Contest for MANAGERS! Win a Golden Ticket to Italy!

Prize points/Leaders Conference spots up for grabs in 4th quarter sales contest Just like Charlie Bucket found the golden ticket to enter Willy Wonka’s Chocolate Factory, you could draw a golden ticket to Leaders Conference in Italy. All you have to do is come out on top during our Golden Ticket fourth quarter

sales contest.

The contest is for territory managers, district managers and unit managers. This promotion is based on A-rep new ac-count sales in fourth quarter. The drawing will take place in early January at the Leadership Development Conference in Orlando, Fla. We'll draw Golden Tickets to the 2014 Leaders Conference:

One Golden Ticket from the pool of qualifying territory managers

Two Golden Tickets from the pool of qualifying district managers (DGAs/PSMs)

Two Golden Tickets from the pool of qualifying unit managers (ADMs/PSAMs)

We'll also have a second drawing and award 300,000 prize points to:

Two territory managers

Four district managers (DGAs/PSMs)

Four unit managers (ADMs/PSAMs)

Everyone who achieves the set goals will receive 50,000 prize points.

How it works:

1. An A-rep is defined as someone contracted in 2013.

2. One ticket will be placed in the drawing for A-reps contracted in first, second or third quarter 2013 who have $10,000 in new account sales during fourth quarter 2013. The unit, district and territory manager each receive 1 ticket.

3. Two tickets will be placed in the drawing for A-reps contracted in fourth quarter 2013 who have $5,000 in new ac-count sales during fourth quarter 2013. The unit, district and territory manager each receive two tickets.

Prerequisites:

District managers and unit managers much achieve at least 75 percent of their annual sales plan to qualify.

District managers must have at least five tickets and $150,000 in district sales during the 2013 calendar year to qualify.

Unit managers must have at least five tickets and $75,000 in unit sales during the 2013 calendar year to qualify.

Territory managers must have at least 35 tickets to qualify.

All levels must have at least 75 percent BQI to be entered into the drawing.

For reps who have dual code numbers, tickets will be awarded to the manager who the rep’s PCN points to.

Finish the fourth quarter strong, and a lucky golden ticket might be yours. Look out, Italy!

Compliance Update

Question: What is the status of individual health insurance premium reim-bursement arrangements under the Affordable Care Act (ACA)?

Answer: As we had long feared, the agencies charged with enforcing the ACA have officially shut the door on most versions of employer-paid insurance premium reimbursement arrangements, in-cluding "pre-tax" arrangements through cafeteria plans ("Section 125" plans) and HRA-style premium reimbursement arrangements. This may come as a surprise to some who had been led to believe by out-spoken folks in the industry that such plans would remain viable un-der the ACA. There are a number of potential explanations for this deci-sion, but the bottom line is that the agencies are not to going to let em-ployers do what they likely perceive as an "end-run" around the ACA's requirements and enjoy a tax bene-fit at the same time.

For a more detailed expla-nation, please refer to IRS Notice 2013-54 (http://www.irs.gov/pub/irs-drop/n-13-54.pdf). Pay special at-tention to Question 1 and Answer 1 on page 6, which pertain to both HRAs and "employer payment plans" (including Section 125 ar-rangements for the reimbursement of individual insurance premiums).

AmeriFlex will have more details about this new guidance and how it will affect certain clients in the next few weeks. As always, we will work with our clients through this transition period to attain the best outcome possible under the circumstances

NEW! HSA Implemen-tation Updates

Consolidate your spending accounts with AmeriFlex

Employers across the country rely on AmeriFlex to admin-ister multiple types of tax-advantaged accounts. We make it easy, by offering the ability to put a Limited Purpose FSA alongside a Health Savings Account (HSA) on a single debit card!

Employers are often reluc-tant to switch HSA administrators for fear that their employees would incur account closing and rollover fees. We're pleased to announce that our HSA custodian, the Ban-corp Bank, now offers several in-centives to help reduce or eliminate the cost of these administrative fees:

Promotional Interest Payment: Bancorp will pay an additional $25 in interest to any account holder who rolls over an HSA balance of $500 or more after the account has been funded for 90 days. Based on industry review, this promotional interest payment should cover most or all rollover fees.

For clients with 100 HSAs or more, Bancorp will work directly with the current HSA administrator and pay any rollover fees owed di-rectly to them.

Any account holders with less than $500 have the option to spend down that account while also open-ing a new HSA. Employees can have two Health Savings Accounts with different custodians as long as they do not exceed the annual IRS contribution limits between the ac-counts. Employees can then direct all future contributions to their new HSA.

ACA Compliance Up-date

Your clients will need to have a plan in place to meet several of the ACA requirements - make sure you are asking the right questions!

Despite the delay to several of the Affordable Care Act (ACA) compo-nents, clients will be looking to have a solution in place to address these requirements within the next six to nine months. By conducting a self-assessment prior to 2015, clients can determine where they stand and how the healthcare changes will affect them. Key questions you should be asking them include:

1. How many of your current part-time employees will be considered full-time under ACA?

2. What are your projected health-care costs with these additional full-time employees?

3. How will you be monitoring your employees' hours worked to ensure you remain compliant and avoid the steep penalties for failure to com-ply?

4. Does your current benefits ad-ministration process allow eligible employees to auto enroll?

5. Is employee information cen-tralized, allowing you to run reports across your entire organization to provide evidence of ACA compli-ance efforts?

Insurance is a highly regulated industry. You can't sell, solicit or negotiate insur-ance on behalf of Colonial Life/Paul Re-vere (and can't be paid commissions) unless you are properly licensed and ap-pointed, where applicable, in the resident or non-resident state.

It is your responsibility to be aware of each state's requirements and be properly licensed and appointed BEFORE you write business. Colonial Life/Paul Revere didn't create the licensing rules and ap-pointment compliance guidelines. Each state's Department of Insurance has strict regulations for licensing and appointing insurance producers.

License and appointment requirements vary by state for business entity brokers and their solicitors. Some states require only the agency, others require only solici-tors, and some require both.

Licensing Requirements for Individual Products

The signing agent must be licensed and appointed, where applica-ble, in the state where the appli-cation is taken.

Commissionable roles (enroller, opener and broker*) must be licensed and appointed, where applicable, in the state where the application is taken.

Licensing Requirements for Group Products

The signing agent and the enroller (commissionable role) must be licensed and appointed, where applicable, in the state where the application is taken.

Commissionable roles (opener and broker*) must be licensed and appointed, where applicable, in the situs state (home state of account/employer).

Licensing Requirements for Self-Enrolled, Harmony Co-browsing, Call Center Enrollments

License and appointment require-ments follow the resident state of the applicant, which is consid-ered in these instances to be the app- signed state.

If you violate these requirements, you and Colonial Life/Paul Revere could be fined or lose the right to do business in that state. If you would like more information related to state license requirements, please reference the National Association of Insurance Commissioners website (www.naic.org) or the National Insurance Producer Registry website (www.nipr.com).

To expedite the licensing process, you can apply online in most states for both resident and non-resident licenses. Please be aware that turnaround times vary by state and the license effective date must be prior to business being writ-ten. Remember, in order to receive enrol-ler, broker or opener commissions*, you must be properly licensed and appointed prior to business being written.

Policyowner Notice

Policyowners receive detailed information regarding the status of their policies each year through the annual report process. The report shows the interest rate credited each month to their policy values. For that reason, policyowners will not receive any special notification regarding the interest rate change.
