SCOPE OF WORK

Marina Pavilion Roofs

I. SCOPE:

A. This project consists of the CONTRACTOR providing all labor, material, equipment, insurance and services necessary to supply and install new roofing on two pavilions at Somers Cove Marina, Crisfield, Somerset County, Maryland. The CONTRACTOR will be responsible for any and all permits and inspections required by Somerset County and the State of Maryland.

B. The project site is located in an active public marina. The CONTRACTOR shall be fully responsible for the coordination of a work schedule with the Somers Cove Marina Commission Executive Director and the Project Manager.

C. The project shall consist of the following removal, materials, preparation and installation on

the Marina’s large 7,000 square foot pavilion and smaller 900 square foot pavilion:

1. REMOVAL

The CONTRACTOR shall be fully responsible for removal and disposal of exsisting

shingles, paper, nails and any roofing materials.

2. MATERIALS

a. Architectural Shingles 1. GAF Timberline UHD Patriot Red Shingles Exhibit A

2. GAF PRO-Start starter Strip Shingle

b. Fascia Edging Painted Aluminum Berger Roof Edging and Trim Overhanging Drip Edge or compatible, color to match gutters

with heads 3/8 inch (9mm) to 7/16 inch (11mm) in diameter. Nails should be long enough to penetrate sheathing at least 3/4"

Replacement lumber for repairs must be tongue and groove 2 x 6 of like wood

3. PREPERATION

a. Roofing

1. Remove all existing roofing down to the roof deck.

2. Verify that the deck is dry, sound, clean and smooth. It shall be free of any

depressions, waves, and projections. Cover with sheet metal, all holes over 1 inch (25mm) in diameter, cracks over 1/2 inch (12mm) in width, loose knots and excessively resinous areas.

3. Replace damaged deck with new materials.

4. Clean deck surfaces thoroughly prior to installation of eaves protection membrane and underlayment.

5. At areas that receive eaves protection membrane, fill knot holes and cracks with latex filler.

6. Verify that the deck is structurally sound and free of deteriorated decking. All deteriorated decking shall be removed and replaced with new materials.

4. INSTALLATION

a. Underlayments

1. Deck Armor - Install using methods recommended by GAF®, in accordance

with local building codes. When local codes and application instructions are in conflict, the more stringent requirements shall take precedence.

2. Wip 100 -Install using methods recommended by CARLISLE Products, in accordance with local building codes. When local codes and application instructions are in conflict, the more stringent requirements shall take precedence.

3. Metal sheets - Long valleys or local building codes may require wider metal. Nail the metal on the edges so the nail heads hold it in place. Do not puncture the metal. Nailing through the metal may cause leaking and buckling due to movement.

b. Architectural Shingles 1. Starter Shingles - install PRO START starter strip containing sealant or

cement shingles to underlayment and each other in a 4" (102mm) width of asphalt plastic roof cement. Place starter strip shingles 1/4" – 3/4" (6 – 19mm) over eave and rake edges to provide drip edge. Nail approximately 1-1/2" – 3" (38 – 76mm) above the butt edge of the shingle. Rake starter course should overlap eave edge starter strip at least 3" (76mm).

2. These shingles have a special thermal sealant that firmly bonds the shingles together after application when exposed to sun and warm temperatures. If shingles are damaged by winds before sealing or are not exposed to adequate surface temperatures, or if the self-sealant gets dirty, the shingles may never seal. Failure to seal under these circumstances results from the nature of self-sealing shingles, and is not a manufacturing defect. If shingles are to be applied during prolong cold periods or in areas where airborne dust or sand can be expected before sealing occurs, the shingles MUST be hand sealed.

3. Plastic film strips are present either on the back or face of each shingle. The

film strips are to prevent shingles from sticking together while in the bundle. Do not remove the film strip before or during the application.

4. Install in accordance with GAF®'s instructions (SECTION 07310 TIMBERLINE ULTRA HD LIFETIME HIGH DEFINITION included as Exhibit 1) and local building codes. When local codes and application instructions are in conflict, the more stringent requirements shall take precedence.

c. Nailing Instructions/Hand Sealing

These shingles MUST be nailed a nominal 6" (152mm) from bottom of shingle, above the cut-outs, as shown in Drawing B. Nails must not be exposed. To hand-seal shingles and to insure immediate sealing, apply 4 quarter-sized dabs of shingle tab adhesive on the back of the shingle 1" (25mm) and 13" (330mm) in from each side and 1" (25mm) up from bottom of the shingle. Press shingle firmly into the adhesive. CAUTION: Apply ONLY a thin uniform layer of asphalt plastic cement less than 1/8" (3mm) thick. Excess amounts can cause blistering of the shingles and may soften the asphalt in underlayments and leak barriers, resulting in the asphalt dripping and staining.

d. Fasteners Fasteners must be driven flush with the surface of the shingle. Overdriving will damage the shingle. Raised fasteners will interfere with the sealing of the shingles and can back out.

e. Fascia

All fascia must be neatly covered and sealed to Project Manager Satisfaction

E. If the Project Manager deems any of the material to be insufficient, the material will be replaced by the CONTRACTOR. The CONTRACTOR will be responsible for the cost of removal and replacement of the material.

F. CONTRACTOR will be responsible to ensure safety of marina patrons and employees in and around project areas for the extent of the contract. All precautions should be taken to ensure areas are inaccessible after hours.

G. CONTRACTOR will provide a list of parts and equipment, to include make and model

numbers, with their bid. H. CONTRACTOR must carry sufficient insurance to cover potential issues, including liability,

workmen’s compensation, roofing coverage, etc.

NOTE: IT SHALL BE THE CONTRACTOR’S RESPONSIBILITY TO DETERMINE EXACT

MEASUREMENTS AND PART LIST FOR BID PURPOSES.

II. BIDDER QUALIFICATIONS:

A. Bidder must have at least ten (10) years of successful contracting experiences in the type

of work involved in this project, and must have successfully performed work similar in

scope to the work proposed in this project.

B. Bid Company shall have been in business for a minimum of ten (10) years and shall not

have been declared in default on any contract within that time.

D. Bidder’s Project Manager shall be a full-time benefitted employee of the Bidder and have at least five (5) years roofing experience which shall include experience as a Project Manager of similar scope and complexity of this project.

E. The CONTRACTOR shall be licensed in the State of Maryland with a Maryland / Somerset County contractor’s license.

F. With the proposal, the CONTRACTOR shall provide copies of the CONTRACTOR’S

current Worker’s Compensation Insurance and Liability Insurance of at least One Million

Dollars of coverage and their Certification of General Contractor’s Insurance to include

special condition: roofing.

G. Upon request, the CONTRACTOR shall supply to the Project Manager a list of at least

three (3) similar projects which have been successfully completed by the CONTRACTOR.

III. SITE INSPECTION:

A. All prospective bidders or authorized representative should attend the pre-bid conference

to familiarize themselves with all the requirements for the project.

B. Coordinate any site visits with the Project Manager at 410-968-0925.

IV. SCHEDULE OF WORK:

A. Work shall be scheduled through and approved by the Marina Manager. The CONTRACTOR shall perform all work Monday through Saturday during the normal working hours of 7:00 am to 5:00 pm. Exceptions must be approved by the Marina Manager prior to beginning work.

B. The CONTRACTOR shall notify the Marina Manager seven (7) days prior to his start of work and shall coordinate with the Marina Manager the dates of the work and any closures required.

C. Use of the premises by the CONTRACTOR is to be limited to specified work areas and approved storage areas.

D. The CONTRACTOR shall complete all work and attain project acceptance by the Project

Manager.

V. METHOD OF WORK:

A. The CONTRACTOR must provide all materials, supplies, tools or equipment needed to complete this project. The MARINA MANAGER reserves the right to refuse any excess materials such as shingles and fascia metal.

B. The CONTRACTOR shall be responsible for the coordination, off-loading, and proper storage of all materials and supplies up until the time of final inspection.

C. Materials shall be stored in a safe place out of the way of traffic. The storage site location shall be approved by the MARINA MANAGER or designee prior to the storage of any materials on site.

D. CONTRACTOR will be responsible to ensure safety of marina patrons and employees in and

around project areas for the extent of the contract. All precautions should be taken to ensure areas are inaccessible after hours.

E. The CONTRACTOR shall complete all project requirements to the full satisfaction of the

Project Manager and Marina Manager and all inspection agencies and applicable

jurisdictions for the lump sum bid price at no additional cost to the State or Somers Cove

Marina Commission.

F. The CONTRACTOR shall make arrangements and coordinate with the Project Manager

or Marina Manager for delivering and unloading all equipment and materials at the job site

required in the completion of this project. Any expenses shall be the CONTRACTOR’S

responsibility.

G. The CONTRACTOR shall provide any work or materials not specifically mentioned but

necessary for the safe and satisfactory erection and operation of the equipment according

to all standards of the industry as if specified herein.

H. The CONTRACTOR shall not permit trucks hauling heavy loads beyond the curb line of the

parking lots.

I. The CONTRACTOR shall take all necessary precautions and measures to protect all properties from damage and shall repair all damage caused by his/her operations to all public and private property including roads, walks, parking lots, curbs, buildings, utilities, trees, shrubs, plantings, etc., and leave the property in good condition and/or at least equivalent to the condition found.

J. The CONTRACTOR shall clean all work areas, including debris and dirt daily, at no cost to

the Somers Cove Marina Commission.

VI. GUARANTEE and ACCEPTANCE:

A. All work is subject to the inspection and approval of the Project Manager.

B. The CONTRACTOR shall fully guarantee the work covered under this contract for a period

of two (2) years from the date of acceptance against defects in materials and workmanship.

C. Any defects found within the two (2) year warranty period shall be promptly repaired or

replaced by the CONTRACTOR at no additional cost to the Somers Cove Marina

Commission.

D. The CONTRACTOR shall provide the Project Manager all manufacturers’ warranties for

materials and systems used on this project.

E. Acceptance by the Project Manager of any procedures, materials, workmanship, or final

product shall not relieve the CONTRACTOR of his contractual requirements.

VII. GENERAL REQUIREMENTS:

A. The CONTRACTOR shall make arrangements at the Contractor’s own expense, and coordinate with the Marina Manager and the Project Manager, for storage of materials and any construction yard he may require to execute this project.

B. Deviation from the manufacturer's instructions or this specification will not be acceptable.

C. The CONTRACTOR's personnel shall be skilled craftsman and fully qualified by

experience and technical training to perform their assigned responsibilities.

D. The CONTRACTOR shall take all necessary precautions and measures to protect all properties from damage. He shall repair all damage caused by his operation to all public and private property including roads, walks, curbs, utilities, trees, shrubs, plantings, etc., and leave the property in good condition and/or least equivalent to the condition found.

E. Somers Cove Marina will have first refusal of any material removed or replaced during the

period of construction.

VIII. METHOD OF BIDDING:

A. Bid Packets: Bid packets can be picked up at the Somers Cove Marina Office, 715

Broadway, Crisfield, MD 21817 or can be mailed by calling the Marina Office at 410-968-

0925 on or after Friday, April 29, 2016.

B. Submit Questions: In writing by Friday, May 13, 2016 by 4:00 pm.

C. Bid Due Date: All bids must be delivered to the Somers Cove Marina Office no later than

Thursday, May 19, 2016 at 4:00 pm.

D. Bid Opening: Bids will be opened at the Somers Cove Marina Office on Friday, May 20,

2016.

E. Project Begin Date: The project may begin on or after Monday, Monday, May 23, 2016.

F. Complete Date: Project must be completed by Thursday, June 30, 2016 at 4:00 pm

unless authorized by the Marina Manager.
