Social Services Administration of the Daugavpils City Council – the budgetary establishment of the Daugavpils City Council which provides social services and administration of social benefits in the territory of the City of Daugavpils.

The Social Services Administration is managed by the Daugavpils City Council and supervised by the Daugavpils Council’s Social Matters Committee. The Ministry of Welfare of the Rebublic of Latvia delivers policy and guidance to the Social Services Administration.

According to the Central Statistics data there are 91511 inhabitants in Daugavpils in 2012.

Approximately 42000 people address their needs to the Social Services Administration every year.

There are 60 social rehabilitation and integration programmes drafted.

47 types of social benefits are available.

There are 210 employees including 21 with Master Degree.

There are 7 departments and 9 structural establishments in the Social Services Administration:

Provides 47 different social benefits and grants.

2. Housing benefit;

3. Emergency financial assistance;

4. Health care benefit;

5. Benefits to families with children in the beginning of the new school year;

6. Food purchase benefit for the children up to the age of one year;

7. School lunch benefit;

8. Adult lunch benefit.

Department of the Social assistance

Department of Adult Support Services

provides social work services to :

• Young People aged eighteen living care;• People with dependency problems;•People released from prison;•Socially isolated, jobless people;•People with chronic health problems (tuberculosis, AIDS)and others.

Also social workers provide advice on social benefits and social services at the Daugavpils Regional Hospital’s Infection Deceases Department.

Department of Elderly People and People with Disability Services

Social workers provide advice on social benefits and social services at the Daugavpils Regional Hospital,Daugavpils Mental Health hospital, at the residential area for people with sight problems and at the People with Disability Society.

provides social work services to :

• families on low income ;• children truant from school ;• vulnerable children at risk of neglect and abuse;• children in need of protection;• foster families, guardians;• children without parental care;• families with children with additional needs;• young people with dependency problems;• parents of children in public care ( Care Order).

Social Shelter andNight Shelter

Purpose:

To provide short term residency opportunity and social work

services to homeless people and people in crises situation, and to meet their basic needs, such as

food, personal hygiene etc.

Family Support Center/ Shelter

Programmes:

•Support programme for people with mental health problems;

Residential Supported Living (Group flats)

Our aims are:

to help clients to develop self-help skills, to plan budget and free time and find a job;

to assist integration into society;

to provide information and support;

to organise social resources;

to work in partnership with other agencies with the aim to improve quality of services

Day Center of Social Care and Social RehabilitationOur purpose is to provide social rehabilitation services , development of knowledge and skills to people of different ages, people with disabilities, learning difficulties, vulnerable people.

Drama therapy for people with diabetes with the aim to reduce symptoms of depression.

Duties:

-to define a type of assistance;
