Q FACTOR

Thank you to all who participated in our successful two day annual ISM external office audit with ABS. We had ZERO Nonconformities and two minor observations. Since our initial ISO/ISM certification in 2006, we have seen our systems, programs and Company continually improve and mature by leaps and bounds. As our auditor commented, we should be very proud of all of the well-established certifications that we have attained.

We could not think of any other tug and barge companies that have attained RCP, ISM, ISO 9001, ISO 14001 and OHSAS 18001 certifications. It says a lot about our high standards and efforts towards risk management. It is a competitive advantage in the industry that we should be proud of, especially when there are companies struggling to get a TSMS in place and meet Subchapter M regulations. Our competitors do not have what we have.

Our RCP external office audit produced ZERO Nonconformities. We are getting our five year Company renewal certification for the Responsible Carrier Program – American Waterways Operators. We have been working to integrate RCP and ISM requirements into our MOM so

we have flexibility when we are inspected for Subchapter M – our procedures will work for both RCP and ISM, which will make our system stronger and consistent.

Our five year ISO certifications renewals are coming up in December. ISO 9001 and 14001 have recently undergone changes that we will need to address. The bar has been lifted higher and the five year audit will be more challenging. The auditors will dig deeply and the audit will last about five days. We will be preparing for it, so we will be asking for support to ensure we are meeting compliance to all standards.

RCP has also raised the bar, and will be issuing new requirements next month. We will ensure they are incorporated into our system. Subchapter M will require us to make some changes and additions to procedures. Our next set of revisions/MOCs will be going out at the end of the month and we will continue to have updates quarterly. We need to keep the processes moving and efficient. Thank you all for your help to support our systems and keep them strong!

A Busy MonthBy Deborah Franco, VP, Quality/Risk Management

Jim Flies, HMS Designated Person Ashore, giving a presentation to management in Seattle – the other regional offices participated via conference call.

GOING GREEN

Working TogetherBy Mitch Wallum, Intern

Don Cairney is a purchasing manager at Harley Marine Services, and he is one of many people at HMS who are responsible for protecting the environment. I sat down with him as he gave me insight into his role at Harley Marine and his part in environmental protection.

Don explained that one key component of Harley Marine Services’ success in protecting the environmet is its commitment to high quality training. HMS employees on vessels are all trained to prevent accidential discharges. Procedures are administrative controls written into the MOM, designed to enhance environment protection. Another reason Harley Marine is so successful in protecting the environment is the quality of its equipment.

Before double hull barges were required by law, HMS was far ahead of its competitors in implementing

double hull barges. Also, on board equipment is tested annually to ensure it can hold up in critical moments. Some specific equipment, such as hoses and lines, are continually inspected to ensure reliability. Don purchases the supplies and equipment.

If an incident occurs, Harley Marine employees must react promptly to minimize the effects. Employees are trained to respond following pre-defined protocols quickly. Drills take place frequently, and adequate equipment is provided. Each tug and barge is equipped with a Response Kit that Don sourced and purchased.

The kit includes 33 unique tools that help minimize the effects of a release. For example, OTB barges carry 2000 feet of containment boom. Vessels in Alaska are equipped with smaller boats (skiffs) which help ensure an adequate response effort.

Saturday, July 8th is International Save the Vaquita Day. It is an event with a specific focus on raising awareness and appreciation of the world’s most endangered marine mammal, the vaquita (Phocoena sinus). It means little cow in Spanish and is one of the smallest cetaceans reaching about 5 feet long as an adult and it’s thought that one of the closest land relatives to a porpoise is the cow.

In Seattle, you may join SR3 between 10 am and 3 pm outside the Colman Pool in Lincoln Park to learn more about these extremely endangered cetaceans and what we can do to ensure they are around for future generations.

At Harley Marine, everyone can play a role in environmental protection. It is important to remind ourselves what is at stake. Protection of the environment is our paramount concern. We shall be vigilant and continue our efforts to maintain and improve our readiness and first response capabilities.

TRAINING

Cornerstone UpdateBy Mitch Wallum, Intern

Cornerstone is a Learning Management System (LMS) that is used to manage and track training. Cornerstone training can be either internally generated or purchased. Cornerstone will centralize each department’s training on a database, as opposed to each department tracking their own data. Cornerstone is partnered with Harley Marine’s HR/Payroll service, ADP.

Ellen Ward and Katie Horton are taking over administration of Cornerstone from Rachael Haykin. They will be maintaining the system and adding new training when needed.

When a new law is passed, new training may need to be added to Cornerstone to accommodate the regulations. For example, Cornerstone will help with the implementation of Subchapter M regulations.

Eventually, Ellen and Katie will add development plans for careers to the system. For example, if a deckhand wants to get a mate license, Cornerstone will provide development plans to help the deckhand achieve that goal.

Also, Ellen and Katie will create specific trainings for Harley Marine Service’s subsidiary companies. This will allow for general training (i.e. federal laws) in addition to regional trainings which take into account unique circumstances such as state laws and local weather conditions.

ALEC

JULIA

LUCY

MITCH

I am a continuing intern, currently working for several departments. I am a senior at Chapman University studying Music Performance with an emphasis in classical voice.

I normally work for admin but this summer I am supporting several departments.

I’ve been working on a long-term project for engineering, creating training courses in Cornerstone, and doing a handful of other projects for different departments.

I love travelling and have just returned from studying in London, and I have played the piano for 13 years.

I am interning in the Quality department at Harley Marine Services.

I currently attend the University of Washington, where I have just finished my freshman year.

I am still undecided regarding my major. As a Quality Intern I am responsible for providing administrative support to the Quality Department.

Some of my projects include updating training records, creating training videos, and assisting with environmental projects and awards.

In my free time, I enjoy playing basketball and soccer.

I am interning in the IT/Administrations department.

I currently go to the University of Portland, studying Economics, and will be graduating in 2018.

I am the eLearning intern, and will be working on creating interactive training programs for various departments to be placed in the new Learning University.

In my free time I enjoy running, playing soccer, snowboarding, wakeboarding, and hiking.

I plan to live and work in Seattle after I graduate in the spring.

I am interning in the Safety department. I am a rising sophomore at Washington University in St. Louis studying Finance, Supply Chain, and Psychology.

This is my second time working for Harley Marine.

This time I will be working on the Safety Incentive Program, implementing the new Safety Management System, and recording and tracking incidents from vessels.

Outside of work and school, I love to golf, box, and hangout with my dog.

I am interning in the Administration/Operations department. I recently graduated from South Whidbey High School, and plan on attending Seattle Maritime Academy in the Fall.

I have experience on the water from Sea Scouts, which I’ve participated in since I was 13. The first Sea Scout Ship that I was aboard was the Yankee Clipper in Seattle, and about one year ago, I transferred up to the Ship 90 program up in Everett.

I was introduced to Maritime by my father Dean Chinnery, who is Owner of Nautica Financial. My major goal for my career in maritime is to start up or buy out a maritime-oriented company, and run it.

I am very excited to be able to learn the workings of HMS, and also to accumulate precious experience which will help me with my schooling, and eventually, my career in maritime.

I am entering my junior year at Yeshiva University, with a major in accounting and a minor in finance and marketing.

This summer I am working in the accounts receivable department as well as providing administrative help to the accounts payable and purchasing departments.

Within accounts receivable my main priorities include checking information for jobs, assisting with the department’s daily duties including: completing the pass-throughs in a timely manner in order, working in Dynamics, and updating contracts and sub-contract vessel listings.

In my free time, I enjoy singing, dancing, hiking, and playing basketball. A goal of mine is to acquire enough business knowledge and experience to eventually create my own company and do my part in contributing to the world.

HARLEY MARINE’S SUMMER INTERNSHIP PROGRAM

Each summer, Harley Marine Services welcomes a number of students to intern at our WHQ office. These internships are an opportunity for the interns to gain valuable experience in an office setting and understand a potential future career path.

This is also an opportunity for Harley Marine Services to scout out future talent and receive assistance on projects, BBQ’s and more. Make sure to say hi to our interns when you see them around the office!

Construction of the new Channelview Facility continues to move forward at a rapid pace and we are getting close to the finish line. Paving at the dock face is complete and safety chains and bollards are being installed.

Landscaping is in the process of being installed and has a big impact on making the facility look sharp and complete. The office center stairway glass railing system is being installed as is the entry way water feature. The place is starting to look like a real office.

We plan to obtain a certificate of occupancy for the building in mid-July and the HMG Team is looking forward to moving in to the new facility starting on July 31st.

Our world class Gold LEED-certified facility will be the regional headquarters for Harley Marine Gulf.

10 SOUNDINGS JULY 2017

This month, Harley Marine Services will say good-bye to one of our respected Port Captains, Captain Larry McCormick. He is set to retire after 14 years of service with HMS; 48 years all together in the maritime industry. In 1969, he was coerced by his brother to go on a tugboat two months after graduating high school.

That would lead to a lifelong career in the maritime industry. Prior to his time at Harley Marine, Captain McCormick worked for Campbell Towing and towed the Northland Barge for 17 years to Southeast Alaska.

He joined HMS in 2003, primarily running barges from Vancouver to Portland on the BRIAN S and working various boats in the Puget Sound. Four years ago he became a Port Captain and has been running the HMS BRAtt training program out of WHQ, outfitting tugs and training crews in Louisiana, and travelling to the Gulf and the East Coast conducting tug inspections.

Captain McCormick says he could not imagine having done anything else over these years, adding, “It’s a great livelihood. I mean, I’ve been to three different countries, worked probably 30 different tugs, and probably been in 100 different ports. I bet I’ve been from Anchorage, Alaska to Boston, Massachusetts and the Columbia River. Everywhere.”

After 48 years of service to the maritime industry, Captain McCormick is planning on devoting his years of retirement to his family – most of whom live within walking distance of him up in La Conner. “I’ve been doing this for 48 years, so you figure almost half of it I’ve missed with my family,” he said. Aside from catching up on some missed hunting and fishing, he and his wife are gearing up to take a genealogy road trip to New Brunswick, Nova Scotia.

Tick and Tick-borne Disease Season is HereExperts are warning that this year’s tick season could be worse and more widespread than ever due to milder winters, booming mice and deer populations, and the 2015 abundant acorn crop. Unfortunately, with the projected increase of ticks, the threat of tick-borne disease, including the most common, Lyme disease, also increases.

The best way to avoid contracting a tick-borne disease is to practice proper preventive measures, which include the following:

• Wear light-colored clothing, including long-sleeved shirts and pants when in wooded areas, and tuck pant legs into socks or boots. Keep long hair tied back.

• Wash your body and clothing after all outdoor activities.

• Look periodically for ticks if you have been outdoors, especially if you have been in wooded areas or gardens.

• Remove ticks within 24 hours to greatly reduce the risk of contracting disease.

• Talk with your veterinarian about tick repellent for your pet.

• Check your pet’s coat if it has been in a possible tick-infested area.

For more information on ticks and tick-borne disease, click here.

Shop for Seasonal Produce This Summer The U.S. Office of Disease Prevention and Health Promotion recommends that you consume at least two servings of fruit and three servings of vegetables each day. Although this varies by age, sex and level of physical activity, it is a good recommendation to live by to build a healthy dietary base.

One great way to add variety to your diet and to make sure you are eating enough fruits and vegetables is to look for seasonal produce. Additionally, choosing in-season produce can help save you money, as the abundance of the fruit or vegetable typically makes it less expensive.

This summer, be mindful of what fruits and vegetables are in season near you. Fruits & Veggies—More Matters, a health initiative focused on helping Americans increase fruit and vegetable consumption for better health, has made it easy to figure out which produce is in season. On its website, you can view year-round, winter, spring, summer and fall produce options.

National Fireworks Safety Month: June 1 to July 4Fireworks are a staple at festivities for many Americans during the summer months. Unfortunately, many people do not realize just how dangerous fireworks and sparklers can be—which is a primary reason that injuries occur.

In honor of National Fireworks Safety Month, which occurs from June 1 to July 4, take some time to familiarize yourself with the following safety suggestions to avoid accidents when using fireworks.

• Do not shoot fireworks off if you are under the influence of alcohol.

• Always have a hose or water bucket handy.

• Keep spectators a safe distance away.

• Show children how to properly hold sparklers, how to stay far enough away from other children and what not to do.

• Never try to relight a firework that didn’t properly ignite.

• Soak all firework debris in water before throwing it away.

• Do not carry fireworks in your pocket or shoot them from metal or glass containers.

Planning how your assets will be divided when you pass away can be overwhelming. But knowing your family won’t face the added stress of making sure your retirement funds are designated the way you intend can help.

Here’s what you need to know about designating or changing your beneficiary:

If you don’t name a beneficiaryGenerally, your retirement savings will automatically go to your spouse.Designating a beneficiary is important if you intend on leaving money to your children or another recipient.1

If you’re single and don’t name a beneficiaryYour savings becomes part of your estate, and the courts will decide how it’s distributed. This can be a long, expensive process for your loved ones.

If you name a minor as a beneficiaryYou’ll need to designate a custodian to manage the money in your beneficiary’s interest. If you don’t, the state may decide for you.2

• Divorce

• Remarriage

• Birth of a baby

• Death in the family

• Any other significant life changes

Your beneficiary designation typically overrides all other estate documents, including wills. That’s why it’s so important to update it after a major life change, like the following:

Since returning to Harley Marine Gulf, Jonathan has demonstrated a willingness to work, and attention to detail that should be recognized. Thank you, Jonathan, for all your hard work; it does not go unnoticed.

Harley Marine New York would like to recognize Sheldon Hice as the June Employee of the Month. In preparation of the incline experiment for the ANDREA, Sheldon spent the weekend completing several fuel transfers to the tugs DR. MILTON WANER, LIBERTY and ST. ANDREWS. He completed everything with the proper documentation and record keeping and safely made numerous transfers spill free. In addition to stripping the fuel tanks he transferred all potable and ballast water. Without Sheldon’s hard work, as well as the teamwork of receiving boats, it wouldn’t have been possible to be prepared for the incline test in time. Thank you, Sheldon!

Olympic Tug & Barge would like to recognize John Walker as the June Employee of the Month. John started at Harley Marine 23 years ago as a deckhand. Since then, he has worked as an engineer, mate, tankerman and now a captain. He recently completed a 77 day hitch in the Puget Sound. He has driven many of our boats, is an excellent teacher and is always willing to go the extra mile. Captain Walker’s boat is always clean and organized and he takes special pride in keeping the barge squared away as well. Thank you John for showing so many new employees the correct way to land a barge and paint a boat!

Starlight Marine Services PNW would like to recognize Garrett Linrothe as the June Employee of the Month. Garrett has been a positive force at SMS PNW. His positive attitude and ‘get it done’ work ethic is infectious. Garrett has been on two tug deliveries. It is a real pleasure to work with Garrett.

Starlight Marine Services would like to recognize Dominic Grasseschi as the June Employee of the Month. Dominic is an exemplary employee of SMS. He is constantly busy working to improve the vessel or helping the engineer in their duties. His great attitude and good cooking improves moral and keeps the vessel running smoothly. Dominic has also chosen to continue his maritime education by taking classes to improve his knowledge and license. He hopes to move up and eventually be a Captain with SMS. Thank you Dominic for all your hard work.

Westoil Marine Services would like to recognize Louis Anderson as the June Employee of the Month. Louis started with WMS in our PIC training program in 2016, received mentoring from our senior PIC, and took the initiative to familiarize himself with our equipment, transfer policies and operating procedures. Louis is currently filling in for vacancies in our PIC schedule and making himself available to help provide our customers with the great service Harley Marine is known for. Thank you, Louis for all that you do for WMS!

Congratulations to Olympic Tug & Barge employee, Ron Deleon, on graduating from Eastern Washington University with his Bachelor of Electrical Engineering.

“This is only the beginning of your career – use it well and you will reap great adventures. Stay as you are: smart, intelligent, good looking, kind, and a loving son; don’t ever let anyone change you!”

Part time, temporary, seasonal, and contract employees are not eligible for holiday pay.

In order to qualify for holiday pay, employees must be in paid status immediately before and after the holiday. Only excused absences will be considered exceptions to this policy. Full time regular employees will receive pay for eight hours.

Paid holiday hours do not count as hours worked for purposes of overtime calculations. If a holiday occurs during a scheduled vacation, employees are eligible for holiday pay. Crewmembers and tankermen must work the holiday to qualify for holiday pay.

If you are a union employee, please refer to your union contract for holidays observed.
