1. INTRODUCTION

One of SMART project’s objective is to involve a group of SMEs, in research activities led by large

organisations.

The SMART approach is to create the conditions to have a continuous matching of project proposals and

SMEs competences. This has been done by engaging large organisations, in particular those belonging to

regional clusters, in the SMART project process in order to make easier the involvement of SMEs in proj ect

proposals. The actions to achieve this goal are:

Engaging large organisations in the overall objective of supporting SMEs innovation processes,

starting from SMEs operating (or proposing innovation) in their supply chain;

Make available for large organisation groups of pre-qualified and pre-classified SMEs belonging to

the cluster in which large enterprises are operating and for other clusters involved in SMART (Meta -

cluster).

The necessary activities to reach the objectives will include:

Actions to involve large organisations

Meeting with large organisations to obtain their commitment to make use of SMART services

Involving large organisations in the networking events

Highlight matching competences among SMEs to submit common proposals

Provide support to SMEs in the proposal preparation phase (involvement in R&D projects)

2. ENGAGED LARGE ORGANISATIONS

2.1 PILOT ACTION

A pilot action has been taken among ELSAG DATAMAT, IMAST and CIAOTECH to plan a methodology

useful for the involvement of large organisations, at the beginning of the project.

The outcome of this pilot action has been the development of a taxonomy in order to set up a registration

form helpful to classify organisations interested in an involvement in the SMART project.

The aim of the registration form is to classify the registering organisations on the basis of their technological,

research and engineering skill, the type of organization, the business sector in which the organization is

involved. The correct classification will allow large organisations to find SMEs with the particular skills

needed to be involved in their RTD projects.

To the mentioned aim, the registration form is structured into the following five macro-fields:

- organisation details

- contact person details

- business sector

- RTD experience and skills – RTD interests

- eNewsletter registration

In the first field, a classification is made on the basis of the type of organization registered. In particular, the

type of organization is classified into five categories:

SMEs

Large organisation

Cluster/association

Research center/university

Regional/local authority – Government body

The “Contact person details” field identify a reference person for the registering organization, by specifying

name, phone and email contacts.

The “Business sector” field provide information to define the surface transport area and the sector of activity

and the level of experience in RTD. It also provides information about the strategic research interests of the

registering organization.

Free tags spaces follow to help the registering organization to clarify its own mission, skills and competences

in the framework of research activities.

A further field is about previous experiences in RTD projects as coordinator, end-user, developer or other.

This field is important to understand the matching between the level of expertise in RTD and actual

experiences in which the organization has been involved.

At the end of the form there is the possibility to click a box to register for receiving the SMART eNewsletter

that will provide updated information about projects’ activities, obtained results and other interesting news

related to Surface transport opportunities.

It is important to mention that the taxonomy (for classification) included in the registration form has been

shared with ELSAG (project partner, large organisation in the sector) and with other Large organisations

during the pilot action.

The mentioned registration form is available in the project website: http://www.smartransport.eu/organisation.

It is mandatory for all users to be registered in the portal for having access to the main SMART services.

2.2 IDENTIFICATION OF LARGE ORGANISATION

A set of large organisations in all European countries, with potential interest for SMART, has been identified.

Annex 1 of the present document reports a table with the large organizations identified in terms of:

- ECONET (ECO) has identified 19 Spanish and one Danish large organizations involved in road, railway, maritime transport sector.

- FTO sustainable solutions (FTO) has identified 12 Icelander large organizations dealing with railway, maritime and road transport.

- IMAST has identified 10 Italian large organizations in the railway, maritime and road transport sectors.

- CIAOTECH (CTECH) has identified 23 European large organizations (mostly Italians) whose activities are in the road, railway and maritime transport sector.

- ELSAG DATAMAT (ED) has identified two Italian large organizations in the field of telecommunications

supporting transportation sector.

- INNOSTART (INS) has identified one large Hungarian organization in the field of road transport.

2.3 DIRECT CONTACT AND ENGAGEMENT OF LARGE ORGANISATIONS

The identified large organisations have been contacted through meetings, personal contacts,

teleconferences, mailing and participation to SMART events with the aim of explaining the objectives of the

SMART project, engaging the organisation and identifying areas of interest for such organisations with

respect to their supply chains, research interests, etc.

These involvement activities are reported in the table of Annex 2 where, for each large organization

contacted, details about the type of contact, the state of the engagement and the areas of interests have

been reported.

The six partners involved in this activity (ECO, FTO, IMAST, CTECH, ED and INS) have contacted 68 large

European organizations.

The very first contact consisted in direct emailing or phone calls and has been followed by information

(brochure, presentations, etc.) sending. In this preliminary phase, an invitation to visit the project web site

has been sent.

Depending on the level of interest of each large organization, after the preliminary contact, out of the 68

organizations, 31 of them have participated to both face-to-face meetings or teleconferences. In particular,

12 large organizations have been involved in face-to-face meeting and 19 in teleconferencing.

About the engagement state of the large organizations within SMART project, a number of them have

declared to be very interested in participating to research projects. Some of the contacted large

organizations are interested in submitting project ideas and are planning to share these ideas and find

partners, through the SMART web site. Others have expressed their interest in being involved in research -

clusters to the scope of formalize project ideas into research projects.

Another way to evaluate the success of the engagement activities carried out by the partners is represented

by the number of registered large organizations on the project website.

In the first project year (from M1 to M12) 13 large organizations registered themselves on the SMART

website and implicitly accepted a Memorandum of Understanding to be involved in research projects carried

out in the SMART framework.

In the next period, additional efforts will be done to effectively involve the large organizations which have

shown an interest but are not yet registered on the web site.

3. CONCLUSIONS

Despite the difficulties in approaching large organisations SMART consortium reached important results: 69

large organisations identified and contacted and 13 large organisations formally involved in SMART

project.

During the project first year efforts were focused on developing a series of well structured instruments in

order to: get in contact with a wide number of organisations, present them the project services and

opportunities and support them in finding qualified SMEs able to be involved in their RTD projects.

A screening activity has been carried out to identify large organizations with a potential interest in transport

related RTD projects.

For the second year of the project, more direct actions toward large organisations are planned to involve

them in a proactive way, encouraging the creation of meta -clusters (of pre-classified SMEs) in the SMART

portal, supporting them in the identification of qualified SMEs to be considered as partners in their RTD

projects, giving them more visibility in SMART portal and promoting their participation in the second

international event presenting best practices activities between Large Organisations and SMEs.
