    FOREWORD

    Developing a thriving neighbourhood: what do the data say about MK?

    It has been a challenging year in which to be the lead council

    member for regeneration and the economy but also a veryheartening year. I have seen at first hand the enthusiasm withwhich the council, town and parish councils, other agencies andresidents are now working in partnership to make ambitious plansfor a better future. I strongly believe that local communities knowtheir areas best, and that our job is to enable them to improve lifethere.

    The Social Atlas is produced because we need to start our plansfor the future from where we are now. Each of us sees a smallpart of the picture; the social atlas helps us look at it as a whole. Itgives us a snapshot of statistical facts for Milton Keynes andassists us in shedding light on the nature of our communities and some of the issues theyface. As well as informing action needed, I hope it will help each community understanditself better; decide what it likes, and what it needs to change.

    The success of Milton Keynes will be judged by how well all of our communities thrive. Wemust ensure that our services and programmes reach those that most need them and thatour established communities have the same attention and focus as the newer developingareas. The Social Atlas is an ideal tool in helping us to identify where we need to focus ourenergy. Every area has its strengths and weaknesses. Hopefully using this document wecan focus attention on where our help is needed most and work with partners to improve andenhance life on MK estates.

    EXECUTIVE SUMMARYMilton Keynes as a whole is relatively affluent and most people enjoy a good quality oflife but significant numbers of residents experience disadvantage in one or morecategories. Some examples are below:

    Income

    On average 237 per 1,000 dwellings in Milton Keynes get housing or council taxbenefit, a means tested benefit. This has risen for the second year in succession,probably reflecting the current economic situation. The highest rate is 585 per 1,000dwellings in Beanhill, a rate which has fallen from last year.

    Children & EducationThere are seven indicators in this category covering a diverse range of topics

    affecting children. Numbers of children getting free school meals is a traditionalindicator of disadvantage that shows a large variation across estates. The average is13% of pupils with the highest, 45%, in Netherfield.

    As educational attainment has a strong association with future disadvantage,the following 3 indicators focus on this. To try to estimate the proportion of young

    people not going into higher education we look at the proportion of 18-24 year olds notgetting student awards. The average across Milton Keynes is 89%. The remainingindicators look at educational attainment in schools. Firstly, the proportion attainingbelow level 4 in Key Stage 2 English. The Milton Keynes average is 21%, with greatvariation across estates. The English average is 19%. Performance has improvedsince introduction of the tests. In 1997, nationally 37% of pupils were failing to reachlevel 4, and 41% of pupils in Milton Keynes. The second of these indicators assessesthe proportion of pupils gaining less than 5 GCSEs at grade A*-C includingMathematics and English. The Milton Keynes average is 52%, the highest is 100% in 7estates. The English average is 49% of pupils.

    Community Factors

    Community factors include those affecting how people feel about their homeenvironment. There are several different factors in this category including domesticfires; recorded crime and neighbour complaints.

    Domestic fires have been found to correlate strongly with disadvantage.Looking over a rolling 5-year period, on average there were 8.3 fires per 1,000dwellings in Milton Keynes from 2004 to 2009. The highest was 36.2 per 1,000dwellings in Central Milton Keynes. Crime data has been included for violent crime,burglaries and criminal damage. The highest rates of both violent crime and criminaldamage occur in Central Milton Keynes because of the high visitor population. CentralMilton Keynes also saw the highest rate of neighbour complaints to EnvironmentalHealth with 130 complaints per 1,000 dwellings. The Milton Keynes average was 34

    per 1,000 dwellings.

    Health & DisabilityThere are 6 health and disability indicators listed in the grid profiles, although

    only 4 of these are used in the calculation of the overall rankings. Teenageconceptions: on average there were 62 conceptions per 1,000 girls aged 15 to 19. A 2-year average time period is considered, but the rate has risen substantially. Disabledconcessionary fares and clients of disabled services are included as pointers towardsareas where the population has a greater need for support. Some of the variations inthese factors are explained by the dominant style of dwelling in the estate, for examplemore bungalows.

    The final 3 indicators focus on hospital activity. The emergency admission rate

    was 101 per 1,000 population per year. Non-emergency hospital admissions wereincluded for information; this indicator was not included in the overall rankings. Visits toaccident and emergency were also included in the estate profiles.

    INTRODUCTION

    The purpose of this series of documents is to enable people working towards Social Inclusion

    to identify:

    the most significant social inclusion issues

    geographic concentrations of need the relative severity of social exclusion compared with other areas and the national

    picture

    a snapshot position

    geographic areas and issues where development of services and initiatives might be

    focused

    to measure change

    It also serves to prompt discussion on possible causes of inequality and suggestions for

    actions to achieve improvement.

    The data used are primarily locally collected data, intended to highlight areas with a high

    need for public services. Earlier work included developing a framework to structure

    information gathering, along the lines of those used by the government in Opportunity for

    All and by bodies such as the Joseph Rowntree Trust. The framework has the following

    categories:

    Children

    Young adults

    Adults aged 25 to retirement

    Older people

    Community factors

    Health and disability

    The indicators included this year are directly comparable, with the only difference being a

    recent change in the computer system used to record family referrals data, which may lead

    to differences.

    The ideals restricting choices for indicators are that:

    They should be capable of being collected at ward and/or below ward level

    They should be commonly available across all local authorities

    They should ideally allow for national comparisons

    They should have an acknowledged relationship with disadvantage.

    Useful developments since the first document have been:

    1. The setting up of the Office for National Statistics website for the Neighbourhood

    Statistics Service. Extensive amounts of data, from the 2001 census and other

    administrative data sources, are available at local level at no cost. The site can be

    found at www.neighbourhood.statistics.gov.uk

    2. The development and updating of the Index of Multiple Deprivation, a multi-

    dimensional indicator available to lower-super output area level, published in 2000,

    2004 and 2007.3. The development of the MK Observatory, a web-based data resource to share, map

    Floor Targets 2010

    Floor targets are indicators aimed at helping government and councils to narrow the gap

    between deprived areas and the national average in terms of health, education, crime,employment and housing. They will also identify areas where progress is not being made.

    They will enable all those involved in neighbourhood renewal to identify priority areas,

    monitor progress and compare themselves with others.

    The table below outlines how Milton Keynes compares to the national and regional average.

    Data coloured in red indicates Milton Keynes data is worse than the national average.

    There are 23 wards in Milton Keynes, as can be seen in map 1. Many datasets are available

    nationally published at ward level. This often allows for national comparison of data such as

    those listed below.

    Incapacity Benefit (IB) and Severe Disablement Allowance August 2009: DWP

    IB is a contributory benefit for people with illnesses or disabilities who are unable to

    work, and who have made sufficient National Insurance (NI) contributions.

    INDEX OF MULTIPLE DEPRIVATION 2007

    What is it?

    Map 2: IMD 2007 Overall Deprivation Rank

    The Index of Multiple Deprivation 2007 (IMD 2007) is

    the government measure of deprivation. It is used toanalyse patterns of deprivation, identify areas that

    would benefit from special initiatives or programmes

    and as a tool to determine eligibility for specific

    funding streams.

    It combines a number of indicators, chosen to cover a

    range of economic, social and housing issues, into a

    single deprivation score for each small area in

    England. This allows each area to be ranked relative

    to one another according to their level of deprivation.As with the 2004 indices, IMD 2007 has been

    produced at District Level and at Lower Super Output

    Area level (LSOA), of which there are 32,482 in the

    country. There are 139 LSOAs in Milton Keynes.

    Milton Keynes District

    The map to the right shows the IMD 2007 mapped for the districts in England. The figures for

    Milton Keynes show that:

    Milton Keynes is ranked 212 out of 354 Local Authority Districts (with 1 being the

    most deprived), this is a slight improvement on the 2004 rank of 204.

    Districts ranked closely to Milton Keynes include; Solihull, Kettering, Cheltenham and

    West Dorset.

    Milton Keynes Lower Super Output Area Analysis

    As stated previously IMD 2007 was released at LSOA level. Map 3 overleaf shows the

    results for Milton Keynes Super Output Areas.

    The table to the left shows the number of LSOAs in Milton

    Keynes within the most/least deprived 10%, 20%, 30% LSOAs

    in England with a comparison to the 2004 Index. The table

    shows that of the 139 LSOAs in Milton Keynes there are 6 which

    are within the 10% most deprived in England. This compares to

    5 in 2004. Overall there are 22 LSOAs within the most deprived

    30%, the same number as with the 2004 Index. There are 14

    LSOAs within the least deprived 10% in England, the same

    number as in the 2004 Index.

    The map outlines that there are 6 LSOAs in MK which are within the most deprived 10% in

    England. These areas cover a large part of Woughton Ward and part of Eaton Manor

    Ward. Overall there are 22 LSOAs within the most deprived 30%. There are 14 areas

    within the least deprived 10%: these are in rural areas, Newport Pagnell and some areas inthe city.

    Map 4: Child Wellbeing Index 2007

    The Child Well-being Index (CWI) was produced for Communities and Local Government(CLG) by the Social Policy Research Unit and the Social Disadvantage Research Centre atthe University of Oxford. It is an index created to estimate child well-being and is made up ofseven domains: Material well-being, Health, Education, Crime, Housing, Environment, andChildren in need.

    UNEMPLOYMENT

    In April 2010 there were 7,306 people in Milton Keynes

    claiming Job Seekers Allowance. As a percentage of the

    working age population in Milton Keynes this is 4.6%. Milton

    Keynes has a similar unemployment rate to other urban areasin the South Midlands. Milton Keynes has a significantly higher

    unemployment rate than both the national average (3.9%) and

    the South East Region (2.8%).

    1,290 claimants in MK had been claiming for more than one

    year in April 2010, 17.6% of total claimants. This compares to

    15.5% in the South East region and 16.7% in the UK.

    The number of claimants in Milton

    Keynes remained roughly the same(+0.25%) between April 2009 and April

    2010. Figure 1 shows the

    unemployment rate for Milton Keynes,

    the South East and the UK.

    There are 11 wards in MK with higher

    unemployment rates than the UK.

    Campbell Park (8.2%) Eaton Manor

    (7.8%) and Woughton (7.6%) have the

    highest unemployment rates in MK.These wards are within the 6%

    highest ranked wards in the UK. Olney

    has the lowest unemployment rate in

    Milton Keynes and is within the 30% lowest unemployment for wards in the UK.

    OVERSEAS MIGRANT WORKERS IN MILTON KEYNES

    All European Economic Area (EEA) and Swiss nationals are free to enter and live in the

    United Kingdom. From 1st May 2004, 8 Eastern European 'accession states' joined the EU

    (the A8). Workers from the A8 countries who find employment in the UK are required to

    register with the Home Office under the Worker Registration Scheme as soon as they findwork. They are then issued with a worker registration certificate, issued for a 12-month

    period. This proves that they can live and work in the UK while they are working in that job. If

    they change jobs before the 12 months they have to renew their registration. Once 12

    months has been completed under the Worker Registration Scheme they can apply for an

    EEA Residence permit.

    Since the accession states joined the EU a total of 3,770 have registered under the scheme

    for a workplace address in Milton Keynes. This does not imply that there are over 3,000

    residents from the accession states. The workers may not live in Milton Keynes. We have no

    information about how long the workers remained with the employer, or in the country.

    It is evident that the flow of workers has reduced, with only 365 registering in the current

    year, continuing the downward trend. The vast majority of WRS migrants are from Poland -

    67% in the 23 months to the end of March 2006 and almost 74% overall. However, in the

    most recent 12 month period, the numbers from Latvia and Lithuania have risen sharply.

    The most common job that migrants came to do in Milton Keynes is 'warehouse operative';

    the occupation stated by 41% of WRS applicants. 18% stated 'process operative', and a

    further 7% packers so factory work attracts two thirds of these migrants.

    INCOME

    Overall in Milton Keynes a smaller proportion of the population claim income support than for

    England as a whole. Milton Keynes had a rate of 44.6 per 1,000 working age population

    compared to 49.0 per 1,000 in England.

    There is significant variation in the rates of income support claimants between the wards in

    Milton Keynes. Woughton ward has more than double the national rate. Estates covered by

    this ward include Beanhill, Coffee Hall, Eaglestone, Leadenhall, Netherfield and Tinkers

    Bridge. Eaton Manor Ward is also significantly above national average rate of income

    support claimants.

    CHILDREN

    In August 2009, 3,385 Lone Parent families claimed Income Support in Milton Keynes. This

    is a rate of 21.5 per 1,000 working age population and is slightly higher than that of England

    Figure 6 shows the number of Student Award claimants per 1,000 18-24 years old for wards

    in Milton Keynes. A significant number of Milton Keynes wards fall beneath the MK average

    (110.8 per 1,000 18-24 year olds). Woughton and Eaton Manor Wards have particularly low

    proportions. Olney, Sherington and Walton Park wards have the highest proportions.

    OLDER PEOPLE7,200 people aged 60 and over were in claiming Pension Credit in August 2009. This is

    185.4 per 1,000 population age 60 and over, slightly lower than the England average of

    198.7 per 1,000. 7 out of 23 wards in Milton Keynes are above the national average with

    Woughton (325.8 per 1,000) standing out as significantly higher than the other wards.

    Bradwell, Furzton, Eaton Manor, Linford South, Campbell Park and Stantonbury Wards also

    have a higher than average number claiming Pension Credit.

    A total of 30,460 people in Milton Keynes claimed a state pension in August 2009. This is128.7 per 1,000 population, significantly lower than the England average of 185.9 per 1,000,

    reflecting the young profile of Milton Keynes population.

    Middleton (52.7) and Walton Park (63.4).

    NEIGBOURHOOD COMPLAINTS AT WARD LEVEL

    Neighbour complaints are an important tool for assessing the quality of life enjoyed in a

    neighbourhood. These are complaints by residents about their neighbours made to the

    Environmental Health service. Historically, the greatest numbers of complaints are about

    excessive and untimely noise. This year has seen complaints about various causes of noiseincluding construction and street works. The rate of neighbour complaints per 1,000

    dwellings has risen compared to the previous year, for the fourth year in sucession. Some

    large differences are apparent when examined at ward level, although every ward with the

    exception of Danesborough has experienced an increase.

    The rural areas show generally lower complaints about neighbours, after accounting for the

    number of dwellings, than the urban areas. Olney ward has the lowest number of complaints

    per 1,000 dwellings; nearby Sherington is also low and both areas have seen a substantial

    increase from the previous year. The lower level of complaints could be a result of the lower

    housing density in these areas. Campbell Park and Bletchley & Fenny Stratford are thewards with the highest rate of complaints. Campbell Park has shown a rise from the previous

    year, and has the highest rate of complaints in the borough.

    HEALTH AND DISABILITY

    Life expectancy is a focus of national government targets to reduce inequalities in health

    outcomes. Life expectancy is linked to social circumstances, and despite improvements the

    gap is large, and in some areas is widening. Specifically by 2010, the target is to reduce the

    gap in life expectancy at birth, by area, by 10%. Life expectancy at birth does not reflect thelife experience of any individual. Instead, it provides a summary of the mortality experience of

    the individuals living in a particular area, over a period of time. Gaps in life expectancy can

    be observed between local authority areas. For example, in 2006/2008 in England a

    difference of 10.7 years was observed between areas with the highest life expectancy at birth

    for boys, and areas with the lowest. The gap when Scotland is included is even higher, at

    13.6 years. The gap for girls in England was 10.1 years. The gaps within these areas can be

    even wider. The current situation for Milton Keynes can be seen from the chart below.

    The average life expectancy in Milton Keynes for 2004-2008 was 79.3 years, slightly higher

    than the previous year although this may be due to statistical fluctuations. The range was

    almost 12 years, a substantial increase based on a substantially higher life expectancy in

    one particular ward. This ward is Middleton with a life expectancy at birth of 86.2 years.Woughton has the lowest life expectancy of 74.4 years, but this has risen by around 1 year

    since the previous calculations.

    The life expectancy at birth was 77.3 years for males, range 9.9 years. This is higher than

    previously although the range has increased. This is equivalent to the 77.27 years average

    male life expectancy for the UK, but below that for England & Wales of 77.54 years.

    Middleton had the highest life expectancy for males of 81.9 years. Woughton has the lowest

    life expectancy for males of 72.1 years.

    The life expectancy at birth for females in Milton Keynes has risen to 81.3 years, and the

    range has risen to 14.1 years. This is below the female life expectancy in England & Wales,

    2005/2007 which was 81.74 years although these are not directly comparable because of the

    different time periods covered. Middleton had the highest life expectancy of 90.6 years with

    Hanslope Park second with 88.0 years. Woughton again had the lowest at 76.6 years, an

    increase from the previous figure. There is a reasonably high level of consistency over time

    between the rankings of life expectancy (the relative position of wards) for the calculations.

    There is some variation due to statistical uncertainty surrounding such small-area

    calculations which is to be expected.

    Nationally available disability benefits data provide us with results at ward level. Milton

    Keynes has a lower proportion of residents claiming Severe Disability Living Allowance,

    Incapacity Benefits and Disability Living Allowance than for England as a whole. Woughton

    ward is consistently higher than the national average for both disability benefits. It has almost

    twice the average Incapacity Benefit/Severe DLA rate. Eaton Manor Ward also has higher

    than the national average in both benefits.

    Indicators such as Disabled Concessionary Fares and Clients of Disabled Services at Milton

    Keynes Council are useful at looking at local health and disability. They have been useful inpointing out several areas of need, such as Beanhill, Coffee Hall, Pennyland, Stacey Bushes
