    I. Summary of the Initiative Bihar government established Patna Municipal Corporation on 15 august 1952.

    It is divided in 72 wards. PMC controlled all area of urban Patna through 4 zonal office.

    These are:-

    1. New capital

    2. Kankarbagh

    3. Bankipore

    4. Patna city

    Patna has 1.7 million population according to 2011 census. Total controlling area is 110 sq

    km. PMC work only for urban area. its main functions are water supply, drainage and

    sewerage, sanitation, solid waste management. The whole organization controlled by PMC

    commissioner.

    II. Main Report:

    i. City Profile: Patna is capital of Bihar. It is oldest city of India. Earlier Patna was known as Pataliputra.

    Patna is situated at centre of Bihar state. Patna has 1.7 million population according to 2011

    census. Total controlling area is 110 sq

    km.

    It also a political, educational city, commercial and administrative place for whole state. Patna is surrounded by rivers, in north Ganga, punpun river at south part of patna.sea level of Patna is 50m. Patna and its upland is located between Himalayan range at north and Chhotanagpur plateau in south. Patna has a monsoon climate. It has all type of weather summer during march to mid june, rainy during mid june to September and winter November to February. Patna comes under seismic zone 4. PMC controlled all 72 wards of Patna. PMC provide

    street light, solid waste management, building regulation etc. in urban Patna. Bihar

    government established PMC on 15 august 1952. In PMC 2.06 lakh register households and

    its comes under Patna jurisdiction. PMC has some limitations because Patna is a capital

    town as well control by Bihar government.

    Status of Solid Waste Management in the city:

    In 2011, 1,376,950 lakh comes under PMC this population lives under total number 2.07 lakh

    houses. PMC control all area by its four zones i.e., New capital, Bankipore, Kankarbagh,

    Patna city. The PMC collect solid waste from whole part of the Patna. It use different

    techniques for this work. Some NGOs and private companies helps them. PMC collect solid

    waste every day.

    Context:

    Until 2005, PMC makes new policies to collect solid waste and make environmental friendly

    to urban Patna. It takes unique decisions. The use PPP model and gives some work to

    private companies. The agency names are A to Z, Jindal ITF and BUDCO. They use

    techniques

    They use modern vehicles to collect solid waste

    Initiative and its Objectives

    PMC is providing services to all 72 wards of patna. PMC always try to make patna clean

    city by use new ideas and concepts. At present time 1000-1200TPD waste generated

    everyday.

    Collect garbage from whole urban Patna

    Manage garbages

    Provide clean and green city

    Segregation of garbages

    Treatment and disposal

    Provide good disposal facilities

    Implementation Process

    Key implementation steps,

    Followings are key feature of PMC:-

    Make an expert panel for to develop the new ideas for solid waste collection.

    Make leak proof plan for solid waste management.

    Selection of private companies, Ngo through transparent bidding.

    Take responsible for every work.

    O&M activity through single contract for each zone.

    Use modern equipment to collect solid waste.

    Advertisement related environment problems and its remedies.

    Door to door waste collection.

    Analysis of enabling factors & constraints,

    The important function of PMC are as follows;

    Enablers:

    Good guidance

    the expert committee direction and suggestions

    good service network Constraints:

    Lack of man power

    Lack of equipment.

    Less public interest

    Extent of stakeholder participation:

    Some private companies, NGOs and small community take responsibilities to collect solid

    waste. These are following success full steps.

    Involvement of NGOs and small communities.

    They use modern equipment to collect solid waste.

    Awareness of open air solid waste to the public.

    PMC also used to aware of local cable TV networks.

    PMC makes punishable rules for the solid waste management.

    Situation after implementation of the initiative

    After 2007 you see that public aware about environment. They try to help PMC doing

    dont toughing it anywhere and collecting to PMC vehicles and pay the tax at particular

    time. PMC try to used modern equipment and they always repair their vehicles and

    provide garbage boxes at the place of garbage point.

    But the 100% garbage collection is not done by PMC because some residential colony

    has open space and they used it as garbage space because they not interested to pay the

    tax to the PMC.

    Counterfactual Analysis

    It is important to note that PMC takes some initiatives to improve allover Patna to make clean city but only it can achieve half of it. No any proper plan related to solid waste treatment. Their are no particular coordination between PMC and other working agencies. PMC always suffers from lack of fund and lack of workers. After this the garbage are not collected properly. PMC worker not separate these things they mixed all type of solid waste. There are no any proper channel for this. These are following types of solid waste.

    Domestic and commercial waste recyclable

    Industrial waste

    Hospital/biomedical waste

    E-waste

    Construction debris

    Highlight if the initiative has targeted and positively benefited disadvantaged groups

    It is a whole-city initiative, but has positively impacted disadvantaged groups particularly

    the poor;

    The lack of man power

    No proper disposal of solid waste

    Community and NGOs partnerships now working properly

    Public Private Partnerships(PPP) is not successful

    Urban infrastructure is limited and is controlled by BUIDCO

    The idea and management policies is good

    Regulatory aspects and rules and regulations of 2000 of Patna Municipal Corporation only in files and not on floor

    No proper channel for the collection of solid waste

    Solid waste is being collected for the person who pay municipal taxes and NGOs fees

    Use of modern technology is almost absent

    ii. Sustainability

    System made up by PMC is good but it is now in action

    They have lots of fund but they does not convert this fund to renew their policies

    They have modern technology but they are unable to use it

    The garbage disposal is in dumping yard and this dumping yard is scattered in whole urban Patna

    The controlled NGOs and small contractors .

    iii. Specific Remarks, if any

    BUIDCO should have the provision to utilize the modern technology which is not being

    utilized instead of having funds. They are trying to use the modern technology very

    gradually due to lack of trend in between the people. Management policy is good but they

    are not able to convert it into performance.
