SMART CITIES CHALLENGE
• First national scheme to follow a selection
instead of allocation process
• The city selection follows a two stage
‘Challenge’ method
Stage – I : Intra-State city selection on
objective criteria to identify cities to compete
in stage-II
Stage – II: All India competition to select
smart cities for multiple rounds of selection
SMART CITY COMPONENT
• Area-based developments
• Retrofitting: Development of an existing built
area greater than 500 acres,
• Redevelopment: Replace existing built
environment in an area of more than 50 acres
and enable co-creation of a new layout
• Greenfield: Develop a previously vacant area of
more than 250 acres using innovative planning
• Pan-city initiative
SMART SOLUTIONS
Transport is key to Smart Cites
SMART CITY FUNDING
• Each selected city will get USD 150 million
in 5 years
• USD 16 million per year from National
Government
• A matching contribution from the State
Government
• The project will be implemented through a
SPV
SMART CITY CHALLENGE RESULT
• 20 cities selected in January 2016 – Light
House Cities
• 13 cities selected in May 2016 – Fast-
Track Cities
• All states and UT, except J&K have
representation in Smart Cities
• Another 10 cities asked to submit the
revised plan by June 2016
TRANSPORT & SMART CITIES
• Competition can catalyze urban
transformation
• Sustainable transport can be the building
block for sustainable urban development
• Small national funding has a potential to
channelize large local and regional funds
• However, the key success will be in the
implementation of the program
