given in the Evidence Reference Table (section 10) to indicate the

form of reference required.

2.7. All supporting documentation must either be provided in digital format such as a pdf

file or in hard copy format or be publically accessible directly from the scheme

operator’s website. All scheme documentation must be formal in nature, branded,

clearly dated, version controlled and openly accessible for public scrutiny.

2.8. When verifying an application, BRE Global is not able to consider any information

that has not been formally included and referenced as evidence in the application.

3. Application Review Procedure

3.1 Evaluation Process

The process of evaluation of the RSC schemes will essentially consist of the following steps:

Step 1: Self-assessment by the scheme operators

Page 4: Contents Sourcing/Consultation Out… · 4.1. The key timelines for the process of evaluation of responsible sourcing schemes and publication of the first List of BREEAM recognised

Step 2: BRE Global reviews the submitted self- assessment application and verifies Step 3: Scheme operators provide additional information in support of the claims made in

the original application if applicable Step 4: BRE Global publishes a List of the BREEAM Recognised RSC Schemes and associated

score on the BREEAM website. Up on receipt of an application from the scheme operator, BRE

Global will carry out an administrative review to ensure completeness of content. An

acknowledgment will be sent by email giving an application reference number which should

be used in all correspondence.

BRE Global will review the submitted evidence against the published BREEAM RSC scheme

criteria and verify the scheme operator’s evaluation. A provisional verification outcome

summary document will be prepared by BRE Global within 4 weeks from acknowledgement

of receipt of the application.

This provisional verification outcome summary document will be quality reviewed by

BREEAM and approved by the BREEAM Technical Director prior to issue to the applicant.

3.2. Notification of provisional outcome

3.2.1. On completion of the verification the provisional outcome summary document will

be sent to the applicant together with any request for further justification

information..

3.2.2. The applicant will have a period of up to one week from the date of

correspondence being issued by BRE Global to question the findings of the

verification and/or provide additional information as requested.

3.3. Additional information from applicants

3.3.1. The applicant may question the verification findings on the grounds of

misinterpretations of, or a failure to take account of the evidence provided with

the application as well as the provision of any additional evidence in support of

the claims of compliance already made in the application.

3.3.2. The applicant cannot submit evidence to demonstrate compliance with criteria

that were not claimed in the original application at this stage. In instances where

the scheme operator wishes to make new claims of compliance this will be

deemed to be a new application for which BRE Global will apply an evaluation

fee.

summary of the findings with respect to conformance with

requirements of the standards?

Yes

A.5.2. Is the summary of the results :

a. Freely and publicly available on a relevant website

b. Available to any interested parties on request within a

defined timescale

c. Kept confidential

Please provide justification on how the scheme meets the above criteria:

All certificates can be found on www.greenbooklive.com. The certificate contains a short summary of the

peformance against the environmental and social aspects of the Standard. See, for example,

8.B. Traceability and Scope of Assessment

B.1. Scope of assessment

Score achieved 2

B.1.1. Is the scope of traceability agreed with, and

communicated to a broad range of stakeholders

Yes

B.1.2. Scope of traceability

for the extraction or harvesting of raw materials.

Go to question B.1.3

B.1.3. Where option ‘b’ has been selected above,:

a. is the scope of the traceability of constituent

materials justified? and

Yes

b. is this justification publically available? Yes

Please provide justification on how the scheme meets the above criteria:

As shown within the freely and publically available Eco-Reinforcment standard, clause 3.2.4, mills must have

in place a supplier management approvals system to ISO 9001 clause 7.4. This means that the source of all

input materials is known. In the EAF steel supply chain scrap suppliers are both Tier 1 and the material

source (recovery is the material source point for scrap steel), so the significant constituent materials are all

traceable. In addition, mills must be able to trace a minimum 60% of constituent materials back to a source

that can supply evidence of Quality, Environmental and H&S management systems.

Fabricators must trace 90% of constituent materials through the supply chain. These requirements were

agreed with a wide range of stakeholders, and the documents are freely available at www.eco-

reinforcement.org.

B.2. Mixing Sources

Score achieved 1

B.2.1. Untraced constituent material permitted within

assessed products shall

Select

a. Be permitted

b. Not be permitted. Go to question B.2.2.

B.2.2. Where option ‘b’ has been selected above

a. Is the untraced content limited to a defined

proportion of the overall mass, volume or value of

the assessed product? Go question B.2.3

b. Is the mixing justified by risk assessment? Go

question B.2.3

B.2.3. Basic controls

a. Are basic controls placed on the untraced portion? Yes

b. Do these basic controls as a minimum include due

diligence on sustainability issues for all tier 1

suppliers

Yes

Please provide justification on how the scheme meets the above criteria:

The Eco-Reinforcement scheme document (5. Management Systems Certification) states that at least 60%

(90% for fabricators) by mass of constituent materials must be fully traceable back to the source of said

materials. Therefore there is an allowance of an absolute maximum of 40% by mass untraceable constituent

material to source.

As stated in 3.2.4 in the standard the organisation shall have in place a documented management system

for its purchasing processes and the approval of its suppliers. For EAF route mills the Tier 1 suppliers are

scrap dealers, and so the material source (i.e. recovery operation) of all scrap is known and is traceable.

B.3. Traceability mechanism

Score achieved 2

B.3.1. What is the method used to achieve traceability in

the supply chain?

Supplier managment system

B.3.2. Does the scheme provide a documented

justification for the specified traceability system?

Yes
