The Illinois Solid Waste Planning & Recycling Act (415 ILCS 15/1 et.seq.) mandated that Illinois counties have the primary responsibility to plan for the management of municipal waste within their boundaries to ensure the timely development of needed waste management facilities and programs. As a result of this finding, Kankakee County was required to submit to the Illinois Environmental Protection Agency an officially adopted plan for the management of municipal waste generated within its boundaries prior to March 1, 1995. In October 1993, the Kankakee County Board adopted its Solid Waste Management Plan. After Illinois-EPA recommended changes were addressed, the Kankakee County Board readopted the Plan in August of 1995. The Solid Waste Plan must be updated every 5 years. County Solid Waste Plans provide for the planned and organ- ized management of solid wastes within the County and must conform to the waste management hierarchy established as State policy, i.e., Waste Reduction, Recycling and Reuse, Incineration with Energy Recovery, Incineration for Volume Reduction, and Landfilling. Solid Waste Management encompasses the total life cycle of the waste, from generation, storage, collection, transportation, hauling, processing, transfer, waste reduction, reuse, recycling, incineration, and landfilling, as well as all administrative, financial, educational, environmental, legal, operational, and marketing aspects of the management of solid wastes. The current Plan must be updated by August of 2005. The Draft Plan will be provided to the public for input and comment before official adoption by the Kankakee County Board.
