Abstract
This District Technology Training Plan (DTTP) will provide a needs assessment and training plan for the
largest school district in Maryland. The plan will support and supplement the needs and initiatives of the
district while also taking into consideration the audience, the goals and objectives of training, contentanalysis, instructional strategies, materials, and methods of evaluating district training sessions.

Our District
Montgomery County Public Schools (MCPS) is located just north of Washington, D.C. and
southwest of Baltimore, Maryland. It is the largest district in the state of Maryland, with approximately
144,000 students. Within the district there are 200 elementary, middle, high, and special schools as well
as one career and technology center.
Technology plays a major part in educating the 144,000 students who attend Montgomery
County Public Schools. MCPS adheres to Marylands Seven Teacher Technology Standards:
1. Access, evaluate, process and apply information efficiently and effectively.2. A: Use technology effectively and appropriately to interact electronically.
B: Use technology to communicate information in a variety of formats.
3. Demonstrate an understanding of the legal, social, and ethical issues related to technology use.4. Use technology to analyze problems and develop data-driven solutions for instructional and school improvement.5. Design, implement and assess learning experiences that incorporate use of technology in the curriculum-related
instructional activity to support understanding, inquiry, problem solving, communication or collaboration.
6. Understand human, equity, and developmental issues surrounding the use of assistive technology to enhance studentlearning performance and apply that understanding to practice.
7. Develop professional practices that support continual learning and professional growth in technology. (MCPS, 2011)
MCPS technology projects and operations for the 2011-2012 school year include MyMCPS,
Applicant Tracking System (ATS), Identity and Access Management, 21st
Century Interactive Classroom
Expansion, Grading and Reporting Elementary OARS, and the Human Resources Information System
(MCPS, 2011). These technologies provide support to educators and administrators, as well as providing
best teaching practices in classrooms. In order to support technology use in MCPS, the Instructional
Technology Team has been developed. It is this team that will be responsible for helping to create and
implement the trainings described in this plan and provide support for educators outside of the trainings
themselves.
Needs Assessment for Montgomery County Public Schools (MCPS)
According to the 2011 Tell Maryland Survey 79% of the MCPS teachers who responded agree or
strongly agree that they have sufficient access to instructional technology, including computers,
printers, software and internet (TELL Maryland, 2011). With this being the case, it is more important

than ever that educators receive training to utilize these technologies in a way that fully explores the
ability of technology to improve student learning. The MCPS 21st Century Interactive Classroom
Expansion has involved providing interactive whiteboards in many classrooms. At the elementary level
there is usually one interactive whiteboard per team. In the middle and high school levels there is one
interactive whiteboard per classroom. Software has been purchased and installed throughout the
district so that teachers can provide relevant instruction in a technology-dependent society that will
promote our students to succeed in school and in life. However, if educators are not trained to utilize
these technologies effectively, the technology is not living up to its potential.
The first step in determining teacher needs for technology is to have them fill out a shortsurvey
regarding technology in their schools. This information can then be analyzed to see if educators still feel
that they have access to necessary technology the year after filling out the previous TELL Maryland
Survey. Also, the TELL Maryland 2011 Survey only received responses from 29.86% of MCPS educators.The goal of the new survey would be to gather information from a higher ratio of teachers and their
views on technology within the district. It will also act as a litmus test to see in which areas they would
like to see more professional development occurring. There would also be an additionalsurveysent out
to the community, and a thirdsurveyto be filled out by students to ensure that the technology needs of
all stakeholders are being met by the district. Once the surveys have been collected and results have
been amassed, the information can be utilized to streamline the training plan and the next step can
occur.
The second step is to inform stakeholders about ways in which the following training plan will
enhance their teaching and get them on board with the districts initiatives. A district-wide email sent
out by the Technology Team with a video message sharing the new training plan would be a fast way to
notify staff about the District Technology Training Plan and its implications for their classroom and the
district. The community could be reached by a public service announcement and a similar video
message being posted to the district website.
Audience
The audience for this DTTP will be the 11,673 teachers in MCPS (MCPS, 2011). 85.4% of teachers
in MCPS have their masters degree or masters equivalent (MCPS, 2011). According to the TELL
Maryland 2011 Survey 60% of MCPS teachers feel that they need more professional development in
technology integration into instruction in order to do their job more effectively (2011). 46% of MCPS
teachers have received fewer than 10 hours of professional development regarding technology

integration into instruction. This shows that, while the technology is available educators are still feeling
they need more training to use it effectively. That means that a majority of them will be receptive to
taking part in the new DTTP.
Goals and Objectives for the MCPS DTTP:
Goal 1: Develop professional practices that support continual learning and professional growth in
technology(MCPS, 2011).
Objectives:
Using the myMCPS website, educators will be able to better comprehend the MCPSstandards and will be able to collaborate with colleagues throughout the district.
Using the MCPS district website and Outlook emails from the district, educators willbe made aware of activities and information pertaining to professional growth intechnology.
Using MCPS PDO, staff will participate in online webinars and/or in-personprofessional development to increase their abilities with technology.
Measures:
85% of teachers will be involved in/utilizing the wikis available in the myMCPSprogram.
Attendance by educators to MCPS activities will increase by 50% in six months. 100% of MCPS educators will attend online or in-person MCPS Professional
Development.
Goal 2: Use technology to analyze problems and develop data-driven solutions for instructional and
school improvement (MCPS, 2011).
Objectives:
Utilizing FileMaker Pro, teachers will be able to compile and analyze data regardingstudent achievement and then develop solutions regarding improvements to assist
subgroups and overall school mastery of all subjects.
Using web 2.0 survey tools and Microsoft Outlook for communication, educatorswill collect data regarding school climate and will work to improve the climate to be
a positive setting for all stakeholders.

Using Microsoft Excel, educators will share data with their students and colleaguesregarding formative and summative assessments in the classroom, and allow that
information to improve student mastery of all subjects.
Measures:
100% of teachers will have a base knowledge of and ability to use FileMaker Pro inorder to compile and analyze data.
100% of teachers will be competent at creating graphs of student data, bothformative and summative, and will be sharing that data with their students and
colleagues.
85% of staff and other stakeholders will agree that school climate has improved bythe end of the school year.
Goal 3: Educators will design, implement, and assess learning experiences that incorporate use of
technology in the curriculum-related instructional activities to support understanding, inquiry, problem
solving, communication or collaboration (MCPS, 2011).
Objectives:
Through the use of Promethean Boards and ActivInspire, educators will createhands-on, constructivist activities for students that enhance inquiry, problem
solving, and collaboration.
Using Web 2.0 teachers will design and implement activities that enhance thecurriculum for their subject area.
Using software available to the school district (BoardMaker Plus, Microsoft OfficeSuite, Windows MovieMaker Live, and Clicker 5), teachers will develop lesson plans
where meaningful use of technology enhances the MCPS curriculum.
Measures:
85% of teacher lessons observed by administrators and outside teams will exhibittechnology use increasing inquiry, problem solving and/or collaboration among
students (where appropriate).
85% of teachers will report via survey that they feel competent utilizing the district-provided Promethean Boards and ActivInspire software in their classrooms.
Teacher attendance to the Promethean Whiteboard: Sharing activities to instructstudents accessing the FLS curriculum will increase by 100% this school year.

Measures:
100% of teachers will have a classroom wiki, website or blog being utilized tocommunicate information with parents.(This can be done via Web 2.0 or TRON
webmaster training).
At least 85% of parents will report via survey that information is provided to them ina timely and appropriate fashion. (Note: not all parents have access to internet;
therefore the technology used may have to be telephone or Connect-ED).
100% of teachers will verify that they have attended training via webinar or in-person on netiquette and district expectations. (This could be done as a portion of a
staff meeting at each school rather than pulling teachers to attend a separate
professional development).
MCPS Course Offerings
Thankfully for the educators in MCPS there are numerous trainings available to them through
the Montgomery County Schools Professional Development Online (PDO) website. The site notifies
teachers when there are trainings required of them, while also noting training opportunities that might
interest them. In the chart below, current MCPS technology trainings are listed (MCPS PDO, 2011).

specific to Promethean or Interactive Whiteboards, which have become a staple in many MCPS
classrooms. With educators being forced to figure out uses on their own and only having one training
course that allows them to collaborate with others, this is an area where more training would be useful.
Therefore a two-week training plan will be explained in this DTTP to ensure that educators are using the
technology to its fullest extent.

Teachers will watch a short slide presentation (MCPS Departmentof Instructional Technology, Office of the Chief Technology Officer,
2011), regarding the 5 different profiles available on ActivInspire.
Those profiles include: Authoring, At the Board, Languages,
Mathematics, and Media. They will then get a period of time to
explore those areas and ask questions.

experience, what was done well, what needed to be done
differently and how it could be improved.
Evaluation
The training provided through the two-week course will be evaluated daily through the use of a
Plus/Delta chart that can be used to modify the training as need be during the process. After the final
day of training, there will be a formal survey that teachers must complete in order to notify the
technology team of what was effective and what was not in the training sessions. Through the collection
of this data, future trainings can be modified accordingly.
