Subject: LIST OF SERVICE PROVIDERS - PURSUANT TO RULE IV.C.2

Sempra Energy, on behalf of Southern California Gas Company (SoCalGas), herebysubmits for filing this Advice Letter in compliance with Rule IV.C.2 of the AffiliateTransaction Rules as set forth in Commission Decision D.97-12-088 and D.98-08-035.

Purpose

This complies with the requirement for SoCalGas to file a list of service providers, byadvice letter, on a semi-annual basis. The lists of service providers that operate inSoCalGas’ service territory, which may be provided to SoCalGas' customers by itsemployees in appropriate situations, are incorporated herein as Attachment B. Asrequired by the Rule, SoCalGas will update, expand, and add additional lists in semi-annual filings with the Commission as appropriate.

Additional Information

As stated in Rule IV.C.2, “If a customer requests information about any affiliated serviceprovider, the utility shall provide a list of all providers of gas-related, electricity-related, orother utility-related goods and services operating in its service territory, including itsaffiliates. The Commission shall authorize, by semi-annual utility advice letter filing, andeither the utility, the Commission, or a Commission-authorized third party provider shallmaintain on file with the Commission a copy of the most updated lists of serviceproviders which have been created to disseminate to a customer upon a customer’srequest. Any service provider may request that it be included on such list, and, barringCommission direction, the utility shall honor such request. Where maintenance of suchlist would be unduly burdensome due to the number of service providers, subject toCommission approval by advice letter filing, the utility shall direct the customer to agenerally available listing of service providers (e.g., the Yellow Pages). In such cases,

no list shall be provided. If there is no Commission-authorized list available, utilitiesmay refer customers to a generally available listing of service providers (e.g., the YellowPages). The list of service providers should make clear that the Commission does notguarantee the financial stability or service quality of the service providers listed by theact of approving this list.”

As stated in SoCalGas’ updated Affiliate Transaction Rules Compliance Plan filed inAdvice No. 2860, dated October 25, 1999, SoCalGas’ current procedure for ensuringcompliance with Rule IV.C.2 is to refer customers to the Yellow Pages until such timethat the service provider lists are on file with the Commission. In addition, SoCalGaswill make these lists, and information on how an entity may have its name added toappropriate list(s), available on its internet website. Such information will also be madeavailable on the Sempra Energy Affiliate Transactions website. By this Filing, includingany future supplements, SoCalGas complies with all of the requirements of Rule IV.C.2.

For the protection of the Commission and SoCalGas each list includes the followingdisclaimer:

“Neither the Commissions’ approval of this list nor The Gas Company’s publicationthereof constitutes any statement, recommendation, endorsement, approval orguaranty (except express or implied) of the financial stability or service quality of anyservice providers, of any product or service, or of any other matter respecting theproduct, service and/or provider, whether or not listed. Moreover, neither theCommission nor The Gas Company shall be responsible for errors or omissions in thislist, for claims or damages relating to the use thereof, or for continued publicationthereof, provided that The Gas Company will comply with all Commission directivesrespecting services provider lists.

Users of this list should understand that it is offered as a convenience only and thatutilizing resources beyond this list, they should always independently determine thequality and suitability for their purposes of all products and services they wish to obtain,and carefully select a service provider on the basis of their own judgment regardingcost, capability and reliability.”
