PURPOSE OF THE RFP NOTICE IS HEREBY GIVEN that the Oxnard Union High School District (OUHSD) PURCHASING DEPARTMENT, acting by and through its Governing Board, hereinafter referred to as the DISTRICT, is soliciting and issuing this Request for Proposals (“RFP”) and will receive up to, but no later than Monday, February 3, 2014 by 2:00 p.m., proposals from interested parties who can provide materials testing, deputy inspection (as requested by the District), and soils testing and inspection services (“Services”) for construction of the new Rancho Campana High School.

Oxnard Union High School requests a written response to this Request for Qualifications (RFQ) and a Request for Proposal (RFP) for services. All qualified parties including local parties are encouraged to submit proposals. Proposals must be submitted in a sealed envelope, addressed as indicated on the front page, with the name and address of the respondent in the upper, left corner, under which should be clearly printed: REQUEST FOR PROPOSALS, RFP 531 MATERIALS & SOILS TESTING SERVICES.

PROJECT DESCRIPTION AND OUHSD GENERAL INFORMATION

Project description: Construction of new high school campus, including but not limited to, Administration Building, 3 Classroom Buildings, Food Service Building, Maintenance Building, Central Plant Facility, Playfields, Parking lots, Landscape and Hardscape improvements, a Performing Arts Center and other associated Civil and Offsite Improvements. The value of construction is approximately $45 million. Construction completion is anticipated in late 2015. Project Stabilization Agreement: This project is subject to a Project Stabilization Agreement (PSA), the terms of which require that the classifications of Building/Construction Inspector and Field Soils and Material Testers are a covered craft. Every on-site Inspector performing work under these classifications shall be bound to all applicable requirements of the Project Stabilization Agreement. District description: Oxnard Union High School District was founded in 1905, the district is over 100 years old and it currently operates 8 schools (6 full high schools, a continuation high school and adult education school) with 2 more full high schools in the planning phases. There are more than 300,000 residents living within district boundaries, and the district employs over 700 teachers and oversees the education of approximately 16,000 students. QUESTIONS AND CLARIFICATION OF THE RFP Questions, requests for explanations or clarifications in regards to this RFP shall be made in written form and submitted via email to Deanna Rantz, Director of Purchasing, at [email protected] ; by no later than 4:00 p.m., January 27, 2014.

The District will advise all parties known to have received a copy of the RFP of responses to the requests received for explanation or clarifications by email and via posting on the District website at http://www.ouhsd.k12.ca.us/business_services/purchasing/rfp.htm. All parties interested in responding to the RFP are advised to check the District website for any updates.

CONTENTS OF THE REQUEST FOR PROPOSALS The proposals are to demonstrate the qualifications, competence and capacity of the respondent. Respondents must submit one (1) unbound original, three bound hard copies and a compact disc “CD” containing electronic files of the submitted proposals. Clearly label submittals with the OUHSD project name and project number. All proposals should address the following items in the order listed below. Dividers with tabs shall be provided to separate and identify each Submittal Requirement described below. The tabs shall be numbered to correspond to each requirement: Attachments that must be included in this RFP response include, but may not be limited to:

1. Cover Letter/Letter of Interest - Include a cover letter stating the eligibility of the

respondent to respond to this RFP, a brief description of the respondent and statement of interest.

2. Table of Contents – The Table of Contents shall reflect the order stated herein and

shall include section titles and page numbers.

3. Respondent’s Data “Attachment 2” – Each respondent must completely answer the questions in Attachment 2 of the RFP. Note: Questions may be answered in other sections of the proposal if clearly and conspicuously identified on the questionnaire. The following shall be stated:

a. Description of Company – Include a description of qualifications for providing

the requested services. Include information regarding the size of the company, location of the office from which the required services would be performed, nature of work performed, and years in this particular business. The respondent shall provide an affirmative statement that it is independent of the District as defined by generally accepted standards.

b. Project Team Organization, Personnel and Staffing Resources – Submit names and positions of principal officers of the firm and the registered professional in charge. Provide an organizational chart indicating the relationships between the firm's staff members proposed to have responsibilities related to the project, and the relationship of the testing laboratory to the firm. Provide resume(s) or profiles for each key staff who will be proposed to

provide the requested services, including their qualifications and recent related experience providing similar services. Each resume shall include but not be limited to the following information; (a) Education; (b) Years of relevant experience; (c) Professional registrations, certifications and affiliations (d) Project-specific experience with focus on public projects and emphasis on K-12 projects providing soils and materials testing services, including dates and durations of each project listed and where employed. Include an affirmative statement that the company and all assigned key professional staff are currently licensed to perform the services and hold all proper business or other required licenses.

c. Capacity, Methodology and Quality Control – Describe how the respondent

will provide services and fulfill the requirements and expectations of the District and this RFP. Use this section to address the ability of the respondent to undertake and accomplish the required scope of services while meeting any deadlines, record of meeting schedules and deadlines of other clients; advantages over other parties in the same industry; strength and stability as a business concern; and supportive client references. Describe the respondent’s ability to provide soils and materials testing services exclusively and in a timely manner for the District and the respondent’s commitment to providing personnel assigned to District’s Projects. Information should be furnished for both the respondent and any sub consultants included in the proposal. Submit a copy of the firm’s written procedures for assuring the quality of the services offered, including current inclusions for the following: personnel evaluation and training, equipment calibration and maintenance, a library of all relevant test methods, and an inventory and description of all test equipment.

d. Experience and References – Description of past performances of similar

service and related experience. Each respondent is required to submit a list of its most relevant consulting services provided in the last five (5) years that are of the approximate size of services described in the Scope of Services, including all School District clients. The list shall include (1) the size of the project, (2) scope of the work, (3) date services were performed, (4) number of hours of service for the project, (5) client’s name and address, (6) client contact name and phone number.

If applicable, specify any consulting services that may have been provided for the District previously. State the scope of each project, and the beginning and ending dates of services.

e. Customer Service Commitment – Describe the respondent’s philosophy and

approach for providing outstanding customer service.

f. Litigation – Furnish and provide specific information on any termination for default, litigations settled or judgments entered within the last five (5) years, and civil judgments or criminal convictions for false claims within the last five (5) years. Identify if the respondent or any employee of the respondent is a party to an existing dispute with an owner, owner’s consultants or contractors, related to any project for which the respondent provided soils and materials testing services. If so, please describe the nature of the dispute and its anticipated outcome. Identify if the respondent has ever filed a petition for bankruptcy. If so, please provide the date the petition was filed and identify the jurisdiction in which it was filed.

g. Additional Information - Respondents are encouraged to provide additional

information or description of resources the respondent feels is pertinent to the RFP. Respondents are cautioned, however, that this does not constitute an invitation to submit large amounts of extraneous material; appendices should be relevant and brief.

4. Fee Schedule and Reimbursable Expenses “Attachment 3” – Respondents shall

state their proposed fees and a table of reimbursable expenses.

a. Fee Schedule: Identify all personnel that may be, directly and indirectly, assigned to the project as well as proposed hourly rates. These should be quoted as fully-burdened (e.g., direct labor + overhead + profit) hourly rates offered on a time-and- materials basis. Hourly minimums must also be listed.

b. Reimbursable Expenses: Proposals must list basis for all reimbursable costs including any markups. Please note that the District does not reimburse the cost of postage, faxes, deliveries, telephone and communication, mileage and/or travel expenses to and from District offices and/or project sites. The only reimbursements paid to consultants shall be for the actual cost of incidental materials and services authorized prior by the District plus a mark-up, if any.

5. Equal Employment Opportunity (EEO) Certification “Attachment 4” – Each

respondent must certify that compliance with the federal EEO requirements is met.

6. Worker’s Compensation Insurance Certification “Attachment 5” – Complete and sign the Worker’s Compensation Insurance Certification form. Respondents shall describe the outcome of design and construction-related claims, if any, filed against the respondent’s general liability or professional liability or automobile liability insurance carriers during the most recent five (5) years. Proof of Insurance for General Liability, Professional Liability, Public Liability and Auto Liability or a statement of liability shall be required from the successful respondent according to the terms of this RFP.

7. DSA 103-10 Form (CBC 2010) “Attachment 6” – (Provided as information for bidders) Consultant is advised that this form provides the baseline responsibility for Structural Test and Special Inspections as determined by DSA for this project.

PREPARATION AND SUBMITTAL OF THE RFP Proposals Submittal and Deadline One unbound original, three bound hard copies and a CD copy of the proposals must be submitted under sealed cover by no later than 2:00 p.m. on Monday, February 3, 2014. Mark your company name, proposal title and RFP deadline on the outside of the sealed proposal envelope.

Proposals shall be delivered to the attention of:

It is the sole responsibility of the respondent submitting the proposal to ensure that their proposal and any amendments are actually received in the Purchasing Department office prior to the deadline time and due date. Unless this RFP is extended by a written amendment, proposals received after the time on the due date, will not be considered. Fax, email or telegraphic proposals will not be accepted.

Proposals Completeness Proposals shall be completed in all respects as required by the instructions herein. A proposal may be rejected if it is conditional or incomplete, or if it contains alterations of form or other irregularities of any kind. A proposal will be rejected if, in the opinion of the District, the information contained therein was intended to mislead the District in the evaluation of the proposal. The Board of Trustees of the Oxnard Union High School District reserves the right to accept or reject any or all proposals, or any part of any proposal, and to waive any informality or irregularity and to sit and act as sole judge of the merit and qualifications of the materials or services offered.

District Not Responsible For Preparation Costs All costs incurred in the preparation, submission and/or presentation of respondents responding to the RFP including, but not limited to, the respondent’s travel expenses to attend any pre- conferences, oral presentations, long distance charges, and negotiation sessions, shall be the sole responsibility of the respondent and will not be reimbursed by District.

District shall not pay for any costs incurred for proposal or contract preparation as a result of termination of this RFP or termination of the contract resulting from this RFP.

Right to Use Ideas All proposals and other materials submitted become the property of the District. District reserves the right to use any ideas presented in any response to the RFP. Selection or rejection of the proposal shall not affect this right.

Modification or Withdrawal of Proposal A respondent may modify or withdraw a proposal after submission by written request of withdrawal and re-submission, provided that the proposal withdrawal is prior to the due date deadline specified.

Amendments Respondents are advised that the District reserves the right to amend this RFP at any time. Amendments will be done formally by providing written amendments to all potential respondents known to have received a copy of the RFP and/or by publishing the amendment on the District website: http://www.ouhsd.k12.ca.us/business_services/purchasing/rfp.htm;.

Equal Opportunity The respondent shall certify that it is an Equal Opportunity Employer and has made a good faith effort to improve minority employment and agrees to meet federal and state guidelines. Legal residents of the United States of America shall be used in providing all services under this RFP.

Respondent shall not discriminate nor permit discrimination against any person because of race, color, religion, age, national origin, ancestry, creed, handicap, sexual orientation, union membership, in the performance of the work including but not limited to, preparation, manufacturing, fabrication, installation, erection and delivery of all supplies and equipment. In the event of receipt of such evidence of such discrimination by the respondent or its agents, employees or representatives, District shall have the right to rescind and terminate the Contract.

The successful respondent agrees to include the paragraph above with appropriate adjustments in all subcontracts, which are entered into for work to be performed pursuant to the Contract.

Complete the Equal Opportunity Certification form, attached herein as Attachment No. 4, and return with the proposal.

Waiver or Breach Thereof No term or provision of this RFP shall be deemed waived and no breach excused, unless such waiver or consent shall be in writing and signed by an individual authorized to so waive or consent. Any consent by either party to, or waiver of, a breach by the other, whether express or implied, shall not constitute a consent to, waiver of, or excuse for, any other breach or subsequent breach, except as may be expressly provided in the waiver or consent.

Covenant against Gratuities The respondent warrants that no gratuities (in the form of entertainment, gifts, or otherwise) were offered or given by the respondent or any agent or representative of the respondent, to any officer or employee of the District with a view toward securing the resultant contract or securing favorable treatment with respect to any determinations concerning the award of the RFP. For breach or violation of this provision, the District shall have the right to terminate any negotiation or the resultant contract, either in whole or in part, and any loss or damage sustained by the District in procuring on the open market any items which respondent agreed to supply shall be borne and paid for by the respondent. The rights and remedies of the District provided in this clause shall not be exclusive and are in addition to any other rights and remedies provided by law.

Indemnification The respondent, at its own expense and without exception, shall indemnify, defend and pay all damages, costs, expenses, including attorney fees, and otherwise hold harmless the District, its employees and representatives, from any liability of any nature or kind in regard to the delivery of these services. The District will be named as an additional insured. Insurance limits required per the following table:

Law Professional Liability Each Occurrence $1,000,000.00 General Aggregate $2,000,000.00 Conflict of Interest The respondent is in agreement that it presently has no interest and will not acquire any interest, directly or indirectly, which would conflict in any manner or degree with the performance of the services hereunder. The respondent further agrees that no person having any such known interest or conveyed an interest shall be employed, directly or indirectly, int eh delivery of services under this RFP.

Independent Contractor The respondent represents itself as an independent contractor offering such services to the general public and shall not represent him/herself or his/her employees to be an employee of the District. Therefore, the respondent shall assume all legal and financial responsibility for taxes, FICA, employee fringe benefits, workers compensation, employee insurance, minimum wage requirements, overtime, and other expenses.

Precedence of Documents The contract between the District and the successful respondent(s) shall consist of (1) this Request for Proposals (RFP) and any amendments thereto, (2) the proposal submitted by the respondent to the District in response to the RFP, and (3) the respondent agreement included herein to be executed with the successful respondent(s). In the event of a conflict in language between the documents referenced above, the provisions and requirements set forth in the Master Service Agreement shall govern. However, the District reserves the right to clarify any contractual relationship in writing with the concurrence of the respondent, and such written clarification shall govern in case of conflict with applicable requirements stated in the RFP or the respondent’s proposal. In all other matters not affected by the written clarification, if any, the RFP shall govern.

Compliance with Laws In connection with the furnishing of services or performance of work under this RFP, the respondent agrees to comply with the Fair Labor Standards Act, Equal Opportunity Employment Act, and all other applicable Federal and State laws, regulations and executive orders to the extent that the same may be applicable.

EVALUATION AND AWARD

Proposals Evaluation A District Proposals Evaluation Committee will determine which, if any, proposals are in the District’s overall best interest to accept. During the evaluation process, the District may request additional information, clarifications, explanations and answers from any proposing respondent. The District may request any or all proposing respondents to participate in a presentation and/or interviews in regards to their proposal. The invited respondents must be able to be available for the presentation and/or interviews within two days of the request, unless another date has been agreed upon.

The District reserves the right to conduct negotiations with any number of respondents, or with only a single respondent, as determined by the District, before entering into contract agreements.

Evaluation Criteria The evaluation of proposals will include but not be limited to the following criteria:

1. Capacity, Methodology & Quality Control – Current capacity and likelihood of the

respondent to successfully meet the needs of the District and fulfill the requirements of the project within the timelines given and level of quality required.

2. Personnel and Staffing Resources – Professional proposals and specialized experience of the proposed staff including the quality of the respondent’s professional personnel to be assigned to project and the quality of the respondent’s management support personnel to be available for technical consultation and/or assistance

3. Proposal Packet – Completeness, clarity and responsiveness of proposal. 4. Proposals – Company size, years in business, licenses and certifications, etc.

5. Experience & References – Experience and expertise of the respondent in providing

similar services to other public entities of comparable size and scope, especially a school district.

6. Fee Schedule – Rates for different classifications to be utilized in any assignment.

GENERAL TERMS AND CONDITIONS District Obligation Receipt of proposals and responses to this RFP does not obligate the District in any way. The District reserves the right to accept or reject any or all proposals, to waive any irregularities or informalities in any proposal or in the RFP process.

Award of Contract This RFP implies no obligation to award contracts to any respondent. If it is in the best interest of the District, the District retains the sole and absolute right to select the respondent that best meets the District requirements. The award is subject to acceptance by the Governing Board of the Oxnard Union High School District. The District reserves the right to reject all proposals.

Approval to Start Work The successful respondent(s) may perform work once a Master Services Agreement has been fully executed and approved by both parties and all appropriate documentation has been received and approved by the District, and a purchase order has been issued. The District shall not be responsible for work done, even in good faith, prior to approval of the agreement and purchase order issuance by the District.

Ownership of Documents All proposals and materials submitted in response to this RFP shall become the property of the District and shall be considered a part of Public Records, unless exempted by law. In addition, all designs, drawings, specifications, notes and other work developed in the performance of any services resulting from this RFP shall be the sole property of District and may be used by District for any purposes without additional compensation to the selected respondents. Selected respondents agree not to assert any rights or to establish any claim under the design patent or copyright laws.

Assignment If a contract is issued to the successful respondent(s), the contract shall not be assignable in whole or in part without written consent of the District. It is the policy of the District to withhold consent from proposed assignments, or subcontracts when such transfer of responsibility would operate to decrease the District's likelihood of receiving performance on the contract. The District does not normally object to the granting of assignments for financial purposes, provided that the original respondent retains all of its responsibilities and obligations under the contract. In the event of any assignment hereunder to which the District has consented, each such assignment shall contain a provision that further assignments shall not be made to any third or subsequent party without any additional written consent of the District.

Respondent’s Power and Authority The respondent warrants that it has full power and authority to grant the rights herein granted and will hold the District hereunder harmless from and against any loss, cost, liability, and expense (including reasonable attorney fees) arising out of any breach of this warranty. Further, respondent declares that it will not enter into any arrangement with any third party, which might abridge any rights of the District under this contract.

Disputes If a dispute arises among the parties hereto, the parties agree first to try in good faith to settle the dispute among them via agreement and thereafter by mediation administered by the American Arbitration Association under its Commercial Mediation Rules before resorting to litigation. All parties shall share the costs of any mediation proceedings equally.

Fingerprinting

Per the provisions of the Education Code Section 45125.1, the District has a zero tolerance for any respondent having any contacts with students without any clearance from the State Department of Justice. All assigned personnel to active and occupied school sites shall comply with the fingerprinting clearance law prior to providing services at the school sites.

SCOPE OF SERVICES

SECTION 1

1.1 BASIC SERVICES HEREIN, APPLICABLE LAWS The CONSULTANT shall provide the Basic Services set forth herein, as well as any incidental services necessary for the full and adequate completion of such Basic Services, in strict accordance with all applicable local, State and federal laws, rules and regulations, including but not limited to the State Building Code, California Code of Regulations Title 24, and Instructions on Division of the State Architect (“DSA”) Structural Tests and Inspections Form DSA 103-1 as provided for the Project, and instructions included herein.

1.2 PROJECT MEETINGS

The CONSULTANT’s Special Inspectors and testing staff shall be prepared to attend Project progress meetings and other specially called meetings as determined by the Project Inspector of Record (“Inspector”). The CONSULTANT shall respond to the Inspector’s scheduling and coordination for soils and materials testing services.

1.3 REPORTS

The CONSULTANT shall provide daily and/or individual occurrence reports of Special Inspections and Testing results on forms previously approved in writing by the DISTRICT and shall provide sufficient copies to the Inspector for Inspector’s distribution to the Construction Contractor and Architect.

1.4 BILLING RATES AND UNIT PRICES

The scope of Basic Services herein shall be performed by the CONSULTANT at the fully burdened hourly billing rates and/or sampling and testing unit prices.

1.5 METHODS AND SPECIFICATIONS STATED HEREIN

In the event that one or more of the methods and/or specifications have been changed and/or updated by a subsequent edition of that method and/or specification, then the changed and/or updated and/or current version of that method and/or specification shall apply and is hereby incorporated into this scope of basic services.

2.1 SOILS AND MATERIALS OBSERVATIONS AND TESTING

• The geotechnical portions of this project shall be performed under the direction

of a Geotechnical Engineer, which shall be the Geotechnical Engineer of Record for the project. A technician with a nuclear gauge shall perform density and moisture testing in the field during grading, utility trench backfilling, and pavement operations utilizing ASTM D2922, D3017, and ASTM D1556 methods. Laboratory maximum density and optimum moisture determination shall be performed in accordance with ASTM D1557 or D698. Asphalt pavement placement and testing shall be performed in accordance with Caltrans methods.

• CONSULTANT shall provide other professional services, including but not limited to, meetings with governmental agencies e.g. Department of Toxic and Substance Control (“DTSC”), and consultation with other parties.

2.1.1 Services. The CONSULTANT shall provide the following services, as required:

.1 Perform a site reconnaissance, review the geotechnical engineering report for the Project, review the drawings.

.2 Project management, consultation during construction, and preparation of daily field, foundation excavation observation, and final grading reports.

.3 Ensure that soils conditions are in conformance to soils report. .4 Foundation inspection. .5 As-graded soils reports. .6 Observations and testing during site clearing and mass grading. .7 Observing the foundations excavations for structures. .8 Observation and testing during backfilling of utility trenches. .9 Observation and testing during backfilling around retaining walls. .10 Observation and testing during subgrade preparation and base rock

placement in asphalt paved areas. .11 Observation and testing during asphalt concrete placement. .12 Perform the following Sampling and Testing of Materials and Testing of Work-in-

Place as may be required by the DSA Testing and Inspection Listing, and as required by the DISTRICT. The Testing shall be performed in accordance with ASTM test methods and California test methods as appropriate. 2.1.2 Observation and Testing. Observation and testing shall consist of visual

observation of earthwork activities and taking field density and moisture tests for the purpose of ascertaining that the work is in substantial conformance with the contract documents. Such observation and testing shall not be relied upon by others as acceptance of the work nor shall it be construed to relieve the contractor in any way from the contractor’s obligation and responsibilities under the construction contract. Specifically, but without limitations, observation and testing shall not require the technician and engineer to assume responsibilities for the means and methods of construction nor for safety on the jobsite. Consultant’s performance of its work shall not result in safety hazards on the site.

2.2 CONCRETE/MIX DESIGN REVIEW

2.2.1 Types of Inspection Services Provided. Inspection services shall be provided for

concrete, prestressed concrete, reinforcing steel and prestressing steel, batch plant, insulating concrete, lightweight concrete, field sampling (slump, air entertainment, unit weight and yield tests), concrete coring, proof testing (installed epoxy & nonshrink grout bolts) and proof testing (installed wedge and expansion anchors).

2.2.2 Laboratory Review. The CONSULTANT shall review the proposed concrete

mixes in its laboratory for conformance with the specifications. 2.2.3 Tests to be Performed. The CONSULTANT shall perform the following tests:

.1 Concrete Compression Tests

Prior to the pours, the CONSULTANT shall inspect the reinforcing steel placement to determine that it is according to plans and specifications. The CONSULTANT shall check: 2.3.1 Bars. Size and spacing of bars. 2.3.2 Splices. Location and length of splices. 2.3.3 Clearances. Check clearances. 2.3.4 Cleanliness of Bars. Observe cleanliness of bars. 2.3.5 Spacing tolerances. Confirm spacing tolerances. 2.3.6 Steel Support. Proper support of steel with ties.

2.4 CONCRETE PLACEMENT

During the pours, the CONSULTANT shall be on site continuously, as required by code, to monitor placement. The CONSULTANT shall:

2.4.1 Bar Displacement. Determine that no bars are displaced during the pouring. 2.4.2 Cleanliness of Steel. Observe cleanliness of steel. 2.4.3 Placement. Determine adequacy of placement and vibratory equipment. 2.4.4 Delivery Rate. Determine proper delivery rate of concrete and monitor batch times. 2.4.5 Correct Mix. Determine that the correct mix is being utilized. 2.4.6 Slump. Monitor slump of each truck. 2.4.7 Temperature. Record temperature of air and concrete. 2.4.8 Cast Cylinders. Cast cylinders for compression tests at the specified frequency. 2.4.9 Air Checks. Perform air checks, if required by specifications, during concrete

placement. 2.4.10 Anchor Bolt/Dowel Installation. Observe a n c h o r b o l t /dowel i n s t a l l a t i o n

o p e r a t i o n s t o determine hold depth, embedment and cleanliness, as well as materials and workmanship. The CONSULTANT shall inspect to determine that all dowels are installed in accordance with contract documents and/or manufacturer’s requirements.

2.5 COMPRESSION TESTING The CONSULTANT shall transport all samples to CONSULTANT’s laboratory for compression testing in strict accordance with ASTM requirements. The CONSULTANT shall distribute compression test reports to the appropriate parties.

2.6 MIX DESIGN REVIEW

2.6.1 Grout and Mortar Mixes. The CONSULTANT shall review the proposed grout

and mortar mixes in CONSULTANT’s laboratory for conformance with the specifications.

2.6.2 Masonry Wall Prisms. During preparation of masonry wall prisms, sampling and

placing of all masonry units, placement of reinforcement, inspection of grout space immediately prior to closing or cleanouts and during all grouting operations.

2.6.3 Laboratory Tests. Laboratory tests shall include:

.1 Masonry Compression Tests

.3 Inspect to determine that cleanouts are provided for high-lift grouting methods.

.4 Inspect proper lay-up of block units.

.5 Inspect reinforcing steel prior to grouting.

.6 Inspect dowels, anchor bolts and inserts to make sure they are in place and properly secured prior to grouting.

.7 Inspect to determine proper consolidation of grout.

.8 Check that curing requirements are being followed.
