1 Introduction
This functional specification document describes the system design of the Progress
Update module, which supports the ongoing assessment of cases that involve abuse,
neglect, abandonment, or situations where there is a threat of harm. The addition of this
module replaces the current Family Assessment module and supports the case manager in
the assessment of six critical information collection domains for ascertaining impending
dangers. The Progress Update module is a family-centered, solution focused approach to
working with the families across the continuum of care from the Hotline/Intake process
through Investigation and Case Management to case closure.
The Progress Update page supports the Family Safety Decision Making Methodology
(FSDMM) that the Department, in collaboration with other stakeholders, has adopted.
The Progress Update supports a standardized practice of information collection,
evaluation, and analysis. Enhancements to this module support the following goals of the
Child Protection Enhancement and Statewide Automated Child Welfare Information
System (SACWIS) Compliance project to facilitate the safety of children and families:
• Improve quality and consistency of decision-making
• Eliminate redundant processes and re-work
• Gain efficiencies through enhanced technology
As changes are applied to system pages and existing functionality, the references to these
changes, as well as reference to any related support documents, are provided in context,
within the sections of this topic paper that address the related pages and/or functionality.
The Progress Update module includes one of the major functions of the Florida Safe
Families Network (FSFN) that support the ongoing services process. This module
supports business process changes resulting from the Child Protection Enhancement and
SACWIS Compliance Project requirements. It supports access to, as well as the creation
and maintenance of the ongoing measuring tools in FSFN. The Progress Update supports
the FSDMM model, providing functionality that also results in the following efficiencies:
• Pre-fills from the identified FFA – Ongoing or Progress Update (if applicable)
• Actions and Text (notifications and templates) List Box providing easy access and
launch point for approvals, Progress Update template, etc.
• Provides quick access to the Maintain Case page, as well as participant specific
pages (i.e., Education, Medical/Mental Health).

Please note that references made to “Notifications and Templates” denote notifications as
a technical term that is similar to templates. The key difference is that notifications pre-
fill everything from the FSFN system; they do not have any user-entered fields and are
not saved to the FSFN database. Therefore, regardless of when the template is launched it
will pull in all the most current, up-to-date information from FSFN.
Additional benefits to the Progress Update module include:
• Presenting information in a structured manner, therefore facilitating decision-
making relative to the interventions needed to increase parental protective
capacities and mitigating child vulnerabilities
• Providing flexibility to the end users in identifying the family composition based
on the current family dynamic, as well as identifying family support network
persons involved with the family.
• This flexibility is unavailable to users with the current Family Assessment page in
FSFN.
Once the case is transferred for ongoing case management, the Case Manager assumes the
Primary case assignment, is responsible for safety management, case management, and
immediately begins the Family Functioning Assessment-Ongoing process. Once the FFA-
Ongoing is complete, the Case Manager begins the process to evaluate progress via the
Progress Update workflow and functionality.

For each page included in the Progress Update module, this section displays images of the
interface, from the user’s perspective for the Progress Update, provides an overview of
the functionality of the page and a description of the page navigation, describes related
background processing information, and includes a description of the interface elements
contained on each page, such as group boxes, tabs, fields, and buttons.
2.1 Page – FFA – Ongoing/ Progress Update Selection Pop-up
2.1.1 Page Navigation and Overview
The FFA-Ongoing/Progress Update Selection pop-up page is launched when creating a
Progress Update Page from Create Case Work or Case Book. Before a new Progress
Update page is created, an FFA - Ongoing or Progress Update must be selected. The
FFA-Ongoing/Progress Update Selection pop-up page allows the user to select the
appropriate FFA-Ongoing or Progress Update that is either “Pending” or “Approved.”
The FFA-Ongoing/ Progress Update Selection pop-up page contains a repeating table that
contains pending and approved FFA-Ongoing or Progress Update Pages associated to the
Case. The user can select only one radio button at a time. The Continue button is enabled
only after a radio button is selected. Upon clicking Continue, the system launches the
Case Plan Worksheet Select pop-up page, which displays any Case Plan Worksheet
pages, which have been created in association with the selected FFA – Ongoing or
Progress Update. If there is not a Case Plan Worksheet, the Progress Update is created
with the selected FFA – Ongoing or Progress Update pre-filling the corresponding fields
in the new Progress Update and does not pre-fill Outcomes on the Outcomes Evaluation
tab. Upon clicking Close, the system returns the user to the Desktop or Case Book,
whichever is applicable, without creating a new Progress Update Page.

Please note that the FFA – Ongoing/ Progress Update Select pop-up page also displays
when the user clicks Create from the Investigation Select pop-up page, when creating an
FFA - Ongoing OR Case Plan Worksheet from either Case Book or the Create Case Work
page.

2.1.3 Background Processing
• Upon attempting to create the Progress Update page, the FFA – Ongoing/ Progress
Update Select page displays only “Pending” and “Approved” pages for selection. Not
Approved FFA – Ongoing or Progress Update pages will NOT be displayed.
• The column named “Household Name” will display the Household Name currently
captured on the FFA - Ongoing or Progress Update when accessing the selection pop-up
page via any of the following workflows: creating an FFA - Ongoing; creating a Progress
Update; creating the Case Plan Worksheet; or updating the "link" on the Case Plan
Worksheet.
• When creating the Progress Update Page, upon clicking Create from the Create Case
Work Page or the Progress Update hyperlink from Case Book, the system checks if there
is at least one FFA-Ongoing Page created within the FSFN case that is “Approved.” If an
“Approved” FFA – Ongoing does not exist, the system will display the following
validation message: There must be an existing, approved FFA-Ongoing to create a new
Progress Update page. <Close>

o Please note that this validation does not include a reference to a Progress
Update because the only way to create a Progress Update for the first time is
if there is an existing, approved FFA – Ongoing. Once there is, at least one
“approved” FFA – Ongoing would there ever then be existing Progress
Update pages to display. Therefore, there will never be a Progress Update
displayed without an approved FFA – Ongoing displayed.
• Upon clicking Continue, the system checks if at least one Case Plan Worksheet record
exists within the FSFN Case that is associated to the FFA-Ongoing ID of the selected
FFA-Ongoing Page or Progress Update Page. If no records exist, the system will display
the following validation message: The FFA-Ongoing or Progress Update selected does
not have an associated Case Plan Worksheet Page. If you continue to create the Progress
Update Page, no outcomes will pre-fill on the Outcomes Evaluation tab to evaluate. Do
you wish to continue? <Yes> <No>

When creating a new Progress Update, after selecting an FFA – Ongoing or Progress
Update, the Case Plan Worksheet Selection pop-up page is displayed if at least one Case
Plan Worksheet is associated with the selected FFA-Ongoing or Progress Update and
based on the lineage. The user selects a Case Plan Worksheet ID and clicks Continue.
This will create the Progress Update with the selected FFA – Ongoing or Progress Update
pre-filling the corresponding fields in the new Progress Update and selected Case Plan
Worksheet pre-fills the Outcomes on the Outcomes Evaluation tab.

2.3 Page - Progress Update
2.3.1 Page Navigation and Overview
The Progress Update page is created in association with and pre-filled from an existing
FFA – Ongoing or Progress Update page. Upon creating, the Progress Update will only
pre-fill with what has been documented on the selected FFA-Ongoing or Progress
Update with the exception of the Child Functioning, Adult Functioning and Parenting
domain narratives in the Family Assessment Areas tab. Up to the point at which the
Progress Update is created and does not subsequently update if additional changes are
made to the FFA-Ongoing or Progress Update from which it was originally pre-filled,
with the exception of the Outcomes tab. Upon clicking the Refresh button on the
Progress Update, the Progress Update will automatically update the Outcome
Evaluations tab with the most current information documented on the associated Case
Plan Worksheet that was selected upon creating the Progress Update.
The standard approval process applies to the Progress Update page whereby the user who
created the page submits the Progress Update to their Supervisor for final approval once
completed. Once approved by the Supervisor the Progress Update page becomes disabled.
The tabs captured on the Progress Update include Participants, Family Assessment Areas,
Reason(s) for Ongoing Involvement, Child Needs, Protective Capacity Analysis and

for each tab is described in detail throughout this document. Unless the field specifies that
it pre-fill from the selected FFA – Ongoing or Progress Update, the field will act in the
manner outlined within the table.

o Upon clicking Close, the system will launch the Progress Update template.
o Upon closing the template, the user will be returned to the Progress Update page.
o If the user makes an edit to the Progress Update page prior to clicking Save, the
approval selection will be wiped out/ made null. Therefore, the user must initiate
the approval process steps again.
o If the user does not make an edit to the Progress Update page, upon clicking Save,
the system will complete the approval process.
o When a user performing the approval process has an approval level of 2 or higher,
the system will disable and gray out the page upon successfully saving the
approval.
• The Progress update page includes a field labeled “Household Name” in the Case
Information group box which is required upon save. This includes a validation message
and would apply to all pre-existing pages. If FFA- Ongoing or Progress Update is
approved and frozen, this field would be disabled and grayed out.
• Changes implemented to the Supervisor Consultation page related to Rapid Safety
Feedback require an additional edit to be enforced upon attempting to approve the
Progress Update page.
• Once a Progress Update is created and saved, it does not dynamically update if
subsequent changes are made to the Case Plan Worksheet from which it pre-filled the
Outcomes.

• Upon clicking the “Refresh” button, the system will display the following validation
message:
o Selecting refresh will refresh the entire Progress Update page, do you wish to
continue? <Yes><No> If yes, the page will be refreshed, and all most up-to-date
information will be pulled in, where applicable. This includes the Priority Needs
group box on the Protective Capacity Analysis and Family Change Strategy tab. If
no, the user will be returned to the Progress Update page and the refresh will not
be processed.
• Upon clicking Save, if a change to a child’s age was made, the system will generate the
following validation message:
o “A change has been made to a child’s age or Child Needs or Protective Capacities.
Please refresh the page to update the applicable sections before saving. <Close>”
o Upon clicking the Approval hyperlink within the Actions panel, if the
Immediate Child Safety Action Required radio button selection is “Yes” on a
Supervisor Consultation page AND there was not a subsequent Supervisor
Consultation page documented where the Immediate Child Safety Action
Follow-Up check box is selected, then the system must generate the following
validation message: “A Rapid Safety Feedback Supervisor Consultation has
been documented for this Progress Update and there is not a subsequent

can submit this Progress Update for Approval. <Close>”
o Because you can have multiple Supervisor Consultations where the Immediate
Action Required is Yes, subsequent is determined by comparing the
Consultation Date and Time of the current Supervisor Consultation being
documented to the Consultation Date and Time of the last (most recent)
Supervisor Consultation where the Immediate Child Safety Action Required
radio button selection was Yes. The current Consultation Date and Time must
be greater than the Consultation Date and Time of the last (most recent)
Supervisor Consultation where the Immediate Child Safety Action Required
radio button selection was Yes.
o If the Progress Update has already been approved when the Supervisor
Consultation page is created, this edit becomes moot and will not be enforced.

The Participants tab for the new Progress Update page displays the participants within
the Children and Parent/Legal Guardian(s)/Other Adult Household Members in
Caregiving Role group boxes based on whether an FFA – Ongoing or Progress Update
was selected upon creating the Progress Update. In addition, the user can choose to add
or remove participants if needed.
The participants will populate the Children and Parent/Legal Guardian(s)/Other Adult
Household Members in Caregiving Role group boxes directly from the Participants tab
of the selected FFA – Ongoing or Progress Update.
If the participant should no longer be included in the Progress Update, the user can
select the “Remove” hyperlink beside the applicable participant name. If the user
wishes to add additional participants to the Progress Update, they can select the Insert
button within the Children or Parent/Legal Guardian(s)/Other Adult Household
Members in Caregiving Role group boxes, whichever is applicable, and select the
applicable participant(s). Selecting the “Insert” button in either of these group boxes
launches the current Participant Select pop-up page with no changes to current
functionality. Current functionality is such that the Participant Select pop-up page
displays all FSFN Case Participants (active) which are not already included. Please
note the specific background processing identified within the table below, regarding
which participants will display in the pop-up page based on which Insert button is
selected.

2.9.1 Page Navigation and Overview
The Child Needs tab provides the user with the ability to identify a rating for each of the child
needs and then specify for each of the needs, which were rated either C or D, if they should be
included in the Case Plan. The indication as to whether each need rated C or D should be
included in the Case Plan or not is based on whether the parent is meeting the need or needs
support or assistance to meet the need. For those needs that the user identifies “Yes” to
Include in Case Plan, the system will automatically include those needs in the Case Plan.
Furthermore, the user can document the actions the parent is taking in order satisfy the C and
D needs as having been met.
Hover definitions are limited to 300 characters. The definition in its entirety can be found in

• Upon selecting the page level “Refresh” button, if a change to the Child Needs was made,
resulting in a change to the Priority Need(s) group box, the system will refresh the
Priority Need(s) group box accordingly. Therefore, if a C changed to D or D to C, and
Yes or No was selected to “Include in Case Plan?”, the selection will be pulled out due to
the change in rating and the user must re-select the applicable Yes or No response.
2.9.4 Save Processing
• If a change is made to the Child Needs or Protective Capacities, upon attempting to save,
the system forces the user to refresh the page and displays a validation prompt indicating
that either the child needs, or protective capacities have been updated or therefore they
must refresh to save. Once the user closes the validation prompt they will click the refresh
button, page will refresh to ensure the Child Needs are consistent with the associated
Priority Needs group boxes and save is enabled.

2.10.1 Page Navigation and Overview
The Protective Capacity Analysis and Family Change Strategy tab provides the user the ability
to analyze the protective capacities for the participants in a caregiving role. The Progress
Update was created and pre-filled from the FFA – Ongoing or Progress Update; therefore, the
user will can analyze the previously identified protective capacities and, based on their
assessment of the family and make the necessary updates. Once the protective capacities have
been identified, those that have been rated a C or D are classified as priority needs and the
user can identify which will be included in the Case Plan.
In addition to the protective capacities of the participants in a caregiving role, the user can
document the goal of the family which is developed in collaboration with the family, the
collective ideas of everyone involved as to how the family can achieve the identified goal and
identify any potential barriers that may interfere with achieving the identified goal.
Finally, the user can identify, for those participants with priority needs, their motivation for
change.

2.11.1 Navigation and Overview
The Safety Summary and Planning tab consists of the In-Home Safety Analysis and Planning
group box, as well as the Current Safety Plan Assessment for Sufficiency group box. The In-
Home Safety Analysis and Planning group box assists the user in evaluating the home
environment of the parent/caregiver, regardless of whether the child is in an In-Home or Out-
of-Home Placement. This tool also aids in determining if a child who is in an In-Home
Placement should remain in the home or be removed; or, if it is a viable option for a child
currently in an Out-of-Home Placement to be returned to the home.
The Current Safety Plan Assessment for Sufficiency group box assists the user in determining
if an existing Safety Plan is sufficient, it if is not sufficient and requires changes, or if a Safety
Plan is no longer needed. It also allows the user to document the assessment process that was
used in making the Safety Plan Assessment for Sufficiency determination.

REQT1.36 The system must provide the fields necessary to document the Progress Update within the application as defined
within the "Progress Update - Final" document, as well as the business rules associated with each field.
Please note that during design sessions, as well as subsequent design review sessions, the design changed, and the
resulting agreed upon design is reflected within this functional specification document.
