Introduction

India has been disaster prone since centuries for a variety of reasons. The picture is grim: more than

58.6 per cent of the landmass is vulnerable to earthquakes, around 40 million hectares are susceptible

to floods, while two-thirds of its 7516-kilometer coastline is prone to cyclones and tsunamis; 68 per

cent of its cultivable land is vulnerable to droughts and its hilly areas are at risk from landslides and

avalanches. Furthermore, India is also vulnerable to Chemical, Biological, Radiological and Nuclear

(CBRN) emergencies and conflicts1. Every year, more than fifty million people in India are affected

by disasters and an average of 4000 people lose their lives2.

In January 2020 the World Health Organization (WHO) declared the outbreak of a new coronavirus

disease in Hubei Province, China to be a Public Health Emergency of International Concern. Owing

to this, WHO has declared it as a pandemic affecting more than 115 countries around the globe. India

has seen its first COVID-19 case in Kerala on 30th January 2020. With cases rising steadily, all

sections of our society have a role to stop the spread of this disease.

There is a need to strengthen risk mitigation and preparedness measures to reduce the impact of

disasters. Communication plays an important role in it. A comparison between Odisha super cyclone

of 1999 and Fani in 2019 shows that while both were classified as ‘super severe cyclones’ the death

toll reduced from 9658 to 64 between 1999 to 2019. Effective communication and coordination made

it happen.

With the assistance of UNICEF, Envisions Institute of Development (EID) conducted a session on

Disaster Risk Resilience (DRR) focusing on Social Behaviour Change Communication (SBCC) and

Risk Communication and Community Engagement (RCCE) for participants from State Institute of

Public Administration and Rural Development (SIPARD), Agartala, on 31st of July 2020.

Objectives

The webinar was an orientation and feedback session on the proposed SBCC DRR module. The

objectives of the module are:

At the end of the one-hour session the participants will be able to

• Define the concept of Social and Behaviour Change in the context of four phases of DRR

• Apply the understanding of this concept to plan communication using appropriate approaches for

DRR

• Understand and describe the use of Scio-ecological model of audience analysis in risk informed

communication planning

• Select appropriate communication channels for Risk Communication and Community

Engagement

• Develop plans to monitor SBCC and RCCE

• A resource kit with links of additional information and further reading.

NIDM Partner Institutions Role SIPARD: Participation, finalisation of the framework for training, follow-up on implementing RCCE

approach post training, hosting the training

Participation Details

The online training was conducted on 31st July, from 11:30 am to 1:30 pm and was attended by over

100 participants associated with SIPARD. It had a varied audience from Government employees,

teachers, doctors, Mothers’ Associations and even homemakers who were part of the training and

were spread across the country. Dignitaries from UNICEF and NIDM and SIPARD addressed the

participants before and after the session. The participants were enthused to be part of the training and

were interactive.

Proceedings

Major General M. K. Bindal, Executive Director, National Institute of Disaster Management

emphasised the need for social and behaviour change

communication (SBCC). He appreciated participants’

enthusiasm and active participation during the session.

He also referred to their reactions and suggestions

given by them in the chat box which, he said, reflected

their interest and the relevance of the subject. He said

that this module on SBCC is an attempt to provide that

knowhow and will be incorporated in all regional

training meets. He also asked the participants to give

their honest feedback to make the content appropriate and apt for further training and incorporation.

There will be addition of a 30-minute module as well which will be disaster specific, which was

informed by him to the participants in the address. Addressing the question of conducting the training

for other states as well, he mentioned that they could write to NIDM requesting for the session for

their state.

Mr Siddartha Shrestha, Chief, Communication for Development (C4D), UNICEF India began by

appreciating the commitment of all the

participants to be present on a holiday as it was

Eid-ul-Adha holiday in many states. He thanked

NIDM and SIPARD for organising the training

on an important topic like SBCC. He mentioned

that the first webinar with RIPA was a huge

success and expects the same here as well and

hopes that everyone who attends the session

becomes a champion in SBCC. He pointed out

that SBCC in COVID – 19 has become RCCE

and that both have the same principle, which is changing the mind-set of the people systematically

and adapting a new normal. Like in the times of CVOID – 19 of washing hands, maintain persona

hygiene etc. He recalled how United Nations Office for Disaster Risk Reduction (UNDRR), which

was then known as UNISDR, and other organisations have hailed government and volunteer efforts in

handling the devastating cyclone Fani in 2019 in Odisha limiting the death toll to 64, whereas in an

earlier instance of a cyclone of same severity about 9500 people died. He discussed how this was

possible due to ETC communication – Effective, Timely, and Consistent Communication which was

constantly done with the community via multiple channels and involvement of multiple stakeholders

which spread the reach and impact. He also mentioned that all stakeholders, right from the top to the

bottom are important in any kind of work and hence

Community Radio Station of Tripura, will also play an

important role in COVID – 19. He spoke about the Assam

and Bihar Floods, and how this module can help in the

current situation. He asked the participants to give their

concrete, concise and critical feedback to build the module to

replicate and use widely. He thanked ED, NIDM, SIPARD

for support received.

Dr. Sushma Guleria from NIDM gave an introduction to the module and the process by which it was

prepared with the support of NIDM faculty. She also shared the objectives of the webinar training

with the participants.

Dr. Elizabeth Sangliana, Asst. Professor, SIPARD, also

addressed the participants and emphasised how SBCC

changes are taking place in our everyday lives and how we

need to be updated about the same and adapt to it. She told

the participants that the discussion that will take place in the

next hour and half will be very beneficial to carry on with our

lives and work and encouraged them to ask questions and

interact actively. She also mentioned people have joined from varied backgrounds and different states

of the country.

Ms Varsha Chanda from Envisions Institute of

Development began her session with a recent risk

communication and community engagement (RCCE)

example from Dharavi, Mumbai. She used this

example to explain the socio-ecological model which

forms the basis of SBCC. She also explained that

SBCC for disaster risk reduction (DRR) / risk

communication and community engagement (RCCE)

was primarily for behaviour change. As a result of communication DRR Managers want a certain

behaviour to be followed by the community. Explaining the behaviour change process, she also

discussed how a supportive environment is necessary

to facilitate behaviour change.

The session was carried forwarded by Mr. Nisar

Ahmad who discussed the selection of channels,

audiences, and components of risk informed planning

ending with session on planning and monitoring of

communication. He made the session interactive by

allowing the participants to unmute and give their

suggestions and present their thoughts on the questions

asked during the sessions.

Session Feedback and Training Assessment

Session Feedback: Feedback was collected from 126 participants after each session. While most of

the participants praised the sessions (refer Annexure II) few suggestions for changes have been

received as under:

People also suggested that how ideas that have worked need to be replicated to be managed other

disasters as well

Additionally, feedback was collected from the participants through post-session questions. In a

multiple choice format each question had one correct answer. Proportion of correct answers – as an

indicator of post-session knowledge acquisition – is depicted in the chart given below.

We see that for topics on Communication and Selection of Channels for communicating the message

67.99% of the participants understood the topic well. While 62% of the participants selected the

correct answers for topics related to Planning and Monitoring of SBCC, 62.70% of participants

selected corrected answers for SBCC in DRR. This shows there is need to emphasise on how to use

the gained knowledge for DRR and to have refresher sessions to build on the knowledge gained.

Training Assessment: Additionally, feedback was collected from participants on the session content

and training delivery. Ninety-nine participants provided their feedback on a five-point rating scale

where 5 was the highest score and 1 was the lowest. Participants were requested to rate each aspect of

the training – beginning with sessions usefulness, applicability, meeting the objectives, and the

methodology. Reactions have been divided into three categories – those who rates a particular aspect

at 5 or 4 (shown as 4 or more), those who rated it 3, and those who rated it at 1 or 2 (shown as less

than 2).

1. 92% participants have rated “The sessions covered in the module are pertinent for understanding

of SBCC” at 4 and more and 7% have found it less relevant.

2. “The sessions are easy to understand for the field level staff” has been rated at 4 or more by 91%

of participants, while 7% rated it 3 and 2% have rated it at 2 or below.

3. For 95% participants the “session content covered the objectives of the training” while only 5%

reported it lower.

4. “The session methodology can be used for online training” according to 93% participants very

effectively (4 or more)

5. “The session methodology can be used in physical training of participants” according to 85%

participants very effectively (4 or more) whereas 14% of them felt it is not very effective

6. “The poll questions adequately cover the content of the training to check participant

understanding of the session” has been scored at 4 or more by 90% of the participants while the

10% have rated it at 3 or below

7. Adequacy of the reading material for supporting the sessions in the training has been rated at 4 or

more by 95%. While only 1% have rated it below 2

8. 87% found that “the time indicated for each session is sufficient to cover the content of the

session”. 10% have rated it 3 and 3% have rated it 2 or less.

9. 91% of the participants have rated 4 or more for “A single Training of trainers is adequate to

prepare the trainers for conducting the trainings”. It shows the participants feel confident about

taking knowledge gained in the training

10. “I feel confident in taking up the training of field personnel after attending this training session” –

90% have rated it at 4 or more, and only 3% have rated it below 2.

Recommendations

1. Use of local channel and local news in the affected area may be added to the list of channels.

2. A suggestion was received to include types of promotion and other related communication with e-

commerce strategies along with a discussion on grapevine and gossip. Accordingly, it is

recommended to include a short discussion on rumour handling with inputs on disinformation and

misinformation.

3. Participants have suggested to add best practices in trainings so that these can be replicated in

other states.

4. Since participants represented several departments (Education, Health, Rural Development

Engineering, civil defence, etc.) more time should be spent to give and discuss department

specific examples on application of SBCC to DRR.
