Cities are often referred as engines of growth. It contributes over 63 per cent to India’s GDP. However, infrastructure, especially electricity, water and waste management system, are in a pathetic situation in most of the cities and it is not getting proper attention. For political dispensation it is not that important because less than one-third of the voters live in urban areas. As a result, cities are treated as just a cash cow and suffer from poor administration. The current government has shown commitment to improve the state of the cities by rolling out the scheme to develop 100 smart cities. But what would make the cities smart? As per the mission statement released by the Ministry of Urban Development, the objective is to “promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions.” Accountable and transparent administration is the key to achieve these objectives. A city must be governed by the people of the city itself. Those who are not a part of the city won’t understand the woes of the citizenry. Here comes the need for a City State. It can be either a CEO model or a Union Territory model. In the cities particularly, the key ‘smart’ needs are:a. Citizen participationb. Local public sector enterprises, not centre and state

foisted agenciesc. Bi-directional dialogue between the administrators

and the citizensd. Fiscal and administrative independencee. City needs to be resilient. It should have the capacity to

face effectively natural calamities and other challengesAchieving a smart city should begin with budgets. With local bodies empowered to collect and allocate funds, development could be streamlined. There has to be a shift in the mindset towards local administration. Instead of just politicians and their appointees, local self-governance should be made a reality in form and function.With funds available and issues identified, for instance, for water logging, poor roads, power outages, slums overspill, locally identified and empowered citizens and enterprises will more effectively address issues. Getting everyone on board, especially the domain experts from different sectors is essential.The needs of the cities are different, be it electricity and water supply, waste management, roads and other infrastructure. All these should be under the control of the local administration. So instead of state or the

central government being involved in electricity and water supply, it should be done by the city administration. City enterprises should be encouraged for this. There could be city enterprise for running transport, for electricity and water supply, etc. As an entity with interconnected and interdependent services, accountable and transparent intelligence-led and intelligence-fed decision-making at all administrative levels and future proofing of basic citizen demands such as those related to e-governance, transparency, sanitation and services such as transportation, housing, education, power and electricity, safety, waste and water management, a new and successful city state can emerge.There are clear, precise approaches that are needed to address the smart city model. The idea should be to go from the ground up and not plan from a distance and for the elite as has been happening so far. The key methodologies can be summarized thus:• Use of ICT and intelligent planning tools such as GIS

and remote sensing to address basic infrastructure issues first. Sewage, waste management and power distribution, all have to be sorted out initially and a sure step one.

• The city infrastructure has to be addressed by people who will live there and by a PPP engagement that would ensure that administration is participatory and not dictatorial or alien. Using modern tools and tech, a bi-directional people-to-government dialogue can be set up and it should work smoothly.

• City building and development laws have to be implemented objectively, transparently and with full accountability. Seismic issues, for example, are critical. An independent authority is needed to regulate this.

• A code of conduct is very important for any city to progress and stabilise. Common law, planning as per demographics, safety and security, all should form part of the law making and regulation in a city and even this calls for prospective intelligent planning.

• Financial liquidity for agencies has to be ensured through local fund mobilisation. Governance is the key here.

It is only once the above challenges are identified and resolutions to these are implemented, that the SMART stage of a city comes into the discussion. There is enough wisdom that is available to address these issues. Concerns of environment, community and finances will be at the focus of any city development initiative and a consensus on addressing these becomes, therefore, paramount.

In a world torn by economic stress, India stands as an island of relative calm. If its economy isn’t topping the charts, it isn’t doing badly either. However, if we have to stay this way and do even better then we need to get cracking without delay.

At its very foundation the economy needs meaningful reform and real change in the living standards of the people below the poverty line. Growth will become more sustainable if the states become smarter, both, in their economic performance and governance standards. That way the ideal inside out flowering of a Nation will become reality.

Then we shall have thriving city -states, functioning as commercial and business hubs that will take the burden away from the handful of already choking metropolitan centres. This will also engender a new wave of greening in India, where the commitment to the environment will transmute from mere slogans to actionable ecology.

All this requires readiness at the bottom, commitment from the top and honest work all around. The time is right for a new kind of leadership, a leadership that is truly osmotic and sustainable in the long term- economic development that promotes laissez faire with a socialistic charter in its heart.
