RESPONSE TO INFORMATION REQUEST – 440 BRIDGE ROAD, WEST MACKAY – LOT 16 RP709427 – MATERIAL CHANGE OF USE – 12 MULTIPLE DWELLING UNITS – DA-2013-436 – MICHAEL C HARRIS In accordance with Section 278 of the Sustainable Planning Act 2009 (SPA), please find outlined below our response to Council’s Information Request dated 28 January 2014.
1. Provide a Waste Management Plan detailing waste servicing arrangements and
vehicle manoeuvring for waste collection on site. Domestic waste is the
responsibility of Council and you are required to comply with Council provided
services. It is recommended you contact Council’s Waste Services Department to
discuss these requirements. Refer Council Policy No. 053 – Waste Collection

Note that based on our review of the policy and preliminary discussions with
Waste Services it may not be possible to reverse onto Hume Street. As such, the
development will need to be redesigned to allow the garbage truck to manoeuvre
onsite unless you can provide evidence that the current arrangement is
acceptable.
Response: Cardno HRP met with Mark Goodman – Waste Services Coordinator at the site at 8am Friday 21 February 2014 to discuss the proposed waste collection service for the site. It was identified that due to the sites location and development layout that a garbage truck would not be able to enter and exit the site to pick up a front loading bulk bin. It was agreed to onsite that the development would be serviced by wheelie bins, with collection from the Hume Street Frontage (refer Figure 1 below). Further it was noted that 6 general waste and 6 recycling bins may be required at the discretion of Waste Services, with a bi-weekly pick up service.

2. Access to the site must be located on Hume Street at the north-eastern boundary of the lot.
The location of the existing power pole is to be considered, and the stay relocated.
Response: The proposed access to the development has been located to the most north-eastern part of Hume Street, whilst maintaining a 1.5m clear zone from the existing wire stay. STP Engineers have reviewed the requirements of the proposed access and note that it is clear of the existing Bridge Road roundabout and they do not note any perceived vehicular conflict.
3. An engineering report is required as part of the Development Application. The report is to
include.
‐ Location of existing services and how the proposed complex will be serviced for
water, sewer, stormwater, power and telephone.
‐ A preliminary design of the required sewer extension and the location of the
existing house drain.
- Demonstrate how the property will drain (will require survey levels) and identify if
there are any external catchments.
‐ Inclusion of plans showing the above requirements.
Response: STP Engineers have prepared an Engineering Report to accompany the Response to Information Request (refer Attachment A – Engineering and Stormwater Report).In Summary of the report:
The development will connect to the existing 200mm water main within the Bridge Road
Reserve;
The development will connect to the existing sewer main located within the adjoining property
to the north. Further it is noted that a sewer main extension, new manhole and connection will

be provided to enable servicing of the development. The existing house drain will be removed
as required;
Stormwater will be detained and treated prior to discharging to the kerb and channel;
- The site will connect to the existing transformer located on the power pole along the Bridge
Road frontage (refer Figure 2 below). If a pillar (green boy) is required, it shall be located in
the south-west corner of the lot;
There is existing telecommunications infrastructure available to the site, which will be
connected to as part of the development.

4. Provide written approval from the owners of 20 Hume Street to enter their site and undertake
construction work for the sewer main extension.
Response: It is not reasonable or relevant that the applicant be required to obtain adjoining owner’s consent for connection to Council infrastructure. This is a matter of “right of entry” and therefore not a relevant consideration for development assessment. This is distinct from a stormwater discharge agreement through a downstream property for example, which is subject to the consent and agreement of the downstream owner. Further, it is premature to initiate a ‘right of entry’ request during the Development Assessment stage prior to the development proceeding. However, the intent of Council’s Information Request is acknowledged, and it is suggested that this matter is more appropriately managed in the Decision Notice advice for action, prior to construction of the development.
5. The development triggers an assessment under State Planning Policy 4/10 – Healthy
Waterways. To achieve the Performance Outcome PO2, stormwater management measures
are to be incorporated for the Mackay Region. To demonstrate achievement of the nominated
design objectives, a formal Stormwater Management Plan is to be provided. (Ref, Section

4.12 of the SPP Guideline 4/10 – Healthy Waters) (Mackay Regional Council’s stormwater
quality objectives and MUSIC guidelines are on Council’s web site.).
Response: STP engineers have prepared a Stormwater Management Plan (refer Attachment A). STP note that the development results in a small increase in runoff, which requires 3m
3 of detention, which will be
located within the ground infiltration system for water quality which includes a detention storage volume of 4.5m
3 as part of the treatment train.
For further information, refer to Attachment A.
6. Pedestrian street access to the site must be provided. The pedestrian access must be clearly
defined, appropriately lit, visible to others and provide direct access to the building. A possible
solution would be to provide access from Bridge road on the western side of the lot to the
stairs and lift
Response: Pedestrian Access to the site has been provided via Bridge Road. A pathway from Bridge Road to the stair case for direct access to the building has been provided. Letter boxes will also be provided at this access point to formally address the site to Bridge Road (refer Attachment B – Amended Plans of Development).
7. Council has concerns with CPTED issues within the car park with proposed screening and
landscaping. Provide detailed design of screening and landscaping including heights,
materials, plantings to maximise casual surveillance. It is preferable that only landscaping is
used to soften the appearance of the car park while allowing for casual surveillance.
Response: The development has been provided with a lockable roller-door to the car park to prevent any trespassing within the car park areas. Security fencing for the car parking area will be provided. Landscaping will be provided along all frontages of the site to reduce any perceived impact of the security fencing, with this further detailed at Operational Works stage. Casual surveillance of the extremities of the car parking area is provided via the proposed balconies on the upper levels, further it is noted that no ground floor units are provided.
8. The existing large tree located on the corner of Bridge Road and Hume Street is considered to
be located on Lot 16 on RP709427. Please advise what your intention is in relation to
removal/management of this tree.
Response: The tree will be removed.
9. In consideration that break tanks and other firefighting equipment are required the Plan of
Development is to identify a suitable location
Response: Cardno HRP met with the Mackay branch QFRS to discuss likely firefighting provisions for the development. QFRS identified that a booster pad would be required along the Hume Street frontage, water storage and booster pumps and controllers would also likely be required. The booster pad is located adjoining the driveway. The water storage tanks and pumps and controllers are to be located below the car park – due to requirement for flooded suction, with a separate staircase provided for access.

It is noted that detail design will be undertaken at Building Approval Stage with direct liaison with QFRS. Refer to Attachment B for indicative locations of firefighting equipment.
10. In consideration that an Ergon transformer is required the Plan of Development is to identify a
suitable location.
Response: It is not expected that an Ergon transformer will be required, as an existing pole mounted transformer is located along the Bridge Road frontage. In the event that a pillar (green boy) is required, this will be located on the south-western corner of the site. Pursuant to the provisions of Section 278 (1) (a) of the SPA it is advised that this response addresses all of the information requested by Council as the Assessment Manager and now request that Council proceed with assessment of the Development Application.

1.0 Introduction
Mr Michael Harris has engaged STP Consultants (STP) to provide an Engineering
Assessment Report for submission to Mackay Regional Council in response to an
Information Request.
1.1 Existing Site
The site is located on the corner of Hume Street and Bridge Road and is currently occupied
by a detached dwelling. The surrounding area is residential in nature and mainly consists of
detached and multiple dwellings, land on the opposite side of Hume Street is presently
zoned and used for public purposes. Access to the site is via Hume Street. A locality plan
for the subject site is shown below in Figure 1.

1.2 Proposed Works
The proposal is for a Multiple Dwelling Complex comprising 9 x 2 and 3 x 1 bedroom
residential units on property located at 440 Hume Street, West Mackay. Development plans
for proposal are included in Appendix A.

The subject site consists of one parcel of land described as Lot 16 on RP709427 (hereafter
described as “the site”) and has a land area of 802sqm. A site plan for the development is
provided below in Figure 2.

2.0 Earthworks
2.1 Site Levels (Existing and Proposed)
The existing site topography is generally flat with a gentle fall from the north-eastern corner
towards the Hume Street frontage. Existing levels within the site range from RL 10.15 m in
the south-eastern corner to RL 9.98 in the north-eastern corner of the site. A contour and
detail plan of the site is included in Appendix A.
2.2 Retaining Walls
No retaining wall are required as part of this development.
2.3 Import to/Export from site
It is unlikely that filling of the site for positive drainage will require the importation of material.
Some building pad material may be required.
2.4 Geotechnical
The site does not require geotechnical assessment as part of this application.

3.0 Flooding/Surge Tides
A search of Mackay Regional Council records indicates that the site is not liable to flooding
or storm tide inundation. Refer the Flood and Inundation Management Overlay below in
Figure 3.

4.0 Stormwater
4.1 External
Currently the existing detached dwelling discharges to the kerb and channel in Hume
Street.
4.2 Internal
The existing site is currently occupied by a detached dwelling which will be demolished and
removed as part of this development. New stormwater infrastructure will be designed in
accordance with the principles of QUDM.
4.3 Detention
As shown in the table below, the proposed unit complex will increase the impervious area of
the site with a reduction in the time of concentration, resulting in a small increase in runoff.

4.4 Quality

5.0 Traffic Impact
5.1 Traffic Generation
It is expected that the development will generate an additional 86 vehicle movements per
day. At this location, Hume Street consists of a two-way, two-lane lane carriageway with
parking lanes and an approximate capacity of 6,000 vehicles per day. This development
will contribute an increase of 1.4% to the total traffic volume and is therefore considered
extremely insignificant.
5.2 Car Parking and Access
Fifteen car parking spaces are proposed to be provided on-site which will be accessed by a
single two-way driveway from Hume Street. All vehicles are able to enter and exit the site in
a forward direction. Council comments have been considered and the driveway relocated
north to adjacent the existing electricity pole stay. The driveway/invert crossing has been
located such that it is beyond the extent of the roundabout linemarking and within the on-
street parking zone. As such, it is considered that the location causes no interference to the
operation of the roundabout.
5.3 Public Transport
The premises are currently serviced by scheduled bus services in Bridge Road.

6.0 Roadworks
6.1 External
There is currently an existing vehicle crossover within the Hume Street road reserve. It is
proposed that this crossover be demolished and a new concrete invert access, minimum
7.0m wide at the boundary, be provided in accordance with Mackay Regional Council
Standard. Any damage to the existing kerb and channel from proposed works should be
replaced with new and ‘made good’ in accordance with Council guidelines.
A footpath currently exists along the Bridge Road frontage and it is anticipated that there will
be a Council requirement to extend this footpath along the Hume Street frontage.
Sufficient clearance has been provided between the driveway crossing and in front of the
nearby power pole stay. It is proposed that the refuse bin collection area be on the kerb
north of the driveway on Hume Street.
6.2 Internal
Internal car parking and circulation shall be in accordance with Council Standards and as
detailed in the latest amendment of the Australian/New Zealand Standard AS/NZ 2890.
The current plans have allowed for 15 on-site car parking spaces. The layout of the car
park will allow for vehicles to enter and exit the site in a forward gear.

7.0 Pedestrian
7.1 Pedestrian
A 1.0m wide footpath runs along the full frontage of the site along Bridge Road. It is likely
that Council will require this footpath to be extended along the Hume Street frontage, similar
to that within the immediate vicinity.
7.2 Cyclist
Cyclists are accommodated within the existing road network; no additional provision is
required for this development.

8.0 Water & Sewerage
8.1 Water Reticulation
The site is currently supplied by an existing 200mm water main within the Bridge Road
reserve. It is considered that a main of that size will have sufficient capacity to service the
requirements of this development. A service plan for the site is shown below in Figure 4.

8.2 Sewer Reticulation
A boundary connection of unknown diameter currently services the site from the existing
manhole CU21/303/6 located in the adjacent lot to the north (20 Hume Street). A service
plan for the site is shown below in Figure 5.

8.3 Infrastructure upgrades
Permission has been obtained from the owners of 20 Hume Street to extend the sewer main
within that property to a new manhole where a short boundary connection can service the
development. The proposed location is indicated below in Figure 6. A detailed design will be
submitted with the Operational Works application.

9.0 Other Utilities
9.1 Telecommunication
There is existing telecommunication infrastructure available external to the development
and it is considered that this infrastructure will be adequate for connection of any future
development subject to the capacity checks from relevant service providers.
9.2 Broadband
Construction has not commenced in this area therefore the NBN is not currently available
for this site.
9.3 Electricity
There is existing electrical infrastructure available external to the development and it is
considered that the pole mounted transformer will be adequate for connection of any future
development subject to capacity checks from relevant service providers.
If the pole mounted transformer is not suitable then a pillar (green boy) would be located in
the south-western corner of the lot.
Note: Prior to any works commencing a Dial-Before-You-Dig would be required and cables
located by a certified contractor.
9.4 Gas
Reticulated gas is not available in this area.

10.0 Conclusion
As demonstrated by this report, there are no impediments, from an engineering perspective, to this
development proceeding.

1. Pollutants of Concern
The Mackay Stormwater Quality Guidelines contain tables providing guidance on the types of
pollutants likely to be generated from different developments. The Water Quality Objective for Mackay
Region is listed in Table 2. The pollutants most likely to be of concern for Industrial and Commercial
developments are identified in Table 2 below.

2. Design Objectives for Water Management
The Environmental Protection (Water) Policy 1997 provides a framework for identifying environmental
values and associated water quality objectives; this framework is consistent with the efficient use of
resources and best practice environmental management and involves the community through
consultation and consideration of economic and social impact assessment. Environmental Values
(EV) are a reflection of the qualities of a catchment that the community believes to be important. As
such, environmental values are established through community consultation rather than through a
scientific process. Once EV are established for a catchment, Water Quality Objectives (WQO) can be
defined, which are meant to protect these values.

While load based reduction targets focus on performance of a stormwater quality management system
within the urban footprint, concentration based WQO’s are concerned with median flow concentrations
as they enter downstream receiving water.
3. Proposed Stormwater Treatment Train Analysis
The proposed development site has limited area available to dedicate to stormwater treatment
devices. Runoff from roof areas, landscaped areas and paved areas will discharge via overland flow
to two infiltration system located within the landscaped areas at the Hume Street frontage. Each area
will consist of a 150mm depressed storage pond of 15m2 containing a filter media area of 5m
2 and
250mm depth.
Overflow from the ponds will be via 300mm grated pits discharging via 200x100mm RHS conduits to
the Hume Street kerb and channel.

Pollutant Generation
In MUSIC stormwater quality is characterized by event mean concentrations (EMC) for storm flows
and base flows. In this study, the EMC were adopted from the City of Mackay MUSIC modeling
guidelines. The pollutants of concern that were assessed include total suspended solids (TSS),
total phosphorous (TP) and total nitrogen (TN). The quality of stormwater runoff is characterised by
inputting event mean concentrations (EMC) for storm flow and base flow conditions as well as the
standard deviation of each EMC.
Pollutant concentrations are based on Urban Residential land use parameters.

This conceptual design has been undertaken in accordance with the Water Sensitive Urban Design
