The City of Fairborn will soon be initiating a program to replace approximately 13,500 meter interface units (MIUs) for commercial and residential water meter accounts. This replacement is necessary as the current MIUs are at the end of their 20 year service life. The MIUs work with the water meter to transmit the meter reading to a drive by vehicle that downloads the information to the billing office. The new MIUs can send out a signal via radio transmission that is collected at the billing office and eliminate the need for a drive by meter reading. Most of the existing MIUs are mounted near the water meter on an interior wall. In order to upgrade to the new system, the MIUs will need to be mounted outside the building on an exterior wall. A wire will need to be run from the water meter to the MIU. Residents will be notified by the contractor to schedule an appointment to change out the MIUs. New Site Offers Increased Functionality for UsersThe City of Fairborn continues to move forward in providing user friendly technology for its citizens and visitors. The new website debuts in November and according to Public Relations Specialist Katie Lewallen, the site offers more

intuitive access to information and improved functionality for users.

“Users will be able to find what they are looking for with a condensed and clear directory under the main headers in addition to the six highlighted buttons featured on the main page,” stated Lewallen. “We hope to increase citizen engagement, provide accurate information, and improve

overall online customer service with our new and mobile-friendly website.”

Users will still see drop down menu options in the following categories: Government, Services, Residents, Visitors, and How Do I. In addition, six buttons are featured for areas that have high volume online traffic.

The new ‘Notify Me’ button introduces a one stop shop where users can select what types of notification they would like to receive from the City. Users can opt to receive an email or text message to receive information on road closures, community events, parks and recreation monthly activity, the city newsletter, and even events placed on the calendar.

Upgrades will begin in the first quarter of 2017 after a contractor has been selected.

The process is anticipated to take 8-9 months and is necessary for fair and accurate billing. Any questions not related to scheduling but regarding the replacement program can be answered by calling 754.3097.

The Engineering Division has released the roadways included for the 2017 Street Program. These streets are selected based on the Pavement Condition Index (PCI) which factors in the structural integrity and other measurables that create a rating to determine the needs of each roadway.

Roadways receive different treatments based on their PCI. Some of the techniques include: • Cape Seal - an overlay treatment that

results in a smooth surface with an increased durability by sealing the road surface.

• Scrub Seal - similar to Cape Seal, but is used on streets with more cracking. This process fills the cracks before the overlay.

• Full Depth Reclamation - Reuses old asphalt and base material to make a new, stabilized road base by uniformly pulverizing existing materials in-place.

• Mill-and-Fill - grinding surface asphalt, removing debris, and installing new asphalt resulting in a longer roadway life.

• Asphalt Rejuvenation - a process that adds a liquid material to new asphalt which provides water resistance and extends the longevity of the surface asphalt.

Roadways receiving major treatment for 2017 include: Cleary Dr (120’ S of Erie to north terminus), Doris Dr (Harvard to Dellwood), Kauffman Av (Central to 140’ W of Maple), Frahn Av (Kauffman to Maple), Hickory Ln (between Dayton Dr south to north), Armstrong Rd (W Corp Limit to 200 E Rona Village), June Dr (Wallace to Emerson), High St (90 E Kauffman to east terminus), State St (Kauffman to Ironwood), Wiley St (Forest to Euclid), Third St (Main to Xenia), Lincoln Dr (Whittier to Dayton), Middle St (West to east terminus), North Bv (south corp limit to Daytonia), Osborne Av (Zimmerman to east terminus), Daytonia Av (Zimmerman to North), Mountainview Ct , Northcliff Ct, Creekview Ct, Sunnymead Dr (Cottage Court to Hunters Ridge), Cottage Court Dr (Sunnymead to east terminus), Superior Av (Funderburg to DYS), Xenia Dr (360’ W of Sports to Blanch), Sports St (Xenia Dr to 270’N of Xenia), Grove St (Montgomery to Superior), Wilbur Av (Funderburg to north terminus), Davis Dr (Overlook to Blair), Blair Dr (Kevin to Davis), Koogler St (Broad to Second), Second St (Koogler to Xenia), Stewart Bv (Forest to Funderburg), Beaver Valley (west corp limit to 140’ W of Autumn Creek), Third St (260’ SW of Hebble to Hebble), and Wright School Dr (park entrance to Funderburg).

Dayton-Yellow Springs Road from Skyhawk Court to Gateway Drive suffers from safety and congestion problems. An interchange modification study performed in 2015 showed that a high amount of crashes and long delays occurred throughout this stretch of road. Based on this information, the City of Fairborn Engineering Division began the process for roadway improvements and pursued funding to cover the cost of the construction estimated at $1,110,000.

Fairborn was awarded two grants to assist with construction costs. The Ohio Department of Transportation awarded the City of Fairborn a $600,000 grant, and the Ohio Public Works Commission awarded a $400,000 grant. Fairborn road funds will make up the remaining $110,000 for the project.

The project is in its beginning phase of design work to make the needed changes. To stay up to date on this and other Engineering projects visit the Fairborn website at ci.fairborn.oh.us and select the ‘Notify Me’ option. Updates will also be posted through social media and news announcements.

When it comes to festivals, parades, and celebrations, Fairborn pulls out all the stops for its residents and visitors. The Parks & Recreation Division adds something extra special each year that makes attendees remember that Fairborn is the place to be for fun, family activities. This year, the parade will be glowing just a bit brighter as the parade format has changed. Rather than motorized vehicles driving in the parade, with exception of the fire and police departments, the

parade will consist of all lighted horse drawn carriages. Attendees can expect to see clubs and civic organizations arriving by “horse” power in brightly lit and decorated carriages. This enhancement of an old-fashioned Christmas in a historic downtown is sure to increase the holiday spirit for everyone.

Pedestrians will be required to stay on the sidewalk during the parade. Many attendees like to congregate near the tree, but to maintain enjoyment and safety

for all, please stay in pedestrian areas until Santa arrives and is in his chair by the tree.

The fire department will begin the parade with their apparatus followed by a maximum of 20 lighted horse-drawn carriages featuring city council, local civic and community groups and Santa making his way to the center of downtown. The police department will have their vehicles at the end of the parade. For more information regarding the holiday parade, please call 754.3090.

Residents are invited to come out to Central Park, 222 S. Central Avenue on Friday, December 16, for the Community Christmas Campfire. This free event will begin at 6:00 pm. and continue until 7:30 pm. Enjoy Christmas caroling, storybook reading, hot cocoa and s’mores. Questions regarding the event can be responded to by calling 754.3090.

The Wright Place is a freshly re-branded restaurant located inside the Fairborn Holiday Inn across the street from Wright State University. Under the leadership of Executive Chef Justin White, winner of the 2016 Taste of Greene County Best Entree: Seared Ahi Tuna Tacos, the 140-capacity establishment features moderately priced meals for breakfast, lunch, and dinner.

The restaurant prides itself on being farm-to-table, a social movement of serving local food by obtaining it directly from the producer. Zane Martin, a representative of the Holiday Inn, stated that they work to make every single aspect of the restaurant as local as possible. There is even a garden in the back of the Holiday Inn where mint is grown and used in the restaurants mojito drinks.

“From produce to cheese and even to rice, if it is grown or made in Ohio, we are buying that first,” stated Martin. “Also, all of our beer, except for the Kentucky Bourbon Barrel, is from Ohio breweries.”

Patrons can enjoy favored dishes like the seared ahi tuna tacos and loaded “missile” fries, in addition to maple glazed salmon BLT, portobello picatta, the Orville Club, and the Wilbur Burger.

The Wright Place is open for breakfast (M-F: 6 - 10 am; Sat-Sun, 7 - 11 am), lunch (11 am - 1 pm) with a buffet served Tuesday - Thursday, and dinner (5 - 10 pm).

The Home Rehab program is designed to improve and protect the supply of decent, safe and sanitary housing throughout the City. Assistance is given to low- and moderate- income homeowners to correct property maintenance issues, lead based paint hazards, as well as much needed home repairs and improvements. Some general types of rehab include windows, mechanical systems, electrical upgrades, furnaces, water heaters, water/sewer line repair, plumbing, and structural deficiencies to name a few.

This grant offers a 5- year zero interest deferred/forgiven loan reduced 15% each year with 25% remaining due upon transfer of the property. This is secured by a mortgage and promissory note with a declining repayment agreement.

Appointments available to review applications by calling Missy Frost at 937-754-3060.
